SAFA CAPE TOWN COCA-COLA AMATEUR KNOCK-OUT CUP 2014 RULES AND REGULATIONS 1. ELIGIBILITY & FORMAT 1.1 The Coca-Cola Challenge Cup will be played as a knock out competition for clubs from the region s various LFA s under the jurisdiction of SAFA-Cape Town. 1.2 Only teams/players who play in the senior leagues of their Local Football Association (amateur) shall be eligible to participate in the Senior Coca-Cola Cup as well as the U/17 and Women`s division. 1.3 Players, playing in the following leagues are not eligible to participate, PSL, NFD (1 st Division), SSD (2 nd Division), SAB Regional League (Third Division) including Sasol League subject to deregistration in their respective league. 1.4 Local Football Associations shall register every team who intends to participate in the Coke Cup in the three divisions prior to the start of the competition. The Association shall stipulate the commencement of the Competition. 1.5 A prelim round shall be held at Local Football Association Level (if necessary) in accordance with a formula determined by the Association s Competitions Chairperson. 1.6 An open draw shall be held at regional level for the commencement of the Coke Cup competition. 1.7 There will be a draw after each round of games. From the last 32 the grid system will be effective. 1.8 The competition shall be governed by these special set of rules and regulations for the Coke Cup competition. These rules and regulation will form the bases of the competition. Teams will play under these rules and regulations. 1.9 In the event of a tie at the conclusion of regular time, a penalty shoot-out shall take place (as per FIFA rules of penalty short-out) 1.10 If bad light effects the conclusion of the penalty shoot-out, the match will be decide by the toss of a coin to determine the winner. 1.11 All matches shall be played to produce a result on match day.
1.12 No grace period will be given at any stage of the competition. 2. REGISTRATION OF PLAYERS 2.1 Every player shall be a registered member of SAFA Cape Town for the current playing season (2014) with a registration card number 2.2 Each team is permitted to have eighteen players and three bench officials. 2.3 Only SAFA Cape Town Registration card 2014 may be used in the Coca-Cola Amateur Knockout Competition. 2.4 It shall be an offence to submit false information when registering a player. The onus shall be on the clubs to ensure that the information submitted is accurate in every respect, and that all requirements are adhered to. The issuing of a registration card does not absolve a team or player of this responsibility. 2.5 No card no play rule will apply. 2.6 In the under 17 division players born on or after 1st January 1997 are eligible to participate in the U17 division. 2.7 Women open age group. 2.8 Managers are to report to the convener one hour before kickoff. 3. MATCH DURATION SENIORS 3.1 All matches shall have duration of two equal halves of 45-minutes each with 10min half time break. UNDER 17 3.2 Two equal half of 30min with 10min half time break. WOMEN 3.3 Two equal halves of 40min with 10min half time break. 4. REFEREES 4.1 Shall be appointed by SAFA Cape Town and the respected LFAs if the need arises. Referees Fees 4.2 Seniors R125.00 per team 4.3 Ladies R100.00 per team 4.4 U/17 R75.00 per team 4.5 Teams will pay the referees fees up until last 64 4.6 The association will pay the match official from the last 32.
5. Duty of match official and team managers 5.1 Collect team list and facilitate the inspection of players, substitute, officials and registration cards together with the opposing team s delegate 30 minutes prior to the start of the match. 5.2 Failing to adhere to 5.1 will result in the club being fined. 5.3 All team sheets are to be completed before the start of games. Manager and coaches are to complete team sheet. Only players whose names are listed on the team sheet and present before kickoff are permitted to play in the match. No names may be added to the team sheets once the game has commenced and no team sheets to be handed to match official during games. 5.4 Referee fees (see referees fee) whether the LFA or the Association in this competition appoints them, the fee shall be paid before each game. 5.5 Referees are to complete the normal match report to the convener with total scores, goal scorers names, cautions, send-offs etc. 5.6 It will be the duty of managers and coaches to accompany referee when doing the inspection of teams on match day. 5.7 The referee shall report for duty sixty (60) minutes before the scheduled commencement of the game. 6. PROTESTS 6.1 All protests shall be dealt with in terms of the rules and regulations of the Coke Cup terms of participations (2014) 6.2 All protest shall be made with the match official who will inform both captains of this action and record the protest. 6.3 Teams not following due process on their protest will be fined R1, 500.00 and will be suspended from the Coke competition for the next three seasons. 6.4 All protests must be followed up in writing and countersigned /endorsed by the affiliate s secretary. All protest letters shall include the protest fee of one thousand rand (R1.000.00). If the local secretary does not sign the protest, the protest is null and void. 6.5 All protest shall be in writing and must be lodged with Regional Office within twenty four hours (24) hour, failing such the protest shall be deemed to have lapsed. 6.6 Protest fees are not refundable.
