West Midlands Junior Rowing Championships 12 th March 2017 Competition Water Safety Plan 1. Introduction West Midlands Junior Rowing Championships is a 2.5k time trial event with the primary aim of selecting crews to represent the West Midlands at the Junior Interregional Regatta on Saturday 22 April 2017. In addition the event is the regional championships for J13s and J17-18s (who are not eligible for JIRR). The event involves a 2,500 metre time trial to be held at Worcester Rowing Club and the West Midlands Regional Rowing Centre. Racing will be in three divisions starting at 10:30,12:30 and 14:30. This safety plan complies with the British Rowing Rules of Racing and Row Safe: A Guide to Safe Practice in Rowing. The Safety Plan explains safety measures that have been introduced as a result of the Event Risk Assessment and specific details linked to BR requirements. Competitors who do not comply with these instructions or the instructions of race officials, may be penalised or even disqualified from racing. Special note in the event of severe weather: In the event of floodwater or other potentially problematic weather forecast the event organisers will meet on Saturday afternoon to assess conditions and again on Sunday morning if appropriate. If necessary the event may be cancelled, reduced or postponed. Air temperatures will be low and we aim to minimise the time that crews wait at the start. Crews are expected to help this situation by boating on time and in order, and carefully following the marshal s instructions at the start. In addition coaches are required to ensure crews have adequate clothing for the weather conditions. Umpires will check this at Control Commission and crews that do not have sufficient layers will not be allowed to boat. Water temperatures are cold. If the weather deteriorates on the day (ie air temperatures dropping to 3 degrees or below, occurrence of freezing rain, sleet or snow, or gusty winds) where it is impairing the ability of juniors to row or causing concern for their safety, then there will be a progressive withdrawal of the more vulnerable crews in the following order:

J13 entries J14 1x and 2x J14 4x+ and J15 1x and 2x Complete cancellation of rowing 2. Event Organisation 2.1. Race Committee This event is organised by the West Midlands Regional Council. The Event Committee includes the following personnel: Chair (Chief Umpire) Chris Anton Event Coordinators: Ian Howell and Jane Sullivan Event Rowing Safety Advisor: Paul Holmes Event Welfare Officer: Julie Santese 2.2. Communications Competitors, umpires, marshals and organisers will be made aware of the safety arrangements before and during the event in order to prevent incidents and to enable incidents to be dealt with efficiently if they do occur. The following actions will be undertaken to ensure effective communication between all parties: Prior to the event Course Map and the Safety Plan will be sent to all participating clubs and coaches. This information will also be posted on the website. A letter has been sent to Police, Emergency Services and Hospital informing them of the event and advising type of event, location, possible numbers and directions to the riverbank. The Lock keepers have been informed as well as other local river user groups. At the start of the event The Course Map, the Safety Plan and Emergency contact details will

be on display on the day of the event. A safety briefing will be given in the morning prior to the first race, which must be attended by all coaches, coxes, scullers and steers. A safety briefing will be given by the organisers before the event, and before boating starts, to the Umpires, marshals and monitors, and Representatives of the Safety Launches and First Aid teams. During the event Post event Race Marshals, Monitors and Umpires (RMMU) will have a loudhailer to communicate with crews. Safety Launches, marshals, monitors, starters and finishers and the safety advisor will be equipped with a radio (and spare battery). A separate radio frequency will be used for an emergency. Officials will be encouraged to carry mobile phones with the numbers being held by the Event Coordinator so contact can be made easily if other communication methods fail. Any feedback or comments on the event or on any aspects of safety cover should be sent to Paul Holmes ph@chestertongray.com These comments are welcomed and will be brought forward to the event debriefing. After the event organisers will organise a debriefing to review event safety and any lessons learned that may improve safety or the running of the event. 3. Boating and Circulation Arrangements The race will be held over a downstream course of 2500 metres, starting at Slips and finishing in front of Worcester Rowing Club. Boating and circulation patterns for on and off the water have been designed to minimise congestion and collisions. Boating Crews will boat using the landing stages, passing through boat checking (control commission) and down the steps. Travelling up to the start Crews will travel upstream observing normal rules of the river and then wait at their allocated place on of the river. No race pace rowing shall take place once the marshalling area is entered.

