BoEE website: www.boee.iowa.gov MANDATORY CONCUSSION COURSE FOR ALL 7-12 COACHES COACHES INFORMATION MANDATORY CONCUSSION COURSE FOR HEAD VARSITY COACHES Beginning with the 2014-2015 school year, ALL 7-12 coaches (paid or volunteer) are required to view the NFHS course, Concussion in Sports before the beginning of their respective sport season. Information regarding accessing this course has been sent to your school administrator. CONCUSSIONS Iowa Code Section 280.13C states, in part, Annually, each school district and nonpublic school shall provide to the parent or guardian of each student a concussion and brain information sheet, as provided by the Iowa High School Athletic ti Association and Iowa Girls High School Athletic Union. The student and student s parent or guardian shall sign and return the concussion and brain injury information sheet to the student s school prior to the student s participation in any interscholastic activity for grades seven through twelve. CONCUSSIONS Iowa Code Section 280.13C continued If a student s coach or contest official observes signs, symptoms, or behaviors consistent with a concussion or brain injury in an extracurricular interscholastic activity, the student shall be immediately removed from participation. A student who has been removed from participation shall not recommence such participation until the student has been evaluated by a licensed health care provider trained in the evaluation and management of concussions and other brain injuries and the student has received written clearance to return to participation from the health care provider. 1

CONCUSSIONS Coach Removal Iowa law requires a student s coach who observes signs, symptoms, or behaviors consistent with a concussion or brain injury, during any kind of participation, i.e. practices, scrimmages, contests, etc., to remove the student from participation immediately and the student shall not return until the coach, or school s designated representative, receives written clearance to return from a licensed health care provider. CONCUSSIONS Contest Official Removal Iowa law requires a contest official who observes signs, symptoms, or behaviors consistent with a concussion or brain injury during scrimmages, contests, etc., to remove the student from participation p immediately and that official, or a designated contest official at the contest/event, must receive the written clearance to return from a licensed health care provider before the student can return to participation in that contest/event, including an event that takes place over multiple days. Iowa Girls High School Athletic Union Information Important 2014 Regular Season Dates First Practice Date: Monday, August 11 (Week 6) IGHSAU REGIONAL MEET INFORMATION 2014 Regional Diving Meet: Thursday, Oct. 30 2014 Regional Swimming Meet: Saturday, Nov. 1 First Competition Date: Monday, August 25 (Week 8) 2

REGIONAL DIVING There will be three regional diving meets on Thursday, October 30. Regional Diving will consist of three regionals (two swimming regionals each). Each regional winner qualifies for the State Meet (a total of six auto qualifiers), plus the next 24 high scoring divers for a total of 30 state-qualifying divers. New for 2014: Start time for regional meets diving meets will now be 5:00 p.m. JUDGING AT REGIONAL DIVING Regional diving will have seven judges. Three officials will be assigned to each meet. Two coaches from each swim region will be selected by lot for a total of seven (7) judges. It is expected that a school competing in diving should have a coach available to judge in the regional competition. 2014 Diving Schedule 11 Dive meets are allowed at dual meets. 2014 Rotating Dive Schedule Weeks 1-2 (August 25-Sept. 7) - Forward Group Week 3 (Sept. 8-14) Back Group Week 4 (Sept. 15-21) Inward Group Week 5 (Sept. 22-28) Twisting Group Week 6 (Sept. 29-Oct. 5) Reverse Group QUIK STATS INFORMATION Quik Stats Reporting will be EVERY WEEK. This short exam can be found in the officials hub section of the IGHSAU website. If you do not officiate diving, you are not required to take the diving exam. Divers must return to the end of the line following their approach or entry. If you officiate both boys and girls swimming, you will need to register with both organizations. All officials used at High School meets (9-12) must be licensed with the appropriate organization. Conduct Unsporting conduct includes, but is not limited to, making insulting or derogatory remarks, gestures, or acts including taunting, trying to influence, showing disgust or interfering with an official Team personnel shall be disqualified from further competition, including events in which previously qualified, for unsporting conduct Conduct Unacceptable conduct includes, but is not limited to, the use of profanity whether or not it is directed at another person or any action which could discredit the individual or his/her high school Team personnel shall be disqualified from that event The meet referee always retains the authority under Rule 3-6-1 to disqualify a competitor for any act he/she deems as unsporting conduct Showing up for events at championship meets It is the competitor s responsibility to compete in each and every race or round he/she is entered The coach has the responsibility to make sure the athletes on his/her team report as required and this should be communicated clearly with his/her athletes at the meet, as well as at the start of the season for athlete accountability Scale on dives The NFHS diving points scale has changed The following descriptions have scoring changes: excellent e (10), very good (8.5 to 9.5), good (7 to 8), satisfactory (5 to 6.5), deficient (2.5 to 4.5), unsatisfactory (.5 to 2) and failed (0) Judges may award points in the range of points based on their opinions unless instructed otherwise by the diving referee under the rules Scale on dives The point scale and the degrees of difficult of all dives listed on the NFHS diving table are now the same as other rules codes This consistency in scoring will minimize confusion for the divers and judges Stacked hands 10

