EMERGENCY PROCEDURES GENERAL INFORMATION Purpse The Emergency Prcedures dcument is designed t prvide a snapsht f essential aspects f the NSU Emergency Operatins Plan as a reference tl fr the university cmmunity. The basic emergency prcedures utlined in this guide are t enhance the prtectin f lives and prperty thrugh effective use f University and University cmmunity resurces. Whenever an emergency affecting the university reaches prprtins that cannt be handled by rutine measures, the President/designee may declare a state f emergency, and these cntingency guidelines may be implemented. Since an emergency may be sudden and withut warning, these prcedures are designed t be flexible in rder t accmmdate cntingencies f varius types. Emergency Prcedures Jurisdictin These prcedures apply t all students, faculty, staff, visitrs, buildings, and grunds wned/perated by Nrtheastern State University (NSU) t include thse peripheral areas adjining the University. Declaratin and Definitins f an Incident The authrity t declare and end a university state f emergency rests with the University President r his/her designee. The University President/designee, in cnsultatin with the University Incident Management Team (IMT), serves as the verall incident cmmand during any minr emergency, majr emergency r disaster. The fllwing definitins f an emergency are prvided as guidelines t assist university cmmunity respnse. Any emergency shuld be reprted t University Plice Department as sn as pssible. (1) Minr Incident (NIMS Type 5 Event): Any incident, ptential r actual, which will nt seriusly affect the verall functinal capacity f the university (examples- medical calls, accidents, alarms). (2) Majr Incident (NIMS Type 4 Event): Any incident, ptential r actual, which affects an entire building r buildings, and which will disrupt the verall peratins f the university. Outside emergency services will likely be required, as well as, majr effrts frm university supprt services. Majr plicy cnsideratins and decisins will usually be required frm the university administratin during times f crisis. In all cases f majr emergencies, an Incident Cmmand Pst may be activated, and the apprpriate supprt and peratinal plans will be execute (examples- ftball games, cncerts, cmmencements). (3) Disaster (NIMS Type 1-3 Event): Any event r ccurrence which has taken place and has seriusly impaired r halted the peratins f the university. In sme cases, mass casualties and severe prperty damage may be sustained. A crdinated effrt f all university resurces is required t effectively cntrl the situatin. Outside emergency services will be essential. In all cases f disaster, an Incident Cmmand Pst will be activated, and the apprpriate supprt and 3

peratinal plans will be executed (examples- trnad, fld, natural disaster, terrrism). Assumptins The NSU Emergency Prcedures are designed t address the prblems likely t be encuntered at a university during a minr emergency, majr emergency r disaster. The fllwing are general guidelines: 1. An emergency r a disaster may ccur at any time f the day r night, weekend r hliday, with little r n warning. 2. The successin f events in an emergency is nt predictable. Operatinal plans will serve nly as a guide and checklist, and may require field mdificatin in rder t meet the requirements f the emergency. 3. Disasters may affect residents adjacent t the university, therefre city, cunty, and federal emergency services may nt be available. A majr emergency may be declared if infrmatin indicates that such a cnditin is develping r is prbable. 4. An emergency r disaster may ccur with nn-university persns n university prperty and may nt be restricted t university students and/r persnnel. Emergency Respnse The University Plice Department shall place int immediate effect the apprpriate prcedures as determined by the situatin. University Plice, as first respnders, shall assume incident cmmand and if necessary ntify the IMT. The IMT will assume incident cmmand and will cntact the Emergency Operatins Center (EOC) regarding the emergency and the pssible need fr a declaratin f a university state f emergency. Any ther university fficial deemed necessary may be cntacted at that time. The Incident Management Team will ntify and cnduct liaisn activities with the university administratin, federal, state, tribal and lcal agencies. Emergency Ntificatin The Incident Cmmander will authrize the use f the Emergency Alert Systems (EAS) as necessary t transmit infrmatin and instructins t large segments f the university ntifying f an emergency situatin. Cmmunicatin methds include, but are nt limited t: NSU website, university televisin cable system, telephne alert system, email, text messaging, public annuncement systems, and NSU cmputer netwrk bradcast, NSU website and scial media. Respnse Teams The fllwing grups are frmally rganized t address the needs f the university cmmunity befre, during, and after an emergency. Emergency Operatins Center (EOC) The physical lcatin at which the crdinatin f infrmatin and resurces t supprt incident management (n-scene peratins) activities nrmally takes place. An EOC may be a temprary facility r may be lcated in a mre central r permanently established facility, perhaps at a higher level f rganizatin within a jurisdictin. EOC s may be rganized by majr functinal disciplines (e.g., Federal, State, 4

