Chapter 1. Itroductio Purpose The Shasta Couty Bicycle Trasportatio Pla (BTP) provides the log term framework to improve ad ecourage bicycle trasportatio throughout the couty. This documet is a major update to the 2003 Shasta Couty Bikeway Pla. This BTP is prepared i compliace with the Califoria Bicycle Trasportatio Act (Califoria Streets ad Highway Code, Chapter 8, Article 2, Sectio 891.2). This pla is required for Shasta Couty to be eligible for Bicycle Trasportatio Accout (BTA) fudig. Backgroud Bicycles have become a importat mode of trasportatio i urba areas as a alterative mode of travel to automobiles, ad as a vehicle for recreatioal use. The icrease i bicycle travel ca be attributed to the awareess by residets that bicyclig is a viable alterative mode of trasportatio, that it ca create eergy savigs, ad has health ad evirometal beefits. Those who are uable to drive due to their age, low icome, or do ot ow a automobile may see bicyclig as a primary form of trasportatio. Reduce air ad oise pollutio. Reduce the effect of gree house gasses (GHG) o the eviromet. Promote the developmet ad use of bikeways, both o ad off the road. Locatio Shasta Couty is the geographical ceter ad trasportatio crossroads of Califoria, orth of Sacrameto. It lies at the orth ed of the Sacrameto Valley, 150 miles orth of Sacrameto, its largest urbaized eighbor, ad 422 miles south of Portlad, Orego. The couty is bordered by Siskiyou Couty to the orth, Lasse Couty to the east, Triity Couty to the west, ad Tehama Couty to the south. Shasta Couty covers approximately 3,788 square miles, which rage i elevatio from 425 feet i the Sacrameto Valley, to 3,300 feet i the Fall River Valley, to more tha 10,000 feet i Lasse Volcaic Natioal Park. The populatio of Shasta Couty, based upo the 2000 U.S. Cesus (2000 Cesus), was 163,256. The estimated populatio for the Couty i 2008 was 181,622. Projected populatio estimates for 2030 are 241,446 residets (Ceter for Ecoomic Developmet, 2). Climate The climate of the valley regio of Shasta Couty is Mediterraea i ature ad characterized by warm to hot dry summers, ad cool, wet witers. Applicatio of the Bicycle Trasportatio Pla (BTP) Throughout this documet Shasta Couty (Couty) refers to the uicorporated area of the couty, uless otherwise stated. The BTP is created to comply with the BTA ad fulfills certai aspects of AB 1358, The Complete Streets Act. A city or couty may prepare a BTP, per the street ad highway code 891.2, which icludes: A. The estimated umber of existig bicycle commuters i the pla area ad the estimated icrease i the umber of bicycle commuters resultig from implemetatio of the pla. B. A map ad descriptio of existig ad proposed lad use ad settlemet patters which shall iclude, but ot be limited to, locatios of residetial eighborhoods, schools, shoppig ceters, public buildigs, ad major employmet ceters. C. A map ad descriptio of existig ad proposed bikeways. D. A map ad descriptio of existig ad proposed ed of trip bicycle parkig facilities. These shall iclude, but ot be limited to, parkig at schools, shoppig ceters, public buildigs, ad major employmet ceters. E. A map ad descriptio of existig ad proposed bicycle trasport ad parkig facilities for coectios with ad use of other trasportatio modes. These shall iclude, but ot be limited to, parkig facilities at trasit stops, rail ad trasit termials, ferry docks ad ladigs, park ad ride lots, ad provisios for trasportig bicyclists ad bicycles o trasit or rail vehicles or ferry vessels. F. A map ad descriptio of existig ad proposed facilities for chagig ad storig clothes ad equipmet. These shall iclude, but ot be limited to, locker, restroom, ad shower facilities ear bicycle parkig facilities. G. Chapter 2. Policies ad Goals Specific goals of the BTP are divided ito the followig five categories: Safety ad Educatio, Commutig, Cotiuity, Recreatio, ad Fudig. Below each goal are the associated objectives ad policies that eed to be i place i order to make the goals a reality. 2.1 Safety ad Educatio Goal (S) Make coditios safer for bicycle use. Objective S 1 Develop a couty-wide bikeway system that will miimize coflicts betwee bicyclists ad motorists. S 2 Ehace the safety of bicyclig for school childre. Policy S 1.1 S 1.2 S 2.1 S 2.2 S.2.3 Assig high priority to projects that are desiged to miimize idetified bicyclist/motorist coflicts. Idetify ad elimiate, or fid alteratives to, barriers alog existig routes used by bicyclists, with special attetio to bridges, freeways, shoulders, itersectios ad railroad crossigs. Assig high priority to residetial projects that iclude bicycle routes to local schools. Provide bicycle facilities i areas, such as i the viciity of schools, where a high coflict potetial has bee idetified. Provide educatioal opportuities such as safety presetatios, bicycle ridig educatioal classes, ad educate o health beefits of ridig a bike. 2.2 Commutig Goal (C) Strive for a 5% icrease i bicycle commuters i Shasta Couty by 2020 by ecouragig bicyclig for reasos of reducig traffic cogestio, eergy coservatio, air quality, reducig of greehouse gas emissios, health, ecoomy ad employmet. 2.3 Cotiuity Goal (CG) Develop a cotiuous couty bicycle system that is part of a Complete Streets (automobile, bicycle, bus, ad pedestria) trasportatio system. Objective CG 1 Provide a cotiuous ad easily accessible bikeway system withi the couty CG 2 Develop bike laes or routes likig major residetial areas with schools, shoppig areas, employmet ceters ad other high demad destiatios. Coordiate ad coect to bikeways systems withi the cities of Aderso, Reddig ad Shasta Lake. 2.4 Recreatio Goal (R) Ecourage recreatioal bicyclig. Chapter 3 - Bicycle Trasportatio Pla This BTP is prepared i compliace with the Califoria Bicycle Trasportatio Act (Califoria Streets ad Highway Code, Chapter 8, Article 3, Sectio 891.2). As stated i the Califoria Streets ad Highway Code, Chapter 8, Article 3, Sectio 891.2, a city or couty may prepare a BTP, which shall iclude, but ot be limited to, the followig elemets: Estimated Number of Bicycle Commuters Sectio 891.2 (a): The estimated umber of existig bicycle commuters i the pla area ad the estimated icrease i the umber of bicycle commuters resultig from the implemetatio of the pla. The automobile is the primary mode of trasportatio for residets i Shasta Couty. Accordig to the 2000 Cesus, approximately 92%, or 59,056 people, used the automobile to travel to work. This is partly due to the followig factors: Suburba ature of developmet i the uicorporated area of the couty. Variatios i terrai separated by hills ad moutais. I Califoria, the 2000 Cesus approximated that 0.83% of employees bicycled to work. This is a uusually high average due to Califoria s climate, ad the presece of bicycle friedly cities such as Davis where 17% of bicycle commuters (City of Davis Bicycle Pla, 2006). Compare that to the Uited States which experieces a overall 0.38% of employees who commute to work. Shasta Couty experieces a similar ridership compared to the atioal average with oly 0.36% daily bicycle commuters. The Couty s earest urba eighbor is, Chico. Chico has a bicycle commute to work average of five percet ad a large studet populatio that utilizes o motorized trasit extesively (Chico Urba Area Bicycle Pla, 2008). Bicyclig to Work Bicycle use as a trasportatio mode is otoriously difficult to model ad tabulate. Methods of coutig vehicles, such as traffic tube couters, usually do ot work for bicycles. bicyclists is limited by available fudig. The City of Reddig utilized voluteers from local bike groups i their last update for couts to support their latest bikeway update. For use i this BTP, Shasta Couty has chose to use the umber of bicyclists compiled by the State of Califoria durig the 2000 Cesus (see Table 3.1). Accordig to the 2000 Cesus, i Shasta Couty 233 employees bicycled to work out of 64,487 total employees. That is approximately 0.36% of all workers i the couty, ad half of the state average. Assumig that the umber of commutig bicyclists icreases i a similar maer, the umber of commutig bicyclists i 2008 would be 260. The umber of bicyclists commutig to work outside the cities would be much smaller. Table 3.2 demostrates how the populatio umbers are calculated for estimatig the umber of bicyclists commutig to work. 2010 Shasta Couty BTP 7

