Box 35359, Northway, 4065 KZN AQUATICS GALA RULES AND REGULATIONS FOR THE 2016/2017 Season Dated: 1 st May 2016 General Rules for KZN Aquatics Sanctioned Galas. 1. All KZNA Championship Galas, Age Group Galas and Level 0 galas will be swum under the rules and regulations which fall under FINA, SSA, and the IPC. a. Other KZN Aquatics Rules and Specific gala rules will be published before each gala. 2. All Coaches, Officials, Swimmers and Parents will adhere to, and respect, the SSA and KZNA Code of Ethics. 3. Level 1, 2 and 3 swimmers must be registered on the SSA and KZNA Data Base as a competitive swimmer, 14 days prior to the commencement of the gala he/she wants to compete in. 4. A Level 0 swimmer must be registered on the KZNA Data Base and SSA Level 0 Data Base 14 days prior to the commencement of the gala he/she wants to compete in. 5. No Unregistered swimmers are allowed to compete in any KZN Aquatic sanctioned gala. 6. Registrations of swimmers may only be submitted through the club and to be captured by the allocated district records officer. 7. Gala entries will not be accepted from individuals, entries may only be submitted by clubs either by Fax, e-mail or by the Team Manager Entry File. 8. The one start rule will apply. 9. In the case of a dispute the appeal committee and referee s decision will be final. 10. Late entries may be accepted on the day of the gala, provided lanes are available at Ten Times the entry fee, or as per the rules published on the Gala Flyer for that specific gala. 1

11. Late entries will only be accepted up to 60 minutes before the start of the gala or as published in the gala flyer. 12. Clubs are responsible for the payment of entry fees to KZN Aquatics and will be invoiced accordingly. Swimmers may not pay KZNA direct. 13. All Age Group Galas and Level 0 galas will be swum as graded timed finals from slowest to fastest. 14. Gates will be opened 75 minutes before the start of the gala. 15. Warm up will end 20 minutes before the start of the gala to allow pool staff and officials to finalise setup. 16. Swimmers may only swim in ONE KZNA Championship per season. OFFICIALS: 17. The following rules apply to all KZNA Sanctioned Galas. a. All Clubs Officials Duty List must be submitted with their team entries. b. Officials are classified as Judges or Time Keepers c. No Clubs team entries will be captured if not accompanied with Officials Duty List. In accordance to quota as listed in (L) below d. When submitting Officials lists please give the FULL NAME of your officials e. It is the responsibility of the club to ensure that their required number of officials report for duty. f. Clubs are accountable to find a replacement if a given official does not report for duty. g. It is not the responsibility of the Officials Society to find a replacement. h. Clubs will be fined if the required number of officials are a no show to do duty on that day. I. No Show Fine is R250.00 for every official that does not report for duty. i. The KZNA Office will not check if the parent is registered or qualified. Checking will be done by KZNOS and should it be found that the timekeeper is not registered and/or qualified,the club will be fined accordingly I. Not Registered Fine R100.00 per unregistered official. II. Not Qualified Fine R100.00 per unqualified official. j. Swim board will take necessary action against Clubs that do not adhere to the above rules and do not pay their fine within 60 Days. k. All Technical Officials and Timekeepers must be correctly attired I. White shirts and Navy Blue Trousers or skirts and closed white shoes for finals. II. White shirts and Navy blue shorts / trousers or skirts and closed white shoes for heats. 2

18. Number of Officials required per gala: a. 1-3 Swimmers entered No Officials Required b. 4-10 Swimmers entered 1 Officials and 1 Time Keeper c. 11-20 Swimmers entered 2 Officials and 2 Time Keepers d. 21-30 Swimmers entered 3 Officials, 2 Time Keepers & 2 Judges e. 31-40 Swimmers entered 4 Officials, 2 Time Keepers & 2 Judges f. 41 + Swimmers entered 5 Officials, 2 Time Keepers & 3Judges. Withdrawals and Objections 19. Only the accredited Team Manager of a Club may: a. Withdraw a competitor b. Lodge an objection c. Lodge any complaints. 20. Withdrawals from long distance events (200m, 400m, 800m and 1500m) at Age Group Galas and Heats at Championship Galas must be done before the start of the gala to facilitate consolidation of heats. 21. Withdrawal from individual events 200 meter and less at Age Group Galas is not necessary. 21a Withdrawal from individual events 200 meter and less at Championship galas will be as stipulated in the Championship Flyer. 22. Withdrawal of swimmers from Finals must be handed in no later than 15 minutes after the finalists have been announced and posted on the results board 23 Scratching after the time deadline will be at a cost of R100.00 24. A Fine of R200.00 will be imposed on a swimmer if a NO SHOW for a final. This fine must be paid before the swimmer may participate in the following heats or finals session. 25 Reserves must report to marshalling for finals. Protests 26. Protests are possible if the rules for the conduct of the competition have not been observed or if the conditions endanger the competitor/s. 27 Protests may be lodged against decisions of the Referee, however no protests will be allowed against decisions of fact. 28. Protests must be submitted to the Referee in writing by the appointed Team Manager, together with a deposit of R500.00 within 30 minutes following the conclusion of the specific event. Drug Testing 29. Drug testing may take place at any KZNA SANCTIONED GALAS. 3

