January 2018 SRI Bulletin Coaches and Officials, Below are a few reminders before state qualifying tournaments begin. Please be proactive and educate the student athletes to minimize potential delays at the tournaments. --------------------------- Misconduct and Unsportsmanlike Conduct Penalties As adults we need to set an example for the student athletes in how we conduct our behavior. Mistakes will be made by officials, coaches and athletes. This does not excuse the officials, coaches, athletes or spectators to act in a disrespectful and unsportsmanlike manner. Acts of unsportsmanlike conduct, abusive behavior or disrespect will no longer be tolerated at any wrestling event. They will be penalized in accordance with the rule and the penalty chart. Rule: 5-5-2-Coaches Misconduct (Questioning Judgement) ART. 2... When a coach requests a conference with the referee at the scorer s table regarding a possible misapplication of a rule, and it is determined there was no misapplication or when, during a conference at the scorer s table, the coach questions the judgment of the referee, coach misconduct shall be called. The coach misconduct penalty shall always be charged to the head coach. Rule: 6-6-6-Coaches Misconduct (Questioning Judgement) ART. 6... When a coach believes the referee has misapplied a rule or disagrees with judgment, the coach may approach the scorer's table, request the match be stopped (when there is no significant action) and discuss the matter with the referee directly in front of the scorer's table. Both wrestlers shall return and remain on the 10-foot circle. If the referee has misapplied a rule, necessary adjustments will be made, an explanation to the opposing coach will be made, and wrestling will immed iately be resumed. If there is no error, or if the coach disagrees with the referee's judgment, the coaching staff will be penalized for coach misconduct. The first time it occurs in a dual meet or a tournament is a warning; the second time is the deduction of 1 team point; and the third time the head coach shall be removed from the premises for the f remainder of the day and 2 team points deducted. SRI Note: When a coach requests a timeout, he/she SHALL be granted that timeout, when there is no significant action taking place. If the official does not change his/her call, the coach SHALL be penalized for misconduct. The objective is to have six minutes of wrestling with two quick choices for position at the start of the second and third period. Any clarifications or questions SHALL be penalized with a misconduct, if the call is not changed. A coach may ask if the score or time is correct without penalty, but if the coach questions why points were not awarded then a misconduct penalty will be assessed, as the coach is questioning judgement. Rule: 5-30-2-Unsportsmanlike Conduct ART. 2... Contestants. Unsportsmanlike conduct involves physical or nonphysical acts and they can occur before, during or after a match. It includes, but is not limited to, such acts as failure to comply with the direction of the referee, pushing, shoving, swearing, taunting, intimidation, baiting an opponent, throwing ear guards or any other equipment, spitting, the clearing of the nasal passage in other than the proper receptacle, repeatedly dropping to one knee to break locked hands, indicating displeasure with a call, failure to keep shoulder straps up while on the mat and failure to comply with the end-of-match procedure. Continuing acts of unsportsmanlike conduct or any unsportsmanlike conduct may be construed as flagrant misconduct.

Rule: 5-30-1-Unsportsmanlike Conduct ART. 1... Coaches and Team Personnel. Unsportsmanlike conduct of coaches and other team personnel is any act which becomes abusive or interferes with the orderly progress of the match. These acts may occur prior to, during or after a match. This includes violations of the bench decorum rule (7-5-2), taunting, acts of disrespect, or those actions which incite negative reaction by others. The offender shall be penalized for unsportsmanlike conduct in accordance with the Penalty Chart Rule: 7-5-2-Unsportsmanlike Conduct ART. 2... Coaches and other team personnel are restricted to the bench/chairs while the clock is running and during normal out of bounds and resumption of wrestling. During this time the coach may walk behind the team bench to encourage wrestlers, or, when necessary for the team bench to be located in the bleachers, to walk in front of the team area parallel to the bleachers. The coach may approach the scorer's table to request the match be stopped to discuss the misapplication of a rule. The coach may move towards the mat only during a charged time-out or at the end of the match. ------------------------- It is strongly recommended that a meet designated physician be present for skin checks at state qualifying tournaments. Current written documentation regarding a student athletes skin condition SHALL be presented at skin checks, along with oral orthodontic and hair covers. The ONLY acceptable form can be found at www.osaa.org/docs/wre/skinlesionform.pdf. Rule 4.2.3... If a participant is suspected by the referee or coach of having a communicable skin disease or any other condition that makes participation appear inadvisable, the coach shall provide current written documentation as defined by the NFHS or the state associations, from an appropriate health-care professional stating that the suspected disease or condition is not communicable and that the athlete s participation would not be harmful to any opponent. This document shall be furnished at the weigh-in for the dual meet or tournament. The only exception would be if a designated, on-site meet, appropriate health-care professional is present and is able to examine the wrestler either immediately prior to or immediately after the weigh-in. Covering a communicable condition shall not be considered acceptable and does not make the wrestler eligible to participate. (See NFHS Communicable Disease Procedures in Appendix D.) ART. 4... If a designated, on-site meet, appropriate health-care professional is present, he/she may overrule the diagnosis of the appropriate health-care professional signing the medical release form for a wrestler to participate or not participate with a particular skin condition. A designated, on-site meet, appropriate health-care professional is defined as Medical Doctor (MD), Doctor of Osteopathy (DO), Physicians Assistant (PA), and a Nurse Practitioner (NP). Athletic Trainers, Veterinarians, Chiropractors, etc. DO NOT meet this definition and SHALL NOT be considered as a designated, on-site meet, appropriate health-care professional.