reginal, tribal, city, cunty), r sme cmbinatin theref. Staffing f the EOC may include but nt limited t the University President s Cabinet. University Incident Management Team (IMT) An incident Cmmander and the apprpriate Cmmand and General Staff persnnel assigned t an incident. The level f training and experience f the IMT members, cupled with the identified frmal respnse requirements and respnsibilities f the IMT, are factrs in determining type. r level, f IMT. Campus-Cmmunity Emergency Respnse Team (C-CERT) - C-CERT is a team trained t respnd t emergency situatins as additinal supprt t prfessinal respnders. C-CERT may be dispatched by the IMT r respnd independently in the event f an emergency. Building Crdinatrs Building Crdinatrs are respnsible fr maintaining recrds f ccupancy, classes and activities fr designated University buildings. Building Crdinatrs aid in mitigating and preparing fr crisis by building cmmunity awareness f emergency respnse guidelines. They als ntify ccupants f building exits, prvide safety resurces, assist emergency persnnel with respnse actins and ffer directin and instructin as needed t ccupants.. Emergency Operatins Plan and Training The Department f Public Safety (DPS) will have verall respnsibility fr crdinating and implementing the Emergency Operatins Plan. As part f their respnsibility, the DPS will meet annually t evaluate the emergency prcedures as utlined in the Emergency Operatins Plan and cnsider revisins and updates as necessary. The DPS will als assume respnsibility f ensuring that each university building has apprpriate building crdinatrs assigned, and that emergency evacuatin prcedures are psted thrughut each facility. DPS will crdinate rutine table-tp exercises, drills, simulatins, and general training thrughut the year. DPS is charged with implementing at least ne full scale exercise annually at each f the three campuses. University Surces f Emergency Assistance University Plice Department Emergency dispatcher: Tahlequah Campus: 918-444-2468 Brken Arrw Campus: 918-449-6248 Muskgee Campus: 918-444-5010 Unifrmed University Plice Officers are n duty twenty-fur (24) hurs per day n the Tahlequah campus. Officers are n duty during peak times at bth the Brken Arrw and Muskgee campuses. 5

GENERAL EMERGENCY RESPONSE PROTOCOLS SEVERE WEATHER When severe weather appraches, NSU Department f Public Safety mnitrs meterlgist reprts, civil defense infrmatin and the lcal radi. DPS will ntify the campus cmmunity f the weather emergency and the apprpriate actins t be taken via the EAS. Severe Weather General Listen t radi, televisin and NSU infrmatin systems fr weather updates: NSU Facebk page NSU Hmepage Lcal Radi Statins: KEOK-FM (102.1), KRMG (102.3 r AM 740), KFAQ (AM 1170) Lcal televisin statins: KTUL (Channel 8), KOTV (Channel 6), KJRH (Channel 2), FOX (Channel 23) Watch/Warning (Flash Fld/Trnad/Strm) Flash Fld Watch When weather cnditins are favrable fr the develpment f flash flding a flash fld watch is issued. A watch des nt mean that the fld is actually ccurring; nly that cnditins have created a significant risk fr it. Flash Fld Warning When flash flding is ccurring a flash fld warning is issued. If flash fld actually des ccur urgent actin shuld be taken. Avid drainage and lw lying areas. Severe Thunderstrm Watch When weather cnditins are favrable fr the develpment f severe thunderstrms a severe thunderstrm watch is issued. A watch des nt mean that the severe weather is actually ccurring; nly that cnditins have created a significant risk fr it. Severe Thunderstrm Warning When severe thunderstrms have frmed a severe thunderstrm warning is issued. If severe weather actually des ccur urgent actin shuld be taken. Trnad Watch When weather cnditins are favrable fr the develpment f severe thunderstrms that are capable f prducing trnades a trnad watch is issued. A trnad watch therefre implies that it is als a severe thunderstrm watch (nt the ther way 6

arund). Trnad Warning When a trnad has been either sptted r radar indicates that a trnad may be pssible a trnad warning is an alert issued by gvernment weather services t warn an area that a trnad may be imminent. A watch (flash fld, serve thunderstrm r trnad) des nt mean that the severe weather is actually ccurring; nly that cnditins have created a significant risk fr it. If severe weather actually des ccur, a warning (either severe thunderstrm r trnad) will be issued. Trnad Warning The saferms and shelters will nt be pened until a Trnad Warning was issued. G t saferms r shelters. The fllwing buildings have basements that are designated as strm shelters: Tahlequah Campus University Center Business and Technlgy Building (verflw lcatin) Brken Arrw Campus (rms with gray steel drs) Administratin: Rm 170 and restrms n either side f Rm 170 Business and Technlgy: Rm 127 and Rm 128 Educatin: Rms 118, 120, 136, 137 and 138 Liberal Arts: Rms 116, 118, 130 and 132 Muskgee Campus Administratin: Rms 108, 109, 110, bth bathrms Synar Building: East Hallway bathrms, under stairwells. If yu cannt get t a shelter: G directly t an enclsed, windwless area in the center f the building -- away frm glass and n the lwest flr pssible. Then, cruch dwn and cver yur head. Interir stairwells are usually gd places t take shelter, and if nt crwded, allw yu t get t a lwer level quickly. Stay ff the elevatrs; yu culd be trapped in them if the pwer is lst. 7

