Munt Seymur Little League Rule and Regulatins MINOR AA Divisin Intrductin The rules in this dcument are supplemental t the fficial Little League Rule Bk and apply nly t the MSLL Minr AA divisin. The cmplete set f game rules is a cmbinatin f the rule bk and the rules in this dcument. In the case f a cnflict the rules in this dcument shall be deemed fficial. This scenari is cnsidered a frfeit unless the ppsing cach agrees t playing a scring game prir t the start f the game Duguts The hme team ccupies the 3 rd base dugut The away team ccupies the 1 st base dugut All gates must be clsed during play All players and caches must stay inside the dugut when nt actively participating in play There must be at least ne cach in the dugut at all times There may be a maximum f 3 caches in the dugut at any time N ne ther than a cach, manager r player is allwed in the dugut Anyne wearing a cast must remain in the dugut and nt g n the field
Rainuts If there is a questin abut field cnditin, bth caches are respnsible fr cntacting the Umpire in Chief r the league President t request a rainut. Only the UIC r President can cancel a game prir t game time. Once the line-ups have been exchanged at the field, nly the umpires may call ff the game In the case f extreme weather MSLL may declare a rainut in advance f the game time All rained ut games are autmatically rescheduled by the divisin crdinatr t the next available rainut slt Required Equipment All players must wear a helmet while batting and running the bases Metal cleats are nt allwed in this divisin Catchers must wear mask, thrat guard and chest prtectrs Catchers must wear a catcher s mitt All players must wear a prtective cup All bats must be n the Little League apprved bat list Cmpsite and hybrid bats are NOT allwed in this divisin Players must nt wear jewelry including watches, rings, bracelets, necklaces etc. Pitchers may nt wear wristbands, r lng sleeves that are either white r patterned Pitchers may nly wear cmpressin arm sleeves if they are cvered by a lng-sleeved shirt, r if are a matching pair f slid clur ther than white/grey Game Length A regulatin game cnsists f 6 innings Caches and umpires shuld apply cmmn sense in regards t whether t start an innings when the light is fading: On week days, n inning shall start mre than 2 hurs after game start time On weekends, n inning shall start mre than 2.5 hurs after game start time If the game is called early due t darkness, weather etc. if the game is called during an inning, the scre rlls back t the end f the last cmplete inning if 3 r mre innings have been played the game is cmplete if less than 3 innings have been played, the game must be rescheduled fr cmpletin 3 Run Rule, Catch Up Rule and Open Inning 3 Run Rule: the inning autmatically ends when the ffensive team scres 3 runs Catch-up Rule: the ffensive team may cntinue the inning if they are still behind n the screbard. The inning will cntinue until either the defensive team gets 3 uts, r the ffensive draws even n the screbard. Open Inning: the last inning f the game shall be declared an pen inning.
When it appears unlikely that all 6 innings will be played within the time cnstraints, caches and umpires shuld wrk tgether t make a sensible declaratin f the pen inning. The pen inning is always the last inning f the game A game can end withut an pen inning if the time has expired There is n pen inning in the pening rund games Mercy Rule The mercy rule results in the autmatic end f the game if either team is winning by 10 runs r mre after 4 r mre cmplete innings Batting Little League rules d nt allw an n-deck batter in this divisin Practice batting between innings is als nt allwed The nly player allwed t have a bat in-hand is the current batter Bunting is allwed Between pitches the batter must keep ne ft in the bx at all times (see rule bk fr exceptins t this rule) Cntinuus Batting Order All players are included in the batting lineup Teams must use a cntinuus batting rder acrss games The batting rder may be changed during the first 3 games f the seasn Caches must prvide the divisin crdinatr with their batting rder prir t game 4 This rder shall then be used fr all regular seasn games including Interlck Caches may pt t alter their line-up fr the playffs This new lineup must be prvided t the crdinatr prir t playff game 1 This new lineup must be used in cntinuus rder thrughut the playffs Fielding All players n the rster must sit fr ne defensive inning prir t any player sitting fr a secnd defensive inning It is at the discretin f the cach t assign players t fielding psitins Players shuld be assigned with the pprtunity t best learn the game f baseball in psitins they can play safely Safety, pprtunity t play, player develpment and fun are the pririties All players must get a mix f bth infield and utfield playing psitins Pitching The pitching machine shall be used fr 2 innings in pening rund games Caches can agree t use the pitching machine fr the first r fr the last 2 innings f the game
Blueridge diamnd has a 43 pitching plate - at Seycve, pitchers may use a temprary pitching plate set at 43, 3 in frnt f the permanent pitching plate A pitcher may nly pitch in 2 innings per game (these d nt need t be cnsecutive innings) If a pitcher hits tw batters in a game, he/she must be remved frm the mund If a pitcher walks fur cnsecutive batters withut reaching full cunt, he/she must be remved frm the mund New pitchers have 1 min fr warm up pitches (max f 8 pitches) Between innings a pitcher may have up t 5 warm up pitches Pitcher substitutins must cme frm the field f play unless the player cming ff the bench t pitch has already sat ut fr ne cmplete inning Call-up players are nt eligible t pitch Pitch Cunt Caches are respnsible fr knwing their pitcher s baseball age All teams must adhere t the Little League pitch cunts rules Fr all games in April all pitchers regardless f age have a maximum pitch cunt f 50 pitches Baseball Age Max Pitch Cunt April Max Pitch Cunt 11 r 12 85 50 9 r 10 75 50 8 50 50 When a player reaches their max pitch cunt they may cntinue t pitch t cmplete the current batter A pitcher wh delivers 41 r mre pitches in a game must nt play catcher fr the remainder f the game (nte: this rule des nt allw fr the pitcher t cmplete the batter if the pitcher wishes t play catcher they must be pulled frm the mund prir t thrwing the 41 st pitch) A catcher wh catches 4 innings may nt play pitcher fr the remainder f the game All pitchers must adhere t the required days rest prir t pitching again Pitches Thrwn Days Rest Required 1-20 0 calendar days 21-35 1 calendar day 36-50 2 calendar days 51-65 3 calendar days 66-85+ 4 calendar days Base Running Only 2 adult base caches are permitted A player wearing a helmet may act as a base cach if n adults available Players must wear helmets while running the bases At all bases, ther than 1 st, the runner must either slide r attempt t avid the player with the ball while attempting t reach a base Runners d nt need t slide if the ball is nt there Runners may advance nly ne base n an verthrw
