ORGANISING AUTHORITY The IODA European Team Racing Championship 2015 is organised by the Associazione Vela Lago di Ledro and the Italian Optimist Association under the authority of the International Optimist Dinghy Association (IODA) and with the permission of the Italian Sailing Federation. 1. RULES 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Appendix D will apply, including D2. Rule D1.1(d) does not apply. 1.3 The first sentence of D3.1(d)(3) is deleted and replaced by: when the boat has broken rule 1 or 2, rule 14 when she has caused damage or injury, or a rule when not racing, either the boat s score may be increased or half or more race wins may be deducted from her team, or no penalty may be imposed. 1.4 No national prescriptions will apply. 1.5 Rule 40 and the preamble to Part 4 are changed as follows: 1.5.1 The first sentence of rule 40 is deleted and replaced by: "Each competitor shall wear a personal flotation device (PFD) according to class rule 4.2 (a), properly secured at all times while on the water except when temporarily adding or removing clothing." 1.5.2 Add to the preamble of Part 4, after 'racing': ", except rule 40 as amended by SI 1.5.1." 1.6 RRS 61.1 (a) (2) shall not apply. The required red protest flag shall be attached to the competitor, clothing or PFD and shall be capable of being concealed and being displayed at arm s length. To indicate a protest, the flag shall be deployed from a concealed position to a position where it is easily visible to the protested boat and Umpires. 1.7 Boats shall be handled according to attachment 2. 1.8 If there is a conflict between languages the English text will take precedence. 2. CAMERAS AND ELECTRONIC EQUIPMENT 2.1 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority. Information from this equipment shall not be used by a boat as evidence in a hearing. This changes rule 63.6. 2.2 The equipment provided, once placed on the boat as instructed by the organising authority, shall not be manipulated by the competitor or the coach in any way, except when so required by the organising authority. 3. NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located next to the Race Office. 4. CHANGES TO THE 4.1 Any written changes to the Sailing Instructions or the schedule will be approved by the IODA Principal Race Officer (IODA PRO) and posted on the Official Notice Board at least 15 minutes before the warning signal of the race in which it will take effect. 4.2 Sailing Instructions may be changed orally by the Race Committee and/or the Umpires before the warning signal when flag L is displayed. It is the responsibility of each team to obtain any oral instructions given. These changes IODA European Team Racing Championship 2015 Sailing Instructions V1 Page 1

will also be communicated to the teams and coaches at the coaches station and posted on the Official Notice Board at the end of that day's racing. 4.3 Changes to the format of racing, the allocation of boats and the publication of the schedule of subsequent races made on the water will be announced as described in SI 4.2. 5. BOATS 5.1 The Organising Authority will provide 32 Optimist boats complete with sails, spars, foils and all equipment except buoyancy aids which will be divided in groups of four, each group with a different identification symbol as shown in the table below and which will be allocated on a random basis either daily or before each round as decided by the IODA PRO. Each competitor shall carry a whistle (which will not be supplied) securely attached to the personal buoyancy device (CR 4.2a) 5.3 Competitors are responsible for inspecting their boats before racing. 5.4 Competitors shall report any defect, damage or breakdown to the Equipment Officer at the first reasonable opportunity. 5.5 When to continue racing after damage, a breakdown risks further damage to the boat, the boat shall retire immediately. 5.6 The Umpires will decide breakdown redress in accordance with rule D5. 6. SIGNALS MADE ASHORE 6.1 Signals made ashore will be displayed on the flagpole located next to the Race Office. 6.2 Boats shall not leave the shore until flag D is displayed with one sound signal. 7. FORMAT OF RACING 7.1 Teams will be seeded from 1st to 16th according to the points stated in paragraph 4.4 of the NoR. 7.2 The intention is to provide as much racing as possible for all teams in the time frame available, with the top 4 teams qualifying for the semifinals. The regatta format and race schedule may be modified by the Race Committee after consultation with the IODA PRO, and notwithstanding SI 7.3 below, is subject to change at any time. Details, and any changes, will be posted on the official notice board at least 15 minutes before the warning signal of any race concerned. The Race Committee after consultation with the IODA PRO may terminate IODA European Team Racing Championship 2015 Sailing Instructions V1 Page 2

