WELCOME to CARNIVAL RUNNING in Tasmania To run in Tasmanian Athletic League carnivals you must first be registered with Athletics Tasmania or a member league of the Australian Athletic Confederation around Australia and must have attained the age of 15 years prior to lodging registration for the carnivals in which they wish to compete. Runners who live in Tasmania can register with Athletics Tasmania either online or by mail. On-line you go to either the Tasmanian Athletic League website www.tal.org.au and follow the prompts under Carnival Running, Registration or the Athletics Tasmania website www.tasathletics.org.au. By mail you either download a registration form or ask to have one sent to you through the post, fill in and send with cheque or money order to Athletics Tasmania, GPO Box 2051, Hobart TAS 7001. Phone 03 6234 9551. TAL events only registration is available by completing the TAL registration form and forwarding to the TAL address below. The fee is $160.00. Forms are available online or from the Secretary. Carnival Running Interstate athletes must pay a Carnival Permit fee of $25 with their entry fees. The fee is included in the registration fee for Tasmanian runners. Follow the prompts on entries website or forward a cheque or money order with your carnival entries to Glenn Foster, TAL Secretary, PO Box 3070, Ulverstone TAS 7315. Your Carnival Permit entitles you to free entry to all Carnivals in which you are entered. Entries You can enter all events offered at the carnivals through the TAL website under Carnival Running, Entries or cross the box of the required events on the forms in this booklet and forward with the entry fee to the TAL Secretary. Runners who have not run TAL before, run interstate or have improved their PBs must also fill in the performance sheet on the back of the Entry Forms or downloaded from the website. Entries will not be accepted unless your performance details are current. 3

NATIONAL REGISTRATION We now have a system of NATIONAL REGISTRATION effective in League Athletics throughout Australia. This means that once you are registered with the T.A.L. (08) 9247 1997 Mob.0419 831 643 IMPORTANT NOTES FOR RUNNERS & TRAINER / COACHES Runners at the Carnivals compete at their own risk and are subject to the Constitution & Rules of the Tasmanian Athletic League and of Athletics Tasmania. It is the runner s responsibility to be fully aware and accepting of these Rules prior to competing. Copies are available from the Secretary. Trainer / Coaches must register with Athletics Australia and the TAL (or other AAC affiliated Leagues) or they will not be permitted to Coach, Train, Prepare or Represent their runners at the Carnivals. Their runners may also be fined or disqualified. Runners who wish to compete in Masters only events may register as a Masters runner on the prescribed form available from the Secretary. Any performances outside the TAL must be reported as soon as possible and all information must be accurate. Copy of form in booklet. PB s must be reported to the TAL before the runner next competes TAL. It is recommended that runners keep an accurate record of their performances, especially when competing interstate. Failure to abide by this rule will incur penalty, loss of Prize money or both. 4

