In 1995, the Makati City Government organized a specialized task group to respond in all types of collapsed structure incidents, The Task Force LIBERATORS. It was later renamed as Makati Task Force Urban Search And Rescue (TF-USAR) in compliance with the United Nation - International Search And Rescue Advisory Group Guidelines (UN-INSARAG) guidelines. THE MAKATI CITY TASK FORCE Urban Search And Rescue - Command / Management ( MDRRMO, MDRRMOC) - Logistics (GSD, DEPW, MSWD, HRDO) - Search (BFP, Makati Rescue, PhK9SAR, Barangay Responders) - Rescue (BFP, Makati Rescue, DEPW, Barangay Responders) - Medical (OSMAK, Health Dept, Barangay Responders) *** HAZMAT (BFP- SRU,Makati Rescue, DES, MHD) *** SAFETY & SECURITY (Makati Police, Public Safety Dept) 4
Rescue and Medical (EMS) Team MAKATI RESCUE serves as the frontliner of the City Government in technical rescue operations. A team of highly-trained personnel equipped with power tools and hi-tech equipment for USAR operations. MAKATI EMERGENCY MEDICAL SERVICES
Canine (K9) and Technical Search Team K9 Search Team (for trapped live victims & dead bodies) The Makati K9 Unit established partnership with the Philippine K9 Search and Rescue Foundation. Inc. in the deployment of search dogs in disaster areas. Technical Search Team A specialized trained team with hitech equipment (Search Camera & Acoustic Device) for search operations on difficult access and visibility.

The City Government of Makati aims high for a disaster resilient and safer communities but recognizes that its resources will not be sufficient to handle the impacts of the worst-case scenario earthquake, thus we still need more to increase the response capacity of the city itself and strengthen its collaboration with the national and international agencies, civil society organizations, the private sector and other stakeholders.
