-2- Suamary of management plan This management plan results from consultations with fishermen associations and producers involved in the lobster fishery. The objectives of this plan are the conservation of the lobster stocks and an allocation of the resource based on equity between coastal communities of the province of Quebec. In 1989, the waters administered by the Quebec Region are subdivided in 9 lobster fishing areas, as described in the Atlantic Fishery Regulations. Furthermore, areas 18, 19 and 20A have been subdivided in subareas where restricted number of licenses shall be used. The lobster fishery will be restricted to inshore fishing vessels smaller than 50 feet (15.2 m) LOA. The maximum number of traps allowed along the Lower Nort h Shore (areas 15 and 16) Upper and Middle North Shore (area 18) and Gaspe peninsula (areas 19, 20A, 20B and 21) wil l be 250 traps. Fishermen will be authorized to use 300 traps around Anticosti Island (area 17) and Magdalen Islands (area 22). The number of regular licenses in each area will remain the same as in 1988. However, along the Upper and Middle North Shore (area 18), exploratory licenses will be iss ued in order t o assess the commercial potential of some fishing grounds presently non-exploited. In the areas 15 and 16 and subarea 18F, a lobster licensee will be authorized to r enew his lobster license in 1990 if he uses it in 1989 and catches at least 500 lb (227 kg) of lobster in 1988 or 1989. Catches during these two years will not be cumulative. Aiming at a better use of all licenses, this measure will allow some flexibility to f i sh other species. On the Lower North Shore, in the area between Kegaska and Matchiatic Island (area 16), the fishing season will run from May 20 to July 31, 1989, while in the area f rom Matchiatic Island to Blanc-Sablon (area 15), the season will be opened from J une 1 to August 12, 1989. The fishery around Anticosti Island (area 17) will be allowed between June 1 and August 9, 1989.

-3- On the Upper and Middle North Shore (area 18), fishi ng will be permitted from May 20 to July 31, 1989. In the area between the east point of Ile d'orleans and Cap Gaspe (area 19). the fishi ng season will be from May 17 to July 25, 1989. The fishery in the area 20A, between Cap Gaspe and the Chandler bridge, will start on April 24 and end July 1, 1989, as well as in the area 20B, which extend between the Chandler bridge t o the Rivi~re Bonaventure wharf. Finally, in the portion of Chaleurs Bay from the Bonaventure wharf to Miguasha West (area 21 ), the fishery will run from May 10 t o July 18. 1989. In the Magdalen Islands (area 22). the fishing season will open on May 8 and will close on July 8, 1989. Opening and closing dates for the fishery could be postponed if exceptional cliaatic conditions delay the beginning of the fishery. Also, a lobster vessel or, in case of a mechanical failure, a vessel of equivalent length could only be used by a licensee to set its lobster traps after 5 h 00 AM, local time. two (2 ) days prior to the opening dates as set for each fishing area. Any other fishing activity, such as traps hauling ~nd lobster landing, will be prohibited during these two (2) days. Whenever a replacement vessel is needed to set the lobster t raps on the fishing ground, fishermen are required to obtain the authorization from the D.F.O. office of their district or area. All traps used to fish lobster shall bear a tag del ivered by the Department. Finally, t he use of a mechanism to allow escapement of non-commercial lobster (less than 76 mm) will be aandatory in 1990. Quebec fishermen wi 11 have to modify each of their traps to provide at least one ( 1) opening the length and wi dth of which is not less than 43 mm X 127 mm i n the exterior walls of the parlour of the trap. Specific terms and conditions ruling the implementation of t his measure in 1990 will be provided to each lobster fishermen during the course of 1989.

-4- DETAILED MANAGEMENT PLAN - 1989 Basic principles i) Conservation of lobster stocks. ii) Access to all lobster stocks will be regulated by the following means: number of fishing licenses, areas, subareas, seasons, limited number of traps and boat size. iii) The lobster fishery being identified as an inshore fishery, the resource will be allocated on a basis of equity, taking into account adjacency to the communities, dependency of coastal communities and economic efficiency of the fishing fleet. iv) Opening and closing dates of the fishing seasons, could be postponed only if exceptional cliaatic conditions delay the beginning of the fishery.

-5- The waters administered by the Quebec Region are subdivided in nine (9) lobster fishing areas. Furthermore, in 1989, areas 18, 19 and 20A have been subdivided in subareas where licenses shall be used in limited number. Each area has a determined number of fishermen, a maximum number of traps per fisherman and a fixed fishing season. I- LICENSING POLICY 1) The lobster fishery will be limited to inshore fishermen owning a boat less than 50 feet (15.2 m) LOA. 2) The maximum number of traps allowed in each fishing area, in 1989, will be the following: Areas 15, 16, 18, 19, 20A, 20B and 21: Areas 17 and 22: 300 traps 0 250 traps 3) The number of regular licenses in each fishing area will be the same as 1988. The maximum number of licenses that can be issued in 1989, in each area, is identified in Appendix I. 4) Areas 18, 19 and 20A have been subdivided in subareas where licenses shall be used in a restricted number. Description of these subareas as well as the number of licenses that can be issued in each subarea are identified in Appendix II. 5) Access to subarea 18G will be restricted to lobster fishermen based in area 16. 6) Non-renewed licenses in 1989, in subareas 20A-2 to 20A-10 included, as areas 20B and 21, will not be reissued. Only the renewal of licenses issued in 1988 will be allowed during 1989. ~--

-6-7) In areas 15 and 16 and subarea 18F, a fisherman will be authorized to renew his lobster license in 1990 if he meets the two ( 2) following conditions: a) Utilization of his license in 1989, and b) Catch of at least 500 lb (227 kg) of lobster in 1988 or 1989. Catches during these two (2) years will not be cumulative. II- EXPLORATORY FISHERY Exploratory lobster fishing licenses will be issued in 1989 in the following subareas: 18A: 1 license 18B: 1 license 18C: 1 license 18D: 1 license 18E: 1 license The number of traps allowed for this exploratory fishery will be 250 traps. Fishing will start on May 20, 1989 and extend until July 31, 1989. III- FISHING SEASONS - 1989 Area 15: June 1 to August 12 Area 16: May 20 to July 31 Area 17: June 1 to August 9 Area 18: May 20 to July 31 Area 19: May 17 to July 25

-7- Area 20A: Area 208: Area 21: Area 22: April 24 to July 1 April 24 to July 1 May 10 to July 18 May 8 to July 8 IV- ESCAPE MECHANISM ON LOBSTER TRAPS The use of a mechanism to allow escapement of non-commercial lobsters (less than 76 mm or 3 inches) will be mandatory in 1990. Quebec fishermen will have to modify each of their traps to provide at least one (1) opening the length and width of which is not less than 43 mm X 127 mm (1.7 in. X 5 in.) in the exterior walls of the parlour and not more than 76 mm ( 3 in.) from the floor of the traps. 0 V- REGULATORY MEASURES 1) According to section 103 of the Atlantic Fisheries Regulations. observers must be taken on board at the request of the Department. 2) A lobster licensee cannot fish this species outside the area specified on his license. Furthermore, a lobster licensee, in areas 18. 19 or 20A, cannot fish lobster outside the subarea specified on his license. 3) A lobster licensee cannot use more traps than indicated on his license. 4) According to section 62 of the Atlantic Fisheries Regulations, no person shall fish with a lobster trap unless a valid fitg delivered by the Department, is attached to the trap.