any stage, or the event, when in its opinion it is impractical to attempt to hold the remainder of the races under the existing conditions or in the remaining time scheduled. 7.3 The format consists of four stages. The detailed schedule is described in attachment 4. Stage 1: The maximum number of races in this stage is 120. The first 56 races will be a complete round robin for two leagues. League A includes teams seeded 1, 4, 5, 8, 9, 12, 13 and 16 and league B includes teams seeded 2, 3, 6, 7, 10, 11, 14 and 15. Stage 2: If time allows teams will be renumbered according to their scores in Stage 1 and will be divided into two leagues. Teams 1 to 8 will constitute the league C; and teams 9 to 16 will constitute league D. For each league a complete round robin is scheduled. The first 3 races for each team will be a round robin for teams 1, 4, 5, 8; teams 2, 3, 6, 7; teams 9, 12, 13, 16; and teams 10, 11, 14, 15. Race wins in Stage 2 will count as 1.5 race wins and be added to race wins from Stage 1. However if Stage 2 is terminated before it is completed, each win will count as 1.0. Ties after the completion of Stage 2 will be broken first on the basis of the number of races won, and thereafter using D4.2. Stage 3: The top four teams in league C will sail the semifinals, as follows: Semifinal 1: Team 1 vs Team 4 Semifinal 2: Team 2 vs Team 3 The winner of each semifinal will be the first team to score two race wins. Stage 4: The winners of both semifinals will sail the Grand Final and the losers will sail the Petit Final. The winner of each final will be the first team to score two race wins. The first four places in the IODA European Championship will be for: 1st place Winner of the Grand Final 2nd place Loser of the Grand Final 3rd place Winner of the Petit Final 4th place Loser of the Petit Final If time allows, finals will be organized for the other teams. 8. EVENT SCHEDULE 8.1 Program Date Tuesday, August 18 Wednesday, August 19 Thursday, August 20 Friday, August 21 Saturday, August 22 Sunday, August 23 Program Official Arrival Day. 9. RESERVED IODA EUROPEAN TEAM RACING CHAMPIONSHIP 2015 10. RACING AREA Attachment 3 shows the location of the racing areas. 11. THE COURSE 11.1 The diagram in Attachment 1 shows the course, including approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. Boats on leg 3 shall leave the start and finishing lines to starboard. 11.2 The RC will set a course to be sailed in approximately 6 8 minutes. An actual shorter or longer racing time shall not be grounds for redress. 11.3 The course to be sailed will be signalled by displaying a coloured flag corresponding to the colour of mark no 1 as per SI 12.1 no later than the preparatory signal. 11.4 Courses will not be shortened. This changes rule 32. 12. MARKS 12.1 Marks 1 and 2 will be inflatable buoys coloured as follows: Course Signal Mark 1 Mark 2 Red Flag Red Orange Yellow Flag Yellow Green Orange Flag Orange White Green Flag Green White 12.2 Mark 3 will be an inflatable orange buoy. 12.3 Marks at the finishing line will be a dan buoy at one end and a Race Committee boat at the other end, both displaying an orange flag. 12.4 Marks at the starting line will be a dan buoy at the port end and a Race Committee boat at the starboard end, both displaying an orange flag. 12.5 Marks may be moved at any time. This changes rule 27.2 and rule 33 will not apply. 13. THE START 13.1 RRS 26 and 27.1 are changed. The races will be started as follows. Times shall be taken from the visual signals; the failure of a sound signal shall be disregarded. If more than one race will be sailed, the starting signal for a race shall be the warning signal for the next race. Starting 0 One Numeral pennant and course signal removed * Numeral pennant 1 means first start, numeral pennant 2 means second start, etc. 13.2 The race number and the colours / shapes / country codes of the teams to start will be displayed on the aft of the Race Committee boat before the warning signal. When the race number is displayed in this way, it overrides all prior communications, schedules or instructions. The Race Committee may at any time remove a particular race from the published sequence of races and run it at a later time. 13.3 The starting line will be between staffs displaying orange flags on the starting marks. 13.4 When an individual recall is made, flag X will be displayed for up to 1 minute. This changes rule 29.1 13.5 Boats not racing shall sail to the Waiting Area to leeward of the starting line keeping well clear of boats racing and of all boats whose warning signal has been made. The windward boundary of this area may be indicated by two yellow buoys. 13.6 Immediately after finishing, boats being changed for the next set of races shall return directly to the Coaches Station, keeping well clear of all boats racing and of all boats whose warning signal has been made. 14. THE FINISH The finishing line will be between staffs displaying orange flags on the finishing marks. 15. TIME LIMITS AND ABANDONMENT 15.1 The Race Committee may abandon a race for any reason. This changes rule 32. 15.2 Abandonment may be signalled orally by the Race Committee and/or the umpires. Abandoned races may be resailed, and if so, a new warning signal will be made as soon as practical. This changes rule 32 and Race Signals. 16. UMPIRING AND FLAGS 16.1 The event will be umpired in accordance with Appendix D as modified by these Sailing Instructions. Some races may have more Umpires than others as determined by the Chief Umpire. 16.2 The required red protest flag shall be attached to the competitor, clothing or PFD and shall be capable of being displayed at arm s length. To signal a protest, the flag shall be displayed from a concealed position to a position where it is easily visible to the protested boat and Umpires. 17. PROTESTS AND REQUESTS FOR REDRESS 17.1 For protests and requests for redress other than protests under a rule listed in rule D2.2, competitors shall inform an Umpire or the Race Committee at the first reasonable opportunity upon finishing. The Umpires will, when appropriate, hear protests and requests for redress while afloat. 17.2 The protest time limit for competitors is two minutes after finishing and for the Race Committee or Jury it is 60 minutes after the last boat finishes the last race of the day. 17.3 A hearing may be declined if it is not relevant to progress to the next round. This changes rule 63.1. 17.4 When a hearing ashore is necessary, the schedule will be published no later than 30 minutes after the end of the protest time limit. 17.5 Decisions of the Jury will be final as provided in rule 70.5. 17.6 Breaches of class rules and SI 1.5, 1.6, 2, 5.4, 5.5, 6.2, 13.5, 13.6, 16.2, 19, 21.2, 22 and 23 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches shall be at the discretion of the jury; this changes D3.1(b). IODA European Team Racing Championship 2015 Sailing Instructions V1 Page 5

