ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games (the YOG ). Age To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1 January 2000 and 31 December 2003. Page 1/5

Additional IF criteria All athletes, including candidates for Universality Places, must obtain a YOG Minimum Qualification Scores (MQS) to be entered by their NOC in the shooting events of the YOG. The MQS must be obtained in ISSF Championships or in ISSF designated competitions approved by the ISSF Executive Committee. The MQS must be obtained between 1 April 2017 and 31 July 2018. The YOG MQS for shooting are (for 10m Air Rifle YOG MQS are listed in decimal scoring as well): 10m Air Rifle Men (AR60) 552 / 580.0 10m Air Rifle Women (AR40) 368 / 385.0 10m Air Pistol Men (AP60) 540 10m Air Pistol Women (AP40) 355 D. QUALIFICATION PATHWAY The events are listed in hierarchical order, irrespective of the actual calendar of the events. YOG quota places must be earned in designated qualifying competitions that will take place between 1 April 2017 and 31 July 2018. The maximum number of entries per ISSF National Federation at any event of a qualifying competition is three (3) participants per event. QUALIFICATION PLACES Number of quota places D.1 27 Men 27 Women Qualification Event YOG Qualifying Competitions may take place during Continental Championships or in other specially designated competitions as proposed by the Continental Confederation and approved by the ISSF Executive Committee. YOG Qualifying Competitions will consist of a qualification round and a final round. The appropriate ISSF Technical Rules will apply. YOG Qualifying Competitions organised within a Continental Championships or in other specially designated competitions will be open to athletes born in the y ear 2000, 2001, 2002 or 2003. One (1) athlete can obtain only one (1) qualification place for his/her NOC. Quotas will be awarded according to the final ranking in each qualifying event according to the table below. A quota place can be obtained only if the athlete s qualification score in that Continental Qualifying Competition is equal to or higher than the MQS. One (1) quota place is one (1) starting position for the Youth Olympic Games. Each eligible athlete who obtains one (1) of the above-mentioned quotas in a YOG Qualifying Competition event obtains one starting position for his or her NOC in the Youth Olympic Games. * For the European Qualification two (2) events will be organised with three (3) quota places available in each event to make a total of six (6) quota places per events. HOST COUNTRY PLACES The host country will automatically qualify one (1) male in the 10m Air Pistol Men and one (1) female in 10m Air Rifle Women on the condition that both athletes meet the eligibility requirements described under point C of this document. UNIVERSALITY PLACES A total of 24 places will be made available to eligible NOCs at the YOG, subject to the athletes reaching a minimum level of performance defined by ISSF, and that the athletes meet the eligibility criteria under section C. The International Olympic Committee will invite all eligible NOCs to submit their requests for Universality Places by 15 January 2017. The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs, in collaboration with ISSF, as of 13 March 2017. The NOCs will have until 31 March 2017 to confirm the use of their places to the Tripartite Commission. E. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUALIFICATION PLACES The ISSF will confirm quota place(s) to the NOCs qualifying immediately following each YOG qualifying competition. Each NOC selects the athletes to be entered in each YOG shooting event from its eligible athletes. Each NOC must decide on the use of its qualification places, in accordance with the following schedule: After a qualifying event, and immediately after the results of the doping tests are available, the ISSF will inform National Federations and NOCs concerning the qualification places they have obtained. Up to two (2) weeks after this notification, the NOCs must provide the ISSF with preliminary confirmation of their intention to use the qualification place(s). No later than 24 July 2018, provided that the last qualifying event finishes two weeks before, NOCs must confirm final acceptance of all obtained qualification places. The host country must confirm in writing to the ISSF and BAYOGOC by 24 July 2018 the use of its Host Country Places. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the NOC, not yet qualified, in that event in the same Continental Qualifying Competition. If no redistribution is possible at the Continental Qualifying Competition, the qualification place(s) will be reallocated to the NOC(s) with the largest number of MQS athletes which has/have not yet qualified for a quota place for the YOG. If there is more than one (1) not yet qualified NOC with the same number of athletes who had obtained the MQS, the NOC, which achieved more MQS results between 1 April 2017 and 31 July 2018, will receive the quota place. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused Host Country Places will be reallocated to the NOC not yet qualified with the largest number of athletes who had obtained the MQS. If there is more than one (1) not yet qualified NOC with the same number athletes who had obtained the MQS, the NOC, which achieved more MQS results between 1 April 2017 and 31 July 2018, will receive the quota place. REALLOCATION OF UNUSED UNIVERSALITY PLACES Any unused Universality Places, including those returned after the final allocation by the YOG Tripartite Commission, will be reallocated to the NOC not yet qualified with the largest number of athletes who had obtained the MQS. If there is more than one (1) not yet qualified NOC with the same number athletes who had obtained the MQS, the NOC, which achieved more MQS results between 1 April 2017 and 31 July 2018, will receive the quota place.