While the Shasta Couty bicycle commuter percetage is oly half of Califoria s average for bicycle commutig to work, it is ecouragig that Shasta Couty is at least eve with the atioal average for such a suburba couty. I order to improve upo this tred, the Couty should ecourage major employers to cotribute to a reductio i vehicle miles traveled (VMT) by promotig bicycle commutig ad providig o site bicycle facilities. Costructio projects should iclude bicyclig routes to major employers. Bicyclig to School Bicycles ca provide coveiece ad efficiecy for studets, both childre ad adults, especially whe the school they atted is ear their home. 2010 Shasta Couty BTP 8

I Shasta Couty, there are several factors that limit the use of bicyclig to school. These iclude: Log distaces for rural studets. The proximity of schools to where studets live. Steep, widig moutai roads. Traffic cogestio i frot of school/surroudig the school. Sow or ice i the witer. Safety of the routes to schools. Safety of routes is the factor that is most ofte cosidered by parets whe decidig whether to let their childre bicycle to school. A detailed discussio o bicyclig to school ca be foud i the educatio sectio of this chapter begiig o page 26. Future Ridership Usig the combied data o curret work ad school bicycle commuters, it ca be projected that from the years 2008 to 2030, 136 bicycle commuters will be added, icreasig ridership by 65%. Lad Use Sectio 891.2 (b): A map ad descriptio of existig ad proposed lad use ad settlemet patters which shall iclude, but ot be limited to, locatios of residetial eighborhoods, schools, shoppig ceters, public buildigs, ad major employmet ceters (Appedix A Map 1: Bikeways ad Lad Use). The relatioship betwee lad use ad trasportatio is crucial to uderstadig where developmet may occur ad where people ad goods travel. The topography ad historical developmet of the regio, the availability of trasportatio facilities, ad the juctio of three major highways, has shaped Shasta Couty ito the commuity it is today. With its multitude of streams, rivers, forests, lakes ad abudat wildlife, Shasta Couty is a regioal ceter for recreatio ad tourism, as well as 2010 Shasta Couty BTP 9