18. SCORING IODA EUROPEAN TEAM RACING CHAMPIONSHIP 2015 18.1 If for any reason the Finals and/or the Semifinals cannot be sailed, the four best places will be allocated to the teams that have qualified for the Final and Semifinal and the order will be determined according to their positions at the end of the previous stage. 18.2 Rule D4 will apply. For the purpose of rule D4.3, both a completed and a terminated stage as per SI 7.2 is a completed round. 18.3 The Race Committee may cancel a re sail, and award each team half a race win unless the result of the re sail is relevant to qualification, but not seeding, for the next stage. 19. SAFETY REGULATIONS 19.1 Competitors who require assistance shall blow a whistle or wave the paddle or one arm. The Race Committee reserves the right to assist competitors who, in its opinion require assistance, regardless of the wishes of the competitor. This will not be grounds for redress. This changes rule 62.1(a) 19.2 When the Race Committee displays flag V with repetitive sounds, all official boats shall monitor the Race Committee VHF 06 for search and rescue instructions. 20. OFFICIAL BOATS The Umpire Boats will by identified by white flags marked with U1, U2, and so on. 21. COACHES STATION AND COMMUNICATION 21.1 Motor boats are forbidden on Lago di Ledro, an exception being made only for the boats from the Organising Authority. There will be a special Coaches Station close to the shore to be used by the coaches and the spare team members. No spectator boat will be available. 21.2 Communication between team members and coaches is only allowed at the Coaches Station or onboard a boat provided by the Organising Authority as directed by a race official. 22. BEHAVIOUR Team members and officials shall observe the regulations of the host club and the house rules of the hotel and shall behave correctly at all times. Bad behaviour at any time, whether on shore or afloat, with or without any damage to the facilities, may be investigated by the Jury who may call a hearing and impose a scoring penalty when appropriate. 23. TRASH DISPOSAL Boats shall not throw trash ashore except in the trashcans. This amends rule 55. 24. PRIZES 24.1 A medal or a trophy will be awarded for each member of the 3 best placed teams, the first of which will become the IODA European Team Racing Champion. 24.2 More prizes may be awarded at the discretion of the organisers, in which case they will be announced later. 25. DISCLAIMER OF LIABILITY It is up to the coaches to allow the competitors to take part in the races and therefore they shall sign the declaration of participation on entry. All those taking part in the event do so at their own risk. Associazione Vela Lago di Ledro, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused. ATTACHMENT 2 HANDLING THE BOATS 1. GENERAL IODA EUROPEAN TEAM RACING CHAMPIONSHIP 2015 1.1 While all reasonable care is taken to equalize the boats, variations will not be grounds for redress. This changes RRS 62. 1.2 Competitors shall report to the Race Committee at the first reasonable opportunity after returning to shore any equipment damage or malfunction. 2. PROHIBITED ITEMS AND ACTIONS Except in an emergency or in order to prevent damage or injury, or when directed by an umpire otherwise, the following is prohibited: a. Any additions, omissions or alterations to the equipment supplied. b. The use of any equipment for a purpose other than that intended or specifically permitted. c. The replacement of any equipment without the permission of the Race Committee. d. Sailing the boat in a manner that it is reasonable to predict that significant further damage would result. e. Moving equipment from its normal stowage position except when being used. f. Boarding a boat without prior permission. g. Marking directly on the hull or deck with permanent ink. 3. ADDITIONAL RULES THAT APPLY 3.1 When boats change hands from one team to the next, sailors coming out of the boats must make sure the boats are handed over in conformity with the Class Rules. 3.2 While afloat, rigs shall not be lowered, and sail ties shall not be adjusted, except with prior permission of the Race Committee or an umpire. 4. MANDATORY ITEMS AND ACTIONS 4.1 The following is mandatory: a. The completion of a written damage report before leaving a boat and submitting it to the RC, even if no damage or loss is recorded. Reports shall include any evidence of matters which could cause damage or disadvantage to the boat in future matches. b. At the end of each sailing day: folding, bagging and placement of the sails as directed leaving the boat in the same state of cleanliness as when first boarded that day 4.2 At the end of the final day for a particular boat, cleaning the boat, removing all trash and removing all tape and marks. 4.3 Any request to alter, in any way, the equipment on a boat shall be in writing and worded to permit a yes/no answer.