Start sequence The start is at Slips. Crews will marshal along Worcester bank, with the lowest number downstream nearest to the start line, with bows pointing upstream. On instruction from the marshals they will proceed downstream to the start. The Finish Located at the Worcester Rowing Club. Crews must proceed down past the Railway Bridge before turning and returning to disembark. Crews may not go through the road bridge (apart from Kings School Crews) Disembark Return to the landing stages and pass behind the boathouse as well as up the main steps to the racecourse car park. 4. Volunteers from Participating Clubs Jobs such as assistance to registration and control commission, race marshals, monitors and car/trailer area security, will be allocated beforehand to adult coaches and volunteers of participating clubs. Clubs and schools will be asked to provide helpers pro rata to their entry. In the event of absence on the day, clubs will need to recruit suitable experienced personnel to replace them. The organisers reserve the right to exclude who are unwilling to provide helpers within reason. 5. Race Marshals, Monitors, Umpires (RMMU) and Safety Crews Race Marshals, Monitors and Umpires (RMMU) will be located all the way down the course to provide visual surveillance for safety and racing infringements. Each RMMU will have responsibilities, but will generally be to ensure a safe and fair event. All instructions given by these people must be acted upon; otherwise the offending crew may receive penalties. Below is a list of RMMU positions with brief responsibilities. RMMU description No. required Responsibilities Entrance to boat checking 1 Assist with boats coming up steps and into club from trailer area. Boat checking (Control Commission Umpires and assistants) 2 + 2 Two umpires will check boats and crew before boating. Two volunteers will assist the umpires in recording boat failures. going afloat at KSW. Stage Marshals 2 Assist with boating, ensure area does not become hazardous with spectators, shoes, blades, etc. Starter Umpire and Marshall 2 Ensure boats moving up to turning area, in turning area are controlled. Start of race and assist with timings. Marshals above start 2 Ensure boat queuing to race are in order and keep in to avoid collisions with other boats (racing or otherwise). Finish 1 Ensure boats clear the finish and turn safely. Assist with timing. Turning marshal (Situated downstream of the finish at railway bridge) 1 Ensure crews to go through the railway bridge before they turn and return to the boathouses. Safety Launches RMPA Worcester will provide three boats. Each of boats carry a minimum of two crew. Crew members are trained to nationally recognised standards of RYA level 2 Powerboat, RYA Safety boat, RYA VHF communications, First Aid or IHCD

(I)FPOS and Swift Water Rescue Technician. Boats carry: First Aid kits, Communications, Paddles, a minimum of 1x Rescue Bag (containing 2 x Towels, 2 x Blankets, 2 x Foil sheets), Throw lines, Anchor, spare buoyancy device (PFD) and some bottles of water. Given that most boats have limited carrying capacity, they also tow Rescue Sleds, which can provide enough capacity to allow a Crew of 8 plus Cox to be transported. These can also be used as floating walking platforms to assist vertical casualty extraction from a vessel in the case of suspected neck/back injuries. Launches will be sited at: Kepax Ferry to cover start, boat marshalling areas and initial section of the course to waterworks Dog and Duck, to cover mid-section of the course from waterworks to Dog and Duck. Finish area to cover the area downstream of Dog and Duck, end-section of the course, the boating area and turning area. 5. Accident and Emergency Procedures 5.1. First Aid Cover First Aid will be provided by Event Medi/RMPA who provide a qualified first aid crew who are qualified as Ambulance Service First Responders (IHCD Intermediate, BTec2). Equipment will include a minimum of 1 defibrillator in the First Aid unit, and often other defibrillators carried in the larger boats along with OP airways, Bag Valve Masks and Oxygen (Standard Ambulance First Responder Kit). They will be stationed in the car park of Worcester Rowing Club. 5.2. Emergency Services The nearest hospital facilities for accident and emergency are at the Worcester Royal Hospital in Worcester. Travel time to the hospital by personal car is approximately 20 minutes. Ambulances serving the city are frequently parked within 500 metres of the Rowing Centre. A letter has been sent to Police, Fire and Ambulance Services and Royal Worcester Hospital informing them of the event and advising type of event, location, possible numbers and directions to the riverbank. 5.3. Emergency Procedures In addition to the equipment on board the Safety Launches, RMMU will be equipped with throw bags. Where an accident occurs on the water the following procedure will be adopted:

1) Emergency Communication will proceed on Channel 1. Racing will be stopped and crews prevented from boating immediately to allow safety boats to respond without causing unnecessary hazards. 2) The nearest safety launch (and any other assistance) will be sent to the incident by the Chief Umpire. 3) The safety launches priority will be to retrieve the people from the water and if injured, return them to the boating area where the First Aiders will take over. 4) The second priority is to retrieve the boat. 5) The Event Water Safety Advisor should be informed of incident and coordinate the on land incident response. This will include informing the First Aiders of the incident so they are prepared to attend involved crews. 6) The Chief Umpire decides when hazards have been adequately removed so racing can commence. In the event of a potentially serious incident, the race will be delayed or abandoned if necessary. 5.4. Incident Reporting Any incident or accident must be reported to race control and the Event Safety Advisor. The Safety Advisor will record any incidents and submit them online to British Rowing. Any competitor, official, coach or spectator is encouraged to log any incidents on the BR website. 6. Measures for Specific Risks 6.1. Weather and river conditions There will be some weather and river conditions that may require the event to be changed, suspended or even cancelled to avoid unnecessary risk to competitors and officials, the decision on these actions will be taken as early as possible by the Event Committee with advice from the Rowing Safety Advisor and the Coordinating Umpire. Although it is not possible to set exact rules for these decisions due to the number of variables that exist, a set of guidelines have been set out below: Conditions and Possible Prevention and Mitigation Measures. Lightning - Suspend racing and stop boating until storm blows over. Flooding (fast current and/or debris in water or on bridges). Cancel event. Limit entries to older and more experienced crews and larger boats Heavy rain - Ensure appropriate clothing is worn at boat inspection and control commission. Withdrawal of most vulnerable crews. Possible: cancel event.