a popular retiremet area. All of these thigs have had a impact o the availability ad locatio of curret bikeways. The followig sectios discuss curret ad proposed lad use/settlemet patters ad facilities. Existig Lad Use Shasta Couty cotais a mix of lad uses icludig: residetial, idustrial, commercial, agricultural, ad istitutioal. The majority of the activity i the Couty is cetered i the urba area which is kow as the South Cetral Urba Regio (SCR), which is made up of the cities of Aderso, Reddig, ad Shasta Lake, the uicorporated commuities of Palo Cedro ad Cottowood, ad a few smaller commuity ceters. The remaider of the couty is rural with low populatio desity, with the exceptio of Burey, a small uicorporated commuity i ortheaster Shasta Couty. Sice 2000, Shasta Couty has experieced uprecedeted growth for the regio. From 2005 2009, the Couty averaged over a oe percet growth rate per year, ad grew approximately 11% to a total of 183,023 persos. By 2030, it is expected that the Couty s populatio could reach 240,000 (DOF, 2008). Residetial Neighborhoods Accordig to the 2004 Shasta Couty Geeral Pla, the populatio of the Couty will be 216,500 by 2025. These projectios were based o Califoria DOF estimates. For the uicorporated regio of the Couty, the 2002 estimates idicated approximately 65,900 persos. A majority of the lad i the uicorporated area is desigated for medium ad low desity developmet due to the ature of the ladscape, terrai, resources, wetlads, ad locatio of state ad federal lads. The Couty has a series of tow ceters ad rural commuity ceters located aroud the regio. These four tow ceters iclude: Burey/Johso Park, Cottowood, Fall River Mills/McArthur ad Palo Cedro. There are a total of 25 rural commuity ceters where residets live. These commuities iclude: Lakeshore Hat Creek Joes Valley Lakehead Old Statio Bella Vista Castella/Sweetbriar Shigletow Happy Valley South Dusmuir Viola Ceterville Roud Moutai Millville Old Shasta/Keswick Motgomery Creek Oak Ru Igo 2010 Shasta Couty BTP 10

Schools Big Bed Whitmore Oo Cassel Moutai Gate Platia Frech Gulch There are a sigificat umber of schools that are difficult for studets to bike to. Schools located i the smaller commuities, like Burey or Shigletow, are much more accessible by studets. However, durig witer there are extreme temperatures, sow fall, ad storms that make bicyclig difficult for studets. The largest school i the uicorporated area of Shasta Couty is Shasta College, located o Old Orego Trail, outside of the urba area. This commuity college serves the educatioal eeds of studets from Shasta, Tehama, ad Triity couties. Due to the locatio may studets drive to campus rather tha bicycle. The East Reddig Bike Lae project, curretly uder costructio, will add a 1.8 mile Class II bikeway alog College View Drive. Shoppig Ceters Shoppig ceters provide a typical destiatio for bicyclists. A majority of shoppig ceters are located i the SCR regio, icludig: Mt. Shasta Mall i Reddig Market Street Promeade i the dowtow area of Reddig Prime Outlets i Aderso Public Buildigs A majority of Couty buildigs are located withi the city limits of Reddig. These buildigs are icluded i the City of Reddig Bike Pla. The overall goal is to provide safe routes for commuters that coect rural ad urba bikeways. Major Employmet Ceters Accordig to the Shasta Couty 2009 2010 Ecoomic ad Demographic Profile, the top 15 major employers i Shasta Couty are located withi the cities of Aderso ad Reddig. These employers have a miimum of 300 employees. The largest employer located i the uicorporated area of the Couty is Mayers Memorial Hospital District i Fall River Mills with approximately 200 employees. 2010 Shasta Couty BTP 11

Proposed Lad Use As the regio grows ad adapts to chages i the ecoomy, mobility prefereces, demographics, ad fudig programs/priorities, it is importat that the fidigs ad recommedatios of the BTP be revisited ad updated accordigly. Durig the curret plaig cycle, the followig developmets may substatially affect may of the assumptios foud i this report: I March of 2010, the Shasta Couty Regioal Trasportatio Plaig Agecy completed the regios three year Blueprit project, kow as ShastaFORWARD>>. The purpose of ShastaFORWARD>> was to look ito the future ad see what Shasta Couty might look like i 2050 if it cotiued to grow with curret treds or with alterative scearios. ShastaFORWARD>> sets the stage for Seate Bill 375 (SB 375), the Sustaiable Commuities Strategy (SCS). The SCS is a four part pla that correlates lad use ad trasportatio for a regio over a period of 20 or more years. The SCS pla is required to be cosistet with the Couty s Regioal Trasportatio Pla (RTP) ad has the followig elemets: 1) Map of lad use; 2) Idetificatio of housig; 3) Idetificatio of atural resources ad farmlad, ad; 4) Forecast a GHG reductio developmet patter. It is recommeded that a review of this BTP be doe oce the SCS has bee completed. A SCS elemet will be added to the 2015 Regioal Trasportatio Pla (RTP) Residetial Neighborhoods There are two residetial projects that may provide a sigificat impact o future bicycle facilities withi Shasta Couty. These projects are: the Paorama Plaed Developmet, ad the North Fork Rach Project. Both projects are curretly i the plaig stage. Paorama Plaed Developmet This proposed project would exist o approximately 307 acres of lad approximately oe mile south of the City of Aderso, bouded by Locust Road o the west, Treefoil Lae ad Balls Ferry Road to the south. A total of 440 residetial lots would be located o the project site. North Fork Rach Project This is a mixed use plaed developmet project o 3,642.4 acres. This project will have 1,403 residetial uits, 2010 Shasta Couty BTP 12

Schools agricultural raches, ope space, three public parks, a equestria ceter, ad two commercial retail ceters. The project site is west of I 5 ad SR 273 ad bordered by Happy Valley Road to the orth ad the west, Olida Road to the south, ad SR 273 to the east. There are o major schools proposed withi the uicorporated area of the couty that would affect bicycle facilities. Shoppig Ceters There are o shoppig ceters beig proposed withi the uicorporated area of the couty that would affect bicycle facilities. Public Buildigs Curretly there is a pla to build a ew Shasta Couty Courthouse i Reddig. While o exact locatio has bee specified, the buildig will be located somewhere betwee Court, Tehama, Yuba, ad Orego Street. Providig bicycle facilities for employees ad commuters is ecouraged. The impact of the ew buildig should be reviewed by a future update of the City of Reddig Bikeway Actio Pla. Major Employmet Ceters To serve the future eeds of residets, there is a aspiratio by the Shasta Couty Board of Supervisors ad Reddig s City Coucil to fid a future locatio for a secod mall similar to the Mt. Shasta Mall, located betwee Hilltop ad Daa Drive i Reddig. The City of Reddig is proposig a locatio o the orth side of Oasis Boulevard, just east of I 5. Shasta Couty is cosiderig a locatio for a commercial area orth of Kighto Road ad east of I 5. The proposed Chur Creek Commos Retail Ceter is approximately 92 acres ad would create a sigificat impact o automobile ad bicycle travel i the area. Curretly the Shasta Couty Geeral Pla shows a commercial ceter of oly six acres without bus or bicycle facilities. It is recommeded that the Couty evaluate this future project as it moves forward to esure that it meets the goals of the BTP. The impact of either commercial/retail locatio will directly impact the availability ad use of bicycle facilities for residets i Shasta Couty. 2010 Shasta Couty BTP 13

