Chapter I: General 1.1 UCI The CISM Cycling Champinship takes place in accrdance with the rules and regulatins f the Internatinal Cycling Federatin (UCI). Exceptins will be applicable when stated in these CISM Sprts Cmmittee Cycling (CSC Cyc) Regulatins. Other exceptins will be permitted in crdinatin with the PCSC. All participants will be made aware f the changes during the technical briefing. A cmmuniqué can als be used, as well as specific rules and regulatins fr the event. 1.2 Organizing Cuntry and Organizatin The aim is t rganize a cycling champinship each year in at least ne discipline. The rganizatin can be purely military. Hwever, it is suggested t apprach civilian rganizers t assist rganizing the Champinship(s). Civilian rganizers can indeed facilitate the rganizatin f the race. The rganizing cuntry is asked t cntact the President CSC Cyc (PCSC) t discuss all infrmatin cncerning the race. This includes technical aspects (e.g. track and distances) as well as lgistical aspects (e.g. ldging and transprtatin athletes). If necessary a visit f the PCSC and members f the CSC will be rganized. It is advised t develp the event in cperatin with the respective natinal federatin. In rder t keep an verview f the actins, a brief check list is prvided at Annex A. 1.3 The Champinships 1.3.1 Series The rganizing cuntry decides which disciplines they want t rganize. All cmbinatins f disciplines and sub disciplines are allwed at the discretin f the rganizing cuntry. These cmbinatins can be traditinal (Rad and TT, r nly Cycl Crss) r they can be creative (e.g. Para cycling Rad and MTB). 1.3.2 Titles f the Champinships The events will have a cnsecutive number, independent f the disciplines rganized. 1.4 Cmpetitrs 1.4.1 Participatin criteria All cmpetitrs need t be in pssessin f a license frm their respective natinal cycling federatin. The names f the athletes will be cnfirmed at the technical meeting which takes place befre the race. 1.4.2 Female participatin CISM plicy is t strngly encurage all natins that hst a champinship t include a female categry. 4
1.5 Classificatins 1.5.1 General All classificatins will be based n time. 1.5.2 Individual classificatin Each event has a particular individual classificatin. 1.5.3 Team classificatin Male cmpetitins: the time f the fur (4) best riders per team will be taken in cnsideratin fr the Rad Race. Teams with 3, 2 r 1 rider(s) will be placed by time after the teams with 4 riders at the finish in rder t have a cmplete classificatin per natin. Fr all ther disciplines f cycling the time f the three best riders will be taken int cnsideratin fr the team classificatin. When the time is equal, the teams will be ranked by the placing f their best rider in the individual classificatin. Female cmpetitins: the time f the tw (2) best riders per team will be taken in cnsideratin. Teams with 1 rider at the finish will be placed by time after the teams with 2 riders at the finish in rder t have a cmplete classificatin per natin. When the time is equal, the teams will be ranked by the placing f their best rider in the individual classificatin. 1.6 Awards 1.6.1 Official medals The rganizing cuntry will ffer Individual medals, as well as team medals, accrding t the CISM Regulatins. 1.6.2 Team awards The tp three (3) teams f each event (with a team classificatin) can be awarded with cups r ther artistic awards. 1.6.3 Fair Play award A fair play award can be given t an individual rider, a team r a team member. The decisin will be taken in cnsensus between the OCR, the PCSC, the president f the Jury and a persn appinted by the rganizing Cuntry. 1.7 Validity f a CISM Wrld Cycling Champinship Male cmpetitins: A champinship fr men will be valid when a minimum f eight (8) cmpetitrs take part ut f at least eight (8) different natins frm (2) cntinents. Female cmpetitins: A champinship fr ladies will be valid when a minimum f eight (8) cmpetitrs take part ut f at least fur (4) different natins. 1.8 Invitatin Registratin Participatin 1.8.1 Invitatin At least six (6) mnths befre the scheduled date f the champinship, the rganizing cuntry will send an fficial invitatin t member natins, and if desired, t invited natins. The fficial invitatin will be drafted accrding t the CISM Regulatins. 5
1.8.2 Cmpsitin f a missin The cmpsitin f a missin includes per natin (team) at least a minimum f: 1 team directr, 1 mechanic and 1 cmpetitr. A cach and a masseur can be added t the missin. Full missin cmpsitins are identified within the event specific regulatins beginning with Chapter II. 1.9 Agenda f the cmpetitins The duratin f cmpetitins will be between five (5) and seven (7) days. The pening ceremny will, in principle, be rganized n the secnd day. At the end f the event a clsing ceremny will be rganized. A simple cultural mment can be freseen at the discretin f the rganizing cuntry. 1.10 Anti-Dping Cntrl Each event will be subject t anti-dping tests. These tests will be in accrdance with WADA rules and regulatins as well as the CISM Regulatins. Chapter II: Rad 2.1 Rad Races 2.1.1 General The rad race will be rganized accrding t the UCI rules and regulatins Part 2. www.uci.ch All aspects f the cmpetitin will be discussed between the PCSC and the rganizer. The tpics t be discussed can be fund at Annex A. If necessary a site visit will be rganized. 