Executive Director's Report As we say goodbye to one calendar year and look ahead to the next set of SHSAA sport seasons, the office staff wishes all of you a Happy New Year. We look forward to partnering with you in providing valuable learning opportunities to your student athletes through their involvement in educational athletics. The efforts of many volunteers have allowed thousands of student athletes the opportunity to participate in school sport events this past fall. Tournament hosts, coaches, and officials continue to dedicate countless hours ensuring that learning and growth for students extends beyond the classroom into the extracurricular arenas where citizenship skills, sportsmanship, and athletic accomplishments are enjoyed by all participants. Turtleford School and community took the opportunity to host the provincial cross-country championships as a time to develop a course that will be left as a legacy for the community and area for life long fitness and competition. Community spirit shone through the snowfalls during the football championships as field preparation was a major undertaking. Many of the volleyball host sites arranged for quality live streaming of the championships allowing those not able to travel an opportunity to share in the excitement of the events. The 2017 fall championship season was unique since Remembrance Day fell on a Saturday. Through the cooperation of the Royal Canadian Legion Saskatchewan Command, and our coaches, this weekend was not only a championship weekend but also an opportunity to reflect and pay respect to the men and women who have served, and continue to serve our country during times of war, conflict, and peace. The sponsors of our Association continue to recognize the valuable role that school sport plays in developing the next generation of citizens. The financial and volunteer contributions of our sponsors need to be recognized whenever opportunities exist. Thank you to the major sponsor groups of the SHSAA: Saskatchewan Milk Marketing Board Credit Unions of Saskatchewan Sask Tel University of Saskatchewan University of Regina Sask Sport continues to be the major funder of amateur sport in Saskatchewan through the proceeds of lottery sales. In addition to funding initiatives, Sask Sport looks to enhance sport opportunities in Saskatchewan and has recently begun research and planning into Adaptive Sport Strategies. The SHSAA has asked each district to review adaptive sport occurring in their schools. It is hoped that expanded parasport opportunities and opportunities for students with intellectual disabilities can be fostered by the SHSAA. Later in the newsletter, you will find all of the initial information for the winter and spring activities. You are reminded that the SHSAA website will be your most up to date source of information for host sites, playoff formats, and championship accommodations and results. Please note the changes for regional and provincial wrestling championships. These championships have been adjusted to ensure that there are officials available for each championship. In addition, the host site for the provincial championship has changed from Regina to Saskatoon. We look forward to two visits to Saskatchewan s Gateway to the North. The North Central District is busy preparing to host HOOPLA (March 22-24, 2018) and Track & Field (June 1-2, 2018) in Prince Albert; two of the largest SHSAA championships. January 2018 Page 2
Executive and District Presidents Meetings The Executive held their annual December meeting in Saskatoon with the District Presidents, Officials Commissioners, and Athletic Commissioners. A number of championships for the 2018-19 school year were declared open at these meetings and the Executive Council has requested that bids to host for these championships be submitted to the SHSAA office by April 11, 2018. Drew provided an update on the CIAAA and the National Conference that will be held in Regina this spring (see additional information later in this newsletter). Warren presented information on LTAD; its relationship to school sport and the impact of sport specialization. Faye outlined how Special Olympics can assist in using Unified Sport to provide opportunities enhancing the sporting experience of all students in your school. Classification Proposal The Executive Council began a process in 2015-16 to review classification of school sport in Saskatchewan. In June of 2016, the Classification Sport Advisory Group presented findings on a year long review of classification in Saskatchewan and other jurisdictions. Based on that feedback and other issues arising in school sport, the Executive Council began creating a proposal for a change in the classification of school sport that would become effective in September 2019. During the 2016-17 school year, the Executive began to formalize what those changes to classification would look like while receiving feedback from the December 2016 Presidents Meeting and the 2017 AGM in Humboldt. The initial draft of the bylaw changes to be presented at the 2018 AGM in Moosomin has been distributed to the