The City of Reddig ad Viva Dowtow are workig together to ecourage developmet ad revitalizatio i the dowtow area. As part of this edeavor, i 2009 a sectio of the dowtow area was reamed the Market Street Promeade. As the area grows i the future, it has become ecessary for the Couty to evaluate coectios betwee Couty ad City of Reddig bikeways to esure that couty residets have the ability to get dowtow usig their bicycle. Existig ad Proposed Bikeways Sectio 891.2 (c): A map ad descriptio of existig ad proposed bikeways (Appedix A Map 2: Shasta Couty Bikeways Proposed ad Existig) The Streets ad Highway Code, Sectio 890.4 defies a bikeway as a facility that is provided primarily for bicycle travel. These bikeways are divided ito three categories, based upo the degree to which they separate bicycles from other travel modes. The three types of bikeways are: Bikeway Categories Class I Bikeway (Bike Path) Provides a completely separated right of way for the exclusive use of bicycles ad pedestrias with cross flow by motorists miimized Class II Bikeway (Bike Lae) Provides a striped lae for oe-way bike travel o a street or highway 2010 Shasta Couty BTP 14

Class III Bikeway (Bike Route) Provides for shared use with pedestria or motor vehicle traffic. Desig stadards ad criteria have bee established by Caltras for each category above. These stadards are curretly used by Shasta Couty whe desigig ew bikeway projects (see Appedix B, Exhibits A K for graphics of the bikeway classes). Barriers to Bicycle Traffic There is a array of atural ad ma made barriers to bicycle traffic i Shasta Couty. The Sacrameto River is the logest river etirely withi Califoria. Startig ear Mout Shasta i the Cascade Rage, the Sacrameto River flows south for 447 miles, through Shasta Couty ad the orther Cetral Valley of Califoria, betwee the Pacific Coast Rage ad the Sierra Nevada s. The Sacrameto River jois the Sa Joaqui River i the Sacrameto River Delta, which empties ito Suisu Bay, the orther arm of Sa Fracisco Bay. There are may other rivers, creeks, ad streams i Shasta Couty, such as; the Pit River, McCloud River, Cow Creek, Chur Creek, Clear Creek, ad Oley Creek. Of the 231 rivers ad stream crossigs i Shasta Couty, oly a mior percetage of them are specifically desiged to accommodate bicycles. Narrow shoulders o roadways act as barriers to bicyclists iclude I 5 ad the Uio Pacific Railroad. The moutais i the couty with their high elevatios, potetially harsh witer weather, ad widig roads may serve as barriers to bicycle traffic at various times of the year. Narrow or discotiuous shoulders o roadways may also act as barriers to bicyclists as they create a coflict ad safety cocer for bicyclists ad those drivig vehicles. Other major ma made barriers Of the seve existig river crossigs for autos i Shasta Couty, six have desig provisios to accommodate bicycle traffic. I Reddig, these iclude: South Boyview, Cypress Aveue, North Market Street, SR 44, ad the Diestelhorst 2010 Shasta Couty BTP 15

Bridge. O Deschutes Road Bridge, bicyclists must share the road with vehicles. Airport Road Bridge i Aderso provides wide shoulders ad a bike railig. Airport Road Bridge Shasta Couty Pedestria Oly Walkway Additioally, optios for bicyclists watig to cross the Sacrameto River i the Reddig urbaized area are icreasig. The costructio of the Sudial ad Ribbo bicycle/pedestria bridges coect both sides of the Sacrameto River Trail, crossig over the Sacrameto River. Origially a bridge for vehicles, the Diestelhorst Bridge is ow exclusively a o motorized facility. Existig Bikeways Existig bikeways iclude iterstate corridors, itercouty ad itracouty corridors, local couty roads, ad local city roads. Iterstate Corridor I 5 is the oly orth/south route that rus the etire legth of the easter portio of Shasta Couty. Although it is cosidered a barrier to bicycles attemptig to cross it, portios of I 5 are ope to bicyclists travelig orth or south. Exceptios iclude metropolita areas with heavy traffic ad umerous o ramps ad off ramps. I 5 is ope to bicyclists from orth of Cottowood to Aderso, ad from the City of Shasta Lake (orth of Reddig) to Dusmuir (at the Couty lie) for a total of 45 miles (see Appedix A Map 3: Shasta Couty Bikeways Coectios to Other Bike Plas). Caltras is active i bikeways plaig ad developmet. Caltras promotes bicyclig by istallig bike racks ad bike lockers, ad coordiatig bicyclig evets. 2010 Shasta Couty BTP 16

