Any amendments, marshalling procedures, etc. will be briefed at this meeting. GENERAL INFORMATION 1. ENTRIES Entries must be in the attached ENTRY FORMS (ANNEX 1 and 3). All required Entry forms must be typed legibly and should contain all required information. Incomplete forms may be rejected. 2. ELIGIBILITY Entries for the above championships will only be accepted from fully paid-up affiliate members and only athletes registered for the year 2017 will be permitted to participate. 3. ENTRY FEES Please refer to ANNEX-1 Column 3 for the respective entry fees. Entries without fees and/or late entries will not be accepted under any circumstances. The Junior National Swimming Championships 2017 will be held under the rules of The SRI LANKA AQUATIC SPORTS UNION (SLASU), and where inconsistent the rules of the FEDERATION INTERNATIONALE DE NATATION (FINA) 2013 2017 shall apply. SWIMMING 1. AGE GROUPS JUNIOR (Under 19): Open to swimmers who are aged 18 years or bellow as at the end of the year 2017. (Born in 1999 or after) 2. QUALIFICATION CRITERIA AND ENTRY PROCEDURE for the Junior National (Under 19) Championship A swimmer may enter a maximum of FIVE (5) events, provided they have achieved ONE or MORE Entry Time (qualifying standard). Qualification period start from January 2015 Qualification Events: Any SLASU, Sri Lanka Schools Aquatic Sports Association Event or a verifiable event conducted by a NF affiliated to FINA. Entry forms should contain the Entry times, name and year of the event where it was achieved. Swimmers may enter events with No time (NT). SLASU may reject the entries of the swimmers if they fail to comply with the above rules without notice. In the event where teams have provided false time standards, SLASU reserves the right to take disciplinary action against the TEAM. 3. SCRATCH PROCEDURE Any swimmer seeded in the last heat (fastest heat) of a Timed Final that is being held in a different session and not intendi ng to swim should notify their intention personally or through the team captain/representative and have his/her name scratched at the first instance of this event being called for marshalling. Any swimmer qualifying for a Final event and not intending to swim should notify their intention personally or through the te am captain/representative and have his/her name scratched through a completed scratch form prior to the conclusion of the session in which the heats are swum. In the event of a scratch the next fastest swimmer and in his/her absence the next alternate will be called for the Final event. The next alternate will be notified of his/her eligibility in the Programme of the final session displayed on the notice board. It is the respon sibility of the next alternate to be on stand-by and ascertain his/her eligibility. Any swimmer failing to observe the above scratch procedure will be barred from taking part in the rest of the meet. 4. DOPING CONTROL Doping control may be conducted according to procedures laid down by the World Anti-Doping Agency (WADA) and the Sri Lanka National Anti- Doping Agency 6. RULES FINA & SLASU Rules and Regulations will govern the conduct of these Championships The decision of the Meet Referee will be deemed conclusive unless adjudicated by the Jury of Appeal. 7. EVENTS All relays will be swum as Straight Finals. A school/club shall enter up to a maximum of two (2) relay teams per event. Each relay team shall nominate four swimmers. The individual relay team entry forms should be submitted at the time of marshalling. Swimmer may only represent One (1) relay team per event. 8. AWARDING OF POINTS Distribution of points will be as follows for the Overall Championship in keeping with FINA General Rule 9.8 on scoring. SELECTION CRITERIA 6 TH COMMONWEALTH YOUTH GAMES 2017 6 TH FINA WORLD JUNIOR SWIMMING CHAMPIONSHIP 2017 1. GENERAL SELECTION CRITERIA 1.1 Swimmers Attempting Selection - Denote all the swimmers who competed at the Junior Nationals (U-19) Aquatic Championship 2017 and the swimmers training overseas attempting selection with prior approval at a competition held overseas. 