Chapter 16 Protective Equipment Chapter 16 - Protective Equipment Introduction Hayward Electric will provide suitable equipment to protect employees from hazards in the workplace. The Responsible Safety Officer will advise on what protective equipment is required for the task, but the supervisor of the operation must obtain this equipment and see that it is used. Protective clothing is not a substitute for adequate engineering controls. Prior to starting any work, a Job Hazard Analysis (JHA) or some other Job Analysis form should be used in order to help select the proper PPE. Protection Issued Personal protective equipment (PPE), with the exception of work shoes, will be issued to employees who work with hazardous material for the purpose of protecting their health and safety. PPE will be fitted to each affected employee which includes the donning, doffing, cleaning and maintenance. All PPE will meet OSHA/NIOSH standards and approval. Where a standard may not apply a designated competent person will analyze the equipment and give approval or disapproval for the equipment s use. The Responsible Safety Officer is available for consultation as needed. Employee Owned Tools or Equipment All employee owned tools or equipment will be required to meet the same inspection program as Company Supplied items. All tools and equipment not passing inspection will not be used and will be removed from the jobsite immediately. Protective Shoes Each affected employee shall wear protective footwear when working in areas where there is a danger of foot injuries due to falling and rolling objects, or objects piercing the sole and where such employee's feet are exposed to electrical hazards. Protective footwear need comply with (ANSI Z41-1991). Steel-toed shoes, with a defined heel are required on many work sites. The company requires the wearing of steel-toed shoes for anyone in the field with the exception of office personnel who are restricted to the office trailers. 16-1

Hayward Electric Injury & Illness Prevention Program Protective Gloves Hayward Electric provides proper hand protection to employees exposed to known hand hazards. The supervisor must obtain the suitable hand protection and ensure that it is used. Assistance in selecting the proper hand protection may be obtained by consulting the Responsible Safety Officer. Rubber Protective Equipment A. Gloves: 1. Personnel intending to work on live circuits, or other equipment containing exposed current-carrying parts shall put on rubber gloves before coming within reach of the live parts, and shall not remove the gloves until entirely clear of such equipment. 2. Rubber gloves should not be used for any other purpose than protection from energized circuits, parts, etc. 3. Leather protectors shall always be worn over rubber gloves and shall not be used for any purpose other than with rubber gloves. 4. Rubber sleeves or rubber gloves shall never be rolled down or worn inside out. 5. Personnel shall wear rubber gloves when cutting supposedly "dead" cable or testing a supposedly "dead" cable or testing supposedly burned-out transformers. 6. Insulating and protective devices must be stored flat and free from oils, chemicals, etc. Rubber gloves must be stored in a canvas glove bag (cuff end first) after use and in a known location. 7. Test as follows: Close end of glove at opposite points and twirl. Squeeze air into thumb and finger area. Listen for escaping air. Look for thin or worn areas. 16-2

Chapter 16 Protective Equipment (Glove may be submerged in water... look for air bubbles). If it is determined that glove is defective, tag glove out of service and return it to your supervisor. Obtain a replacement. Other Protective Equipment A. Rubber blankets shall be protected from physical damage and moisture by means of a tarpaulin, plastic sheet, canvas, or protective mat when used on the ground and shall be stored rolled up. B. Care shall be exercised to avoid cuts, punctures or abrasions to rubber protective equipment or contact with chemical solvents or petroleum base products. C. Rubber protective equipment shall be submitted for testing as required, or anytime they become suspect. D. Rubber protective equipment shall be used in association with overhead line work as applicable. Lineman's rubber gloves shall be put on before entering the "contact area" and shall not be removed until the employee is completely out of this area. E. Employees shall not work on or touch any exposed "energized lines" except when wearing approved lineman's rubber gloves rated for appropriate voltages. F. When work is to be done on or near "energized lines" all energized conductors, grounded conductors, or guy wires within reach of any part of the body while working shall be covered with rubber protective equipment, except that portion of the conductor or apparatus on which the employee is to work. Head Protection Hayward Electric provides appropriate head protection devices for employees to protect them from head or other injuries that could result from their working environment. Some head protection devices are available from stock. The supervisor must also maintain sufficient supply of head protection devices for visitors in the area. 16-3