30. Any swimmer on medication must submit a drug declaration form with their entry before the start of the championships. 31. Drug declaration forms are available from the KZNA office. District Level 0 Gala Rules 1. District committees will be accountable for scheduling their respective galas for each district. 2. The District committee will be accountable for organising the gala. 3. District committee are required to forward their gala schedule to the KZNA Swim Board so that it is included in the KZNA Gala Schedule. 4. Level 0 swimmers times will be captured and recorded on a separate KZNA database. 5. Level 0 results to be posted within 5 days of the gala and all clubs to be notified on swimmers that have swum level 1 times. 6. A swimmer irrespective of age, swimming ONE Level 1 time must upgrade their registration with SSA and KZNA before the next level 1 gala. No concession will be granted for a swimmer to remain as a level 0 swimmer. 7. A Level 0 swimmer that has swum one Level 1 time may not swim in a KZNA sanctioned Level 0 gala or KZNA Level 0 Championships irrespective of age. 8. All swimmers wishing to compete in the KZNA Level 0 Championship must have competed in two (2) district Level 0 galas as from 1 May of that season. 9. All General Rules for KZNA Sanctioned Gala apply. Districts Level 1, 2 and 3 Age Group Gala Rules 10. All Age Group Galas to be organised by KZNA Swim Board in conjunction with the outlying district committees. 11. All Age Group Galas will be captured and recorded on the KZNA data base and SSA data base. 12. All swimmers wishing to compete in the KZNA Senior Championship and KZNA Level 1 Championship must have competed in any two District Age Group Galas before the Championship Entry Closing Date as from 1 May of that Season. 4

13. A swimmer may only enter events 400 meters and above on the following conditions. a. Qualifying times as per SAAG (Year) Standard Age Group QT. b. 400 Free: Must have a Level 1-200 Free qualifying time. c. 400 IM: Must have a Level 2-200 IM qualifying time d. 800 Free: Must have a Level 2-200 Free qualifying time. e. 1500 Free: Must have a Level 2-200 Free qualifying time. f. 200 Fly: Must have a Level 2-100 Fly qualifying time. 14. A swimmer that has registered as a competitive swimmer and has no Level 1 qualifying times may only swim 50,100 and 200 meter events until they have swum a level 1 free qualifying time to enter the 400 meter Free; KZNA Junior Championships THIS COMPETITION IS FOR SWIMMERS 12 YEARS & UNDER ONLY Rules Specific to this gala: Conditions of Entry 15. Swimmers wanting to partake in these Championships must be a Competitive Registered Swimmer (Code A) with SSA and KZNA 14 Days prior to gala entry closing date. 16. Entries submitted of swimmers not registered on the SSA Data Base and KZNA data base by the above date, will not be accepted. 17. Visiting competitors may enter. a. Visiting Swimmers from outside of KZN must submit their entries via their Provincial Body. b. Their clearance must accompany their entries. 18. Swimmers may only compete in their own age group according to the programme. 19. The age of the swimmer shall be determined by the swimmers age on the first day of the Championships. 20. The Championships will be run as Heats and Finals. 21. If less than 10 swimmers have entered for an event then that event will be swum as a Timed final in the finals session. 5

22. The Championships will be swum as a 10 lane championship. 23. The finals will commence 1 hour after the conclusion of the heats. 24. The Referee and TD has the right to alter or consolidate heats, as they deem fit. 25. Trophies and Medals: a. Medals shall be awarded to the first 3 finishers in the Finals. b. Trophy will be awarded to the Club with the highest points scored. c. Managers to ensure that swimmers are dressed in club colours and are ready for medal presentations. d. No costumes allowed on the podium, swimmers must wear a club shirt or top. 26. Trophies will be awarded as follows: a. Top 8 & Under Male and Female Swimmer b. Top 9 Year Old Male and Female Swimmer c. Top10 Year Old Male and Female Swimmer d. Top 11 Year Old Male and Female Swimmer e. Top 12 Year Old Male and Female Swimmer Relays: 27. The relays will be swum as mixed relays with each team consisting of two girls and two boys. 28. The names of the swimmers and reserves must be submitted, before the end of the heats session. a. Should a reserve need to be used the referee must be notified prior to the marshalling of that event. If not adhered to the team will be disqualified. 29. Clubs may enter up to 2 teams a. Relay team A and B will be eligible for medals but only the highest finishing team s points will count for the club competition. b. Other entered relay teams will be swum as an exhibition team and may not receive medals or club points. 30. Only swimmers entered into the meet may be entered into relays. Points 31. Individual points 12, 10, 8, 7, 6, 5, 4, 3, 2, 1. 32. Double points will be awarded to Clubs for relays. 33. Only the highest placed Relay team will score points for the club. 6

