When such a situation occurs or is anticipated to occur, the computer used to assist with the draw will indicate the next available group for the drawn team. It must be noted that the number of options available to a team depends not only on the team s own attributes (for example, winter venue ) and those of the teams already drawn, but also on the attributes of the other teams still to be drawn. This is due to the computer calculations needed to anticipate all possible scenarios and to prevent any deadlock situation.

Prohibited team clashes Based on the UEFA Executive Committee decisions valid at the time of the draw, the following teams cannot be drawn into the same group: Nations League B Ukraine / Russia Armenia / Azerbaijan Winter venue restrictions The following countries are taken into consideration as venues with high or medium risk of severe winter conditions: a group can include a maximum of two such winter venues. Nations League C High risk of severe winter conditions: Norway and Finland Medium risk of severe winter conditions: Estonia and Lithuania Excessive travel restrictions The following excessive travel distance relationships (applicable both ways) are taken into consideration: a group can include a maximum of one such pair. From/To To/From From/To To/From Andorra (Barcelona, ESP) Faroe Islands (Torshavn) Gibraltar (Faro, POR) Kazakhstan (Astana) Gibraltar (Faro, POR) Azerbaijan (Baku) Draw procedure The draw starts with League D and Pot 4 which contains four balls. The drawn teams are assigned to the groups in ascending order from D1 to D4: A first ball is drawn and the team assigned to group D1. A second ball is drawn and the team assigned to group D2; and so on until Pot 4 has been emptied and each group of League D contains one Pot 4 team. The draw continues with Pot 3. As a rule, the drawn teams are assigned to the groups in ascending order from D1 to D4, save in case of a draw condition applying. The same procedure is applied to Pot 2 and finally to Pot 1. When all pots have been emptied, each group of League D must contain four teams each, one from each pot:

Group D1 Group D2 Group D3 Group D4 Pot 4 team Pot 4 team Pot 4 team Pot 4 team Nations League C The draw for League C starts with Pot 4 which contains three balls. The drawn teams are assigned to the groups in ascending order from C2 to C4: A first ball is drawn and the team assigned to group C2. When all pots have been emptied, the four groups of League C are composed as follows: Group C1 Group C2 Group C3 Group C4 Pot 4 team Pot 4 team Pot 4 team Nations League B The draw for League B starts with Pot 3 which contains four balls.
