APPENDIX A DUTIES AND RESPONSIBILITIES OF SWIM MEET DIRECTOR The following duties and responsibilities of a Swim Meet Director are intended as a guide and are neither to be regarded as Rules nor interpreted as either usurping or assuming the authority of the Referee whose duties and responsibilities are clearly defined in the Rules of Swimming. The information is based on the requirements for the New South Wales State Swimming Championships. For meets of a lesser nature, the following points should be considered but modification may be necessary to fill the particular requirements of the Area or Club. For New South Wales State Swimming Championships the Board will act as and assume the role of the organising body or Meet Committee. The Meet Director is appointed by the Board as its representative with the consequent power to act on its behalf, having full knowledge of the requirements. The duties and responsibilities of the Meet Director fall into two parts: PRIOR TO THE DATE OF THE MEET; and ON THE DAY OF THE MEET. PRIOR TO: Check with the Chief Executive Officer, that: All Meet Staffing requirements are in order There has been liaison with television producer / director or photographers on position so as not to inconvenience competitors, officials or spectators. the admission gates are arranged for: Competitors Spectators Officials adequate change is available. Check that the Chief Recorder has stationery and any necessary equipment required for recording. As at 2 December 2014 Page 4 of 13
Check with the Technical Committee that Officials have been appointed and notified and that the Meet will be adequately staffed. Check on the pool facilities with the Pool Manager. Check on publicity with the Chief Executive Officer. POOL FACILITIES TO BE CHECKED WITH POOL MANAGER: Time pool will be available. Recording Room facilities, tables, chairs, lighting. Officials briefing area. Seating for competitors Cover and seating for Officials. Public Address System, check condition and arrange for hire of any necessary equipment. Press Room, advise Press re telephone installation. Marshalling Area, if necessary hire tent. Judges Stand, if applicable. Lane Ropes. Backstroke Flags. False Start Rope. Marshalling Event Display Lap Counters. Lane Numbers. Additional Lighting, if required. Ropes or barricades for spectator area. Automatic Officiating Equipment, if installed. DAY OF MEET: Ensure prior to opening the gates: Pool is clear of spectators and Pool Management is ready; Gate and Seat Marshalling Officials are in position; Marshalling, VlP and competitors areas are properly allocated and clearly defined; Presentation dais, clothes boxes etc., are in position. Discuss with Referee: Timing and location of refreshment breaks, if any, Decide any special instructions to be given to the Announcer, Decide on special requirements involving Swim Meet Officials, Decide any special requirements of which Officials should be advised and who will convey those matters to the Officials. General: Give decision, after having consulted the Board, or the Meet Committee, on any matter relating to the conduct of the Meet. Refer to the Jury of Appeal any appeals from protests rejected by the Referee, refer General Rule GR23. Pay constant attention to the efficient running of the Meet, observing and correcting any action or lack of action which could be detrimental to the Meet or the image of Swimming New South Wales. Have a complete and overriding authority to make any alteration or correction after conferring initially with the Referee on any matter falling outside of the jurisdiction of the Referee. Submit to the Meet Committee at the conclusion of the meet a full report with recommendations. In the event of decisions to be arrived at that may be of a controversial nature, the Meet Director will consult Board Members in attendance, as the Meet Committee. As at 2 December 2014 Page 7 of 13