Call the NSUPD r 911 if emergency help is needed Lightning When lightning is appraching: Cease utdr activities Immediately get ff elevated areas such as hills. Never lie flat n the grund. Never shelter under an islated tree. Never use a cliff r rcky verhang fr a shelter. Immediately get ut and away frm pnds, lakes r ther bdies f water. Stay away frm bjects that cnduct electricity. Seek shelter inside a building r autmbile On the Tahlequah Campus the Thr-Guard system will alarm, ne single siren, alerting the campus t lightning clse by. Avid - Open areas; places near water, trees, metal fences, verhead wires r pwer lines; r elevated grund r pen vehicles. Use f radis r cellular phnes. 8

EVACUATION OR SHELTER-IN PLACE PLANS In sme emergency situatins, emergency persnnel may rder prtective actins. Typically, these prtective actins are either t evacuate t a safe area r t shelter in place. It is pssible that in sme situatins ne part f the campus may evacuate and anther may shelter in place r require n actin.. When such actins are warranted, yu will be apprpriately advised by NSUPD r via the NSU EAS, dr-t-dr ntificatins, r ther apprpriate means. During an actual disaster, if Building Crdinatrs have nt been ntified, they are t use their best judgment as t whether t evacuate r shelter in place. Evacuatin An evacuatin is an rganized exit frm a building r area t reach a safe area. Upn ntificatin t evacuate, cnsult the building(s) evacuatin diagram r directins given by respnding persnnel. Secure any hazardus materials r equipment befre leaving. Assist all individuals with disabilities r special needs. D nt use elevatrs! Take persnal belngings (keys, purses, wallets, backpacks, bags etc.) Prceed in an rderly fashin t the nearest available exit. Keep streets, fire lanes, hydrants, and walkways clear fr emergency vehicles and crews. Based n the type f emergency, select a safe area away frm the building- nt in an adjacent parking lt. Shelter in Place When emergency cnditins d nt warrant r allw evacuatin, the safest methd t prtect individuals may be t take shelter inside a university building and await further instructins. Mve indrs r remain there avid windws and areas with glass If available, take a cellphne, cmputer, radi r televisin t the rm t track emergency status Keep cellular and land lines free fr emergency respnders. DO NOT CALL 911 FOR INFORMATION. Shelter in place instructins will be prvided by the Emergency Alert Systems and scial media. 9

VIOLENT OR CRIMINAL BEHAVIOR Immediately Cntact the University Plice r call 9-1-1 1. Everyne is asked t assist in making the university a safe place by being alert t suspicius situatins and prmptly reprting them. 2. If yu are a victim r a witness t any ffense, prmptly ntify University Plice as sn as pssible and reprt the incident, including the fllwing: a. Type f incident b. Lcatin f the incident c. Descriptin f persn(s) invlved d. Descriptin f prperty invlved 3. If yu bserve a criminal act r whenever yu bserve a suspicius persn r item, immediately ntify NSU Plice and reprt the incident. 4. Assist the fficers when they arrive by supplying them with all additinal infrmatin and ask thers t cperate. 5. Threats t University safety can cme thrugh many different surces. Everyne has a respnsibility t reprt any threat t University Plice. If yu are cncerned that any persn n campus is a ptential threat t themselves r thers reprt it immediately t University Plice. When making reprts t the University Plice Department, yu may remain annymus. 10

THREATS TO THE UNIVERSITY A. Bmb Threat All bmb threats shuld be taken seriusly. Immediately Cntact the University Plice. If a bmb threat is received by a student, faculty r staff member, they shuld find ut the name f the sender and as many details as pssible. Recipients f telephne threats will cmplete a Department f Hmeland Security Bmb Threat Checklist (University phne users shuld keep ne accessible). http://emilms.fema.gv/is906/assets/cs-bmb_threat_samepage-brchure.pdf The University Plice will determine the need t evacuate any building. Unattended packages, backpacks r ther items shuld be reprted t the University Plice. B. Searching fr an Explsive Device r Suspicius Packages A decisin has t be made t cnduct a search f the premises and hw extensive the search shuld be. This decisin will usually be made by the Incident Management Team (IMT) and the University Plice. An explsive device can be virtually any size r shape. Persnnel familiar with the building may be asked t assist in the search. The assistance is nt mandatry. If a suspicius bject is fund, it must NOT be tuched. Its lcatin and descriptin shuld be reprted immediately t the University Plice. 11