Itercouty ad Itracouty Corridors Portios of the Califoria State Highway system are ope to bicyclists (see Table 3.4). This icludes SR 273 betwee Reddig ad Aderso, SR 299 from Triity Couty to Lasse Couty (except for the portio i Reddig, from East Street to I 5 ad from I 5 to Old Orego Trail), SR 44 from Victor Aveue i Reddig to Lasse Couty, SR 89 from Siskiyou Couty to Old Statio, ad SR 36 from Platia to Triity Couty. Although these highways provide major liks betwee the couties surroudig Shasta Couty, high speeds ad heavy truck use make them advisable for oly the most experieced bicyclists. I 1998, Reddig completed a Class I bike path that parallels ad crosses over a portio of Bueavetura Boulevard. The City of Reddig plas to evetually coect this ad various other bikeway segmets with the Sacrameto River Trail. The Daa to Dowtow Bikeway will provide a critical coectio for bicyclists ad pedestrias i the Reddig area. The Daa to Dowtow Bikeway is a oe mile Class I facility that spas the Sacrameto River from the itersectio of Daa ad Hilltop Drives to Arboretum Sudial Bridge Drive. The bikeway rus parallel alog SR 44 o the orth side of the river ad provides coectivity to the Sacrameto River Trail system as well as Turtle Bay Exploratio Park, Reddig s Covetio Ceter ad the Dowtow area i geeral. The Oley Creek Bridge o SR 273 has a Class II bicycle facility which turs ito a Class I for 300 yards. There is a divider o the bridge ad a 2010 Shasta Couty BTP 18

five foot shoulder. South of the bridge the bikeway coects to Jewel Lae. The Blue Gravel Mie Trail ad Cayo Creek Trail total 2.2 miles of bikeways. There are other bike paths, routes, ad trails located throughout the city. Bicyclists iterested i details o these facilities may obtai a copy of the 2010 2015 City of Reddig Bikeway Actio Pla or the 2004 City Parks, Trails, ad Ope Space Master Pla from the City of Reddig. City of Shasta Lake I December 1998, the City of Shasta Lake completed 1.5 miles of bike laes o Lake Boulevard. This route begis at the south city limit ad coects with the bike lae at Shasta Dam Boulevard. It allows a perso to ride a loop of approximately six miles usig Lake Boulevard, Shasta Dam Boulevard, ad Ashby Road. There is a small segmet of Ashby Road betwee the railroad tracks ad Lake Boulevard that is outside the City of Shasta Lake limits that does ot have a bike lae. City of Aderso Accordig to the 2007 City of Aderso BTP, Aderso has 2.5 miles of Class I bike paths i the Aderso River Park. I additio, there are several miles of trails for off road cyclists i ad adjacet to the park ear the Sacrameto River. Numerous uimproved trails ad roads withi the city lead to quiet, secluded, spots for recreatioal ejoymet. Recreatioal Bicyclig O-road Bicyclig Recreatioal bicyclists have umerous optios for ejoyable ad picturesque bike rides i the couty. All of the bike routes, corridors, ad paths metioed above are available to bicycle commuters ad recreatioal bicyclists alike. May of the Couty s remote coutry roads offer beautiful rides through oak or pie forests, ofte with views of distat sow covered moutais. However, bicyclists must take care o these roads, most of which are arrow ad widig, eve though the traffic volume is low. More courageous ad hardy bicyclists ca treat themselves to close up views of sowcovered moutais by bicyclig through Lasse Volcaic Natioal Park which is located i the easter portio of the couty, approximately 47 miles from Reddig. Lasse Volcaic Natioal Park permits 2010 Shasta Couty BTP 19

bicyclig o all paved roads. Bike racks are located at the Loomis Museum i the orthwest portio of the park, ad behid park headquarters i Mieral. Few bicyclists attempt to bicycle through the park because of the high elevatio, steep roads, ad heavy recreatioal vehicle use o roads that have o shoulders. A added dager for bicyclists i crowded parks with arrow roads is the possibility of beig struck by the exteded mirrors o vehicles pullig trailers. Bicyclists do occasioally come i groups, sometimes as part of a local club or a atioal bike tourig service such as Backroads Bicycle Tourig. Other tha the major park road, bicyclists ca bike aroud the campgroud at Mazaita Lake. After October 1, ad before the first sows, is a favorite time for bicyclists to use the park sice tourist volume drops ad there is less traffic o the roads. The two State parks i the Couty, McArthur Burey Memorial Park ad Castle Crags State Park, have a policy that bicycles are ot allowed o ay trails ot specifically desigated for bicycles. Off-road Bicyclig There are may opportuities i the couty for off road bicyclig. Lasse Volcaic Natioal Forest allows bicyclig throughout the forest except o the Pacific Crest Trail ad i ope wilderess. The Whiskeytow Shasta Triity Natioal Recreatio Area is heavily used by off road bicyclists ad moutai bikers. This recreatio area offers hudreds of trails for hikers, horseback riders, ad bicyclists. Oly two steep, arrow trails o the lake shore are closed to bicyclists. Bicyclists are permitted to ride to the crest of Shasta Bally (elev. 6,209). As may as 40 bicyclists ca be see ridig up each day to ride the trails throughout the recreatio area. A doze or more bicyclists ofte brave the hottest days to ride through the park. There are few reported coflicts betwee bicyclists ad other users. There are extesive opportuities for off road ridig o lad owed by the Bureau of Lad Maagemet (BLM). Vehicle Area ear Shasta Lake, the bicyclists share the o paved trails compatibly with motorized vehicles. There are also may dirt paths utilized by off road bicyclists o BLM lad ear Swasey ad Lower Sprigs Road. Sacrameto River Rail Trail Bicyclists ca be foud ridig o a twelve mile stretch of the former railroad bed that goes from the ed of the Sacrameto River Trail to Shasta Dam (Appedix A Map 4: No Motorized Trails). This trail coects with the City of Reddig s etwork of trails. I cooperatio with Shasta Couty, the McCoell Foudatio, ad other iterested participats, the BLM upgraded the railroad grade i the 2010. The lad is owed by the U.S. Bureau of Reclamatio ad maaged by BLM. Proposed Bikeways Shasta Couty proposes 86.22 miles of bikeways located at various locatios throughout the uicorporated area of the couty. Below is a discussio o where curretly proposed bikeways will be located. Table 3.12 cotais a list ad descriptio of all proposed bikeways. Recreatioal Bicyclig I the Burey area a group called Save Burey Falls plas to acquire approximately 8.25 miles of abadoed track from the McCloud Railway Compay for a multi use trail. Sice 2005, Save Burey Falls has worked o acquirig the lad. This rail/trail project will coect Burey ad Johso Park to the McArthur Burey Falls Memorial State Park, as well as the Pacific Crest Trail. Whe complete, the trail will provide a paved access to users. Ed-of-Trip Bicycle Parkig Facilities Sectio 891.2 (d): A map ad descriptio of existig ad proposed ed of trip bicycle parkig facilities. These shall iclude, but ot be limited to, parkig at schools, shoppig ceters, public buildigs, ad major employmet ceters (Appedix A Map 1: Bikeways ad Lad Use). 2010 Shasta Couty BTP 21