--------------------- At all wrestling events, skin checks and weigh-ins SHALL be conducted for male and female athletes according to the NFHS Wrestling Rules Book. Rule 4.5 SHALL be followed regarding skin checks and weigh-in procedure. Coaches, if you have female wrestlers competing, please be proactive and have a same gender person available to conduct skin checks and weigh-ins. A meet designated healthcare professional would also be qualified to do this, as long as they meet the criteria as mentioned in the above paragraph. Officials, please educate the same gender person on the proper skin check and weigh-in procedure. ART. 1... Contestants of the same gender shall have the opportunity to weigh in, shoulder-to-shoulder, a maximum of 1 hour before the time a dual meet, or a team's first competition each day in a multiple dual-meet event is scheduled to begin. When a preliminary meet is followed by a varsity meet, weigh-ins may, by mutual consent, precede the preliminary meet. ART. 2... Contestants of the same gender shall have the opportunity to weigh in shoulder-to-shoulder or by team(s) at the tournament site a maximum of two hours before the first session of each day. ART. 4... The referee ( of the same gender ), or other authorized person of the same gender, shall supervise the weigh-ins. ART. 7... All contestants shall weigh in wearing a suitable undergarment that completely covers the buttocks and the groin area. Female contestants must also wear a suitable undergarment that covers their breasts. SRI Note : Any official, in the state of Oregon, skin checking or weighing in a student athlete of the opposite gender as the official, SHALL to be reported to SRI Scott Hall immediately. A person of the same gender will skin check and weigh-in the student athletes in the appropriate undergarment. Skin checks and weigh ins, by rule, are not to done with the student athlete wearing a competition uniform. --------------------------- Illegal -Sanitation Reasons Illegal - Laces Not Taped to Shoe

Legal - Laces Secured by a Locking Device on Shoe Legal -Laces Taped to Shoe SRI Note : The shoe laces, by OSAA interpretation, need to be secured to the shoe. This is accomplished by taping the laces to the shoe around the ankle or using the locking device that is part of the shoe. Double knotted or tucking them in the shoe is not properly secured. Rule: 4.2.6... Each contestant who has braces or has a special orthodontic device on their teeth, shall be required to wear a tooth and mouth protector. A tooth and mouth protector (intraoral) shall include an occlusal (protecting and separating the biting surfaces) and a labial (protecting the teeth and supporting structures) portion and cover the teeth and all areas of the braces or special orthodontic device with adequate thickness. This would include upper and lower teeth if devices are present on both. It is recommended the protector be properly fitted and: a. Constructed from a model made from an impression of the individual's teeth and braces or special orthodontic device. b. Constructed and fitted to the individual by impressing the teeth and braces or special orthodontic device into the tooth and mouth protector itself. Leg Sleeves are NOT knee pads. If a wrestler chooses to wear a leg sleeve it shall meet NFHS rule 4.1.1 4.1.1 The one-piece singlet may be worn with full-length tights with stirrups. Any other undergarment worn under the one-piece singlet which extends beyond the inseam shall be tight-fitting, a single solid color, unadorned and shall not extend below the knee 4.3.1 b. any protective equipment which is hard and/or abrasive must be covered and properly padded with a closed-cell, slow-recovery foam padding no less than ½-inch thick; LEGAL ear guards (LDR) LEGAL ear guards (Mercado) LEGAL (Gamebreaker) SRI Note : There is a new wrestling helmet approved for use by the NFHS. It is the Gamebreaker model pictured on the right. They have two models. One has laces on the back to tighten it up. This model would be illegal.
