49er, 49erFX and Nacra 17 Junior World Championships Marseille, France 26th August to 1st September 2018 The Organizing Authority is the Yachting Club Pointe Rouge in conjunction with the International 49er and Nacra 17 Class Associations NOTICE OF RACE 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 RRS Appendix P, Special Procedures for Rule 42, will apply 1.3 The Class Rules and the Race Management Guidelines of the Class Associations will apply except for any that are altered by the Notice of Race or the Sailing Instructions 1.4 The Prescriptions of the Federation Francaise de Voile for the Racing Rules of Sailing 2017-20 will apply. See Attachment B 1.5 If there is a conflict between languages the English text will take precedence. 1.6 For the 49er class the bottom two panels of the jib area, and for the Nacra 17 Class the entire jib area excluding the window, shall be restricted to Class and Event advertising and all competitors shall place class nominated branding on their jibs according to the WS approved jib advertising policy. 1.7 For the Olympic Events the Junior World Championships are a World Sailing 100 point ranking event. 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the Organizing Authority. 3. ELIGIBILITY AND ENTRY 3.1 Competitors shall comply with ISAF Eligibility Code (Regulation 19). 3.2 Olympic gender requirements will apply for 49er and Nacra 17 but not for 49erFX. 3.3 All competitors shall be under 23 on 31st December 2018 3.4 All competitors shall be fully paid-up members of the International Class Association. 3.5 Entries should be received by the Organising Authority no later than 31st July 2018 to qualify for the early entry fee and will not be accepted after 19th August 2018. 1 / 6

FEES Entry Fee: Euro 300.00 (until 31 July 2018), Euro 350.00 (until 19 August 2018) Includes the International Class Championship Fee. Coach Fee per person: Euro 75.00, no separate fee for support boat registration 5. FORMAT OF RACING. The Championships will consist of an Opening Series. The Opening Series may be divided into a Qualifying Series and a Fleet Racing Series. 6. SCHEDULE OF EVENTS 6.1 The Championship schedule will be as follows; Sunday 26 August 0900-1700 Registration/Inspection 1730 Competitors meeting Monday 27 August 0900-1300 Registration/Inspection 1355 Practice Races 1800 Opening Ceremony with cocktails Tuesday 28 August 1055 Qualifying Races Wednesday 29 August 1055 Qualifying Races Thursday 30 August 1055 Qualifying Races Friday 31 August 1055 Fleet Races Saturday 1 September 1055 Fleet Races Prize Giving and Closing Ceremony as soon as possible after the Fleet Races 6.2 On Saturday 1 September there will be no warning signal after 1600. 7. MEASUREMENT 7.1 All boats will be inspected for class rules compliance prior to racing, according to the Schedule of Events. Additional spot measurement checks may be carried out during the Championship. 7.2 Only one set of sails and one forestay shall be used throughout the duration of the Championship. 7.3 Equipment shall only be replaced with permission of the Race Committee. 8. 10. THE COURSES Courses will be windward/leeward with a gate at the leeward end of the course. 11. PENALTY SYSTEM RRS 44.1 and RRS P2.1 are changed so that the Two-Turns penalty is replaced by a One-Turn penalty. 12. SCORING 12.1 The Low Points Scoring System of RRS Appendix A will apply to the Opening Series 12.2 At least 5 races are required to be completed to constitute the Championship. 13. SUPPORT BOATS 13.1 Support boats shall be registered with the Organising Authority and will be required to comply with local legislation and event support boat regulations. Team leaders/coaches shall register at: http://49er.org/event/2018-junior-worldchampionship & http://nacra17.org/events/2018-junior-world-championship/ and complete on-site registration at the race office at the venue. 13.2 All support boats shall clearly display the 3 letter national code of their ISAF Member National Authority at all times while afloat. The minimum height for the letters shall be 200mm. 13.3 If called upon support boats will be required to act as rescue boats. 14. SAFETY In the event of an emergency the Emergency Meeting Point for safety personnel and the dropping off point for safety / support boats coming from the racing area will be at the coach ribs area. This meeting point will be where an ambulance will be waiting if required (See attachment A). 15. INTERNATIONAL JURY An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5 16. PRIZES Prizes for the Junior World Championships will be announced and awarded after the Fleet Races for the first three places overall in each fleet (49er / 49erFX / Nacra 17) the first three teams fitting the Olympic gender requirements for the 49erFX the top U21 teams in each fleet who will not be named world champions, but will be recognized for development awards. The top teams in Silver Fleets in each fleet (if applicable) World Championship titles will only be awarded to the Olympic gender teams in their respective events. 17. RADIO COMMUNICATION Except in an emergency a boat shall neither make nor receive radio transmissions, text messages or cellular phone calls while racing. 3 / 6

18. INSURANCE Each participating boat shall have valid third-party liability insurance with a minimum cover of at least Euro 1,500,000 (or equivalent) per incident. 19. RISK STATEMENT RRS 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the event and to attend any safety briefing held for this event. 20. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 20.1 By participating in the Championship competitors automatically grant to the Organising Authority, International 49er Class Association and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of competition without compensation. 20.2 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the Organising Authority. 20.3 Competitors may be required for interviews and press conferences at the Championship. 4 / 6

ATTACHMENT B Prescriptions of the Fédération Française de Voile Racing Rules of Sailing 2017-2020 (*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. (*) FFVoile Prescription to RRS 67 (Damages): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and cannot be dealt by the jury. (*) FFVoile Prescription to RRS 70. 5 (Appeals and requests to a national authority): The denial of the right of appeal is subject to the written authorization of the Fédération Française de Voile, received before publishing the notice of race. This authorization shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration. (*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules): An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 88 (National prescriptions): Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website www.ffvoile.fr, shall be the only translation used to comply with RRS 90.2(b)). (*) FFVoile Prescription to RRS 91(b) (Protest committee): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such authorization shall be posted on the official notice board during the event. 6 / 6
