The East Central Youth Baseball (ECYB) would like to congratulate each team in qualifying for this year s 2013, 9 and 10 year old Mississippi State Tournament. The town of Hurley along with the Jackson County Recreational Department would like to welcome you to the great state of Mississippi. Hurley is a small town with country charm. We are located approximately 15 miles west of Mobile, AL, and 15 miles north of Moss Point, MS. We hope you will find our southern hospitality warmer than our hot and humid climate. COACHES INSTRUCTIONS Officials of the East Central Youth Baseball League (ECYB) and the Jackson County Board of Supervisors along with many hard working volunteers have made extensive efforts to make your stay pleasant and rewarding. Therefore, we shall expect that you cooperate with the following regulations pertaining to your actions during the tournament. 1. We want participants to thoroughly enjoy themselves during the tournament. If you need any information or assistance, contact your tournament director. 2. Each coach is responsible for his personal conduct on and off the field. No conduct which could be interpreted as detrimental to good sportsmanship will be tolerated. Each coach is also responsible for the conduct of the entire team; this includes assistant coaches, players and fans. Any team or individual whose conduct is not above reproach will be disqualified and sent home without delay. 3. PLEASE DO NOT BRING FOOD OR DRINK INTO THE PARK 4. Teams will be allowed to bring one (1) cooler containing cold rags or frog toggs for the players and coaches. 5. Tents are allowed in the park and in the bleachers but are the responsibility of the owner/team.

GAME CONDUCT All games will be played under rules and regulations covered in the Professional Baseball Rule Book, Rules and Regulations of Babe Ruth Baseball. Brackets for Mississippi State Tournament are developed using brackets from the Babe Ruth website and populated by the Mississippi Babe Ruth League Commissioner and your District Commissioner determines the placement of each team for his district. This process is conducted via drawing a team from a hat. For specific information, please contact your district commissioner. Under no circumstance will a team be moved or shifted after the respective district commissioner has identified bracket placement. The on deck circle closest to your dugout will be the one used by your team. Games will be kept moving at all times. No unnecessary delays or mound conferences, etc., will be permitted. Have a backup catcher to warm up pitcher between innings if your catcher is not ready. Anyone ~ players, managers or coaches acting in an unsportsmanlike manner shall be removed from the playing field or ball park immediately and disqualified from the tournament. If a player is ejected from the game he must leave the ball park accompanied by an adult. If his parents are not present he will be accompanied by his manager or coach. Managers, coaches, and players shall wear full uniforms according to Baseball Rules. While in uniform, neatness is a must. When you are at the ball park your shirt tail must be tucked in and your cap worn properly with the bill in the front. When taking the field for your games no warm up or hitting shirts allowed. Protective headgear must be worn at bat and on the bases. Equipment-bats, gloves, helmets, etc. shall be stacked neatly in their proper places at all times (inside the dugout). Only players, coaches, managers, and batboys shall be in the dugouts. Players and coaches must stay inside the dugouts. Offensively, two coaches are allowed to be in coaches boxes. Masks w/throat protector will be required at all times when warming up the pitchers whether on the field or in the bullpen. No team will be allowed to kneel or stand along baseline and watch other team warm up. No tobacco products will be permitted on or near the Playing Field, Dugout, bleachers, walkways or Restrooms. Smoking and other tobacco use is only allowed in the parking areas well away from the fields.
SPECIAL INSTRUCTIONS The Mississippi Babe Ruth League Commissioner, Mr. Ramie Ford, his designate, Mr. Danny Buford and /or the tournament director, Mr. David Jones shall have the authority to remove any player, coach, or manager for actions detrimental to Babe Ruth Baseball. Any misbehavior or misconduct on or off the field could cause the disqualification of a manager, coach, player or the entire team from the tournament. The tournament is under the jurisdiction of the Assistant Mississippi State Commissioner, his designate and the Tournament Directors. The protest committee shall have the final authority in all protest. A rules violation is the only thing that can be protested (judgment calls are not to be protested). The protest committee shall be appointed by the Tournament Directors in accord with the Mississippi Babe Ruth league commissioner or his Assistant. Players must be in uniform and at the field one (1) hour before their scheduled game time. All players will be required to attend the opening ceremony in uniform. Each team will be allowed ten (10) minutes fielding practice. The home team will start thirty (30) minutes prior to game time. The visiting team shall practice next for ten (10) minutes. The last ten (10) minutes prior to the start of the game shall be used for the introduction of players and for the ground crew to prepare the field for play. There are 4 batting cages near the fields that can be used prior to each game. Thirty (30) minutes will be allowed between games for ground crews, warm-up and introduction of players. Practice field schedules will be available at the tournament. Teams using a bus or other outside transportation should make arrangements for the transportation to be available upon elimination from the tournament.
REQUIRED CREDENTIALS FOR STATE TOURNAMENT State Commissioner s Letter of Eligibility Any Letter of Wavier Received by the League Copy of District Tournament Champion Letter of Eligibility Copy of League Accident Insurance Policy Copy of League Liability Insurance Policy Tournament Team Roster Certified by League President Birth documents of all Players (Babe Ruth ID card, Original birth documents or a notarized copy of the Original with a raised seal). Complete set of Consent for Treatment forms (4 sets of originals) for all players on Tournament Roster. Three (3) black and white or (3) colored photographs (5x7 or 8x10) of the team with names of players, manager and coaches listed on a separate sheet of paper (front row left to right back row left to right with team name at top). One copy of the photos will be mailed to the Regional site and one copy mailed to Headquarters. Tournament donation of $125 payable to ECBY, due at check in
PLAYER S INSTRUCTIONS ASSISTANCE: We want every participant to thoroughly enjoy themselves during the Mississippi State Tournament. If you need any information or assistance, contact your team manager immediately. REPORTING: Each team player must report on the schedule reporting day with the team, for the Mississippi State Tournament. CONDUCT: Your conduct must be above reproach on and off the field. Any misbehavior or misconduct not only could cause your disqualification from the State Tournament, but could also disqualify your team. SCHEDULE: Follow your team schedule at all times. Be at practice sessions, State games and special events on time. Be sure to check with your manager whenever you divert from the listed functions. APPEARANCE: BALL PARK: When teams enter the field for their game they will be in a baseball uniform. No warm ups or hitting shirts will be allowed. When in uniform at the ball park, your shirt will be tucked in and your cap worn properly. A religious metal taped to the inside of your uniform shirt will be the only jewelry allowed. LEISURE: As champions of your state, we expect your dress to be neat. You may of course dress informally and comfortably. Bare feet will not be permitted at any time that you are outside of your accommodations. UNIFORMS: Each player on the same team shall wear a different number on his uniform. The regular Cal Ripken League Shoulder Emblem shall be worn on the left sleeve. No player and coaches may have the same number on their uniform.