34. All relay teams placed in the top 3 are eligible for medals 35. Heats AS stipulated on the flyer. 36. Finals - 1 Hours after the heats KZNA Level 0 and Level 1 Championship 37. The Level 0 and Level 1 Championship will be run as two separate championships, each with their own individual programme and medals over the same week end. KZNA Level 0 Championship Start Time: As per Championship Flyer 38. Only registered swimmers on the KZNA data base may enter the championship. 39. Only swimmers that have competed in two Level 0 galas as from 1 May in that current year may enter the Level 0 Championship. 40. Swimmers may enter in all events that they have times on the data base. 41. Swimmers may not enter an event on a NO TIME. 42. Concession a. No Concession will be granted for a swimmer that has not competed in two KZNA Age Group Galas within the current season. b. No Concession will be granted for a swimmer to enter any event on a NO TIME. c. Concession will be considered for medical reason. A Doctors report must be included with the concession request. No doctor s report will be accepted if dated more than 60 days before concession request date. d. No Concession will be granted for a NON SSA and KZNA Registered swimmer 43. A Swimmer that has one qualifying time in Level 1 may not swim in the Level 0 championship irrespective of age. 44. If a level 0 swimmer has one Level 1 time irrespective of age, a. The club must submit a concession requesting a late SSA and KZNA registration so that they may compete in the KZNA Level 1 Championship. b. The swimmer s level 0 times on the KZNA data base will be transferred to the SSA and KZNA Data base. 45. General Rules and gala flyer rules will apply. 46. The Championship will be swum as a 10 lane gala. 7

47. All events will be swum as Timed Finals. Slowest to Fastest 48. Timed Finals will be combined if less than 7 swimmers have entered a specific event. The results will be split into the relevant age groups for medals 49. Medal presentations will be scheduled into the programme. 50. Age groups: a. All 50 Meter events: 8 & under, 9, 10, 11, 12, 13, 14 and Over. b. All 100 Meter events: 8 & under 9, 10, 11, 12, 13, 14 and Over. c. All 200 Meter events: 10 and under, 13 & under, 14 and Over. KZNA Level 1 Championship Start Time: As Stipulated on Championship Flyer 51. Only registered swimmers on SSA and KZNA data base may enter the Championship. 52. Only swimmers that have competed in Two (2) KZNA Age Group Galas as from 1 May of the current season may enter the Championships. 53. Swimmer must have one 200 IM time captured on the SSA and KZNA data base. 54. Swimmers may not enter an event on a NO TIME. 55. Concessions a. No Concession will be granted for a swimmer that has not competed in two KZNA Age Group Galas within the current year. b. No Concession will be granted for a swimmer to enter any event on a NO TIME. c. Concession will be considered for medical reason. A Doctors report must be included with the concession request. No doctor s report will be accepted if dated more than 60 days before concession request date. d. Concession will be considered for a late SSA Registration. e. No Concession will be granted for a non SSA and KZNA Registered swimmer 56. A Level 1 swimmer may enter all events that they have a time on the data base as from 1 May of that current season, no SSA Level 1qualifying time required. 57. A Level 1 swimmer that has ONE Level 2 qualifying time irrespective of age: a. Before the closing date of KZN Senior Championship in December of the previous year, may Not Swim at the Level 1 Championship and must swim at the KZN Senior Championship. 8