7. INELIGIBLE PLAYERS 7.1 This shall be dealt with in terms of SAFA Cape Town Constitution on the registration of members. 7.2 No player shall be permitted to play in the Coca-Cola Cup in both U-17 and Senior levels at any stage of the competition. 7.3 No player shall be permitted to play for two teams in the Coca-Cola Cup (2014) at any stage. 7.4 Any team who plays players with false documents, such a club and player will be suspended from the Coca-Cola Cup and will not be permitted to participate in the Coca-Cola Cup for the next three seasons. 7.5 Any team/player falsifying a players age in the U17 section, that team will be suspended and will not be permitted to play in the Coca-Cola Cup for the following three seasons. 7.6 Any player that is transferred from one club to another and has played for a clubs in the Coca-Cola Cup, that has been knocked out or who is still in the competition that player is cup tied and as such cannot participate in the competition. 8. SUSPENSIONS 8.1 A player shown a red card will be suspended from the Coca-Cola Cup from the next three games in the Coca-Cola Competition. 8.2 It the said team where the player was sent off has been knocked out of the competition such a player/s will serve out two games in the next SAFA Cape Town games 8.3 Any teams/players who brings the association or its sponsor into disrepute, such a team/s, player/s will be immediately referred to the SAFA-Cape Town Disciplinary Committee. 9. THE MATCH / PLAYING KIT 9.1 Teams shall play in their registered colours only. 9.2 All teams is to travel with a second players kit 9.3 If both teams have the some color the team appearing second on the fixtures list will change their kit. In the cup final, both teams shall be required to play in the kit supplied by the sponsor or Association, teams failing to comply with not wearing the sponsor s kit will be suspended from the competition for the next three seasons. 9.4 Any team/player not properly attired in registered colours and uniform shall not be allowed to play.
9.5 All jerseys shall be properly numbered failing which a player will not be allowed to participate. 9.6 Any team failing to wear the sponsored kit as supplied by the sponsor for any game shall forfeit the match and the next team shall take that team s place unless special arrangement is made with the sponsor, via the Association and is approved as such. 10. SUBSTITUTES 10.1 A maximum of seven (7) substitutes shall be allowed on the bench of which any four (4) could be used. A player, once substituted shall no longer take part in the game. 10.2 In the U17 division, five (5) substitutes are permitted, no re-entry allowed. 11. PRIZES AND AWARDS 11.1 All winners of the Coke Cup will be awarded with the championship trophy, which is a floating trophy and 21 gold medals, the runner up teams receives 21 silver medals. 11.2 The following awards will be providing on cup final day, Man of the match for seniors, U17 and Women`s will be receiving individual rewards. 11.3 Match Official will receive gold medals at the final in each group. 12. General 12.1 No team should be allowed to wear any branding that is in indirect conflict with the Association and the sponsor, any team not abiding by these set of rules forfeit their participation in the Coca-Cola Cup Competition. 12.2 Any team, playing in the final of the competition and is handed the final playing kit supplied and refuse to wear such a kit, that team will be suspended from the competition and the losing team of that game (semi-final) will replace them for the finals. 12.3 The Competitions Committee of the Association shall be empowered to institute and authorise an enquiry into any matter, which it may deem appropriate, necessary or advisable. Once it receives the report arising out of such an enquiry, it may make any decision it deems appropriate, necessary or advisable. 12.4 All team participating in the Coca-Cola Cup Competition accepted the rules and regulations as binding and as such accepted it.