Failure of safety arrangements In the event of the loss of safety boat cover, RMMU support, medical cover or communications breakdown (radios), racing should be cancelled or shortened to reduce risks, unless appropriate cover can be arranged. 6.3. Slips and trips The boating and trailer areas should be kept free from blades, shoes, trestles, etc. that will cause a trip hazard. The marshals working in these areas will monitor these and arrange for equipment to be removed. Blades can be stored on grassed area or on large steps. Spectators will not be permitted to sit on steps or slope leading to river when boats are moving around. 6.4. Car Park and Trailering Area No cars will be permitted on Club Car Park, other than the First Aid vehicle. A marshal will be located at steps from racecourse to co-ordinate and help crews leaving and returning to trailer area. Trestles will also be provided at the boat checking area for crews to rest and allow small repairs to be made. 6.5. Hygiene Separate male and female toilets and washing facilities are to be made available at the rowing club. If utilities fail (water, sewerage or electricity) the Event Committee will liaise with WRC and arrange for an appropriate utility or contractor to rectify problem. Litterbins are to be provided and the trailer area is to be inspected during the event for unnecessary refuse. Normal hygiene procedures apply and ensure washing facilities are available to people serving food. 6.6. Welfare The Event Committee believes that the welfare and well-being of all children is paramount. All children, regardless of age, sex, ethnicity, religion or ability, have

equal rights to safety and protection. All suspicions, concerns and allegations of harm will be taken seriously and responded swiftly and in an appropriate manner. The Event Welfare Officer will act as the point of contact for any concerns or allegations and can be contacted via Race Control located in the Regional Rowing Centre upstream of Worcester Rowing Club boathouse. The Event Coordinator has overall responsibility for decisions and disciplinary procedures, and will take advice from the Welfare Officer. The first point of contact during the event will be the Welfare Officer. Any event reported will be discussed forthwith by the Welfare Officer and Event Coordinator. If, after due consideration, they decide that the police should be informed, the Welfare Officer will report the matter to West Mercia Police. The Event Coordinator and the Welfare Officer will then decide whether the Welfare Officer will report the matter to the British Rowing Child Protection Officer. The event organizers brief all helpers on the Welfare Plan, and ask them to report any inappropriate behaviour to race headquarters. As the event takes place in open public areas, control of photography is not feasible. All helpers are briefed to respond to any inappropriate photography and report such to the Event Organiser or Welfare Officer. 7. Local Event Rules for WMJRC In general the race will be conducted in accordance with the BR Rules of Racing, in particular Sect 6- Head & Processional Races. 1. In the event of an incident where a competitor may be at risk the first responsibility of any following crew is to stop and render assistance to any competitor in danger. The course is covered by race monitors who can summon safety boats. If the following crew(s) is satisfied that assistance is present, or has been summoned, it should carry on to avoid congestion. 2. The course will be covered by race monitors. They may apply time penalties for any breach of the BR or local rules. The Monitor responsible will advise the Timekeeper and Chief Umpire of any such decision before the results are computed. He will provide an explanation of the penalty to the crew concerned if asked to do so. 3. A crew being overtaken must give way. Any crew failing to move out of the faster stream and failing to provide enough space for the overtaking crew may be penalised. This does not give an overtaking crew the right to force other crews into the bank. Race monitors will assess the situation and warn crews, or award time penalties as appropriate.

4. The Stage Marshal, in conjunction with the Chief Umpire, may refuse to allow a crew or a competitor to compete if it is judged that it is not competent to complete the course safely. In any such case the entry fee will be refunded. 5. The race will not be delayed for late crews. Boating times are for guidance only; crews are responsible for getting themselves up to their start position before the given start time. No boating will be permitted for 30 minutes before the given start time. The starter/marshals will place late-comers at the bottom of the starting order or refuse to start them, as appropriate. 6. If, for whatever reason, a crew finds itself still rowing to the start after the start of the race, it must keep clear of crews which are racing, pull in to the bank and observe the directions of the nearest race monitor. 7.