Conducted at the St Leonards track on a synthetic surface it provides an opportunity for runners who have not been involved with Club running to "see how the other half lives". The first TAL event is about 11.00am but Little Athletics starts much earlier. St Leonards is about 10mins drive east of Launceston proper and the complex is off the main road and includes all weather hockey courts. The ground is in Victoria St which is on the LHS coming into Richmond on the Coal Valley / Mud Walls Rd after turning off the Midlands Highway at Jericho. The carnival this year has been delayed to accommodate cricket at the venue. Starting at 11.00am this is a low key day that is comfortable, where friendships are renewed and form for the coming season studied. The town of Rosebery is situated in a deep valley surrounded on all sides by towering hills. While the weather has been unkind to organisers on numerous occasions, the club offers a variety of well contested events and does all in its power to ensure that events go ahead. The running handicapper has decided that winners here will generally have no penalty applied for the major carnivals. About 10mins by car, the recreation ground can be easily found by turning south from the roundabout. One of the oldest carnival Clubs, the Latrobe Bicycle Race Club is just that and Cycling is a priority but with large prizemoney this Carnival is rapidly becoming one of Australia s featured events. This has been brought about by an energetic Committee with plenty of vision who have endeavoured to attract elite athletes and other attractions to their Carnival such as Pole vaulting. HOBART ATHLETIC CLUB New Town Oval Sunday 5th January 2014 First running event 10:45 am Closing Date : 15th December 2013 Secretary: Kathleen Quarrell 6253 5270 Scratchings on the day Phone or text TAL 0409 869 525 The Newtown Oval is a picturesque cricket ground about 10 mins north of Hobart proper and off the Main Rd, New Town behind the Netball Centre. This carnival is run by the Hobart Athletic Club with assistance from the Tasmanian Masters. The result of the enthusiasm of Ray & Kathleen Quarrell and a small band of helpers, the Bikes & Spikes Carnival features the usual Running & Cycling. The TAL allows one day registrations for "Masters" runners to compete and give them a taste of Carnival running. With the running prizemoney over $8,000 this Carnival is well worth stopping the extra few days in Tassie. A member of the SCAT group of carnivals. SOME OF THE RULES OF RACING The TAL Constitution & Rules is available upon request from the TAL Secretary 24.3 All protests against the WINNER of any race shall be in writing, setting out grounds for such a complaint and accompanied by $50.00. or such fee as determined by the Council annually. 24.4 Any intending protest of the actual running of a race must be verbally reported to the Chief Steward prior to the result becoming official and dealt with immediately. 30 No person other than a registered trainer shall be permitted to attend to any runner on the day of a carnival or sports meeting except with the knowledge and approval of TAL Stewards. Violation of this rule may lead to the disqualification of both persons concerned. 39.1 (l) Athletes and Trainer / Coaches must request permission from the Steward/s before speaking to the Handicapper/s during the course of meeting. 43 No competitor shall be allowed to scratch from any event after having qualified for the semi-final or final without permission of the Stewards. Permission will only be granted for injury, illness or other genuine, unforeseen circumstances. Any runner violating this rule shall be fined or disqualified as the Stewards deem fit. All fines so incurred must be sent to the TAL Secretary prior to that runner s next competition. 49.1 A competitor overtaking another must always pass him/her on the outside, unless the runner being overtaken has retired from the race, or is manifestly competing wide, and further must be two clear metres ahead before taking ground in front of his/her opponent. The inside runner must allow room for his/ her opponent to pass. 49.4 Any athlete who in the opinion of the Steward/s deliberately looks around at any time during the running of an event may be fined or disqualified. 53.2 (b) Any person aggrieved by such decision may appeal to the T.A.L. Council if he/ she shall within one (1) hour after giving of such decision lodge with the said Stewards a written notice of appeal stating shortly the grounds thereof and within seven (7) clear days after such decision shall send to the Secretary of the T.A.L., a deposit of One Hundred Dollars ($100) together with full particulars of the grounds of his appeal. The Council or Stewards of the meeting receiving such notice shall forward any notes of evidence to the Secretary of the T.A.L. within seven (7) clear days after such meeting. 21

SPECIAL NOTE Drug Enhanced Performances Extract from clause 59 of the TAL Constitution & Rules Doping contravenes the ethics of both sport and medical science and is strictly prohibited by the Tasmanian Athletic League. NB. Doping consists of: the administration of substances belonging to prohibited classes of pharmacological agents; the use of various prohibited methods. Prohibited Classes of Substances Stimulants e.g. amineptine, amophenazole, amphetamines, bromantan, caffeine, carphedon, cocaine, ephedrines, fencamfamine, mesocarb, pentylentetrazol, pipradol, salbutamol, salmeterol, terbutaline and related substances. Narcotics e.g. dextromoramide, diamorphine (heroin), methadone, morphine, pentazocine, pethidine and related substances. Anabolic Agents e.g. androstenedione, clostebol, dehydroepiandrosterene (DHEA), fuoxymesterone, metandienone, metenolone, nandrolone, oxandrolone, stanozolol, testosterone, clenbuterol, fenoterol and related substances. Diuretics e.g. acetazolamide, bumetanide, chlorthalidone, ethacrynic acid, furosemide, hydrochlorothiazide, mannitol, mersalyl, spironolactone, triamterene and related substances. Peptide and Glycoprotein Hormones and Analogues e.g. chorionic gonadotrophin, corticotrophin (ACTH), growth hormone (hgh), including the respective releasing factors of these substances; erythropoietin (EPO). Prohibited Methods Blood doping. Pharmaceutical, chemical and physical manipulation i.e. methods which attempt to alter the integrity and validity of urine samples used in doping controls. Additions These lists of prohibited substances will be periodically expanded as ASDA discovers and adds additional performance-enhancing drugs to the banned substances list. 22
