Swimming Tasmania By-Laws Awards & Trophies Reference Number: BL04 Date of Approval February 2018 Responsibility Chief Executive Officer (CEO) 1. Status. This By-Law is made by the Board of Swimming Tasmania (STAS) pursuant to the powers contained in clause 27 of STAS s constitution (Constitution) and is binding on STAS and all members of STAS. It is to be known as By-Law 4. 2. Interpretation Words and phrases defined in the Constitution have the same meaning in this By-Law which is to be read with (and is subject to) the Constitution. If there is a conflict between this By-Law and the Constitution the Constitution will prevail. 3. Purpose This By-Law provides for the Board to acknowledge and recognise athletes, coaches, technical officials and volunteers who have excelled in competition or provided outstanding service to STAS. Responsibility for award selection rests with the CEO with the exception of life membership and service awards. The CEO is to provide the Board with the final awards list prior to any presentations. 4. Life Membership Life membership may be recommended to the Board, and where in its opinion that the Member has rendered outstanding service to Swimming Tasmania, making an outstanding contribution to the benefit of the sport of swimming in Tasmania over at least 15 continuous 1
years (immediately prior to the nomination), the Board shall carry the motion and arrange for a suitable occasion to make the presentation. Must be a current member of Swimming Tasmania. A recommendation to the Board shall be in writing and provide sufficient details of the service and contributions of the nominee to inform the Board s deliberations. The Board may seek supplementary evidence. Life Members shall not pay a registration fee to Swimming Tasmania. Life Members may attend all General Meetings and shall have a voice at such meetings but shall not have a vote. Confirmation of Life Membership shall not interfere with the ordinary rights and privileges of Board members, club delegates and office bearers, and in particular shall not affect the rights of the officer to act in their duties in all activities of Swimming Tasmania. 5. Service Award Where in the opinion of the Board a person has rendered outstanding service in the interest of swimming, the Board may grant such person a "Service Award". Must be a current member of Swimming Tasmania. 6. Eastern Shore Sharks Scholarship This Scholarship will be awarded annually to the Male and Female winners of the 11 Year Old Trophy and will comprise a one-off contribution of $500 towards coaching fees. The Scholarship has been made possible as a result of the generous donation made by the Eastern Shore Sharks Swimming Club when the club ceased operation last year. 7. Trophies To be eligible for individual trophies a swimmer must be a fully paid registered member of Swimming Tasmania for the whole of the registration year (i.e. October 1 September 30). The exception for this rule is the Special Achievement President s Award. Visitors are not eligible to receive trophies. Trophy Selection Criteria Tasmanian Club of the Year W J Harrison Trophy The Swimming Tasmania Club of the Year Award has been introduced to encourage increased professionalism in the club environment and recognise clubs that are achieving great things within their community and the sport of swimming. Clubs will nominate for the award when Swimming Tasmania calls for nominations on the appropriate form. Consideration will be given to clubs that have put in place new initiatives, new programs to better sustain and grow their membership, good governance and adherence to the Child Safe Standards. The Swimming Tasmania Award recipient will be put forward for the National Swimming Australia Club of the year Award. The selection panel (appointed by the CEO) will give consideration to the following in assessing and comparing nominations: 3
Financial Financial stability of the club, correct financial processes adhered to and monies owed to Swimming Tasmania paid in a timely manner Club Management Good governance practices, an active committee with clearly defined tasks, active support from club members and volunteers and Safe Sport practices in place. Membership Demonstration of membership retention and growth, frequency of communication to members, number of accredited officials, number of swimmers who have represented the club at National and State Championships and if the club has an active social program. Inclusion Demonstrated diversity in club membership (swimmers and nonswimmers), demonstrated diversity in club boards / committees, have an established inclusion policy in place and have inclusion objectives in their strategic plan or in a separate inclusion policy. Jubilee Shield for the Premier Club of the Year Recognising the Club that has the greatest success at Tasmanian Championship events 3,2,1 for placing from first to third at all Tasmanian Championship events Regional Club of the Year Bill and Judy Moore Trophy Recognising the Regional Club that has the greatest success at Tasmanian Championship events 3,2,1 for placing from first to third at all Tasmanian Championship events All clubs in the greater Hobart and Launceston areas are not eligible to receive this award Swimmer of the Year President s Trophy The recipient of this award will be selected upon selection in an Australian team (Swimming Australia selected), international performance or was a medallist at an Australian Open or Age Championships If two or more swimmers meet the criteria FINA points will be used to identify the highest ranked swimmer for this category Junior Swimmer of the Year Male David Floyd Memorial Trophy Female Deborah Caldwell Memorial Trophy Awarded to swimmers aged 13 years based solely on performance The recipients of this award will be selected on performances at the National Age Championships (ie National Age medallist) and the Tasmanian Age Championships 4
If two or more swimmers meet the criteria FINA points will be used to identify the highest ranked swimmer Special Achievement Awards President s Awards Awarded to a swimmer who represents Australian in a Multi Class Australian team or any other category where a swimmer represents Australia in the sport of swimming This award may have more than one recipient Age Group Swimmer of the Year 11 to 18 Years (Male and Female) Awarded to a male and female swimmers gaining the highest FINA points in each of the following age categories 11 years, 12 years, 13 years, 14 years, 15 years, 16 years, 17 years and 18 years These awards will be based on the highest points in a single event at the Tasmanian Age Championships The swimmers age shall be that as the first day of the Tasmanian Age Championships in March each year Multi Class Swimmer of the Year Melissa Carlton Trophy Awarded to the male or female swimmer with a classified disability This award with be based upon IPS scores for the best single event at the Tasmanian Long Course Championships Butterfly Swimmer of the Year (Male & Female) Peg Shearing Trophy single butterfly event at any Tasmanian Long Course or Short Course Championships Backstroke Swimmer of the Year (Male & Female) Don Blew Trophy single backstroke event at any Tasmanian Long Course or Short Course Championships Breaststroke Swimmer of the Year (Male & Female) - Margaret Bresnehan Trophy single breaststroke event at any Tasmanian Long Course or Short Course Championships 5

Once a swimmer wins this award he/she is ineligible to receive the award for the next two years Coach of the Year Margaret Neal Award Selected by the State Head Coach Will be awarded to the coach considered to have the best overall program, who participates actively in Swimming Tasmania s development program, who respects the rules and the officials who enforce the rules, who shows a demonstrated effort to improve and achieve and who actively promotes the sport of swimming in Tasmania Must be an accredited coach Must be a member of Swimming Tasmania 6
Official of the Year Roger Smith Award Selected by the State Technical Manager Consideration will be given to participation at International, National, State and Club level and the official s contribution to the sport of swimming in Tasmania Must be an accredited official Volunteer of the Year Warren Cure Award Swimming Tasmania will call for nominations and the recipient will be selected by the CEO In assessing nominations consideration will be given to the contribution at Club, Regional and State level and the overall contribution to the sport of swimming in Tasmania The recipient must be a member of Swimming Tasmania Young Leadership Award Bill & Shea Henderson Award Swimming Tasmania will call for nominations and the recipient will be selected by a panel appointed by the CEO Clubs will be able to nominate one swimmer per year The award is not based on performance but has been established to recognise and reward an individual aged between 15 and 25 who has shown outstanding leadership within their club The nominee must represent their club regularly at Swimming Tasmania events The nominee must show respect for the rules of competition and the officials who enforce the rules Must show a commitment to the spirit of their club and swimming overall Must show evidence of being a positive role model to others 7