b. If a swimmer swims a level 2 qualifying time after the KZN Senior Championship the swimmer may swim at the KZN Level 1 championship but may NOT swim in the events that they have a level 2 qualifying time. 58. The Championship will be swum as a 10 lane gala. 59. All events will be swum as Timed Finals. Slowest to Fastest 60. Timed Finals will be combined if 10 and less swimmers have entered a specific event. The results will be split into the relevant age groups for medals 61. Medal presentation will be scheduled in the programme. Age Group: o All 50 Meter events: 8 & under, 9, 10, 11, 12, 13, 14, 15 & over o All 100 Meter events: 8 & under, 9, 10, 11, 12, 13, 14, 15 & over o All 200 Meter events: 10 & under, 11, 12, 13, 14, 15 & over o 400 meter Free: 10 & under, 11, 12, 13,14, 15 & over o Mixed Relays 10 & under, 11 12, 13, 14, 15 & over Conditions of Entry. KZNA PREMIER CHAMPIONSHIP. 62. Only registered swimmers registered before the championship closing date on SSA data base may enter. 63. All rules apply to swimmers with disability that wish to enter the KZNA Premier Championship. 64. Only swimmers that have Level 2 and above qualifying times may enter the Championship before the entry closing date. 65. KZNA registered swimmers must compete in Two District Age Group Galas as from 1 May of the current season. 66. A swimmer must have ONE (1) 200 IM or 400 IM time captured on SSA or KZNA data base. a. If a swimmer for medical reasons cannot swim an IM event then b. Doctor s note must be submitted in the month of injury. c. Note must stipulate the time period that the swimmer may not participate in an IM Event. d. Concession will be granted to a swimmer if the injury occurred one month prior to the entry closing date for KZNA Premier Championship and if NO IM was swum in that months Age Group Gala. e. No Concession will be granted to a swimmer to compete in the KZN Premier Championship if injury occurred two or more months prior to entry 9

closing date if they have not submitted a doctor s note in the month of injury. f. No Concession will be granted for any other reason why they did not swim an IM. 67. No Swimmer may enter an event on a NO TIME. 68. Concessions a. No Concession will be granted for a locally based registered swimmer that has not competed in two KZNA District Age Group Galas within the current season prior to entry closing date. b. No Concession will be granted for a swimmer to enter any event on a NO TIME. c. Concession will be considered for medical reason with accompanying Medical or Doctors letters. i. No Concession will be granted for medical reasons if longer than 2 months prior to championship, unless a Doctors letter has been sent to KZNA Aquatics in the months that the swimmer will miss those months Age Group Galas. ii. No Concession will be granted if the swimmer is injured and cannot swim the KZNA Age Group Gala but swims in the Private galas. d. Concession will be considered for a late SSA Registration. e. No Concession will be granted for a NON SSA and KZNA Registered swimmer. f. No Concession will be granted for a Level 1 swimmer to swim in the KZNA Senior Championship. g. All Clubs with registered SSA overseas based swimmers that intend entering the Championship Gala are to ensure that times are forwarded and recorded for a concession to be granted. h. No Concession will be granted to overseas based swimmers to swim an event if they do not have a time recorded on the SSA or KZNA data base. 69. A swimmer may enter all events in which they have a time on the data base as from 1 May of the current season. 70. The Championship will be swum as a 10 lane heat and final gala. a. The championship will be run as heats and finals for all events up to and including all 400 meter events. b. A maximum of two Out-of-Province swimmers will be allowed to compete in the final. i. This does not apply to any event that is a timed final. c. The Tournament Director and LOC will make the final decision if an A and B final will be swum, this will be determined by number of entries per event. d. All events exceeding 400 meter will be swum as timed finals. i. Fastest heat to be swum in the evening session. ii. All other heats to be swum in the morning in the heats session. 10

71. Visiting Swimmers must submit their entries via their Provincial Body. Their clearance must accompany their entries. 72. Visiting swimmers from outside the Republic must provide an International Clearance. 73. The Country or Province supplying the clearance is held responsible for the verification of the swimmers entry times. No Concession will be granted to swim on a NO TIME. 74. Swimmers may compete in their own age group and the open events according to the programme. a. Swimmers will only score points in their own age group b. Unless the event is NOT catered for in their age-group. 75. The age of the swimmer will be determined by the swimmers age on the first day of championships. a. The same age will be the determining factor for the recognition of records. 76. Swimmers 11 years and younger may not enter the following events a. 200 Fly, 400IM, 800 and 1500 Free. UNLESS b. The swimmer turns 12 years old before the first day of the National Level 3 Championship. c. Swimmer must have an official time on the data base. d. A Concession request must be submitted. 77. The Tournament Director and Referee has the right to alter or consolidate heats as they deem fit. 78. All other rules published before the Championship will be enforced. KZNA Open Water Championships 79. Date and Venue to be confirmed. 80. The 5 KM and 10 KM will be swum on the Saturday Morning. 81. The 1KM and 3 Km will be swum on the Sunday Morning. 82. Qualification criteria will be published in due course. 11

Financial Assistance for SSA National and Regional Championships. 83. Clubs may apply for financial assistance for a swimmer to compete at SSA National and SSA Regional Championships. 84. No application will be accepted direct from swimmers. 85. Clubs to submit KZNA Financial Assistance Form before the closing date on the 1 st March. 86. Swimmers may apply for Financial Assistance on condition: a. The swimmer has competed in more than 75% of Age Group Galas. b. Participated in the KZNA Senior Championships or KZNA Level 1 Championships.
