PARIS COMPETITION RULES

Message from IJF President Besides being a sport, judo is also an art. As in any art, perfection is the supreme goal of Kata. The perfect movement, the total focus and the flawless performance this is a side of judo that people must know about, a side that must be shown to the great public. With official Kata competitions, judo will become even more complex and it will be easier to develop. The first Kata World Cup to be held in Paris, France will be a first step towards something that we deem a new direction meant to make judo an even stronger sport. Hoping that Kata will soon become a very popular way of our gentle way, I would like to wish good luck and success to the organizers of the competition the French Judo Federation and to all athletes participating. Knowing the French public, famous for their judo connoisseurs status, I am sure that they will enjoy the Kata competition and appreciate every moment of the performance they are going to be offered. Message from Host Country President Dear Madam., Dear Sir, Dear Friends, Judo is practiced on different ways, everyone can thus, find its way". These different ways compose judo in its whole. The practice of judo must not confine itself to only one way of expression, even though everyone goes, in a first time, and it is well natural, toward its longings, as the competition, the work in standing position (tachi-waza) or on the ground position ( ne waza), or the self defense. It is a kind of expression, stemming from the tradition, that allows to acquire the bases for all kind of practice : the Kata. With regards to Kata, most practitioners interest themselves to it only in the framework of teaching or ranks, whereas it is the basis of judo. For proof and as example, in the Nage-No-Kata, 3 phases are indispensable to the execution of a technique: 1. The preparation: Kuzuchi 2. The position: Tsukuri 3. The projection: Gake Without these 3 components there is no possible execution; they are indispensable for a maximum efficiency. By organizing this event on world level, the International Judo Federation allows to judokas to express themselves in a way different than the one of the competition, to harmonize on world level the criteria of judgment, and to valorize the Kata defined as judo basis by its founding Master, Jigoro Kano. After the success of the Europe championships organized in Malta last March and before the first official world championships in Spain in 2009, I am proud, as President of the French Judo Federation, but also as international leader, to welcome in Paris this first meeting on world level. I welcome all participants, and hope that they can express themselves in the best conditions while giving their best, and that at the end of this event, they transmit their passion to other judokas who, one day will express themselves at their turn. 1. Technical Information 1.1. DATE IJF Kata World Cup The competition will be held in Paris on the 22 nd and 23 rd of November. 1.2. PARTICIPATION Each Nation may enter up to a maximum of 2 couples per Kata, totalling up to a maximum of 10 couples. The competitors can only participate in one Kata. All the participants will receive a certificate for participation. The competitors must be of the same nationality as the country, which enters them. Competitors who have double nationality can only represent only 1 participating country. When a competitor changes nationality, he must wait 3 years before he can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize his entry for the new nationality and this is accepted by the IJF (According to the Olympic charter Art. 42). 1.3. AGE & GRADE Participants are to be 18 years of age and over, ranking 1 st Dan or over. Couples can be composed of either 2 males, 2 females, or a male and a female. 1.4. KATA The Kata recognised for these championships, will be five: Nage-no-kata; Kime-no-kata; Katame-no-kata; Kodokan-Goshin-jitsu; Ju-no-kata The Judges will evaluate these Kata on the basis of the official Kodokan Kata standard according and with reference to the official Kodokan edition of video (official amendment only should be considered if any) 1.5. ORDER OF CATEGORIES 1 st Day (Saturday, 22 nd of November) Nage no Kata - Katame no Kata 2 nd Day (Sunday, 23 rd of November) Ju no Kata - Kime no Kata Kodokan Goshinjitsu 1.6. INSCRIPTION Inscriptions have to be done strictly by the Federation affiliated to the International Judo Federation. Inscriptions not from the Federation will not be accepted. Numerical inscriptions The numerical inscriptions must be received by the IJF secretariat and the French Judo Federation. (See Annex 2 for the deadline and the address of the IJF Secretariat can be found in Annex 4. Please use Form 1 for the numerical inscription). IMPORTANT: THE NUMERICAL INSCRIPTION WILL ALSO SERVE AS THE ORDER FOR THE NUMBER OF BACK NUMBERS. The back numbers will be sent by post to the National Federation who will be responsible for the sewing of the back numbers on the Judogi, before travelling to the host country of the Kata World Cup. Nominal inscriptions The nominal inscriptions close 30 th of October. (Form 2 must be sent to the organisers. See Annex 2 for the deadlines). Entry fee The federations must pay an entry fee per competitor, the moment they make the numerical entry. The inscription fee is 100 USD per participating competitor, to be paid to: Federation Française de judo Bank: LCL Account number : 30002 00797 0000004057D 27 IBAN: FR94 3000 2007 9700 0000 4057 D27 SWIFT: CRLYFRPP All payments entered after the inscriptions deadline will be 150 USD per competitor. Once the inscription fee is paid it will not be refundable if the competitors fail to participate in the competition, however the surplus paid entry fee will be kept on credit for the following event on behalf of the concerned federation. 1.7. CONTROL OF NATIONS a. Finances The federations must be in order with the annual fee and other financial obligations to the IJF. The entry fee per competitor must be paid to the IJF. In order to take part at the competition the national federation must have fulfilled the necessary payments to the organizer and the IJF. b. Control of Entries Identity: Nationality and age of the participants. (each athlete s passport has to be presented to the IJF official by the representative of the delegation.) List of entries: The list of entries is confirmed with the IJF official. No other inscriptions will be accepted after the end of the nation control. c. Accreditation A list of all the registered athletes is generated by IJF Secretariat, which is confirmed by the head of delegation that it is the final list. The IJF accreditation cards must be presented before each demonstration. 