Location overview: The Commonwealth is a diverse community of 53 nations, spread across 6 continents of the world, that work together to promote prosperity, democracy and peace. From 16-20 April, the UK will host the Commonwealth Heads of Government Meeting (CHOGM). Throughout the week, events will take place across venues in London and Windsor, involving up to 53 world leaders, 53 Foreign Ministers, their delegations and around 2,000 delegates from across the Commonwealth. The purpose of CHOGM is to celebrate the Commonwealth s diversity and values, and for world leaders to agree how to work together to create a more secure, prosperous, sustainable and fair Commonwealth for all its citizens. For more information on all of the events taking place during CHOGM and for alternative transport or travel information please visit www.chogm2018.org.uk or www.tfl,gov.uk There have been several months of preparation involved to make sure that the event attendees, remain safe and secure whilst staying in London. Vehicle and pedestrian movements in and around the Fenchurch Street and East Cheap area of the City of London will be restricted on Wednesday 18 April, and restrictions will be in place in the vicinity of the Guildhall and Mansion House between Monday 16 and Wednesday 18 April; the detail around the restrictions in place are included in this factsheet. Security cordons will be deployed and are designed to protect members of the public, local residents and businesses and those attending or working in the area; and will include the closure of roads with robust access and egress restrictions in place. It is the intention of the City of London Police to lift the security cordons at the earliest opportunity after the events have concluded and the attendees have departed. These security measures and restrictions are not as a result of any specific intelligence but are a precautionary measure to keep people safe and secure. 2
Installation of Security measures You will see the installation of security measures, including vehicle gates and barriers and low-level pedestrian event type barriers commencing overnight on Sunday 15 April. The security measures and pedestrian barriers will be in place until the morning of Wednesday 18 April 2018. They are designed to support and complement the wider security operation in place for these events. During the installation of security measures pedestrians and/or vehicles will be redirected to enable safe working. Alternate routes for vehicles, cyclists, public transport, and pedestrians will be available and signposted. The CHOGM related vehicle access and pedestrian restrictions will, depending on the event location, will start at 6am on Monday 16 April and be lifted by 11.59pm on Wednesday 18 April. Whilst the security cordon is in place there will be several road closures. Diversions will be put in place to divert traffic and public transport away from the event venue at key junctions approaching the security cordon. The diversions will be in place until the event has finished and the attendees have left the venue. Advanced warning signs will be in place to advise road users and pedestrians of the event and to consider avoiding the area or using alternative routes or modes of transport on Wednesday 18 April (Fenchurch Street) and between Sunday 15 - Wednesday 18 April (Guildhall/Mansion House). Only CHOGM accredited vehicles will be allowed to enter the security cordon during the designated event periods. Pedestrians will be able to walk through the security cordon whilst road closures are in place; however, pedestrian barriers will restrict routes and access on to the carriageway however, crossing points will be available to enable pedestrians to safely travel through the area. Pedestrian access to shops, businesses and residencies will be maintained throughout the event. Cyclists will have to dismount if moving on to the footways; or, seek an alternative route if continuing on bike. 3
Due to the pedestrian barriers, businesses and residents within the secure cordon in Fenchurch Street are advised not to have store or home deliveries on Wednesday 18 April; vehicles will not have access after 2pm. For the area around the Guildhall restrictions will be in place as follows: Monday 16: from 6am to around 7pm, Tuesday 17: from 3pm to around 11.30pm, and Mansion House closures will be implemented from 7am on Monday 16 April until around 11.59pm on Wednesday 18 April. These roads may reopen at certain times at the discretion of the police but this is not guaranteed. Public Transport Buses will re-route to avoid the area, TfL will contact regular bus users to inform them of the disruption. Impact of Security Measures (Fenchurch Street) Once the full security cordon is introduced at 3pm on 18 April the following restrictions and diversions will affect vehicles, public transport (buses), cyclists and in some cases, pedestrians. They will be in place for the duration of the event; up to approximately 11.45pm. Impact of Security Measures (Guildhall and Mansion House) Security measures will start being installed on Sunday 15 April. Bank Junction There will be a temporary reopening of Bank Junction to motor vehicles from Monday 16 April 2018 through to Wednesday 18 April 2018. Restrictions will be in place from 7 am on Thursday 19 April 2018. Safety continues to be a number one priority and all drivers, cyclists and pedestrians using the Junction are urged to take extra care, and for drivers to avoid the area if at all possible. Road closures All road closures and bus diversions will be advertised in advance by TfL and diversions sign posted; however, road users should seek alternative routes or consider other modes of transport during CHOGM to avoid delay. Community Police Officers will also be in contact with local residents and businesses affected by the Security Cordon. Pedestrians The security measures will also have an impact on pedestrians, including those living and working within the security cordon and those travelling through the area on foot. There will be clear pedestrian routes throughout the area (behind pedestrian barriers), with crossing points at key locations and junctions. The public will not be allowed access through the secure cordon. Employee and visitor pedestrian access to the majority businesses within the Fenchurch Street security cordon will be maintained on Wednesday 18 April. However, a very small number of businesses within the secure cordon will have restricted access, you will have been contacted by the Police in advance of the event and advised of arrangements if this is the case. People who live, work or will be visiting buildings in the Guildhall/Mansion House secure cordon areas will need to provide proof of ID and a valid reason for visit (eg. Work pass). Pedestrians must stay on the designated routes and should not attempt to climb barriers or enter the carriageway. Cyclists Cyclists who need to get to a destination in the affected roads listed will be asked to dismount and proceed on foot when entering the secure cordon. If you are cycling through the area to another destination you should consider an alternative route as this would likely save you time. Routes will be diverted and these may cause delay to your journey. Public Transport users are advised to visit the TfL website and their social media outlets for regular updates and to seek alternate routes; please visit www.tfl.gov.uk/chogm-travel for travel information. Businesses Employee and visitor pedestrian access to the majority businesses within the Fenchurch Street security cordon will be maintained on Wednesday 18 April. However, a very small number of businesses within the secure cordon will have restricted access, you will have been contacted by the Police in advance of the event and advised of arrangements if this is the case. People who live, work or will be visiting buildings within the Guildhall/Mansion House secure cordon will need to provide proof of ID and reason for visit (eg. work pass). Taxi Rank, Parking and Loading Bay Restrictions All Taxi Ranks, parking bays and loading bays within the Fenchurch Street secure footprint will be suspended from midday on Tuesday 17 April until 7am hours on Thursday 19 April. Licensed Taxi Drivers will be informed of temporary suspension and will be made aware of alternative taxi ranks in the area. Parking and Loading bays will have required advanced warning signage prior to the suspension being in place. Any vehicle parked in contrary to the above parking restrictions will be removed and any vehicle found within the security cordon once it has been implemented at 3pm hours on 18 April, will also be removed. 16
Hackney carriages and licensed private hire vehicles can pick up and drop off on Noble Street for Guildhall events. This can be accessed via a traffic point with checks from St Martins Le Grand.