Districts for their review and discussion. Based on feedback that will be received from the Districts, the Executive will continue to evaluate the changes with a final draft to be included in the resolution package published in May 2018. The proposed changes will classify schools by the total number of eligible students in grades 10-12 rather than classifying school teams by activity and the number of gender eligible students. Fall, winter, and spring activities will continue to be classified based on the enrolment numbers submitted on dates currently indicated in the bylaws. The changes will also include a reduction in the number of classifications for volleyball and basketball. There are no proposed changes to the existing playoff structure for the 10 SHSAA activities. The Executive has looked at many items in preparing the changes to the classification bylaws: Consistency o Schools will compete in all SHSAA playoffs against the same group of schools. Currently this is not the case as some activities are classified by gender while other activities are classified by total school enrolment and the classification categories differ from activity to activity. o Other bylaws related to classification will be consistent across all activities (e.g. Grade 8 bylaw will be the same for basketball and volleyball rather than the current practice where some schools are eligible to apply for the use of a grade 8 in basketball but are unable to do so in volleyball). Meeting societal needs o At the 2016 AGM, the SHSAA provincial council recognized the need to address the participation of transgender students in SHSAA activities and in doing so deepened the understanding of gender fluidity and non-gender identity. Classifying schools by total student enrolment rather than gender specific enrolments will help to address questions that may arise with classification by gender when a student chooses to participate with a school team based on a lived gender identity rather than a birth assigned gender. o The SHSAA also provides co-ed team opportunities which are currently classified by the male gender population only. Creating meaningful competition at the local level o The reduction in the number of classifications in volleyball and basketball should: Reduce the amount of travel at the first level of competition although schools have choices during the course of a season in terms of how much travel a team undertakes, the SHSAA as an Association is charged with administering school sport on behalf of the school boards and as such should attempt to schedule playoffs which limit the amount of lost contact time between teachers and students in their classrooms and limit the cost incurred by schools and the student athletes. Greater emphasis on the conference and regional level of playoff the competition during the early stages of playoffs will be increased exposing more student athletes to meaningful competition during the SHSAA playoffs. Conference and Regional competitions will become significant events rather than what is perceived as some as irrelevant weekends on the road to the provincial championship. Despite significant efforts by the SHSAA and a number of PSGB s, the number of officials willing to referee SHSAA playoff competitions continues to decline. Fewer but more competitive tournaments should allow districts a better chance to fill officiating assignments with district officials rather than recruiting from outside of district. Sport Advisory Groups The Executive Council has finalized the members of their respective Sport Advisory Groups for 2017-18. Each group will carry out an annual review of the Association activities in order to assist the Executive Council with maintaining the SHSAA activity policies. The Sport Advisory Groups will consider the many ideas forwarded to them through individual comments, Executive discussions, District meetings, and event evaluation forms. These sport specific focus groups may forward possible policy changes to the Executive Council which will act as the final filter of these suggestions going forward as debate ready resolutions to the SHSAA AGM. Youth Officials Conference The SHSAA is once again hoping to offer the Youth Officials Conference. The inaugural conference was held in June 2016. The 2018 conference will once again occur in June. The organizing committee continues the planning for the event and each district will be provided with a complete information package in the next few weeks. January 2018 Page 4