1.8. CLOTHING The competitions will be held in white judogi: Clean judogi in good repair and of correct dimensions EJU Kata Championship back numbers on back of jacket Zori or mules as part of the uniform The Back Numbers will have to be sewn already on the Judogi, when arriving in the host country. Long hair has to be bound with an elastic band. Spectacles and jewellery are prohibited. The nails have to be cut short. The women competitors must wear a white non-transparent T-shirt. The bras must not have any hard pieces. Make-up is not allowed. 1.9. RESPONSIBILITY OF THE FEDERATIONS a. Medical certificate The gender certificate and the medical certificate of the participants are not required. The participants will compete under the full responsibility of the federations. b. Insurance Each national federation is responsible for insuring its competitors against «injury and third part risk (public liability)» during the period of the championships. The European Judo Union declines all responsibility. c. Attitude of the competitors The member-federations are responsible vis-à-vis the IJF concerning the general attitude of their competitors. 1.10. 2. Judges 2.1. COMPETITION FORMULA Each Kata will compete on two mats: the top three pairs with the maximum points on each mat (6 pairs for each Kata) will compete in the finals. The finals will be done on one mat. Fore each Kata the pair with the maximum points will be awarded the gold medal, the couple with the second least points will be awarded the silver medal; and the third, the Bronze medal. 2.2. POINT SYSTEM Points are awarded according to the IJF official score board. Each technique and open and closing ceremonies are evaluated with a maximum positive score of 10 points. The positive score is decreased according to the following mistakes: Small: o Value of mistake - 1 o Maximum number of crosses - 2 Medium: o Value of mistake - 3 o Maximum number of crosses 1 Big: o Value of mistake - 5 o Maximum number of crosses 1 o Small and Medium mistakes can be added if necessary Forgotten Technique: o Score of the technique 0 o o Total score of the Kata is halved If there are more than 1 forgotten technique, the score of the technique is 0 but the total score will not be halved again. If the halved value is decimal, the score is rounded down. A global evaluation of the Kata will be given from 0 to 10 according to: Fluidity, Course and Rhythm Right and Left techniques for Nage No Kata will be evaluated globally (only one score) In case of equal score between the pairs, the following criteria will be applied: Total value of big mistakes wins who does less mistakes If couples still have equal score: Total value of medium mistakes wins who does less mistakes If couples still have equal score: Total value of small mistakes wins who does less mistakes If couples still have equal score: The score of fluidity, course and rhythm will decide wins who has a better score 2.3. COMPETITION AREA The Competition area has dimensions 10 x 10 metres and shall be covered by Tatami or similar acceptable material, generally green in colour. When more adjoining competition areas are used, a common safety area of 2 metres is necessary. A strip of visible colour adhesive tape, approximately 10 cm. wide and 50 cm. long, shall be fixed on the centre of the competition area 6 m. apart, to indicate the starting position of Tori and Uke. The centre of the Competition area shall be indicated with a strip adhesive tape of the same colour. 2.4. SYSTEM OF JUDGING Every Kata will be controlled by five judges. Each judge will award points on the official IJF scoring sheet. The Maximum point and the Minimum Point awarded for each technique are cancelled and the remaining three are totalled to get the final score of the technique. All of them will be coordinated by the IJF Kata Commission. The five judges will be positioned on Shomen side. If one judge is temporary replaced, he will take place in the same original position when he/she re-enter in the competition. 2.5. LEVEL OF THE JUDGES Two days before the Competition, the 20 th and 21 st of November, a Seminar for Judges will be organized at the French Judo Federation Head Quarters. During this Seminar there will be the examination to obtain the World License. Each Federation can enter up to a maximum of 2 Judges (having a Continental License for all the 5 Kata or part of them) for the Kata World Licence Examination. The Candidates will be evaluated by judging the Kata (according to the guidelines of the IJF Kata Commission). Each Candidate will then be interviewed by the Commission in order to verify the principle of evaluations. The attendance to the Seminar is strictly compulsory. If a judge, who was entered by his/her federation, is not present at this seminar, he/she cannot sit for the World License Examination. The Official Uniform for the Judges is: Blue jacket, white shirt, continental tie, grey trousers At the end of all the examinations, after consultation of the IJF Kata Commission, the World License will be awarded to the judges who have successfully passed the examination. The Kata World Cup will be judged by IJF qualified Kata Judges. 2.6. INSCRIPTIONS OF THE JUDGES Inscriptions have to be done strictly by the Federation affiliated to the International Judo Federation. Inscriptions not from the Federation will not be accepted. The nominal inscriptions must arrive at the IJF secretariat and French Judo Federation within the 30 th of October. (Form 2 must be sent to the organisers. See Annex 2 for the deadlines). Entry fee The federations must pay an entry fee per Candidate, the moment they make the nominal inscription. The costs for travelling, board and lodging of the judges are at the costs of the member Federation. 2.7. JUDGES MEETING A judges meeting is scheduled the day before the Competition at 19:00hrs. The attendance to this meeting is strictly compulsory. If an entered judge does not present himself, his federation can be given a penalty. Please send Form 7 to the organisers. Participating National Federations are responsible for their own travel to Paris, FRANCE. 1.6. MEDIA ACCREDITATION AIPS licence holders can apply for Media accreditation at the French Judo Federation. Please use Form 5. 1.7. PROCESS FOR VISA APPLICATION Nations who need a VISA to enter the Organising Country have to send Form No 4. Please check Annex 2 to check the deadline. Please contact the organisers for more information about Visas. 1.8.
