The rules of this tournament shall be in accordance with USYSA and FYSA except as modified and approved herein. 1. TEAM ACCEPTANCE The tournament committee reserves the right to accept or reject any team application. 2. TEAM ELIGIBILITY This tournament shall be open to all teams as indicated on the Application to Host approved form, comprised of properly registered youth players (as defined by the rules of USYSA or their National Youth governing body) provided such team is in good standing with its youth association. It shall be the responsibility of each State Association to certify the eligibility of its competing teams and to provide such teams with a certified copy of the roster, permission to travel, and proof of insurance. 3. PLAYER ELIGIBILITY USYSA players must be legally registered to USYSA through their respective State Associations according to USYSA registration requirements. All teams must have current USYSA or approved organization Player Passes, or the appropriate National Association passes to participate. Passes must be verified, photo attached, and laminated. Teams will be allowed up to three guest players. 4. GUEST PLAYERS Any team entering this tournament may include up to three guest players on their roster. All guest players must have player passes and medical waivers. 5. TEAM CHECK IN Team check-in will be held at the field an hour prior to your first scheduled game. This check-in is mandatory. At Check-In you must have the following: 1. Two copies of your approved State or National Association Team Roster. 2. Permission to Travel Form (out-of-state teams) 3. Notarized Medical Release Forms 4. Current and Valid USYSA or approved organization laminated Player passes with photo.
Tournament Officials shall examine and verify all credentials at initial registration. In no event will a player be allowed to participate who has not been certified by the Tournament Credentials Committee. 7. PRE-GAME PROCEDURE Field Marshals will conduct the pre-game check-in when appropriate, in order to minimize delay between games. The referee will review the results of the check-in with the field marshal and make the final ruling on any questions. Only at this pre-game procedure may a player be challenged by an opposing Manager / coach. Challenged players will be noted by the Referee on the Referee game report, but will be allowed to participate in the game so long as they have valid, verified player passes and are listed on the validated roster. A player who arrives at the playing field after the Pre-game procedure, may enter the game once the game officials verify the player is eligible and with the permission of the center referee. A late arriving player may be challenged at the time he is allowed to participate by the center official. 8. COLOR CONFLICT In cases where the referee deems there to be a color conflict the home team (listed first on the official schedule) will be responsible for changing their uniforms. 9. LAWS OF THE GAME All games will be in accordance with the FIFA Laws of the Game, except as modified below. Law I: Field of Play Age Group Size Goals 13 and older 65 x 110 8 x 24 11 and 12 50 x 80 7 x 21 10 and under 45 x60 6 x12 Law II: The Ball Age Group Size Circumference Weight 13 and over #5 27-28 in. 14-16 oz. 12 and under #4 25-26 in. 11-13 oz. Law III: Number of Players In accordance with USYSA and FYSA guidelines: U10 and under teams are 6 v 6 U11 and U12 teams are 8 v 8 U13 and up teams are 11 v 11 Substitutions are unlimited and may be made only upon proper notification of the center referee through the linesmen, with the referee s permission, at the following times: o Prior to a throw-in by your team. o Prior to a goal kick by either team. o After a goal by either team. o At the beginning of the second half or overtime periods.
o At the discretion of the referee in the event of an injury. The substitute shall not enter the field of play until the player he or she is replacing has left, and then, only after receiving a signal from the referee. Law IV: Player Equipment o Players must conform to FIFA Law 4. Shin guards will be worn (under the socks) by all players. Shoes utilizing screw-in or pop-in cleats will be allowed for all age groups, however, judgment as to the safety is at the discretion of the referee. Players wearing a permanent orthopedic cast shall not be eligible to participate in any game. Soft braces may be allowed if: o Orthopedic casts are not permitted; however, soft braces can be worn with written approval from a doctor, and judgment as to safety is at the discretion of the referee. o A player may be removed from the game at any time the referee determines that the player using or attempting to use a brace to injure another player. o In accordance with the Laws of the Game, the referee shall be responsible to insure that no player wears anything that may cause injury to himself or to another player. Therefore, metal hair clips, earrings, watches, bracelets, or any other items deemed dangerous by the referee are prohibited. Law V: Referees o Referees are required to submit a completed, official game report to the Field Marshall following each game. Referees will not be paid before any required post game reports have been submitted. o In the event the assigned referee fails to appear and/or the referee assignor fails to provide a replacement, the senior assigned linesman shall assume the duties and find an alternate linesman. The game will be played as scheduled and will be deemed official. Law VI: Linesmen Two (2) linesmen will be used except for U10 games. In the event the assigned linesmen fail to appear and/or the referee assignor fails to provide replacements, the referee must find suitable linemen. The game will be played as scheduled and will be official. Please note that under US Youth Soccer rules there will be no offside for U10 teams. Law VII: Duration of Game Age Group Regulation (min.) Overtime (min.) 19 and under 2 x 35 = 70 2 x 5 = 10 15 and under 2 x 30 = 60 2 x 5 = 10 12 and under (8 v 8) 2 x 250 = 50 2 x 5 = 10 10 and under 2 x 20 = 40 2 x 5 = 10 o Finals will be played at regulation time for all age groups o Overtime periods will be used only for deciding winners in semifinal and final rounds. In the challenge rounds there will be no overtime periods, ties will stand. All overtime periods will be played in full, FIFA no longer permits Golden Goal or Silver Goal. If teams remain tied at the conclusion of the overtime periods, teams will proceed with Penalty kicks in accordance with FIFA Taking of Kicks from the Penalty Mark.
