RULES AND REGULATIONS PARKS AND RECREATION STYLE INNER TUBE WATER POLO ELIGIBILITY AND ROSTERS The Adult COED Kickball League is open to teams of men and women 18 yrs. & older. Kickball league is a recreational league. A team roster shall consist of a minimum of 10 and a maximum of 15 eligible players. Any players in excess will be ruled ineligible. All players must be registered with the Grandview Parks and Recreation Department to be eligible to participate. Additions or deletions to rosters can be made only in writing and must be signed by the team captain prior to the contest in which the player(s) participate(s). Players may be added to the roster until the day of the Second (2nd) league game. Ineligible players will result in a forfeiture of all games in which ineligible played. A player may not be listed on more than one team roster within the same league. If there is eligibility protest, the umpire will note the protest of the player and continue the game. The Parks and Recreation Department will decide on the protest. GAME PROCEDURE, PROTESTS AND FORFEITS Each team should have a colored shirt. All players must wear shirts and shoes. Shoe soles may be smooth or with soft or hard rubber cleats. Metal spikes, rounded metal or metal-tipped cleats will not be permitted. (Penalty-automatic ejection) Each team captain is required to complete the umpire scorecard prior to the game and make all further substitution changes through the umpire prior to the substitution. The umpire will maintain this official scorecard. A check at the end of each half-inning will be made to see that scores correspond. There is a 5 min. grace period on first game only. Umpire will keep official game clock. Practice before a game must be regulated so the game will start on time as scheduled. Pitchers will be permitted 5 warm-up pitches upon entering the pitcher position for the first time. Each inning thereafter, only 1 warm-up pitch will be allowed. No infield warm-up between innings allowed. Any team that forfeits two (2) games will lose its franchise. NO REFUNDS. GENERAL PLAYING RULES No new innings will begin after forty minutes (40) minutes. A regulation game will be declared even if less than five (5) innings are played and the allotted game time has expired. A regulation game shall consist of 7 innings, unless run rule or time limit applies. Games that are not considered regulation shall be replayed from where they ended. Original line-ups may be changed when the game is replayed. In case of a tie score at the end of 7 innings the last out from the previous inning will be placed on 2nd base and any extra innings will play a 1 pitch format. 10 players are allowed on the field at one time. The batting order can consist of as many players as are present (Limit 15). However, if a batting spot cannot be filled with a player after an ejection, or other reasons, that batting spot will become an automatic out. Except if that player has left the game because of an injury. A game may start with 9 players. The 10th spot in the batting order will NOT be an automatic out. If players arrive after the start of the game, you may add them to the end of the batting line-up. Any time a team has only eight (8) players or fewer the game is forfeited. This could result from an injury, ejection or other reasons. Must have 6 infielders (including catcher) and 4 outfielders. Outfields can NOT enter the dirt until the ball is kicked by a batter
Mercy rule: If a team is ahead after 5 innings by more than 10 runs the game will be called. If home team is ahead after 4 ½ they will not hit. The league will supply a game ball for each game played. Leagues will use a 10 rubber playground ball. All games will be played with a one strike (1) and one ball (1) pitch count. Pitching rubber distance will be set at 53 feet. Bases are set at 65 feet. Double Safety Bag Rule On the initial throw to First base from the infield or outfield, the Batter-runner MUST TOUCH the orange portion of the base, not the white portion. The umpire will declare the runner out if this rule is violated. Courtesy Runner Only one courtesy runner per inning Person making last out is only player eligible to be courtesy runner. PITCHING/CATCHING Pitches must be rolled at a REASONABLE speed. Umpires will call "illegal" when pitches are coming in too fast and it will be an automatic ball. It is the umpire s discretion as to what will be considered too fast. The pitch speed rule is in place to ensure that our kickball leagues stay fun for everyone. Pitching must be underhand only. No bouncing of the ball to the kicker higher than one foot (as measured from the bottom of the ball). If the ball is bouncing higher than 1 foot off the ground when it reaches the plate then it is a ball; however, the kicker does have the option of kicking it if he/she wishes. The strike zone extends 1 ft. on both side of home plate. The catcher must be positioned at least 3 feet from the kicker and behind the plate until the ball is kicked. The catcher cannot interfere with the kicker. KICKING The ball must be kicked from behind home plate. All kicks must be made by a player s foot. Any ball struck above the knee is an automatic out. Kickers/Batters may NOT stop the ball with their foot and then kick it. Bunting is NOT allowed. An intentional bunt in the opinion of the umpire is an automatic out. RUNNERS Runners must stay within the base line. Fielders must stay out of the base line unless they are attempting to tag the runner or catch the kicked ball. If a fielder attempts to physically obstruct a runner from advancing, the runner may advance as many bases as they would have potentially earned had they been able to run unobstructed. This is a judgment call by the umpire. It is the responsibility of the runner to avoid a collision. Please save yourself and your opponents from injury by paying attention. Neither leading off base, nor stealing a base is allowed. A runner leading off base before the ball is kicked is out.