1.2 The swimmers attempting selection should be a Sri Lankan Citizen with a valid Sri Lankan passport or endorsement of the Department of Immigration and Emigration and in conformity with FINA General Rules 2 relating to International Relations. 1.3 Only swimmers who fall under the bellow age categories can attempt selection for these events Girls: 14 17 years on 31 December 2017 (born 2003, 2002, 2001, & 2000) Boys: 15 18 years on 31 December 2017 (born 2002, 2001, 2000, & 1999) 1.4 Any selected athlete may be removed from the team on grounds of illness, indiscipline, non-participation at training, failing in medical/doping tests. 1.5 All Swimmers attempting selection shall at all-times comply with in-competition and out-of-competition doping by SLASU and/or the Sri Lanka National Anti-Doping Agency. Athletes suspended by as a result of ongoing or concluded anti-doping violation allegations or tested positive in a doping test will not be considered for selection, and if previously selected will be deselected from the team. 1.6 Sri Lankan nationals training overseas shall be considered as follows: a) Sri Lankan nationals training overseas shall only be considered if they have been or presently are National Record holder and/or have represented Sri Lanka at an international championship organized by FINA. b) Such nationals may submit their performances at any 17TH FINA WORLD CHAMPIONSHIPS BUDAPEST (HUN) - SWIMMING QUALIFYING EVENT. c) Moreover, such swimmers can also submit times from a verifiable LONG COURSE championship conducted by a National Federation (recognized by FINA) which were achieved in the year 2017. c) Such swimmer s performance shall be considered based on the FINA points ranking along with the rest of the Sri Lankan swimmers participating at the Junior National (Under 19) Swimming Championship. 1.7 No replacement athlete will be nominated should any selected athlete withdraws from the event. 1.8 In any event, the SLASU, the Selection Committee for Aquatic Sports, the National Selection Committee and the National Olympic Committee shall reserve the right to review or amend the selection criteria upto the final participation at the above events based on FINA points. EVENT SPECIFIC SELECTION CRITERIA 2.1 6 th Commonwealth Youth Games 2017 (CYG 2017) - Bahamas 2.1.1 NOC - SL will allocate 2 Male and 2 Female slots for swimmers to represent Sri Lanka 2.1.2 CYG 2017 program will include the following events Men Women Free Style 50m, 100m, 200m, 400m, 1500m 50m, 100m, 200m, 400m, 800m Back Stroke 50m, 100m, 200m 50m, 100m, 200m Breast Stroke 50m, 100m, 200m 50m, 100m, 200m Butterfly 50m, 100m, 200m 50m, 100m, 200m IM 200m, 400m 200m, 400m 2.1.3 The athletes with the fastest time from the Swimmers Attempting Selection in each event under Clause 2.1.2 will be ranked as per the FINA points achieved in the relevant event. 2.1.4 The highest ranked 4 individuals (2 Boys and 2 Girls) from the above list (2.1.3) will be selected to represent Sri Lanka at the CYG 2017. 2.2 6 th FINA World Junior Swimming Championship 2017 (FWJSC 2017) 2.2.1 SLASU will select 4 Male and 4 Female Athletes to Represent Sri Lanka 2.2.2 FWJSC 2017 program will include the following events Men Women Free Style 50m, 100m, 200m, 400m, 800m, 1500m 50m, 100m, 200m, 400m, 800m, 1500m Back Stroke 50m, 100m, 200m 50m, 100m, 200m Breast Stroke 50m, 100m, 200m 50m, 100m, 200m Butterfly 50m, 100m, 200m 50m, 100m, 200m IM 200m, 400m 200m, 400m 2.2.3 The athletes with the two (2) fastest times from the Swimmers Attempting Selection in each event under Clause 2.2.2 will be ranked as per the FINA points achieved in the relevant event. 2.2.4 The highest ranked 8 individuals (4 Boys and 4 Girls) from the above list (2.2.3) will be selected to represent Sri Lanka at the FWJSC 2017. 2.2.5 The selected athletes are not allowed to withdraw from the event(s) they get qualified-in, if they wish to compete at the FWJSC 2017. However, they may include more events in consultation with SLASU/Selection Committee based on their performances in those event(s) at a Championship held by SLASU (or an International Championship) since July 2016. 2.2.6 SLASU is only allowed to include a maximum of 2 swimmers per event.
