Message from Host Country President Dear Judo friends, On behalf of the Fédération Francophone Belge de Judo I would like to congratulate all participants for their contribution on this Kata Tournament. The importance of Katas is not to be demonstrated anymore, they remain emblems of tradition and perfection in the practice of judo. This tournament is particularly important for our Federation because it is one of the First of this new era organized in our country. I wish all competitors, the judges and all the officials an enjoyable stay in Belgium and of course a successful contest. 1. Technical Information 1.1. DATE The competition will be held on Sunday 24 th of February 2013. 1.2. AGE & GRADE Competitors are to be 18 years of age on the 1st January 2013 and a minimum of 1st Dan. Couples may be formed of either 2 males, 2 females, or a male and a female. 1.3. BACK NUMBERS : The official EJU/IJF back number is required. Please order your official EJU/IJF back number on http://www.mybacknumber.com/ 1.4. KATA The Kata recognised for the championships, will be five: Nage-no-kata; Katame-no-Kata; Ju-no-Kata; Kime-no-kata Kodokan-Goshin-jutsu; The IJF Kata Criteria for Kata Evaluation will be used to judge the Kata with reference also to the official Kodokan edition of video. 1.5. PARTICIPATION The competitors can only participate in one Kata. The competitors must be of the same nationality as the country which enters them. Competitors who have double nationality can only represent 1 participating country. When a competitor changes nationality, he/she must wait 3 years before he can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize his entry for the new nationality and this is accepted by the IJF (According to the Olympic charter Art. 42) a. Medical certificate For the FFBJ participants medical certificate is required. For other participants the gender certificate and the medical certificate are not required. The participants will compete under their full responsibility. b. Insurance Each National Federation is responsible for insuring its competitors against «injury and third part risk (public liability)» during the period of the championships. The organizer declines all responsibility. c. Attitude of the competitors The member-federations are responsible for the behavior and attitude of their competitors at the championships. 1.6. REGISTRATION The participants need to have agreement of their National Federation The nominal inscriptions must be entered via the online form or electronic form that is referring below. The entry closes 15 days before the championships, 9 th February 2013. Once the inscription fee is paid it will not be refundable if the competitors fail to participate in the competition. 1.7. CONTROL Control of Entries Identity: Nationality and age of the participants. (Each athlete s passport has to be presented to the organizer) 1.8. CLOTHING Uniform Strongly made in cotton or similar material, in good condition (without rent or tear). The competitions will be held in white judogi. The jacket shall be long enough to cover the thighs and shall at a minimum reach to the fists when the arms are fully extended downwards at the sides of the body. The body of the jacket shall be worn with the left side crossed over the right and shall be wide enough to have a minimum overlap of 20 cm at the level of the bottom of the rib-cage. The sleeves of the jacket must reach to the wrist joint at the maximum and 5 cm above the wrist joint at the minimum. A space of 10-15 cm shall exist between the sleeve and the arm, along the entire length of the sleeve. The trousers shall be long enough to cover the legs and shall at the maximum reach the ankle joint and at the minimum 5 cm. above the ankle joint. A space of 10-15 cm. shall exist between the trouser leg and the leg along the entire length of the trouser leg. The belt is black, 4 to 5 cm wide and long enough to go twice around the waist and leave 20 to 30 cm protruding from each side of the knot when tied. Female competitors shall wear under the jacket a plain white T-shirt, with short sleeves, rather strong, long enough to be worn inside the trousers. Zori or mules are part of the uniform. Back Number EJU Kata Championship back number (http://www.mybacknumber.com) must be applied on the back of the jacket: no old back numbers are allowed. Acceptable markings National emblem on left breast of jacket maximum size 100 cm2 Manufacturer s trade mark on bottom-front of the jacket, on bottom front of the left leg of the trousers and on the belt. Maximum size 20 cm2 Shoulder markings from collar, across shoulder down the arm on both sides of the jacket with the same advertising or national colours on both sides. Maximum length = 25 cm Maximum width 5 cm. Hygiene The Judogi shall be clean, dry and without unpleasant odour. The nails of the feet and hands shall be cut short. The personal hygiene of the athletes shall be of a high standard Long hair has to be bound with an elastic band. Spectacles, jewellery pieces are prohibited. Make up is not allowed. The Back Numbers will have to be sewn already on the Judogi. 1.9. COMPETITION FORMULA The top three pairs with the maximum points in every Kata, will compete in the finals. The pair with the maximum points / mistakes will be awarded the gold medal. The couple with the second least points / mistakes will be awarded the silver medal; and the third, the Bronze medal. 