Hitting a runner with the ball above shoulder level is NOT allowed and the runner is safe and advances one (1) base except for the following situations: If the runner intentionally uses the head to block the ball, and is so called by the official scorer, in which case the runner is out. If the runner is ducking, diving, dodging or sliding and is hit in the head this is an out (umpire s judgment) If the runner intentionally hits or kicks the ball out of bounds after being tagged out, the ball is dead and all runners must return to their original bases. All ties go to the runner. On an overthrow, all players advance 1 base if the ball is out of bounds. OUTS Three (3) outs by a team completes the team's half of the inning. An out occurs when: After a count of three (3) strikes Fielder makes a force out at any base A runner touched by the ball at ANY time while not on base A runner who is on the same base with another runner and is tagged with the ball Any kicked ball above the batter s head (fair or foul) that is caught before hitting the ground A runner leading off base when a ball is kicked. Hitting the base with the ball does NOT count as an out. The fielder must hit the runner with the ball or maintain control of the ball on the base on a forced run. When a batting spot cannot be filled with a player after an ejection, that spot will be an automatic out. After 2 fouls with 2 strikes. There is NO infield fly rule. Batters are allowed one free foul ball. After two fouls with two strikes, the batter is out. PLAYOFFS/CHAMPIONSHIPS The top 4 teams are eligible for the playoffs as long as they are in good standing. The total season record will determine the "Seeding" for the League Championship Series. Semi-Final: 3rd Seed vs. 2nd Seed 4th Seed vs. 1st Seed Championship: Winners from Semi-Final. (Highest Seed is Home Team) A player must participate in at least three (3) regular season games to be eligible to participate in the playoffs.
In case of a tie, the tie-breaker system will be: 1) Head-to-head 2) Point spread between the tied teams 3) Winning percentage against top 4 teams 4) Coin toss, if necessary Awards: Regular Season Champion Champion T-Shirts (Limit 15) League Playoff Champion Plaque UNSPORTSMANLIKE CONDUCT Any players ejected from a game for reasons of misconduct shall be automatically suspended from the next game played. Depending on the severity of the misconduct, additional suspensions may apply subject to the discretion of the Parks and Recreation Department. Suspended players are not allowed to attend games until their suspension is lifted. Officials shall eject from the game any player or backer guilty of foul or obscene language, profane language, or abusive language. Such language need not be directed at an official to warrant an ejection. The officials shall report to the Parks and Recreation Department such players or backers. Failure to leave the area and grounds in a timely and courteous fashion will warrant the team s forfeiture of game. Drinking of alcoholic beverages or use of illegal drugs, in City Parks or School Property by team members before, during, or after a contest is sufficient cause for a team s suspension from participation in the kickball league. This rule will also be enforced against the followers of a team. Team captains are directly responsible for seeing that this rule is strictly enforced. Any time an incident occurs on the playing field, all players who leave the bench area will be subject to ejection from the contest. Exception: to offer any needed medical assistance. MISCELLANEOUS INFORMATION There will be no protests. In all cases of rule interpretations and conduct of the game, the decision of the umpire will be final. Questions concerning rule interpretation should be immediately brought to the attention of the umpire by the designated team captain only, in an orderly and courteous manner for possible consideration. The umpire is empowered to call the game at any time for any reason to insure the safety of players and/or fans. Blood Rule: A player who is bleeding shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time, the individual will not have to leave the game. The length of time that is considered reasonable is left to the umpire s judgment. In the event the regularly appointed umpire is not present for a game, an individual accepting to both teams should be chosen. That individual shall have the same authority as the scheduled umpire. Acceptance of the replacement umpire is binding after the first pitch of the game. Experience has proven that it is impossible to anticipate all problems that may arise when rules are formulated and adopted. Therefore, the Parks and Recreation Department reserves the right to waive any rule governing play in any league under the jurisdiction of the Parks and Recreation Department, when in its judgment, the application of said rule will result in gross unfairness or unreasonable hardship.
