III GENERAL ASSEMBLY OVERALL VOTES Eighty-nine Plenary votes plus one important Third Committee vote were recorded at the 59th session of the UN General Assembly (UNGA). Of the total 90 votes, the United States voted Yes 17 times and No 62 times; it abstained on 11 votes. COMPARISON WITH U.S. VOTE The tables that follow are based on the 79 instances the United States voted either Yes or No in Plenary or on the motion in the Third Committee. Columns show the number of times the United States and the pertinent country cast identical (Yes/Yes or No/No) and opposite (Yes/No or No/Yes) votes, as well as the number of times a country abstained or was absent for these 79 votes. Voting coincidence percentages are derived by dividing the number of identical votes by the total of identical and opposite votes, the same method used in all previous editions of this report. The column headed Voting Coincidence (Including Consensus) presents the percentage of voting coincidence with the United States after factoring in consensus resolutions as additional identical votes. Extent of participation was also factored in (see Introduction: Format and Methodology). Section III contains five parts: (1) lists of UN member states alphabetically and in rank order by voting coincidence percentage; (2) lists of countries by UN regional group, in rank order by voting coincidence percentage; (3) lists of countries by other groupings, again in rank order; (4) a comparison of 2004 voting coincidence percentages with those of the preceding five years; and (5) a side-by-side comparison of each country s voting coincidence with the United States and a calculation of the amount of bilateral U.S. assistance provided to that country in fiscal year 2004 (from the Foreign Operations, Export Financing, Related Programs Act and P.L. 480 funds). All members voted during the session. The United States again voted No in Plenary more often than any other UN member (25 percent of U.S. No votes coincided with those of three or fewer countries), voting No alone on only two occasions, which was much lower than last year. The United States voted No with only one other country 10 times (five times with Palau, and once each with Israel, the Marshall Islands, and the United Kingdom). On several other occasions, the United States was joined in a No vote by Israel and one or two other countries (usually France, India, Marshall Islands, Micronesia, Pakistan, Palau, or the United Kingdom). U.S. votes in isolation were on a resolution concerning the Comprehensive Test Ban Treaty and on a paragraph vote on promoting an integrated management approach to the Caribbean Sea. Votes with Israel and Palau were on issues regarding arms control, racism, travel, decolonization, development, and the U.S. embargo of Cuba. Marshall Islands voted with the United States on rights of the child and the U.S. embargo of Cuba. The United 73

France, India, Micronesia, and Pakistan voted with the United States on resolutions concerning arms control. The Palestinian Authority is not a UN member and does not have voting privileges. 74
