Hi Neighbours: There is no doubt about it: Spring has sprung. Here are some news items to catch you up with what is happening in Riverview. 1. Membership Drive and Pace Car - I wanted to thank all the members who have renewed their RCA memberships recently. The renewal rate is at 99% and we would like to welcome some new members who have joined the RCA. We are expecting the membership drive will be completed in the next 10 days. While doing the membership drive, we have also been distributing the Pace Car Decals. I would like to thank the 67 homes that have taken the Pace Car decals for their cars. We hope to reach the 100 decal target. We hope the Pace Car program, the education program and enhanced enforcement combined, will help reduce speeding in Riverview. Thanks you for your efforts. Brenda Koob will be coordinating the Pace Car activities and will be in touch with those who have the decals. 2. Greystone - There was a good RCA turnout at the April 18 th Burnswest Greystone Open House. You asked some tough questions regarding the housing density, the traffic, the greenspace and the lack of a buffer zone with the SLS operations. As you probably noticed, very little has changed in their plans since the Nov 2016 version. To see what was presented please go to their website at http://greystonecochrane.com/ and for specifics on the Open House see http://greystonecochrane.com/pdf/1897%20- %20Greystone%20Open%20House%20Boards%20-%202018_APR_17.pdf There are some fairly firm dates coming up for the Greystone Land Use Application for their Neighbourhood Plan and their Area Structure Plan. The first reading at Council will be on the Monday, May 28 th Council Meeting starting at 6 PM at the RancheHouse. This will be a very short session with no public input. Burnswest will present their plans and Council will set the Public Hearing date, which we understand will be Monday June 18 th at 6 PM at the RancheHouse. Please reserve these dates in your calendar, especially the June 18 th date. I know some members will like to speak at the Public Hearing. If you could please confirm you are available on the June 18 th date, it would be appreciated. I have asked for some extended time to speak on behalf of the RCA. We will do our best to influence their plans for the benefit of Riverview and Greystone residents and for all of Cochrane. If you have any

questions regarding Greystone please call me. (See below). If these dates get pushed back, we may be into Sept. for the Public Hearing. 3. Riverview Cleanup - This annual event to spruce up Riverview will be held this Saturday May 12 th from 9:45 to noon. We will meet at Matt Krol Park and Greg Parkin will assign us to our cleanup routes. We still need more volunteers if we hope to do all the areas of Riverview. The weather is supposed to be great and this can make for a wonderful outing for individuals and families. After the cleanup, there will be a hot dog lunch at Matt Krol Park for participants. Please contact Greg at 403-932-7773, or email greshell97@gmail.com. by this Thursday. 4. Garage Sale Coming Up Sat. June 16 th, 9 to 4 pm - Gather those treasures for this big event. Alma Dimabuyu will be leading this event for the RCA. 5. Cochrane Golf Club Opens The golf course has opened and Eric Kauffmann, GM Cochrane Golf Course, is pleased to offer Riverview residents the opportunity to golf and get a membership at a discount. Riverview residents will enjoy a 15% discount on green fees and carts. To get these discounts please be prepared to present proof showing your Riverview address. Please see above for details on community pricing on memberships. Eric has installed another porta potty at the 9 th tee area in response to Riverview s concerns and hopes to upgrade the mini golf area in the coming weeks. In addition, Taylor Irvin, CPGA professional, and the golf pro at Valley Ridge, (from Cochrane) is offering three 2 day Junior Camps this summer at the Cochrane Golf Club. Please see the attachments for the times of these camps and the cost and Taylor s rate sheet for lessons. There will be some great golfing days ahead and we appreciate the preferential treatment for Riverview residents. Happy golfing. If there are any questions please call Eric at (403) 932-5103. 6. Killarney's Family Pub Thanks to Killarneys for an update on their upcoming events. Be sure to use your Riverview Community card to earn more credits for the RCA. Killarney's Family Pub would firstly like to thank the Riverview residents for the support they have shown to us in the early part of 2018. It's been wonderful to see more of our neighbours getting (re)acquainted with your community bar and restaurant, whether it be at our craft markets, the inaugural Cochrane BrewFest, having a birthday party, visiting our newly refurbished patio (overlooking the first fairway at CGC) or coming along for a quiet drink or family meal. We see ourselves as a convenient hub for the Riverview community, and are grateful for the support that the Association and the wider community have extended to us, as the new owners. We've been excited that the golf course has finally been able to open for the 2018 season, but we've also been planning some other events over the next couple of months. This weekend (May 5th) sees the Cochrane Small Business Show in our venue (aligning with the larger show at SLSFSC). We have another of our craft markets on May 12 (perfect for last