Bikeways are oly part of the story. Oce the destiatio is reached, there must be facilities for storig ad securig bicycles. Facilities iclude bike racks ad lockers, or corrals for storig bicycles, as well as showers ad chagig facilities. Existig Ed-of-Trip Bicycle Facilities Out of the three major employers (see Appedix A Map 1: Bikeways ad Lad Use) i Shasta Couty outside of the cities oly Sierra Pacific Idustries ear Aderso, ad Shasta College ortheast of Reddig, provide bicycle facilities icludig bike racks, showers ad lockers. Shasta College provides seve bicycle racks o campus. Shasta Couty has five Park ad Ride lots. Park ad Ride lots are parkig spaces desigated for those wishig to have a meetig place for carpoolig. Black Butte, Burey, ad Shigletow, are i the moutaious portio of the couty to the east of the SCR. It gives bicyclists the optio of ridig to distat trasit stops. Oce o the bus, the bicyclist has the freedom of usig his bicycle to travel throughout the day. I additio, it alleviates the cocers associated with lockig a valuable bicycle at a distat bicycle rack, or ridig o a bike route that may ot have bike laes. The areas public trasportatio provider, the Reddig Area Bus Authority (RABA), has bike racks o all fixed route buses. There is a limit of three bikes o a rack. There is o extra charge for usig bike racks. Daily usage is ot kow, but driver iput poits to the bike rack program beig a success as there are several bicycles per route per day. Bicycle racks holdig up to three bicycles are curretly available o all RABA busses; these racks are well used. Accordig to 2010 Shasta Couty BTP 23

a survey coducted by RABA, drivers i September 2008, over 1,100 bikes were carried throughout all routes over a two week period. Due to the high demad for bus bike racks, i 2008, RABA upgraded all of its busses with racks to hadle three bikes istead of two, which is ow the curret stadard. Bicycle Safety ad Educatio Sectio 891.2 (g): A descriptio of bicycle safety ad educatio programs coducted i the area icluded withi the pla, efforts by the law eforcemet agecy havig primary traffic law eforcemet resposibility i the area to eforce provisios of the Vehicle Code pertaiig to bicycle operatio, ad the resultig effect o accidets ivolvig bicyclists. Califoria law states that bicycles have the same rights ad resposibilities as automobile drivers. Bicyclists are subject to the same rules ad regulatios as ay other vehicle o the road (Califoria Vehicle Code, Divisio 11, Chapter 1, article 4). This is importat for automobile drivers ad bicyclists alike to uderstad as this makes commutig safer for all. This has led to the idea that bicycle commuters eed to drive their bicycle istead of ride their bicycle. While commutig or ridig for leisure o roads, bicyclists eed to remember to act like they are i a vehicle ad follow the rules of the road. This meas that they should tur, merge, stop, ad go appropriately, ad sigal to make sure that all other commuters o the road are aware of what they are doig. Additioally, bicycle commuters are ot to jeopardize their safety. If it becomes ecessary to ride i the middle of a lae to esure safe commutig, they should. There seems to still be a large miscoceptio of this method by automobile drivers ad bicyclists alike. Local agecies, i parterships with commuity groups, should educate the public o the proper practices ad resposibilities of everyoe o the road. Bicyclig Accidet Statistics The Califoria Statewide Itegrated Traffic Records System (SWITRS) keeps a record of all bicyclig accidets that are reported each year i Shasta Couty. These iclude accidets ivolvig a solitary bicycle, two bicycles, a bicycle ad a statioary object, ad a bicycle ad a vehicle. Because accidets ivolvig vehicles are most likely to be reported to law eforcemet agecies, they make up the majority of accidets listed i the report. Accordig to SWITRS, there have bee 165 bicyclig accidets i the uicorporated portios of Shasta Couty from 2005 through 2008 (Table 3.8). Yearly rates vary from a low of 32 bicyclig accidets i 2006 to a high of 47 bicyclig accidets i 2005. Two accidets, which took place i the City of Reddig i 2007, resulted i death. These accidet figures reflect all accidets i Shasta Couty, icludig those o state highways. To reduce ijuries ad fatalities, there is a eed for Shasta Couty to support projects that will miimize the coflict betwee cyclists ad motorists. Oe way to do this is by requirig ew road projects ad improvemets o existig roads to provide adequate clearace for bicyclists to ride o both sides of the two way streets. Curret activities iclude: Walk to School days. Frequet Walker programs at schools, i which studets wi awards the more days they walk to school. Helpig parets create walkig school buses. Walkig/bikig audits of studets goig to school to determie their preferred routes. The SRTS program is beig iitiated through Healthy Shasta ad is workig with teachers, parets, ad politicias to promote walkig ad bikig i Shasta Couty commuities. Bicycle accidet statistics highlight the ecessity for educatio for all bicyclists, especially at the school age level. Teachig childre how to bicycle safely may serve to reduce the icidece of youg bicyclists coflictig with motorized vehicles. Curretly very little bicycle educatio is beig coducted due to the fact that fudig for such programs is at a miimum, or oexistet, at both the federal ad state levels. Prior bicycle educatio evets held i Shasta Couty were by the Ijury Prevetio Coalitio of Shasta Couty i which they had bicycle helmet safety workshops ad helmet baks from 2001 to 2004, the bak is still i operatio. The Departmet of Public Health provided multiple bike rodeos i the City of Shasta Lake i the past two years. They also held a bicycle assembly with the public ad Reddig Police Departmet at Turtle Bay, ad joied with the Reddig Mayor o a ride to Turtle Bay School via the River Trail to promote bikig. Ay available fudig is beig used maily toward projects that improve facilities. The Califoria Highway Patrol (CHP) curretly offers bicyclig educatio lectures whe requested. The CHP also distributes brochures that offer bicyclig safety tips ad remiders to wear helmets. May of these are aimed at childre with simple pictures ad rhymig istructios. 2010 Shasta Couty BTP 27