10. Water Breaks Please note the following regarding water breaks: In any FYSA sanctioned match a break will be given at the midpoint of each half of regulation time and at the end of each overtime period (if played) for player hydration. This break will be given at a normal stoppage of play and it is mandatory for any FYSA sanctioned match during which the air temperature is or is expected to reach eighty-five (85) degrees. Violation may result in charges under FYSA s Code of Ethics 11. CONTROL OF SIDELINE CONDUCT Players, reserve players, managers, coaches, and spectators are expected to conduct themselves within the letter and spirit of The Laws of the Game. The Site Director has the authority and the responsibility to remove any person(s) from the tournament for abuses of conduct, in addition to any specific disciplinary action brought about by any other authority. In addition to good manners, the following rules will apply in this tournament: The Site Director will designate one sideline to be the sole use of the players listed on the game roster and two manager/coaches from each team, with one team occupying one side of the midfield and one team occupying the other. While the game is in progress, the manager/coach and reserve players must remain in their respective area and will not roam the sideline. The Site Director will designate the opposite sideline for the spectators. A restraining line will be two yards from the touchline; all sideline viewers must remain behind this line. Manager/coach will be responsible for the behavior of their fans and the referee will have the authority to warn and ultimately send off, any coach whose fans behave in an abusive or disruptive manner. 12. DISCIPLINE The Tournament Committee shall select a Discipline Committee of no less than three (3) members. The Discipline Committee will review and rule on all reports of unacceptable conduct by players, managers, coaches, referees, spectators, etc. All players and managers/coaches shall be subject to FYSA Section 502 - Discipline and Sanctions. A player or manager/coach ejected will have an automatic one (1) game suspension (minimum) regardless of the cause of the ejection. Depending on the severity of the unacceptable conduct, the Discipline Committee may recommend the suspension for up to the duration of the tournament with further disciplinary action by the appropriate state or national associations. The Discipline Committee recommendations must be available to the affected parties no later than prior to their next scheduled game.
At the conclusion of the tournament, any retained passes, will be given back to the respective coach or manager. A completed game report and the Discipline Committees action will be sent to the appropriate State Association within 72 hours of the conclusion of the tournament. 13. POST GAME PROCEDURES We ask that, as mutual courtesy, both teams meet at the center circle and congratulate each other for a game well played. Souvenir patches, flags, crests, etc. may be exchanged at this time. Referee will return all player passes (except those for any player or coach ejected) to the Field Marshall. Referee will deliver any ejected player or coach passes with a disciplinary report to the Field Marshall. Manager/coach of each team will confirm score and sign the scorecard with Field Marshall. Manager/coach of each team will insure that their respective sideline areas are clean and that all trash is in containers. 14. DETERMINATION OF WINNERS In-group play there will be no overtime periods. Standings will be determined by a point system. Game Points: 3 points for a win 1 points for a tie 0 points for a loss Tie Breakers: Head to head competition. If no clear winner, Net goal differential (limited to +/- 3 goals per game). If no clear winner, Most goals scored (limited to +3 goals per game). If no clear winner, Least goals allowed (total). If no clear winner, Penalty kicks in accordance with FIFA. 15. FORFEITS A team will be allowed a 10-minute grace period from the scheduled game time before awarding the game to the opposing team. (A minimum of seven (7) players is required for a team to begin play.) A forfeit will be scored 3-0. If a Team forfeits due to a faulty schedule provided by the tournament the Tournament Director has the right to reschedule the game at a time that is acceptable to both coaches. The forfeit will be nullified and the game will be scored as if it had been played at the regular time. A team that leaves the field of play prior to the completion of the game shall automatically forfeit that game to the opposing team. (After review of the circumstances, the Tournament Committee will designate the score.)
16. PROTESTS Protests will not be allowed. 17. EXTERNAL CONDITIONS, WEATHER, ETC. In the event unusual conditions necessitate rescheduling, curtailment, or cancellation of games, the Tournament Committee shall have absolute authority to make changes in order to best serve the interests of the tournament, keeping in mind the need to successfully identify winners by a certain time period. Games which have been started and then must be stopped due to inclement weather, will be deemed complete if they cannot be restarted prior to the next scheduled game start time, provided that one half has been played. In the event unusual conditions necessitate rescheduling, curtailment, or cancellation of games, the Tournament Director shall have absolute authority to make these changes to best serve the interest of the tournament. 18. REFUND POLICY The Tournament Committee, and/or host affiliate will not be responsible for any expenses incurred by any team due to the cancellation in part or whole of this tournament. Refunds will be provided under the following guidelines: 1) If the tournament is cancelled prior to the first game being played due to circumstances outside the control of the Tournament Committee or Challenger Sports, all entry fees will be returned and refunded in accordance with FYSA Refund Policy: Within five (5) days after notification that the team is not accepted by their application. Within five (5) days upon cancellation of the tournament. Within ten (10) days of withdrawal request of the application by a team prior to acceptance of that application by the tournament. FYSA Rules 902.10 Any team that will not be permitted to play in the contracted age group shall have the option to withdraw and receive a full refund of all entry fees. All tournaments shall notify any participant not less than fifteen days prior to the beginning of the tournament if any age group advertised will not be offered. 19. CHAMPIONSHIP AWARDS CEREMONY Following the completion of each championship game, the two competing teams will present themselves to the designated presentation area. Awards will be presented to the First and Second Place teams in each age group.
20. GENERAL The Tournament Committee, FYSA, tournament sponsors, and Navarre United will not be responsible for any expenses incurred by any team due to the cancellation in part or whole of this tournament. The Tournament Committees interpretation of the foregoing rules and regulations shall be final. The Tournament Committee reserves the right to decide all Tournament matters. The Tournament Committee agrees to have a copy of the Tournament Rules at all game sites Matters Not Covered in Rules: The Tournament Committee reserves the right to make decisions covering any issues not covered by these rules. The decision of the Tournament Director will be final.
