Track and Field Site Inspection Site Inspection Requested by..... Julian Tackett Assistant Commissioner of KHSAA Site Inspection by..... Gordon D. Bocock KHSAA Track & Field Consultant Wednesday March 9, 2005 Landing Pad 19 8 wide 20 2 deep 16 5 back of box Runway 130 Planting Box Standards/Crossbar 13 8 14 8 Bar 14 10 Weigh In of Athletes Coaching Box Pole Vault Venue Pole Vault The Track and Field Complex at Caverna High School did not have a pole vaulting venue. At the present time the school does not plan to have the pole vault competition at this site for either practice or home meet competitions. It was pointed out to the Caverna Athletic Director that the track chute (extensions to the straightway on the sprint side of the oval) would be an excellent location for a pole vaulting venue to be added in the future. It was pointed out to the AD that concrete pads would need to be placed in the area of the track where the standards would be located as well as in the area where the vaulting box would be secured flush to the ground. None at this time. None at this time. The area mentioned above would be an excellent location for a vaulting venue to be established when the school adds this event to there track and field program. None at this time. Would be no problem to put in place when the event is added to the Caverna Track and Field program. At the present time there is not a Pole Vault Venue at Caverna High School. Landing Pit High Jump The actual high jump pads were not at the venue to be observed.

16 by 8 The apron approach was very large being 100 x 50. It was all smooth hard asphalt an excellent base to add a rubber surface to in the near future. The actual area where the pads would be placed is much larger than the size requirements of a landing pad. Because of this it was pointed out that padding would need to be added to cover any hard and unyielding surfaces that will remain uncovered when the pads are in place. Standards/Crossbar 12 apart Bar 12 High Jump Venue Standards and Cross bars were not at the venue and could not be observed at this time. Recommended that the edges of the apron need to be trimmed on a regular basis so that a smooth approach from the grass to the pavement were always possible and to assure safety. Only concern was that the equipment could not be observed to make sure that it meets all the National Federation requirements and the area that the pads actually sit on. Two small concrete areas are in question as to why they are even there. The area will need extra padding around the pads unless they are much larger than the actual specks call for. Great high jump apron. Just needs rubber surface added. Landing Pit 9 by 15 Take Off Marks 12 or 8 32 or 28 Rakes/Shovel Brooms Sand Level Long Jump/ Triple Jump Venue Long Jump and Triple Jump The long jump and triple jump sand pit is in extremely bad shape. Almost to the point of not be usable. It needs to receive some serious work as there is a hint of sand but the actually boundary lines of any pit could not be determined. A new runway or hard pavement was in place and is 140 long. Will be a nice runway when the rubber surface is added to it and a pit is in place and level with the runway. Pointed out to the Athletic Director of the need for a 2 nd sand pit and the location where one would fit very nicely near the present location. Hard to determine since the sand pit was pretty much gone. It looks like the LJ mark is 11 and the TJ mark is 30. Pointed out that adjustments would probably have to be made to these lines. Obvious that a rake and/or shovel had not been used in a long time. Must be same level as runway or takeoff board. There was no way to determine the level of the sand. A lot of work will need to be done before this pit can safely be used for practice by the Caverna athletes. Caution should be made at the end of the runway to assure that baseball equipment and supplies around the batting cage do not become a hazard. Pine needles from a large number of pine trees will need to be cleaned up regularly to assure proper footing and safe landing in the sand pit. Safety concerns could be present with the shot put and discus venues being right next to the high jump apron. This can work but safety must be addressed daily. The Long Jump / Triple Jump venue will be a nice jumping area if and when a proper sand pit is placed at the end of the runway. The pine needles are going to continue to be a problem for safety to assure proper footing and will need to be swept up daily. Tree limbs will need to be trimmed and kept back from the competition area. Fence row will need to be checked regularly for poison ivy, etc. Safety issues could develop near the baseball area.