CIAAA National Conference In partnership with SIAAA and SHSAA, the CIAAA will be hosting the 3rd Annual National Athletic Directors Conference, running April 19-21, 2018 at the Hotel Saskatchewan in Regina, Saskatchewan. The CIAAA National Athletic Directors Conference offers a mixture of content, networking, and social opportunities combining for a dynamic, customizable, Athletic-Director centered professional development experience. The conference will feature 10 Leadership Training Program courses (including the launch of a brand new course), 17 exciting workshop topics to choose from, a conference banquet/keynote address, vendor trade show and an offsite social. Be sure to check out the CIAAA s Certification Program as well as our partnership with Grace College to learn how your LTP courses can be used to earn professional designations and even an MSc in Athletic Administration! If you are looking for additional sources of funding for your PD opportunities as coaches and athletic directors, please check out the following information from Coaches Association of Saskatchewan http://saskcoach.ca/pdf/coachdevelopmentgrantapplication_dec2016.pdf Jewellery and Uniforms Based on some inquiries and rulings pertaining to these bylaws and policies, the Executive thought it prudent to remind schools of the expectations. In terms of jewellery, it is important that schools and coaches educate the student athletes about what is acceptable and what is not. The decision of allowing a student to participate should not be left up to the opposition or the game officials. The policy statement on jewellery indicates: For the safety of the competitor and their opponents, all jewellery must be removed for any SHSAA sanctioned interschool athletic event except golf, cross-country, curling and track & field (except high jump and pole vault). Athletes will be allowed to wear unobtrusive plastic retainers for all sanctioned SHSAA events. One of the issues that has occurred is the use of daith piercings. Once again, schools and coaches need to educate students and parents about the jewellery rule. If schools have questions about these piercings, please contact the SHSAA office. Each activity has uniform expectations. Rulebooks can be referenced to determine what those specific expectations will be. As schools are preparing to order new uniforms for their school teams they should become familiar about the activity expectations and the Association expectation when it comes to recognizing sponsors. The following statement appears in the bylaws section of the SHSAA handbook: Acknowledgement of sponsorship on school uniforms shall be limited to one patch measuring no larger than 5 cm by 8 cm. The bylaw is not meant to dissuade local sponsorship, but it does make it clear that the uniform should be a school uniform and that our student athletes are not to be used as billboards for businesses and the such. The final reminder about uniforms is that there were some changes to the undergarment expectations in basketball. Once again, it should not be up to the opposition or officials to police these expectations as it should be schools educating students and parents at the school level of what is acceptable and what is not acceptable. Schools with questions about the undergarment expectations and how they might impact special circumstances are encouraged to contact the SHSAA office. January 2018 Page 5
Reminders Upcoming events and reminders in addition to those discussed earlier or listed on the SHSAA calendar: Sportsmanship Awards o The SHSAA would like to thank the Saskatchewan Milk Marketing Board for their continued support of these presentations. o In addition to the 24 sportsmanship awards that will be presented from the provincial championship tournaments, there are an additional four sportsmanship awards available to be presented to schools / teams that have displayed characteristics throughout the entire season that are worthy of a sportsmanship award. Nominations for these awards can be forwarded to the SHSAA office. The nomination form is available on the SHSAA website (http:///page/show/1031436-nomination-forms). SHSAA Coaches Card (2017-2019) ABOUT THE CARD The purpose of the SHSAA Coaches Card is to show appreciation to those who volunteer their time for the students of Saskatchewan schools. The card is intended for personal or family use but some sponsors may extend their discounts to teams. The principal/athletic director will designate those eligible in the school but we suggest that the following be considered. 2018 REGIONAL & PROVINCIAL CURLING Each provincial championship will consist of eight teams scheduled as two pools of four teams in round-robin play format. The top two teams from each pool shall advance to the championship bracket. The eight teams participating at the provincial championships will include the host school and seven other teams that have qualified through the regional championships. The tie-breaking criteria to determine placement in pool play and placement into tie-breaker games shall utilize the Skill Based Team Ranking System (SBTRS). For more information on the tie-breaker and the Saturday schedule of games please refer to the curling activity page of the SHSAA website http:///page/show/992559-curling Regional championships will be held March 2-3, 2018. The Regional championships will consist of a six or eight team double knock-out format leading to an A event and B event qualifier to the provincial championship. The only region that may require an A-B playoff to complete the double knock-out competition is the provincial host region. The A-B playoff will only be contested if the provincial host has not won either the A or B event. In the regions without an A-B playoff the A event winner will be considered the Regional champion. Districts should declare their representatives to the Regional Championships and contact the regional commissioners and SHSAA office by Sunday, February 25, 2018. Regional commissioners are asked to contact both the SHSAA office and provincial commissioner by Sunday, March 4, 2018 with the names of the schools and team members which have advanced to the provincial championship. All wrestlers from registered schools outside Regina and Saskatoon MUST attend this meet in order to qualify for the Provincial Tournament. 