April 21, 2011 Dear Sponsor/Coach: On behalf of the Edinburg Parks and Recreation Department, I would like to extend to you a personal invitation to participate in the 2011 Summer Men=s 6' 0" and Under Basketball League, scheduled to begin Thursday, June 9, 2011, at 6:30 p.m. The following information is enclosed: FACT SHEET RULES AND REGULATIONS ROSTER FORM REGISTRATION FORM The registration deadline has been set for Wednesday, June 1, 2011, at 8:00 p.m. and checks must be mailed payable to the City of Edinburg Parks and Recreation Department, P.O. Box 1079, Edinburg Texas, 78540. Participants may also register in person at our office located on 315 E. Palm Drive. New entry fee is $300. Due to the popularity of the league, only the first TEN paid teams will be allowed to participate. RULES AND REGULATIONS I. ELIGIBILITY: A. All players in question may be measured by the league director, program monitors, and/or officials prior to the first league game played insure that all participants meet the 6'0" & Under height requirement, only one (1) player per team will be allowed to measure the height of 6'3". The league director will make final decisions on the eligibility of players due to the height restriction. B. Teams must carry a minimum of eight players on their roster at all times. Rosters shall not exceed twelve players including a playing coach/sponsor. Only Coaches and Assistant Coaches will be allowed to make roster changes at the Edinburg Parks and Recreation Department office located on 315 E. Palm Drive, for the purpose of adding or dropping players. C. Upon request, participants must provide a current Drivers License or a Texas Department of Public Safety Identification Card to verify age only. If the player(s) is 17years of age, the player(s) must show an original proof of high school graduation, no copies will be accepted. D. The Registration Form must be completed and turned into the Edinburg Parks & Recreation Dept., or mailed with the check or money order upon registering into the league so, that the team may be properly included into the league schedule. The Official Team Roster must be completed and signed using a black or blue ink pen only, and submitted to the League Director 10 minutes prior to the teams first game. E. A player's name may not appear on more than one roster at a time. Should a player's name appear on more than one roster at a time, the player will play on team he plays the first game with. F. Should a player violate rule "D", he may be suspended for the remainder of the season and all games which he played on the offending team may be forfeited. G. Roster changes can be made prior to the start of the SECOND LEAGUE GAME ONLY. H. Players must play in a minimum of three games during the regular season in order to be eligible to play in the T.A.A.F. regional play-off. I. The Edinburg Parks and Recreation Department has the authority to add and delete rules to this document as deemed necessary and is the final authority on deciding rule interpretations. II. OFFICIAL RULES: A. Registration fees are Non-Refundable, NO EXCEPTIONS. B. All games will be played under current N.C.A.A. Rules with following exceptions: C. Games will consist of two twenty minute halves with a running clock. The running clock will stop only for time outs and the last two minutes of the second half. D. Each team will be allowed three, one minute timeouts per game. Overtime periods will consist of three minute periods with the clock stopping on the last two minutes of the overtime periods. Each team will also

be allowed one additional time out per overtime period. E. Players must wear identically colored jerseys with six (6") inch numbers on the back and a optional four (4") numbers on the front. Any single digit number that is larger than #5 will not be allowed. Numbers must be permanently affixed to the jersey, not taped or hand written on. TECHNICAL FOUL(S) will be accessed to a team before the game should the following numbers be used: 0, 6,7,8,9,16,17,18, 19, 26, 27,28,29, etc. and if any player has a taped or hand written number on the jersey. Double zero (00) can be used. F. Should a team have a twenty point lead in the last two minutes of the game, the clock will continue to run without stopping. G. Players and coaches must wear basketball shoes only. H. Dunking during pre-game warm-ups will result in a technical foul. Dunking will be allowed during game time situation only. Hanging on the rim at any time will result in a technical foul unless it was deemed necessary by the basketball official. III. FORFEITS: A. Game time is forfeit time; officials are required to start games on schedule. Any player that comes in late must report to the scorekeeper, no exceptions! B. Teams with with more than three forfeits will be automatically withdrawn from the league. No refund requests will be granted. C. Should a player/coach be ejected from the game, receive two technical fouls, or asked to leave the gymnasium/facility by an official, the player has one minute to comply. Failure to leave the gymnasium/facility will result in a forfeit of his team=s game. D. The use of ineligible players will result in a forfeit. The following will constitute an ineligible player: 1. Player not of legal age. 2. Player not on official team roster. 3. Player playing under assumed name. 4. Player who has been suspended and has not been reinstated. IV. PROTESTS: A. Protests will not be accepted on any judgement of an official. B. Eligibility Protests must be presented to the Edinburg Parks and Recreation Department in writing within 24 hours after completion of the game in question, on weekend games is next business day. C. Protests on team=s won/loss record will be thoroughly investigated by the league director. D. Eligibility Protest will be investigated be The Edinburg Parks and Recreation Department and will rule at its discretion. Only Coaches and Assistant Coaches will be allowed to request an eligibility protest. V. DISCIPLINARY ACTION A. Players or coaches ejected from a game by an official will not be allowed to participate for one game after the ejection. Should a player or coach be ejected on a second occasion, the offender will automatically be

suspended for the remainder of the season. The officials have the authority to eject any player at any time for unsportsmanlike conduct. B. Players or coaches receiving two technical fouls will be ejected from the game and will not be allowed to play for one scheduled game after the ejection. C. A team receiving three flagrant technical fouls will forfeit the game. Officials will designate to the score keeper as to whether the technical foul was flagrant or not flagrant. D. Participants, coaches, or spectators, threatening or handling an official, player, spectator, or a City of Edinburg Employee will be liable to charges and a suspension from all future City and State Athletics for an indefinite period, to be reviewed after one (1) year. E. Participants, coaches or spectators can not make derogatory or offensive comments to any city employee. If this offense occurs, players(s) will be suspended or removed from the league or person will be removed from the premises. VI. OFFICIALS: Officials have the final authority on all matters concerning league play. Officials will not accept abusive language or rough play and may forfeit games at any time. VII. CHILD SAFETY: Children will not be allowed on the gymnasium floor, including bench area, once the adult take the court at 6:00 p.m. VIII. SPECIAL RULES: A. Food and soft drinks are allowed inside the spectator area of gymnasium only. Absolutely no alcoholic beverages or smoking will be allowed on league premises. B. Anyone playing under the influence of alcohol will be suspended. Repeat violations will result in an indefinite suspension. C. Fighting will result in the suspension of all participants involved from the league or play-off, regardless of the aggressor. D. Games may be postponed if deemed necessary by the Edinburg Parks and Recreation Department. E. Make-up games will be played at the discretion of the league director. IX. LEAGUE TOURNAMENT: 1. League Tournament will determine the league champion. 2. League tournament seeding will be determined by won/loss record, team=s winning percentage, or coin toss. 3. Only the top eight teams will play in the league tournament. REVISED 04-12-10
