Housing delopment t UPN nd UP (Unirsity outh) will increse the proportion of F tte ffilites who commute to cmpus by wlking. The illennium Bridge connecting cross the vlley will impro pedestrin menity, connectivity, nd permebility for those who ccess cmpus from neighborhoods to the north. Unirsl design nd ccess The mster pln mkes extensi modifictions to the cmpus pthwy system to provide unirsl ccess throughout, s illustrted in the ccompnying Pedestrin Pth Network digrm. Notble improments re the illennium Bridge nd new north-south cross-cmpus xis bordering the est edge of the Qud; new pedestrin spine (the Arts Allée) from the Qud to the new reti Arts complex; gently sloping lndscped entry t 19th nd Hollowy nues; ccessible pths from the northern end of entennil Wlk into nd cross the vlley to the new gym/recretion-wellness center; nd ccessible pths from the gym to the recretion fields on the vlley floor. The mster pln provides rmp connection from the prking grge to loney Field. Deficient entries to existing buildings including the Hollowy nue entrnces to the reti Arts building nd entries to cience, H, nd Business will be ddressed through the ultimte replcement of these buildings during the plnning timefrme. In the interim, ccessibility projects will continue to mo forwrd. Wyfinding The mster pln provides system of wyfinding becons nd signge elements to help orient nd guide users round cmpus. Becons Becons t two lels provide visul nd uditory lndmrks t key cmpus entries nd crossings. At one lel, importnt new building entries re conceid s tll cylindricl glzed foyers tht glow with interior lighting, providing distinct nd recognizble lntern elements round cmpus. Bicycle ircultion On-cmpus bike network In order to fcilitte sfe nd connient bicycle ccess cross cmpus, n on-cmpus bicycle network is provided long dedicted bike pths seprted from pedestrin pths. These fcilities will h pment mrking nd 15- mph bicycle speed signs t the entrnce to the cmpus. As illustrted in the ccompnying Bicycle Routes nd torge digrm, these routes include: 1) the existing estwest route from ke erced Boulevrd vi tte Dri to Bicycle Routes nd torge the south side of ox tdium; 2) the existing est-west route from ke erced Boulevrd vi Winston Dri, through the newly configured North tte Dri to the north side of ox tdium; ) the north-south xis from tonestown to rdens nue vi the illennium Bridge nd est edge of the Qud; nd ) the reltily flt est-west route from the second roundbout on Font Boulevrd vi the west side of the Humnities nd tudent ervices buildings to the south side of ox tdium. In ddition on-street bike lnes re locted on Hollowy nue, Font Boulevrd, Buckinghm Wy, nd Winston Dri. F tte will work with the ity nd ltrns to explore bike pth long 19th nue, tking cre to ddress bicycle/pedestrin conflicts t the trnsit plz t 19th nd Hollowy. U Dvis closed its core cmpus to motor hicles in 1966. ince then, bicycles re llowed on the street while sidewlks re for pedestrin use only. A full-time bicycle police officer enforces this system of seprted bicycle nd pedestrin rights-of-wy nd cmpus bicycle prking. Adequte nd connient bicycle prking is provided throughout the cmpus including bike rcks in the front of ech nd ery fcility. Other bicycle menities include gym nd bike repir shop locted ner the center of cmpus. Approximtely 8 percent of U Dvis ffilites commute to cmpus by bicycle, including percent of undergrdutes, 8 percent of grdute students, 7 percent of fculty, nd 16 percent of stff. Abundnt bicycle prking t U Dvis tnford Unirsity permits bicycles on ll pthwys nd provides bike lnes on ll min rods within the cmpus. Bike prking is vilble t ery building nd cmpus plnners re required to consult with trnsporttion stff regrding integrtion of bike fcilities for ll new delopments on cmpus. ombintion-encoded bicycle cges re lso provided in four loctions on cmpus. Approximtely 7 percent of tnford ffilites commute by bicycle, including or 70 percent of undergrdutes, 8 percent of grdute students nd 10 percent of employees. 8

n Frncisco tte Unirsity mpus ster Pln Abundnt bicycle rcks To impro the connience of bicycle ccess to cmpus, the mster pln clls for ll new buildings to h bicycle rcks in visible loctions ner building entrnces. In the immedite term, new bicycle rcks will be provided ner entrnces to the librry nd Business building. In the ner term, bicycle rcks will lso be provided ner entrnces to the Towers (entennil qure), tudent ervices, the tudent Helth enter, Ethnic tudies nd Psychology building, the gym, Thornton Hll, the cience building, Administrtion building, reti Arts building, nd the Humnities building (ner Tpi). In ll cses, rcks will be sited longside designted bike pths or routes. Inrted U bicycle rcks will be used, s specified in hpter 8: ndscpe nd Open pce, ite Furnishings. imilr best prctice bicycle fcilities include U Dvis nd tnford Unirsity. Approximtely, 8 percent of the cmpus popultion t U Dvis nd 7 percent t tnford commute by bicycle. ecure bicycle fcilities To provide rnge of bicycle prking fcilities, cored, secure bicycle fcilities will be provided t multiple loctions on cmpus, expnding upon the successful cmpus Bike Brn. These fcilities my h crd-coded locks nd be rented out to students or employees on monthly or semester bsis. Within ech bike fcility, bicyclists my lock their bicycles ginst spce-efficient hnging or double stcked bike rcks. On-cmpus bike sttion As the cmpus is deloped, the F tte Bike Brn will be replced with Bike ttion to be locted on Hollowy nue s prt of the new B building. This fcility will provide ttended bicycle prking with extended hours of service nd/or 2-hour ccess for registered members. It will lso provide bicycle repirs, n ir pump, bicycle rentls, trnsporttion informtion, n outdoor cfé, nd n Internet sttion. Best prctice bicycle rentl fcilities include self-hire Velov bikes in yon, Frnce, which re mnged by JDecux in exchnge for drtising spce on city bus shelters. Prticiption in locl plnning processes F tte representtis will dvocte for improd bicycle ccess fcilities between the cmpus nd surrounding neighborhoods. These improments re beyond the scope of the F tte mster pln nd fll within the jurisdiction of other gencies such s the ity of n Frncisco, ltrns, nd the privte owner of tonestown Glleri. Implementtion of these improments ffect the cmpus s bility to ttrct bicycle commuters nd reduce trffic impcts in the surrounding neighborhoods. F tte s specific concerns nd recommendtions re listed in the following tble: hort- to mid-term bicycle improments Impro bicycle ccess through tonestown Glleri to impro connections to the 20 th nue route. Provide missing pedestrin signls t key bicycle intersections on ke erced Boulevrd including both pproches to outh tte Dri, North tte Dri, Winston Dri, th nue, nd kyline Boulevrd. omplete the gp in the designted bike lne on both sides of Font Boulevrd between Hollowy nue nd ke erced Boulevrd including restriping for nose-out ngle prking to impro bicycle sfety. lose the gp in the designted bike lne on both sides of Hollowy nue between 19 th nue through to Junipero err, including removl of one lne of trffic. Impro enforcement of double-prking violtions on Hollowy from 19th nue to Font. Impro bicycle sfety to Blbo BART sttion long Ocen Dri ner Blbo BART sttion. Add signge t tern Gro to direct riders long the 20 th nue bike route through the prk. 85