The Shasta Couty Sheriff s Departmet Shasta Lake Statio previously has offered combiatio bicycle/seatbelt safety lectures to studets i the Gateway Uified School District. The sub statio also loas out a Safe Move City ; a miiature city complete with stop sigs that teaches bicyclig safety. Schools i uicorporated areas embrace o formal bicyclig educatio program. Idividual teachers may request presetatios by CHP, but there is o schedule for the frequecy of lectures. Accordig to the CHP, other tha the schools i the Frech Gulch area, there are few requests from Couty schools. Shasta Couty should ecourage a coordiated bicyclig educatio program for all Couty schools that emphasizes wearig bicycle helmets. The educatio program should iclude teachig ew drivers at the high school level to safely share the roads with bicyclists Caltras educates the public about available bicycle facilities by distributig up to date bicycle route maps ad by promotig local bicyclig evets. Law Eforcemet The traffic law eforcemet agecies havig primary traffic law eforcemet i the area of the BTP are the Shasta Couty Sheriff s Departmet ad the CHP. The Sheriff s Departmet curretly has a policy that citig bicyclists for violatig portios of the vehicle code is at the discretio of the idividual officer. The Sheriff s Departmet prefers to take a proactive approach through educatig youg bicyclists rather tha givig citatios to childre. Cosideratio to cite adults for movig violatios o their bikes would help educate both the cyclig ad the o cyclig users. The CHP cites u helmeted bicyclists whe they ecouter them. Sice CHP usually patrols I 5, they rarely ecouter bicyclists except i Cottowood ad Happy Valley. Assembly Bill 1581 Traffic Actuated Sigals I 2007, AB 1581 was siged ito law. This bill requires that whe ay ew traffic actuated sigal or sigal beig replaced is istalled, it is madatory for the sigal to be able to detect bicycle or motorcycle traffic o the roadway. This will help to esure better detectio of bicyclists o the road ad to esure safer passage, ad the ability to maeuver through itersectios for bicyclists. This law is i effect util Jauary 1, 2018. Citize ad Commuity Ivolvemet Sectio 891.2 (h): A descriptio of the extet of citize ad commuity ivolvemet i the developmet of the pla, icludig, but ot limited to, letters of support. A Bicycle Trasportatio Pla workshop was held o May 17, 2010, to gai iput o this documet. Held i cojuctio with Bike to Work Week, the attedees provided their perspective o the update ad clarificatio o key poits ad cocers from a rider perspective. The Shasta Wheelme shared their efforts o sigage related to share the road ad offered to work with the couty to provide the sigs at key kow areas where this message should be reiforced. A helpful geeral discussio about how to report bike lae hazards ad how the pla should help make the couty more bike friedly was provided by the attedees ad couty staff. A presetatio of the curret top priority to build the East Reddig Bike Lae Project was also made at this meetig. Costructio photos, egieerig ad evirometal documetatio were shared. The group idicated this detail was helpful to uderstad how the couty must pla, udertake, ad fud a project of this magitude. Descriptio of Proposed Bikeway Projects ad Priorities Sectio 891.2 (j): Descriptio of the projects proposed i the pla ad a listig of their priorities for implemetatio. The BTP proposes 86.22 miles of bikeways located at various locatios throughout the couty. Below is a discussio o where curretly proposed bikeways will be located. Table 3.12 cotais a list ad descriptio of all proposed bikeways. I Shasta Couty, priority had bee give to separated bike paths i the past. These were favored because of a perceived safety of havig a facility separated from auto traffic. Costructio of these facilities has bee slow ad costly. Oce completed, they eed to be kept free from weeds ad dirt. These maiteace costs are high because road maiteace equipmet does ot fit o the arrow paths. I additio, the lack of motorized vehicles may give users of separated bike paths a false sese of security. May Class I bike paths cross busy roads ad driveways. Few are lit at ight or patrolled by law eforcemet officers. Accordig to the Federal Highway Admiistratio, separated bike paths may actually be a disicetive to bicycle commutig. I the study, miles of bike paths versus percet bicycle commuters were plotted for 20 cities. Davis, Califoria had the most bicycle commuters, with 25% i 2006. Dallas, Texas had the most bike paths ad the least amout of commuters. This tred was clear for most of the cities. The study cojectured that a high ratio of bike paths may idicate that bicyclig has ot bee icorporated ito the trasportatio etwork ad is limited to recreatioal use. Therefore, due to their low costructio ad maiteace costs ad higher commuter usage, Shasta Couty has bee focusig o attaiig Class II facilities o the bicycle corridors. The 1987 Shasta Couty Regioal Bikeway Pla proposed a system of bikeway corridors. The locatio of the bikeway corridors is based o traffic volumes ad speeds, bicycle clearace requiremets, ad pavemet surface widths. The bikeway corridors are also chose accordig to their aligmet with existig ad plaed city bikeways ad major couty roads i order to form a compatible iterface with the overall multimodal regioal trasportatio system. The Shasta Couty Bikeway Corridors (see Appedix A Map 2: Bikeway Corridors) are to be itegrated ito the existig trasportatio system by use of the followig city, couty, or state existig or proposed bikeways. Priorities ad Implemetatio Strategies for Coutywide Bikeway Projects The specific implemetatio of ay give bikeway, with all other thigs cosidered equal should be based o the followig criteria: 1. Where a opportuity, such as a road wideig or repavig, makes implemetatio favorable; 2. Where resolutio of a major obstacle, such as bridge costructio (i.e. Airport Road Bridge), make implemetatio ecessary ad cost effective; 3. Where the segmet is ot discoected or other wise poorly accessible from the rest of the system; 4. Cosistecy with other plas. Projects will rak higher are those which are cosistet with other existig plaig documets. These iclude the Regioal Trasportatio Pla, the Circulatio elemet of the Couty Geeral Pla, ad a specific area pla; 5. Lad uses served. High priority is give to projects which coect, or pass through existig schools, parks ad commercial areas. Projects of this type are eligible for special fudig from both state ad federal sources, ad ca become the top priority of the Shasta Couty Departmet of Public Works whe the project is awarded. The first priority i this pla is to progress o the costructio of the 2.1 mile East Reddig Bike Lae project. The Couty iteds to work with all bicycle groups to develop a etwork of bikeway facilities throughout the uicorporated areas of the Couty i the log ru. All major bikeway plas will be approved by the Shasta Couty Board of Supervisors before costructio activities ca occur. Shasta Couty will attempt to acquire fudig for bicycle trasportatio projects from the list of sources below as they become available. Federal Cogestio Mitigatio ad Air Quality Improvemet Programs (CMAQ) These fuds are available for local agecies i areas where air quality does ot meet federal stadards for emissios of ozoe, carbo mooxide, ad certai PM 10 pollutats. Approximately $360 millio is available each year for Califoria agecies. Curretly Shasta Couty meets all federal stadards ad is ot eligible for these fuds. If Shasta Couty air quality is declared to be i federal o attaimet the the Couty will evaluate possible projects that may become available for such fudig. High Risk Rural Roads Program (HR3) This program is desiged to correct safety hazards or problems o rural roads; icludig reducig the frequecy of accidets o rural roads. If it is deemed that a sigificat umber of hazards or accidets betwee automobiles ad bicycles could be avoided by improvemets to bicycle facilities the the Couty may submit projects for cosideratio of fuds. Highway Safety Improvemet Program (HSIP) This program was implemeted i order to reduce fatalities ad serious ijuries o public roadways. Eligible projects must be o public roads, publicly owed bicycle pathways/laes, pedestria pathways, or trails. 2010 Shasta Couty BTP 37