Circle Sector and Markings 40* Weight Implements Shot Put Venue Cage Circle Sector and Markings 40 * 2 9.75 Shot Put The Shot Put circle was a newly poured concrete pad that is totally incorrect. The concrete pad is 6 9 by 6 9 when the inside of the shot put circle is to be 7. It was explained to the Athletic Director that the concrete pad was recommended to be 8 X 8 so that the toe board could be mounted properly and removed at the end of each season to address safety issues related to the football field and the location of the shot put circle. It is recommended that the current circle be totally replaced and that the National Federation Track and Field Rule Book specifications be used in putting down a new one. With the location of the shot put venue the sector of the shot put is going to be in the corner of the football en-zone. No sector lines were in place to observe. Immediately to the left of the shot put venue is the high jump apron and the sprint straight away is immediately to the right of the venue. It can work but safety must be addressed daily for these to be safe venues. It is highly recommended that the Shot Put Officials be provided with the necessary equipment, provided by the host school, to properly weight the throwing implements and the a marking material to indicate proper weight. At the present time the shot put venue does not meet the National Federation specifications. `Discus Throw The cage was not in place to actually observe but with the placing of insets in the ground to hole the pole cages it appears that it will be the right size. It was pointed out to the Athletic Director that two front poles would need to be added to bring the front of the cage within 5 of the 40 degree sector lines. The concrete pad was extremely large and more than adequate size.. no circle was painted on the surface. The sector will be on the football field and not sector lines have been placed on the ground yet this season. Weigh Implements Discus Venue Lanes Number & Size General overall Conditions and The biggest concern is that the Discus Venue is located directly in the corner near the main finish line. Concern must be given to the discus cage to make sure that it is high enough to assure the safety of officials and/or athletes near the finish line. High Jump apron is located directly to the right of the discus venue. It is highly recommended that the Discus Officials be provided with the necessary equipment, provided by the host school to properly weigh the throwing implements and the marking material to indicate proper weight. The discus cage is going to be extremely important with safety at this venue. If the cage is not constructed and placed properly the finish line and finish straightaway will be an easy target for a stray discus. Running Track Six lanes of hard asphalt that is awaiting the rubber surface to be applied. Although the asphalt is hard it is in pretty good condition on the running surface. With only one water fall starting line it would indicate a 400 Meter track however the old track had been in place for

concerns Stagger Colors: sometime and would indicate a 440 yard track that would need to be converted to metrics. It is recommended that someone with the proper measuring equipment needs to check the actual oval size. If indeed that it is a 440 track it is very possible that every mark around the oval is incorrect. The 1 turn, 2 turn, 3 turn and 4 turn staggers are in place but they need to be checked by a someone with the proper equipment Relay Colors: Break Lines When checking the relay exchange zones I found that the first exchange zone staggers for the 4 X 400 Meter Relay had not been placed on the track. As I went to the back stretch and measured the exchange zones it was discovered that each zone checked was a different length and that non check were the required 22 yards (66 feet). It is recommended that every exchange zone be checked by someone with the proper measuring equipment. The host school is to provide the necessary flags for the officials to properly officiate the exchange zones. The painter failed to put the break line on the track. Hurdle Colors Overall condition of the hurdles Starting Blocks Number and condition Block Cart Starting Line Safety Finish Line Safety s (This could include bleachers, fencing, tree limbs, etc. It is recommended in the Regional Meet to use the same break line for the 800 Meters as they do in the state meet, with a line a the head of the front stretch. On the Pulaski track it would be the 100 Meter Starting Line. 100 Girls 110 Boys 300 Hurdles Absolutely the worst job of painting hurdle marks I have seen in over 45 years in the track and field business. Recommend that all hurdle marks be checked by someone with the proper measuring equipment. No external equipment was at the venue to be observed. Pine needles were covering a portion of the track that would be a starting area for the short spring and hurdles. Daily cautions will need to take place to make sure that proper footing can be obtained. Pine needles again on the short sprint side of the track could be a daily problem. Serious issues need to be addressed with the large drop off on the inside edge of the track (near lane one) on the main finish line straight. Any athlete that might be bumped or one that had to step off the track for one reason or another would have a big drop off. Officials at the finish line that just stepped backward would have a problem with the large drop off. This issue needs to be addressed for the safety of all concerned as well as it taking away

PA / Press Box Officials Overall view of this Track and Field Complex Regional Meet Site (In your opinion would you recommend this facility be considered as a Regional Meet Site. If No what would they need to do to bring this facility into compliance. from the overall appearance of the stadium. Public Address was not in place to observe but if it is sufficient for the Football Program it should well fit the needs of the Track and Field program. Press Box is fine. At the present time all the field event venues need work:.. Long Jump/Triple Jump runway is in need of a sand pit... High Jump area needs to address the issues with the size of the landing pad and the area that will be exposed when the pads are put in place... Shot Put needs totally removed and enlarged to meet the National Federation requirements so that a 7 circle can be placed on the concrete pad... Discus Venue needs a circle painted on the pad and the cage put in place to assure the safety of the high jump venue and the finish line area immediately to the left. the large drop off on the main straight away is a major concern... worst paint job I have ever seen on a track surface in over 45 years being involved with track and field. All measurement need to be double checked for accuracy and all mistakes and/omissions need to be corrected... recommend that the asphalt base be considered for a rubber surface in the near future. Not having a pole vault venue keeps this venue from becoming a complete track and field facility. Safety issues with other field events would have to have the facility re-evaluated once they have been corrected. At the present time it could not be recommended that the any type of meet be held at this facility the major issues being the marking on the track:.. some are missing.. some are totally wrong.. some are very questionable Respectively submitted, Gordon D. Bocock, KHSAA Track & Field Consultant The paint job is an embarrassment to the school for the job they expected to receive and it needs to be totally checked by someone with the proper measuring equipment and the necessary steps taken to bring this project into compliance with the National Federation Track and Field Marking standards.
