Fully decorated means that no part of the trailer bed and/or side(s) is visible, all sides are decorated and the trailer is fully skirted. 6. All pulling vehicles must be in good working condition, as well as good viewing condition, and capable of towing your float to the parade staging area, during the parade and after the parade. 7.