minute Mother's Day gifts), there are 2 chances to try our regular Music Trivia evenings (Fri 4th & 25th May) and we've scheduled a bit of a community event for June 16 - more details on that (and all events) can be found on our website (www.killarneyscochrane.com) or on our Killarney's Family Pub page on Facebook. Oh, and stay tuned for news on Cochrane's first bike hire venture (hopefully, going live during May). We look forward to seeing more of you over the summer to sample our new menu (launching early May), experience some of the great new deals that we'll be offering or just to drop in and get to know each other better. Noise monitoring in Riverview Last June the RCA did some noise monitoring with the Spray Lakes Saw Mills personnel. While daytime noise levels were well below the 65 dba level, the nighttime levels were at times above the 50 dba level. See attached report. SLS has agreed to do some more testing in May before the leaves are in the trees. We will also do some nighttime testing. The wind through the leaves causes a high background noise levels. Summary of Noise Monitoring in June 2017 The following are some extracts from the TOWN OF COCHRANE Bylaw No. 16/2O11 - NOISE CONTROL BYLAW CONTINUOUS SOUND IN RESIDENTIAL DEVELOPMENT 5. (1) No person shall cause or permit to be caused, Continuous Sound that exceeds the greater of the following sound levels: a) 65 Decibels (dba) Leq measured over a one (1) hour period during the Day Time, and at any Point of Reception within a Residential Development; or b) 50 Decibels (dba) Leq measured over a one (1) hour period during the Night Time, and at any Point of Reception within a Residential Development; (2) Notwithstanding Subsection 1, where the Ambient Sound Level for an area is at or above the maximum allowable Day Time or Night Time Sound Levels referred to in subsection (1) measured over one (1) hour period a Sound Level must exceed five (5) Decibels (dba) Leq over the Ambient Sound Level before it becomes an offence. NON.CONTINUOUS SOUND IN RESIDENTIAL DEVELOPMENTS 6. (1) No Person shall cause or permit to be caused, a Non-Continuous Sound that exceeds: a) 85 Decibels (dba) Leq measured over a period of fifteen (15) minutes during the Day Time, and at any Point of Reception within a Residential Development; or, b) 75 Decibels (dba) Leq measured over a period of fifteen (15) minutes during the Night Time, and at any Point of Reception within a Residential Development. 'Day Time" means the period: beginning at 7:00 a.m. and ending at 10:00 p.m. of the same day, on weekdays; or beginning at 9:00 a.m. and ending at 10:00 p.m. of the same day, on the weekend "Night Time" means a period: beginning at 10:00 p.m. and ending on the following day at 7:00 a.m., if the following day is a Week Day, or 9:00 a.m. if the following day is a Weekend. "Continuous Sound" means any sound level that occurs:

a, for a continuous duration for more than three (3) minutes; or b, sporadically for a total of more than three (3) minutes, in any continuous fifteen (15) minute period. Observations 1. The wind through the leaves on the trees was the dominant noise in a number of cases. 2. Without the mill operating most location with one exception (Townhouses) the noise level was below 50 db. This was tested on a Sunday. The traffic noise was also lower. 3. The noise would be considered continuous. 4. Locations 1(R. Close) 3(76 Riverview Dr.) and 7(Townhouses) (on the north side) were usually the area of highest noise. These are on the north side and more to the east rather than the west. 5. The highest noise levels occurred during the highest wind speed. 6. All averages during the day were 65 db or less. This would be at and below the 65 db limit for continuous noise during the Day. 7. Although we didn t have samples during the night we had some close to the night. They were lower than the daytime noise levels but some were over the 50 db limit for night time continuous noise. 8. These tests are indicative of the noise levels. Better testing techniques would be required for official readings. Recommendations: 1. Addition testing should be done when there are no leaves in the trees and on days with low wind speeds. 2. It is best to test with a N or NW wind 3. We should test both during the day and in the heart of the night (i.e. 3AM) as this is the time the complaints are focused on.