CHEMICAL OR RADIATION SPILL 1. Any spillage f a hazardus chemical r radiactive material is t be reprted immediately t University Plice. 2. When reprting, be specific abut the nature f the invlved material and exact lcatin. University Plice will cntact the necessary specialized authrities and medical persnnel. 3. The university emplyee n site shuld evacuate the affected area at nce and seal it ff t prevent further cntaminatin f ther areas. 4. Anyne wh may be cntaminated by the spill must avid cntact with thers as much as pssible, remain in the vicinity and give their names t University Plice. Required first aid and cleanup by specialized authrities shuld be started at nce. 5. If the emergency requires evacuatin, activate the building fire alarm and reprt the emergency t the University Plice Be aware f individuals that may need assistance in exiting the building!! D nt use elevatrs in case f evacuatin. D nt panic! Once utside, mve t a clear area at least 500 feet away and upwind frm the affected building(s). Keep streets, fire lanes, hydrants, and walkways clear fr emergency vehicles and crews. If requested, assist emergency crews as necessary. A University Incident Cmmand Pst may be set up near the emergency site. Keep clear f the Cmmand Pst unless yu have fficial business. D nt return t an evacuated building unless tld t d s by emergency persnnel. 6. If a shelter in place is rdered: Turn ff all ventilatin systems and clse all inlets frm the utside Select a rm(s) which is easy t seal and, if pssible, has a water supply and access t restrms If yu smell gas r vapr, hld a wet clth lsely ver yur nse and muth and breathe thrugh it in as nrmal a fashin as pssible 12

AIRCRAFT DOWN (CRASH) ON UNIVERSITY In the event f a dwned aircraft (Crash) n campus, take the fllwing actin: 1. If necessary, r when directed t d s, activate the building fire alarm and reprt the emergency by telephne. 2. When the building fire alarm is sunded r when tld t leave by university fficials, walk quickly t the nearest marked exit and ask thers t d the same. 3. Help individuals that may need assistance in exiting the building!! D nt use elevatrs in case f fire. D nt panic!! 4. Once utside, mve t a clear area that is beynd the affected building. Keep streets and walkways clear fr emergency vehicles and crews. 5. If requested, assist emergency crews as necessary. 6. A University Incident Cmmand Pst may be set up near the disaster site. Keep clear f the Cmmand Pst unless yu have fficial business. 7. D nt return t an evacuated building unless tld t d s by a University Official. 13

EARTHQUAKE During an earthquake, remain calm and quickly fllw these steps. 1. If indrs seek refuge in a drway r under a desk r table. Stay away frm glass windws, shelves, and heavy equipment. 2. If the elevatr des nt have an emergency phne, turn n the emergency alarm (lcated n the frnt panel) which will signal fr help. If pssible, use cell phne t cntact University Plice at 918-444-2468. PLUMBING FAILURE/FLOODING: Cease using all electrical equipment. If time permits, remve all essential items and belngings. Alert ccupants n flrs belw. ACTIVE SHOOTER If a persn(s) is actively causing deadly harm r the imminent threat f deadly harm: Call 9-1-1 Try t safely make it ut f the building. If yu decide t evacuate, d nt run in a straight line. Use bjects t blck yu frm view as yu run. When away frm the immediate area f danger, summn help and warn thers. D nt activate fire alarm. A fire alarm wuld signal the ccupants in the rms t evacuate the building and thus place them in ptentially harmful situatin as they attempt t exit. If yu cannt safely evacuate the building, lck yurself in the rm yu are in at the time f the threatening activity. Barricade yurself in the rm with anything yu can. Lck the windw, clse blinds/curtains, and stay away frm windws. Turn all lights and audi equipment ff. Try t stay calm and quiet as pssible. D nt stay in an pen hall r ther cmmn area. If yu are caught in such an area, yu must decide what actin t take: Yu can try t hide, but make sure it is a well hidden space r yu may be fund as the intruder mves thrugh the area. Keep any bjects yu can between yu and the hstile persn while in the building. If the persn(s) is taking lives r causing serius physical injury t thers and yu are unable t run r hide, yu may chse t play dead if ther victims are near. The last ptin yu have, if caught in an pen area, may be t fight back. This is dangerus, but depending n yur situatin, this culd be yur last ptin. If yu are caught by the intruder and are nt ging t fight back, fllw their directins and d nt lk the intruder in the eyes. Once the plice arrive, bey all cmmands.