2. Registered schools may enter more than one wrestler per division. 3. Every participating school MUST contact the commissioner and SHSAA Office, with their intent to enter, and indicate the number of competitors by the Sunday preceding the regional tournament. Competitors who have not been pre-registered by their coaches will not be allowed to participate in the tournament. 4. This will be a one-day meet. Weigh-in will be done by email. Skin-check will start at 9:00 a.m. and wrestling will begin at 10:00 a.m. 5. The Saskatchewan District team that advances to the Provincial Tournament will consist of up to four qualifiers from this meet per weight division. 6. The coaches present will select the District coaching staff (Head and Assistant Coach). 7. The District Coaches in consultation with the commissioner will select the final district team. WEIGH-IN: A weigh-in will not be held at the Regional tournament. Each wrestler must weigh in at their home school. A school administrator or their designate must certify the weight. Certified weights must be emailed to the host commissioner and SHSAA office by 12:00 p.m. on the Thursday preceding the meet (March 1, 2018). Note this procedure is used for the regional meet only. SKIN INSPECTIONS: Skin inspections will begin at 9:00 am. All participants must pass the on-site skin inspection before wrestling. START TIME: The tournament begins at 10:00 am. Three wrestling mats are available for matches. All wrestlers must clear skin inspection prior to reporting for weigh-in. WEIGH-IN: Weigh-ins will take place on site from 12:00 noon to 1:00pm Friday, March 9 th. Wrestlers must weigh in at this time and make the weight class that they qualified in for the Provincial Championship. WEIGH-IN PROCEDURE: Check scales for the weigh-ins will be available for wrestlers between 11:00 am and 11:30 am. COMPETITION: Wrestling will begin at 4:00pm Friday and continue until approximately 9:00pm. Wrestling will resume Saturday at 9:00am. Information will be provided at the championship as to when the break for the coaches meeting will occur on Saturday and when wrestling will commence following the coaches meeting. Medal presentations for all weight classifications will occur after the final championship bouts have finished. 2018 CONFERENCE & REGIONAL BASKETBALL CONFERENCE Team Registration and Participation: 1A - 3A classifications o All registered basketball teams have been placed in a conference. 4A classification o There will be no conference tournaments. If necessary, elimination games will be scheduled by the SHSAA office to complete the field of 16 teams for Regional tournaments. 5A classification o There will be no conference tournaments. o Regina and Saskatoon will each advance three teams to the 5A provincial tournament. o Teams outside of Regina and Saskatoon will be placed into a regional tournament that will advance two teams to the 5A provincial tournament. NOTE: If your school is not listed and your school plans on having a team, you must contact the SHSAA office. If your school is listed and your school will not be forming a team or you do not wish to enter the provincial playoff, you must contact the SHSAA office by February 7, 2018. The teams designated to each particular conference are available on the basketball activity page of the SHSAA website. The SHSAA office will seed each conference tournament. Draws for the conference tournaments will be available on the SHSAA website on or before March 5, 2018. Each coach is to fill out and submit a seeding form (E 16) including their opinion on the seeding of their conference and the province. Seeding forms are due on or before February 28, 2018. Any additional results following the February 28 deadline can be submitted to the SHSAA Office. Districts are to notify the SHSAA office of host sites for the conference tournaments they have been assigned. Please check the website periodically to see updates to conferences, including host sites. Conference Tournaments: All conference tournaments will be played the weekend of March 9 10, 2018 and will advance two teams to regional weekend except where indicated on the document listing the conference groupings. As per the resolution passed at the 2008 AGM there will not be a consolation side included in the tournaments. In conferences of four, five, six or seven teams that are designated to advance more than two teams there will be a qualifier bracket to advance the extra teams to regional play. REGIONAL 