Regioal Surface Trasportatio Program (RSTP) This program is desiged to provide fudig for a variety of surface trasportatio projects. Bicycle ad pedestria facilities are eligible for fudig. Safe Routes to Schools Program (SRTS) This program is desiged to ecourage childre i grades K 8 to walk or bicycle to school by removig barriers that ihibit safe routes to schools. Local, state, ad regioal agecies ca apply for fudig ad typically will parter with other orgaizatios such as schools, oprofit agecies, ad public health departmets. Trasportatio Ehacemets (TE) This program is desiged to fud commuity based projects that expad travel choices ad ehace the trasportatio experiece. Bicyclig is easily see as a alterative travel choice to the automobile ad such projects ca receive fuds. State AB 2766 Motor Vehicle Surcharge Fudig Program This program allows for up to $4 to be charged per vehicle i motor vehicle registratio fees aually for projects that help to improve the air quality i Shasta Couty by reducig vehicle emissios. Bicycle trasportatio projects help to reduce cogestio, remove vehicles off the road, ad promote a healthier lifestyle. Bicycle Trasportatio Accout Program (BTA) These are state fuds provided to cities ad couties for projects that improve safety ad coveiece for bicycle commuters. Approximately $7.2 millio is available aually for projects. Safe Routes to Schools Program (SR2S) This is the state versio of the SRTS program. Approximately $20 millio is available aually, however i 2007 AB 57 was siged ito law ad it elimiated dedicated fudig for bicycle projects. State Trasportatio Improvemet Program (STIP) These fuds are to help state ad local agecies pla ad implemet trasportatio improvemets. Bicycle facilities are eligible projects for STIP fudig. Trasportatio Developmet Act (TDA) These fuds are allocated for trasit ad o trasit purposes that comply with regioal trasportatio plas. Bicycle facilities are eligible for fudig. Local Fudig sources are also possible from local orgaizatios i the form of doatios. Recet cotributios i the past few years have come from the McCoell Foudatio ad local Native America Tribal Govermets. Past Expeditures Sice 2000 there have bee a series of bikeways completed.
