INTERNATIONAL ORIENTEERING FEDERATION EUROPEAN ORIENTEERING CHAMPIONSHIPS AND WORLD CUP FINAL (EOC & WCUP 2020) Guidance notes for applicants for EOC 2020 and World Cup Final 2020 Introduction The European Orienteering Championships (EOC) is organised every year. From 2020 and on the EOC follows the opposite formats of WOC, which means even years EOC is a Classic Forest Event and in odd years a Sprint Event. All IOF member federations are hereby invited to submit to the IOF an application to host EOC in the year 2020. Applications for EOC 2020 shall reach the IOF Office by 31 August 2017. The Guidance notes provides the basics of the Event Concept, Framework, Organiser Rights and Obligations as well as IOF Rights and Obligations. The Objectives of the EOC/WCup 2020 The objective is to stage the EOC and WCup 2020 as a prominent world elite orienteering event, assisting in raising the profile of orienteering world-wide. Therefore, the organiser agrees to stage The Event in accordance with the following IOF principles. Guidance notes page 1 of 7

The Event shall in particular: provide a worthy competition for the athletes, meeting the standards of a world class event; promote the sport of orienteering in general by meeting the IOF criteria for world class events; market the sport of orienteering by paying full attention to the arena concept, the media, in particular TV, and the services required by the media representatives; and provide low entry fees and accommodation and transport charges to enable as many runners and member countries as possible to take part. EOC and World Cup 2020 and EOC Dates EOC will be part of the WCup program in 2020. EOC 2020 dates should be fixed to weeks 34-35 (17-30 August) or weeks 39-41 (21 September - 11 October). See appendix 1 for the International Calendar (New from 2017). WCup 1 (Week 21 to 24) will be for WCup 1 in Switzerland (Swiss Cup) WOC (DEN, Sprint) 7-11 July WCup 2 (SWE,Oringen, Week 30) 22 July to 1 Aug Alt 1 EOC & WCup 3 Slot 1 (Week 34,35) Alt 2 EOC & WCup 3 Slot 2 (Week 39,40,41) EOC 2020 Program EOC 2020 is a Classic Forest EOC as the WOC 2020 is a Sprint WOC. The program should be the same as forest WOC in 2019. There will be no B-finals. The Competitions are fixed and the day program is strongly recommended. Day 1: middle distance qualification Day 2: long distance competition (one-off final) Day 3: rest day Day 4: middle distance final Day 5: relay competition Sanction fee and Anti-Doping Contribution The IOF Council has taken the decision to impose a levy on the European Orienteering Championships. This compulsory sanction fee shall be paid to the IOF to obtain the organising rights for the event. The fee applicable to the European Orienteering Championships 2020 is calculated below. Anti-Doping Number Contribution Per Individual 2 Competition 850 Per Relay Competition 550 1 Total: 2 250 EURO Entry Fee The entry fee for EOC/World Cup competitors shall be established based on the general objectives of the Event: provide low entry fees and accommodation and transport charges to enable as many runners and member countries as possible to take part. Prize money Local prize money to the best runners (men and women) in The Event. The amount of the local prize money is at the discretion of the Organizer. Prize money to the best runners in the overall World Cup series. The amount of the prize money to be used for this purpose is 1,000 EUR per individual competition, i.e. 2,000 EUR and it shall be paid to the IOF together with the sanction fee. Medals, Diplomas and Trophys These services are included in the sanction fee paid by the Organiser. The IOF will finance, produce and send medals and diplomas for the EOC. The IOF will finance, produce and send medals, medal ribbons, Overall WCup Trophys, Prize Money Cheques for the Overall World Cup (Final). Cost of Event Advising The IOF shall pay the costs of the travel to and from the event venue for the SEA and the Assistant Event Adviser(s), should such appointments be deemed necessary, whereas local costs (accommodation, board and local transport) shall be borne by the Organiser. All costs for the Controller(s) shall be borne by the Organiser. Advertising and Sponsor Partnerships The main objective in relation to advertising and sponsor partnerships for The Event is to achieve the optimal possible result for the Organiser and the IOF. In return for payment of the sanction fee for the organising rights, the IOF agrees to transfer to the Organiser the full sponsorship rights pertaining to The Event. Guidance notes page 3 of 7