1A 4A Classifications: Teams will advance from conference play to regional play. The 16 teams that advance to regional play will be seeded 1 to 16 and will be placed in one of four regional tournaments in their classification. Each regional tournament will include a championship and consolation side with the winner of the championship side advancing to HOOPLA. (Friday games at 6:00pm and 8:00pm; Saturday games at 10:00am and 12:00pm) Regional tournament hosts will be named on March 12, 2018. Regional tournaments will be played the weekend of March 16 17, 2018. Each District Officials Commissioner should prepare to host a minimum of 2 and possibly more Regional Tournaments in their district. Schools interested in hosting a regional basketball playoff are invited to submit a bid to host on or before January 31 st. Send bids to the SHSAA office. 5A Classification: In 5A, Regina and Saskatoon will use city playoffs to advance 3 teams to the provincial tournament while rural 5A teams will advance two teams from a regional tournament. The draw templates for the rural regional tournament is available on the basketball activity page on the left side of the SHSAA website. Regional tournaments will be played the weekend of March 16 17, 2018. HOOPLA HOOPLA will be hosted in Prince Albert on March 22 24, 2018. 1A 4A classifications: The four regional champions will play a straight elimination four-team tournament with a consolation side to determine third place. 5A classification: There will be an eight-team tournament composed of three teams from Saskatoon, three teams from Regina, and two teams from the Rural regional tournament. The tournament will have a championship and consolation side. SEEDING OF TEAMS FOR CONFERENCE AND REGIONAL PLAYOFFS Seeding forms (E-16) are due to the SHSAA office on or before February 28, 2018. Any additional results following the February 28 deadline can be submitted to the SHSAA Office. The SHSAA office requires written confirmation of season results from ALL BASKETBALL TEAMS. Include results of all games played (tournament, league, and exhibition) including who your opponents were and the result, win or loss. SHSAA PROVINCIAL BASKETBALL CHAMPIONSHIPS HOOPLA 2018 Hoopla 2018 will be held in Prince Albert from March 22-24, 2018. The 5A boys and 5A girls preliminary games will be held on Thursday evening. All other classifications will begin play on Friday. All finals will be played on Saturday. Quadathlon: There will be a Junior and Senior category for Boys Quadathlon and Girls Quadathlon competitions. Four events (100m, 800m, Long Jump, and Shot Put) are scored on the best performance by the individual in each of the events. The Quadathlon winner will be the competitor who has accumulated the most points through the four events. Athletes participating in the Quadathlon will not be allowed to compete in other individual events at the SHSAA Championships but may compete in any age appropriate relays. All athletes competing in the Quadathlon at the SHSAA Track and Field Championships are expected to have competed in a similar event at their District Track Meet. o Shot Put implement: Boys 12 lb; Girls 4 kg HY-TEK: The district team advancer information will be provided to each district. 2018 SUMMER COACHES SYMPOSIUM The SHSAA annual Coaches Symposium will be held Tuesday, August 21 & Wednesday, August 22, 2018 (location in Saskatoon TBD). The Symposium is an excellent opportunity for coaches of different activities to gather in one location to participate in a professional development opportunity that will enhance the extra-curricular experience of the student athletes around the province. Each of the fourteen SHSAA districts is offering incentives to support coaches who want to attend, please contact your District Executive. This opportunity is available to all coaches including non-faculty and community coaches. This is the eighteenth consecutive year of the Symposium. This year s symposium is again planning to provide entry-level sessions as well as advanced sessions in a variety of activities that are a part of the SHSAA programming. The registration fee will be $150.00 if registered prior to June 30th and $175.00 for those who register after this date. Pamphlets and registration forms will be distributed to schools in the spring as well as being available on the SHSAA website. The symposium will once again offer pre-conference sessions on Tuesday. These optional offerings occasionally have additional costs attached and some may be taken separate from the regular symposium registration. Please contact the SHSAA office if you are interested in these sessions. The Symposium Committee is actively planning the sessions and inviting presenters to participate. If you have someone in mind that you would like to hear give a presentation, take the time to forward the name to the SHSAA office or an executive member. If you are approached to present, please give serious consideration to the opportunity. It is our own made in Saskatchewan coaches who each year receive such positive feedback from those in attendance at the symposium.