Hayward Electric Injury & Illness Prevention Program Eye Protection Hayward Electric provides appropriate eye protection devices for employees assigned to tasks in which an eye injury hazard exists. The supervisor of the operation is responsible for determining the need for suitable eye protection devices and for ensuring that the employees use them. The Responsible Safety Officer will assist the supervisor in defining eye hazard operations and in selecting appropriate eye protection. The standard sign: CAUTION, EYE HAZARD AREA, DO NOT ENTER WITHOUT EYE PROTECTION, must be posted in every area where eye protection is mandatory. All employees who work in such an area must wear the eye protection issued to them. Every visitor to the area must also be provided with suitable eye protection. The following chart provides general guidance for the proper selection of eye and face protection to protect against hazards associated with the listed hazard source operations. Source Assessment of Hazard Protection IMPACT - Chipping, grinding machining, masonry work, woodworking, sawing, drilling, chiseling, powered fastening, riveting, and sanding. Flying fragments, objects, large chips, particles sand, dirt, etc. HEAT-Furnace operations, pouring, casting, hot dipping, and welding. Respiratory Protection Any operation that generates harmful airborne levels of dusts, fumes, sprays, mists, fogs, smokes, vapors, or gases or that may involve oxygen-deficient atmospheres requires the use of effective safety controls. This must be accomplished, as much as feasible, by accepted engineering control measures (for example, enclosure or confinement of the operation, general and local ventilation, and substitution of less toxic materials). When effective engineering controls are not feasible, or while they are being instituted, appropriate respiratory protection must be used in accordance with Hayward Electric requirements as prescribed by CAL/OSHA in ANSI 288.2-1980, Standard Practices for Respiratory Protection. Responsibilities To ensure that the respiratory protection program is conducted in accordance with ANSI 288.2-1980, certain responsibilities are required of each employee, supervisor, Responsible Safety Officer, and the Medical Service Provider. Employees are responsible for: Wearing the respirator in accordance with the instructions and training received. Maintaining and storing the respirator in good condition.

Hayward Electric Injury & Illness Prevention Program Returning the respirator at the end of the required use for overhaul, cleaning, and disinfection. Supervisors are responsible for: Identifying those employees who may need to use respiratory protection (Responsible Safety Officer will provide assistance upon request in this determination). Ensuring that their employees have been properly trained and fitted. Ensuring that their employees use the respirators as required. Responsible Safety Officer is responsible for: Providing respiratory equipment. Maintaining the equipment in good condition. Fitting employees with proper respirators and providing training for their use. Evaluating employee exposures and work conditions, including inspection of respirator use. Medical Service Provider is responsible for: Granting medical approval for each respirator user. Maintenance of PPE PPE shall be issued and maintained in a sanitary and reliable condition. Items shall be cleaned in accordance with the manufacturer s instructions. PPE shall be inspected prior to use and any deficiencies will be immediately corrected or the PPE will be tagged and taken out of service. Defective and Damaged Equipment Defective or damaged equipment will not be used. When PPE is removed for disposal it will be tagged as such, if not disposed of immediately. Hazard Assessment and Selection Selection of PPE will be based on the job supervisor s assessment of the hazards associated with the job site and the recommendations included on the safe work permit 16-6

Chapter 16 Protective Equipment provided by the client. The hazard assessment will be documented on the Job Hazard Assessment (JHA) form and the person making the assessment will sign and date the JHA. Prior to the beginning of any job task the job supervisor will determine the PPE necessary to safeguard the employees assigned to do the work. When the job tasks are complicated in nature the site safety supervisor and the client safety representative will be consulted for their expertise in determining the proper PPE for the task. The job supervisor will ensure that the PPE is available and is included on the work permit. The information on the permit will be discussed with the crew assigned to do the work. When reviewing the scope of work prior to the commencement of the job the supervisor will assess the hazards associated with the work and its environment. This assessment will be distributed to the site safety supervisor/representative so they can determine the needs of the job. PPE determined for the job will be verbally communicated to the employees prior to the commencement of the job. PPE will be ordered in various sizes and types to accommodate a variety of individuals who may be assigned work. Training Hayward Electric will provide training to each employee who is required to use PPE. Each such employee shall be trained to know at least the following: When PPE is necessary; What PPE is necessary; How to properly don, remove, adjust, and wear PPE; The limitations of the PPE; and, The proper care, maintenance, useful life and disposal of the PPE. Each affected employee shall demonstrate an understanding of the training, and the ability to use PPE properly, before being allowed to perform work requiring the use of PPE. When company supervisors have reason to believe that any affected employee who has already been trained does not have the understanding and skill required the employee 16-7

Hayward Electric Injury & Illness Prevention Program must be retrained. Circumstances where retraining is required include, but are not limited to, situations where: Changes in the workplace render previous training obsolete; or Changes in the types of PPE to be used render previous training obsolete; or Inadequacies in an affected employee's knowledge or use of assigned PPE indicate that the employee has not retained the requisite understanding or skill. Company supervisors shall verify that each affected employee has received and understood the required training through a written certification that contains the name of each employee trained, the date(s) of training, and that identifies the subject of the certification. 16-8
