1. RULES J World Thursday Night Racing Sponsored by Quantum Sails Sailing Instructions 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS.) 1.2 For all classes RRS 44.1 and 44.2 are changed so that, except for breaches of Part 2 that occur within the Zone, only one turn including one tack and one gybe is required. 1.3. The protest committee may impose suitable penalties, other than disqualification, for violations of class rules or other non-part 2 rules. This changes RRS 64.1. 1.4. The notation (DP) in a rule in the Sailing Instructions means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. 2. ENTRIES 2.1 Eligible boats may be entered by completing registration forms with the organizing authority - J World. Forms are available online or at 213 Eastern Ave. Thursday Night Racing competitors are strongly encouraged to be members of US Sailing as well as their local and national class associations. 3. NOTICES TO COMPETITORS 3.1. Notices to competitors will be posted on the official online notice board at www.jworldannapolis.com 4. CHANGES IN THE SAILING INSTRUCTIONS 4.1 For on-the-water changes to the sailing instructions, the change will be announced by the Race Committee (RC) via VHF and verbally. This changes RRS 90.2 and Race Signals.

5. SIGNALS MADE ASHORE 5.1 No signals will be made ashore. In the event of a cancellations J World will make an announcement on competitor VHF channels as well as post a cancellation notice on the online notice board. 6. SCHEDULE OF RACES 6.1 The first warning signal is scheduled for 1830 each racing day. The Race Committee intends to run as many races as practicable each day. 7. DIVISIONS, CLASS FLAGS AND STARTING ORDER J/22 s and J/24 s will sail on the Symmetrical Circle. J/70 s and J/80 s will sail on the Asymmetrical Circle. Class flags for each class will be the class insignia. Starting order will be announced via VHF. 8. COURSES 8.1. Windward/Leeward Courses (see course diagram) 8.2 An offset mark will be used. 8.3. A boat shall not cross the finishing line until she is completing the last leg of the course to finish. When the finish line is closed it is an obstruction. A boat that breaks this rule shall not correct her error. However, she will be exonerated if she takes a Two-Turns Penalty (see rule 44.2.). This changes rule 28.1. 8.4 If Flag R (yellow cross on a red field) is displayed at the finish; the Race Committee intends to run another race and has remembered to hoist Flag R. 9. MARKS Marks will be inflatable buoys, some of which may display advertising. Some marks such as the offset mark, may be hippity hop style buoys. 10. THE START 10.1 Races will be started in accordance with Appendix U of the RRS. This changes RRS 26.

10.2. The warning signal for the succeeding class will be made at anytime after the starting signal for the preceding class. 10.3 The starting line will be between the staff from which an orange flag is displayed on the Race Committee signal boat at the starboard end of the course side of the port-end starting mark. 10.4 A boat starting later than two minutes after her starting signal will be scored DID NOT START (DNS) without a hearing. 11. RECALLS 11.1 Individual recalls. The Race Committee may hail any boat recalled. Errors and omissions on the part of the Race Committee or any designated observer will not be grounds for granting redress. This changes RRS 62.1(a). 11.2 General recalls. In the event of a general recall, the recalled class starting sequence will commence after all other classes in their division. 12. COMMUNICATIONS WITH THE RACE COMMITTEE. 12.1 Boats intending to race must check in with the Race Committee each night by sailing astern of the Race Committee signal boat on starboard tack. Each boat should hail her boat name, sail number and shall be acknowledged by the Race Committee before racing. (DP) 12.2 Boats retiring from a race are requested to inform the Race Committee before leaving the racing area. (DP) 13. THE FINISH 13.1 The finish line will be between a staff displaying a blue flag on a Race Committee boat and the course side of a nearby finishing mark. 14. PROTESTS 14.1 Protest shall be written on US Sailing protest forms and delivered to J World by 0900 of the Friday immediately following racing. They may be emailed. 14.2 The times of protest hearings and the parties involved will be posted on the online notice board. This posting constitutes the notice required by RRS 61.1 (b) and 63.2. 15. POST RACE SCORING PENALTY AND ARBITRATION

15.1 A boat may take a penalty prior to the start of a protest hearing which involves her. Her penalty shall be a 40% scoring penalty calculated in accordance with rule 44.3(c), but not more than half of the difference between the boat s score prior to applying gate penalty and the score for the boats scored DNF. 15.2 An arbitration hearing, with one representative from each boat, will be held prior to a protest hearing for each protest involving the rules of Part 2 or Rule 31. 15.3. Add to rule 63.1: An arbitrator may accept a protester s request to withdraw the protest. 16. SCORING 16.1 The scoring system is as follows: Each boat s total score will be the sum of her daily score totals for all dates that races were held, excluding discards. The lowest total score wins. One discard will be allowed after four completed racing days and an additional discard will be allowed after eight completed racing days. 16.2. To request a correction of an alleged scoring error a posted race or series result, a boat shall complete a scoring inquiry form available at the online notice board. 17. RADIO COMMUNICATIONS 17.1 J/70 and J/80 Classes racing on the Asymmetrical Circle should tune to channel 72 to receive race information. J/22 and J/24 Classes racing on the Symmetrical Circle should tune to channel 65 to receive race information. 17.2 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. (DP) 18. WAIVER OF LIABILITY AND INJURY Competitors participate in the regatta entirely at their own risk. See RULE 4, DECISION TO RACE. Sailing is an activity that has an inherent risk of damage and injury. Competitors participate in the Regatta entirely at their own risk. J World, Quantum Sails, Severn Sailing Association, the Organizing Authority, Partners, Sponsors, Supporters, Volunteers, Agents, Employees and Service Providers, the PRO and the Race Committee will not accept any liability for material damage, personal injury, or death sustained in conjunction with or prior to, during or after the regatta for both on the water and on land activities.

By participating in this event, each competitor (owners, skippers, and crews) agrees to release the race organizers and all persons and groups listed above from any and all liability associated with such competitor s participation in the event to the fullest extent permitted by law. 19. PRIZES Overall prizes for the first through third place in each class will be awarded. Other awards may be awarded at the discretion of the Organizing Authority. 20. MEDIA RIGHTS Competitors and crew members on the competing yachts grant, at no costs, organizers, sponsors, regatta photographers, videographers and affiliated companies the absolute right and permission to use their name, voice, image, likeness, biographical material and representations of the boats in any media Worldwide (including but not limited to television, video, print and electronic media), for the purposes of advertising, promoting, reporting and disseminating information regarding the event and all participants therein. 21.