1.10. POINT SYSTEM The Judges are five and will award points on the official EJU scoring sheet. The total score of three Judges will be totaled to produce the final score: the maximum score and the minimum score will be cancelled. Each technique and open and closing ceremonies are evaluated with a maximum positive score of 10 points. The positive score is decreased by mistakes The evaluation of every technique of Kata has to consider the principle and the opportunity of execution: the evaluation (included the open and close ceremony)has to be comprehensive. Definition of mistakes: Forgotten technique score is Zero and the total score of the Kata is halved. If the forgotten technique is more than one, zero score will be given to the technique but the total score will be not halved again. If the halved total value is not a whole number, the score will be rounded up. Big mistake: when the execution of the principle is incorrect (5 points are deducted and the maximum number of crosses is 1) Medium Mistake: when one or more elements of the principle are not applied in the correct way (3 points are deducted and the maximum number of crosses is 1). Small mistake: imperfection in the application of the technique (1 point is deducted and the maximum number of crosses is 2). For every technique without a big mistake, the minimum score has to be 5. The evaluation of fluidity, course and rhythm represents the global vision of the whole Kata (included the rei): If there is no big mistake in the Kata, the minimum result will be 5 and the maximum 10. If there is a big mistake in the Kata (including the rei), the score must not be more than 5. In case of a forgotten technique, the score or fluidity, course and rhythm is zero. In the Nage no Kata, right and left techniques will be evaluated globally (only one score). In case of equal score between pairs, the following criteria will be applied considering the scoring sheet of the five Judges: Total value of big mistakes - wins who makes less mistakes; If still equal, total value of medium mistakes will be considered. - wins the pair who makes less mistakes; If still equal, total value of small mistakes will be considered - wins the pair who makes less mistakes; If still equal, the score of fluidity will decide. Wins the pair who has a better score. If two pairs are both placing 3rd place after the above mentioned criteria, the kata will be repeated in order to assign the medal. 1.11. FINAL Till 6 participants direct final. From 7 and upon 11 participants 1 preliminary and 4 best results to final. From 12 participants and more 2 preliminary and 3 best results of each to final. 2. Judges 2.1. LEVEL OF THE JUDGES The contests will be judged by IJF/EJU or National qualified Kata Judges. Kata rules to be followed are as published by the EJU. The Judges will evaluate these Kata on the basis of the official Kodokan Kata standard according and with reference to the official KdK edition of video (official amendment only should be considered if any) 2.2. SYSTEM OF JUDGING Each Kata shall be evaluated by five judges under the supervision of unless one delegate of the EJU Kata Commission. The five judges will be positioned on the Shomen side and they will seat at about 1 m. distance apart from. The position of the five judges will be the same for all the competition. A Judge cannot be a competitor. The judges shall always be in their position before the arrival of the couple in the competition area. The judge in the centre stands up and, with tense arms and palms of the hands turned upward, invites the couple to enter the competition area. The couple enters and leaves the competition area at the opposite side of shomen: the Start and end of Kata (opening and closing ceremony) is at 10 m or 8 m distance (bow to the mat). Any behavior of Tori or Uke inside the Competition area that is contrary to the spirit of Kata will reduce the score of the ceremony. Document last updated 14/01/2013 Page : 5

2.3. DRAW The draw for the sort of each pairs will be done the day before the competition. 2.4. COMPETITION AREA The Competition area has dimensions 10 x 10 meters or 8 x 8 meters and shall be covered by Tatamis or similar acceptable material. The Competition area must be fixed to a resilient floor. When more adjoining competition areas are used, a common safety area of 2 meters is necessary. A strip of visible color adhesive tape, approximately 10 cm. wide and 50 cm. long, shall be fixed on the centre of the competition area 6 m. apart, to indicate the starting position of Tori and Uke. The centre of the Competition area shall be indicated with a strip adhesive tape of the same color. 2.5. INJURY, ILLNESS and ACCIDENT When Tori or Uke is unable to continue because of injury, illness or accident during the execution of the Kata, the couple will be considered out of competition. In case of Minor injury like bloody wound, broken nail or a problem with contact lenses, according to the decision of the judges, the Kata execution will be stopped and the athlete will be assisted by a Doctor out of the competition area. The competition will continue and the couple will repeat entirely the Kata soon after the last called couple. In case a new Minor injury happens at the same athletes during the second execution of Kata, the couple will be considered out of competition. In the case that Minor injury happens after a forgotten technique, the couple will be considered out of competition. Document last updated 14/01/2013 Page : 6
