Call to Order The Chair, Chris Workman called the meeting to order at 8:32 am. II. Agenda Review III. Minutes of October 28, 2016 PAC meeting. IV. Workshop on Recommended Projects for RTP. Correction to date of minutes. Staff has edited the Recommended Project lists with member submittals. Those that were not submitted with sufficient time, have yet to be incorporated. Staff received edits and project recommendations from Benton County and the City of Corvallis. Members received handouts of the edits submitted by both. Benton County updates were provided via handout and the county reviewed with members (see minutes attachment). The following projects were added to the 2025 horizon: 53 rd Street & country Blub Intersection West Hills Road There were no changes to the agenda. Consensus to approve both the October 28, 2016 PAC meeting minutes with correction to date. 1

Attachment I Draft Minutes 13rth Street in Philomath City of Corvallis updates were provided via handout and the city reviewed with members (see minutes attachment). The following edits or corrections were made during discussion: Elk Drive Samaritan Hospital Project add to Funded by Development list Correction to Complete by 2040 Bullet 6 listed as #13 should be #12 (corrected in attachment to minutes) Completed by 20?? should be listed as completed by 2040 with exception of illustrative projects Under illustrative list, bullet 2 WB should be EB (corrected in attachment to minutes) Bonakdar advised that members need to submit a list of transit and capitol improvement projects. After discussion, it was decided that CAMPO would submit the recommended projects as they are now and once the TDP is finalized, an update will be submitted to include those projects. ODOT update; add the following project: Relocation of current Van Buren Bridge City of Adair Village update: Prior to leaving early, Pat Hare advised that all Arnold Avenue and Carr Street projects will be completed soon and should be taken off the lists City of Philomath update; project additions: 12 th Street Pioneer to West Hills Funded by Development South 16 th Street from Applegate to Cedar 2025 Horizon North 13 th from Pioneer to Industrial Way 2040 Horizon 2

Attachment I Draft Minutes Members requested for staff to add dates and page numbers to the list. Staff is requested to update the document and email out a word or excel version to members for review and for members to add dollar amounts to their projects. I. Recommended System This section includes the recommendations of the Corvallis Area Metropolitan Transportation Plan for the horizon years of 2025 and 2040. These projects and policies are consistent with the Plan s Goals. Maps X-x through X-x show the locations of the recommended improvements. A. Projects for Implementation by 2025 1. Philomath Couplet in Philomath (US20/OR34): Implement City of Philomath Sidewalk and Streetscape Plan. Construct shared multiuse path, landscape and connect to Applegate Street 2. 53 rd Street and Country Club Intersection: Improve intersection movements by constructing roundabout in conjunction with development 3. West Hills Road, from Grand Oaks Avenue to Reservoir Avenue: Reconstruct with curb and gutter to Urban Standards 4. 13 th Street, from Main Street (US20/OR34) to Chapel Drive in Philomath: Construct with curb and gutter to Urban Standards 5. Irish Bend Covered Bridge at Oak Creek Road and Campus Way: Fumigate and paint the bridge, conduct fire suppression and load rating 6. 53 rd Street and Railroad Overpass: Acquire right of way and reconstruct the crossing 7. 53 rd Street and Philomath Blvd: Improve intersection 8. C. Recommended Projects to be Funded by Development Attachment II These projects will be completed when development occurs in the area and will be financed with Service Delivery Charges (SDC) fees from developments. SDC fees are one-time fees imposed on new or some types of re-development at the time of development. 1. Kings Boulevard: Extend Kings Boulevard to Lester Avenue 2. Circle Boulevard: Extend Circle Blvd westward to Harrison Boulevard 3. Airport Avenue, from Airport Place to OR 99W: Reconstruct with curb and gutter to Urban Standards and construct a roundabout 4. Hout Street: Extend roadway from Convil Avenue north to the proposed extension of Rivergreen 5. Lester Avenue: Extend roadway eastward to OR 99W 6. Satinwood Drive: Extend roadway to Lester Avenue 7. Arterials and Collector Streets in West Corvallis: Construct according to the West Corvallis Access Strategy 8. Rivergreen Road: Extend Rivergreen Road west of OR99W to Airport Avenue 9. Reservoir Road to West Hills??

D. Transit and Transportation Options Projects The RTP puts a great emphasis on the expansion of the transit service and promotion of Transportation Options (TO). In addressing transportation issues transit and other Transportation Options solutions should be considered prior to the enhancement of driving capacities. The City of Corvallis is currently developing a Transit Development Plan (TDP) for the enhancement of transit service in Corvallis. The TDP will review the state of transit service and will recommend projects and policies for its improvement. Upon the completion of the Transit Development Plan, the RTP will be amended to adopt the Transit Development Plan in its entirety. The City of Corvallis is a recipient of the State s Transportation Option funds. The annual fund is allocated to the promotion of alternative modes of transportation. It is a policy of the City of Corvallis to construct roadway with bicycle and pedestrian facilities.

E. Illustrative Transportation Projects Illustrative projects are those needed improvements for which no funding sources could be identified at this time. These projects are listed in case additional funds became available. 1. West Hills Road, from Wyatt Lane to N 19th Street in Philomath: Widen and add bike lanes 2. Circle Blvd, from Hewlett-Packard campus to US 20: Add travel lanes 3. Harrison Boulevard, from 36 th to 29th: Reconstruct with curb and gutter to Urban Standards 4. Witham Hill Drive from Walnut Blvd to Elmwood Dr: Complete hillside stabilization and reconstruct with curb and gutter to Urban Standards 5. Country Club Drive from 53 rd Street to US 20/OR 34: Improve alignment and reconstruct with curb and gutter to Urban Standards 6. US 20 from Steele Avenue (MPO Boundary) to Circle Blvd: Widen to 4 lanes with left turn lanes 7. US 20/OR34 from SW 35 th Street to OR 99W overpass - widen to four lanes with left turn refuges 8. US 20/OR 34 from Newton Creek to Country Club Road: Reconstruct to four lanes with leftturn refuges, bike lanes and sidewalks 9. US 20/OR 34 from Country Club to 53 rd Street: Reconstruct to four lanes with left-turn refuges, bike lanes and sidewalks 10. OR 99W, from Lewisburg Road to Conifer Boulevard: Widen to four lanes 11. OR 99W and Circle Drive Intersection: Construct northbound right-turn lane 12. OR 99W, from Rivergreen Avenue to Airport: Widen OR 99W from 2 lanes to 4 with left turn lanes at major intersections to 500 ft. south of Airport 13. Brooklane Drive, from US 20/OR 34 to Chintimini Road: Realign and reconstruct with curb and gutter to Urban Standards 14. 53 rd Street, from Reservoir Road to Nash Avenue: Reconstruct 53rd Street, including railroad overpass. 15. US 20/OR 34/College/Main/Applegate Streets: Implement Phase II of the Philomath Couplet 16. Ponderosa Avenue, from Skyline to Cassia Place: Align road and reconstruct with curb and gutter to Urban Standards 17. OR 99W: Construct multi-use path adjacent to 99W: Elks to Lewisburg Road 18.