The IOF reserves the right to contract a Title Sponsor for the Orienteering World Cup. The Title Sponsor is guaranteed to receive exposure and sponsorship rights in accordance with the highest sponsorship level provided by the Organiser. The IOF reserves the right of any sponsor (max. 3) with whom the IOF has a running contract at the time of the event, to pose, free of charge, in the finish area of The Event. In case of more than three IOF sponsors, the said rights will be subject to separate negotiations between the IOF and the Organiser. TV Rights and Media Production The IOF owns the TV rights pertaining to the overall World Cup 2020 series. The parties should agree to work with the aim of having live TV broadcast quality productions from all competitions. The IOF may delegate to the Organiser to negotiate with a television company an agreement on TV or livestreaming coverage (production and broadcast/distribution) of The Event. The IOF and the Organiser shall create a common rate-card for the TV rights for The Event, shall cooperate about the sales of said rights, and will share the income of TV rights sold 75% to the Organiser and 25% to IOF. Any agreements for sales of live streaming rights by the Organiser or the IOF must take consideration of geographical distribution, i.e. any such agreements must include geo-blocking of live streams for territories outside of those encompassed by the sale of rights. The Organiser agrees to undertake the practical work and the costs of the preparations, facilities and equipment needed for, at a minimum, arena and live-stream production coverage of The Event and production of a 26 minute highlights program from each competition. Webcasting rights and Internet website The IOF retains the right to provide Internet viewers with on-line tracking and on-line results service, live audio and video, and to display the entire results lists, maps with courses, and any other material related to The Event on its Internet homepage The IOF will make available the IOF LIVE Orienteering webpage free-of-charge to the Organiser. The IOF and Organiser will share equally any net income generated by LIVE Orienteering, including ticket sales (if applicable and agreed between the parties) and advertisements in LIVE Orienteering related to The Event. In addition to the IOF LIVE Orienteering webpage, the Organiser is entitled to display all event information on the home page of The Event. Guidance notes page 4 of 7

Event Management Services The IOF supports the organisers of major IOF events by purchasing event management services, and it is obligatory to use IOF Event Management Services. Basic Event Information Service - IOF Eventor Entries and Services management IOF Eventor Accreditation service IOF Eventor and Accreditation Card Production Results management and Medals management - IOF Eventor World Cup result management IOF Eventor, IOF World Ranking System; World Cup Page World Ranking management IOF Eventor, IOF World Ranking System These services are included in the sanction fee paid by the Organiser and includes support and training for the organiser in the IOF Services The Organiser shall guarantee that a homepage for the event is maintained for a minimum of 12 months following the event. The event homepage shall, in any case, not be closed until all relevant event information is transferred to IOF Eventor. IT Quality Should the SEA Team deem it necessary, to fulfil the IT quality requirements set for IOF major events, the IOF may negotiate any additional agreements required for the provision of IT Services (including punching, timekeeping and media services) to supplement any agreements made by the Organiser. The Organiser agrees to utilize and pay the costs of such a contract if necessary. How to apply The pre-printed application form shall be completed and submitted to the IOF Office by the Orienteering Federation. The filled-in application form including all required appendices shall be sent so as to reach the IOF Office by 31 August 2016. The appointment process is as follows: I. Deadline for applications August 31 2017 II. Review of the applications by IOF Office and FootO Commission. III. IOF target a decision by IOF Council on meeting in Stockholm 13-14 October 2017. IV. Decision regarding the preliminary event dates will be taken in conjunction with the appointment. V. A contract will be written between the Organiser and IOF and the target date is January 2018. Further information and advice The IOF FootO Orienteering Commission and the IOF Office are prepared to offer guidance on all aspects of organising the European Orienteering Championships.