2.1.2 Distance A rad race will be rganized ver a distance f +/- 125 Km fr males and ver a distance f +/- 75 Km fr females. The distance can be cvered using laps (e.g. 10 laps f 7,5 Km fr a race fr female athletes. The cycling track f a triathln cmpletin culd als be used. 2.1.3 Team Cmpsitin Each team will be cmpsed f a minimum f 1 rider. The maximum number f male riders per team is eight (8) and fur (4) fr females. 2.1.4 Pht finish In rder t exclude discussins r challenges after the race, a system f cameras will be used at the finish line. 2.1.5 Team cars Team cars will be allwed in the race, except when therwise agreed between the rganizing cuntry and the PCSC. If necessary, the rganizing cuntry will prvide a team car per team, except when therwise agreed between the rganizing cuntry and the PCSC. The team car rder will be defined by drawing f lts. Male Rad Race: the drawing f lts will be rganized in three (3) waves: 1. teams with 8 riders 2. teams with 4 t 7 riders 3. Teams with 1 t 3 riders Female Rad race: the drawing f lts will be rganized in tw (2) waves: 1. teams with 4 riders 2. teams with 1 t 3 riders 7
2.2 Individual Time Trial (Ind TT) 2.2.1 Distance The distance will be at the discretin f the rganizing cuntry. Usually +/- 10 Km is prpsed fr rganizatinal purpses. Different laps can be used t cver the distance. 2.2.2 Participants Tw riders maximum per natin can cmpete in the individual TT. These can be part f the Rad race team r can be separately appinted by their respective natin. 2.2.3 Starting rder The rder will be defined by drawing f lts per natin. The TT will be rganized in tw (2) waves using the same starting rder per natin. 2.2.4 Warming up area A warming up area f abut 800 meters lng will be freseen near the starting area. 2.3 Team Time Trial (TTT) 2.3.1 Distance The distance will be at the discretin f the rganizing cuntry. A distance f +/- 20 Km is prpsed fr rganizatinal purpses. Different laps can be used t cver the distance. 2.3.2 Team Cmpsitin Minimum 3 riders per team will be take the start and maximum six (6) will be allwed t take the start. In case a Rad race is als rganized, the riders will be selected frm the Rad race team. 2.3.3 Starting Order The rder will be defined by drawing f lts per natin. 2.3.4 Results The time f the third (3 th ) place rider will cunt fr the team result. Teams wh arrive with 2 r 1 rider will be placed in the result list in that rder, as the time f the secnd place rider will be taken int accunt. After that the individuals will be placed. 2.3.5 Warming up area A warming up area f abut 800 meters lng will be freseen near the starting area. 8
Chapter III: Track Races 3.1 General The track race will be rganized accrding t the UCI rules and regulatins Part 3. www.uci.ch All aspects f the cmpetitin will be discussed between the PCSC and the rganizer. If necessary a site visit will be rganized. 3.2 Disciplines f Track Races The rganizing cuntry will prpse the disciplines they wuld like t rganize t the PCSC. The PCSC will discuss the prpsal within the CSC. 3.3 Team cmpsitin The team cmpsitin will depend n the disciplines prpsed by the rganizing cuntry. 9
Chapter IV: Muntain Bike (MTB) 4.1 General The rganizing cuntry can decide which discipline f MTB they want t rganize (e.g. Crss Cuntry r Marathn), accrding t the UCI rules and regulatins Part 4. www.uci.ch All aspects f the cmpetitin will be discussed between the PCSC and the rganizer. The tpics t be discussed can be fund at Annex A. If necessary a site visit will be rganized. 4.2 Team cmpsitin Each team will cnsist f minimum 1 and maximum 4 riders. The same number is applicable t male r female cmpetitins. 4.3 Starting Order The rder will be defined by drawing f lts. 10
Chapter V: Cycl Crss (CC) 5.1 General The Cycl Crss event will be rganized accrding t the UCI rules and regulatins Part 5. www.uci.ch All aspects f the cmpetitin will be discussed between the PCSC and the rganizer. The tpics t be discussed can be fund at Annex A. If necessary a site visit will be rganized. 5.2 Duratin In principle, the race will be rganized ver ne (1) hur fr the winner f the race. 5.3 Cmpsitin f the teams Each team will have a minimum f ne (1) rider and a maximum f fur (4) riders. 5.4 Starting rder The starting rder will be determined by drawing f lts. Each natin will chse its lane accrding t the draw. 11
Chapter VI: Para cycling 6.1 General The Para cycling event will be rganized accrding t the UCI rules and regulatins Part 16. www.uci.ch All aspects f the cmpetitin will be discussed between the PCSC and the rganizer. The tpics t be discussed can be fund at Annex A. If necessary a site visit will be rganized. 6.2 Disciplines f Para cycling The rganizing cuntry will prpse the disciplines they wuld like t rganize t the PCSC. The PCSC will discuss the prpsal within the CSC. 6.3 Team cmpsitin The team cmpsitin will depend n the disciplines prpsed by the rganizing cuntry. 12
