Introduction The School of Government has been producing County Salaries in NC for nearly 6 years. This means that County Salaries reports have been produced since the introduction of color television, the British Invasion (of the Beatles), the introduction of the Sony Walkman, the fall of the Berlin Wall, and the launch of the Hubble Telescope. County Salary reports have seen quite a bit of U.S. history. The millennium is a completely different time for counties, both economically and politically. Public service is a tougher enterprise and budget constraints have not made it easier. Yet county employees continue to effectively deliver public goods and services, whether giving flu shots, or responding to natural disasters. To help you effectively manage the human capital necessary to deliver these functions, the School of Government is pleased to publish the 204 County Salaries in NC information on salaries and working conditions in North Carolina counties Of course, your willingness to provide salary and benefits information makes this report possible. As do the efforts of Larry Kerr and the MAPS Group, who engage in tedious and painstaking work to compile and analyze the data. Ninety-five percent of counties responded to the survey, providing data about 27 appointed classes/ positions and four elected positions that are typically a part of county government in this state. Among the highlights: 9 percent of responding counties increased performance pay (by an average 2.4%), while 3 percent of responding counties provided cost-of-living increases (by 2.3% on average.) This translates to average pay increases of nearly than /0 of percent for performance and more than 7/0 of one percent for cost-of-living across the 9 responding counties in North Carolina.