COACH-ATHLETE CONTACT ( Camps & Clinics Rule ) 281-36.15(6) Summer camps and clinics and coaching contacts out of season. a. School personnel, whether employed or volunteers, of a member or associate member school shall not coach that school s student athletes during the school year in a sport for which the school personnel are currently under contract or are volunteers outside the period from the official first day of practice through the finals of tournament play. Provided, however, school personnel may coach a senior student t from the coach s school in an all-star contest once the senior student s interscholastic athletic season for that sport has concluded. Nor shall volunteer or compensated coaching personnel require students to participate in any activities outside the season of that coach s sport as a condition of participation in the coach s sport during its season. b. A summer team or individual camp or clinic held at a member or associate member school facility shall not conflict with sports in season. Summertime coaching activities shall not conflict with sports in season. c. Penalty: A school whose volunteer or compensated coaching personnel violate this rule is ineligible to participate in a governing organizationsponsored event in that sport for one year with the violator(s) coaching. Both paid and volunteer coaches Legal contact 1 st Day of practice through state meet Out of season activities cannot be required Unlimited contact in summer months Penalty: Ineligible to coach in postseason meets for one year After the season concludes, the head coach wants to open the gym and weight room for voluntary dry-land workouts and weight training. This would be legal under the coach-athlete athlete contact rule, as neither organization sponsors weightlifting nor are the workouts mandatory. During open pool time in March, athletes are given a specific, mandatory workout by their coach, and the coaches are timing and recording the performances of each swimmer. All parts to this example would be violations of the coach-athlete contact rule. First mandatory workouts outside of the sport season (first day of legal practice to the state championship) are not allowed. Second, providing specific, in-water workouts out of season, even if voluntary, is another no-no. Finally, coaches cannot be actively coaching out of season, even during open pool time. Timing and recording are just a few examples of regular coaching duties that are not allowed during open pool time. During open pool, the coach may only serve as a supervisor to make sure that each student-athlete is behaving and is in a safe environment. The head boys coach wishes to work with members of the girls swim program in a club setting at the conclusion of the boys season. He is not an affiliated coach for the girls program. This would be legal under the coach-athlete contact rule, as the rule is gender and sport specific. Let s slightly change the previous scenario. The head boys coach wishes to work with members of the girls swim program in a club setting at the conclusion of the boys season. The boys coach occasionally volunteers his time to work with the girls program when the assistant t coach is unable to attend practice. Under this scenario, the boys coach could not work with members of the girls program in a club setting, as he would be considered a volunteer coach for the girls high school team. The rule specifically talks about coaches paid or volunteer coaches. 11

The head girls coach works with the youth girls swim club program (grades 5-8). This would be legal under the coach-athlete contact rule, as the rule is also age specific. The coach-athlete athlete contact rule is only for athletes and coaches in grades 9-12. The head girls coach works with the youth girls swim club program (grades 5-8) and the youth program practices at the same time as the high school girls club program. The youth program practices in lanes 1-3 and the high school and the high school girls are practice in lanes 4-6. This is a violation under the coach-athlete contact rule. Even though you may be working with athletes in limited lanes, you are still in the facility where your athletes are training in. There is a gray line as to who is and isn t coaching the athletes at the time of the workout. To protect yourself from a possible rule violation, do not be in the same facility where your athletes are training. The head girls coach works with the youth girls swim club program (grades 5-8) and the youth program is at the same meet as the high school girls club program. In this situation, we would allow the school coach to be on the deck for the youth races.