n Frncisco tte Unirsity mpus ster Pln Vehiculr ircultion, Trnsporttion nd ing Trnsporttion mngement F tte will consolidte, enhnce, nd expnd existing trnsporttion progrms nd ctivities operted by the cmpus nd ensure Unirsity representtion on trnsporttion mtters in locl plnning processes. This coordinted trnsporttion mngement progrm will seek to mximize the efficiency of on-cmpus prking, while minimizing negti impcts of utomobile trips to nd from cmpus. It will lso seek to ensure tht F tte s interests re expressed nd chied in locl plnning processes nd negotitions. pecific ctivities tht the Unirsity will mintin, enhnce, or undertke include: ing mngement nd pricing; ngement of the F tte Bike ttion or Bike Brn; ngement nd enhncement of the cmpus shuttle; Prticiption in plnning nd enforcement of on-cmpus bicycle nd pedestrin fcilities; Negotition for unirsl trnsit pss progrm with uni nd other trnsit providers; Advoccy nd negotition for F tte interests in locl plnning processes ffecting bicycle trnsporttion; Advoccy nd negotition for F tte interests in locl plnning processes ffecting trnsit service nd cpcity; ngement of gurnteed ride home progrm for employees who choose to use trnsit, bike or wlk but fce n emergency sitution during the dy; nd ngement of the cmpus crshre progrm. Unirsl trnsit pss progrm Becuse the Dly ity BART ttion is just beyond the n Frncisco ounty line, it is not included in the uni Fst Pss progrm; moreor, BART chrges steep penlty t the county line, so BART rides from n Frncisco to Dly ity cost nerly twice tht of sme-distnce rides within n Frncisco. ince Dly ity ttion best sers F tte, the cmpus will negotite with BART nd uni to ddress this problem. One potentil solution could follow similr progrm t tnford Unirsity, wherein F tte would fund unirsl trnsit pss progrm t certin price per person per semester. The highest priority in enhncing trnsit ridership t F tte would be to provide free ccess to ll uni lines, plus ccess to BART sttions from Embrcdero to Dly ity ttion nd perhps s fr s illbre. Idelly, the progrm would lso be vlid on mtrns nd would provide discounted ccess to BART sttions in the Est By. The estimted cost of this strtegy is between $50 nd $70 per person per semester, but ll students nd/or ll fculty/stff would need to be cored. In the short run, if unirsl pss progrm cnnot be funded, F tte will explore the cretion of specil Fst Pss vlid t Dly ity ttion, offered for sle to F tte ffilites only. 86

n Frncisco tte Unirsity mpus ster Pln ost / student / semester ost / student or employee / semester Estimted cost for clss pss $62.27 $55.7 Estimted cost for clss pss, including cpitl nd operting costs for uni Route 28, 28 nd -line $72.50 $6.7 huttle progrm F tte will undertke number of strtegies to impro the cpcity of shuttle services between the Unirsity nd Dly ity BART sttion. urrently the Unirsity provides its own shuttle service using 28-pssenger hicles. In order to increse the cpcity nd efficiency of shuttle services, the cmpus will replce the current shuttle services with more frequent, higher-cpcity services. In prticulr, F tte will evlute the relti merits of doing wy with its existing fleet nd contrcting out shuttle service to third prty provider who cn provide more frequent services using lrger, 0-foot, low-floor hicles. F tte will lso continue to work with uni to impro bording rrngements t Dly ity BART sttion, including coloction of the 28-ocl, 28-imited, nd F tte shuttle stops. In the long term, F tte will work with privte delopers t merced to identify potentil synergies in providing ccess to the cmpus nd community from BART through shred shuttle services. F tte will lso exmine estblishing shuttle connection to Blbo sttion nd ity ollege, prticulrly if the Unirsity cnnot crete pss progrm tht cors Dly ity sttion. Existing huttle Route huttle tops rshre progrm F tte will explore expnding the successful crshre progrm recently estblished on cmpus. Three orgniztions ity rshre, Flexr, nd Zipcr currently offer hourly, neighborhood-bsed rentl cr services in n Frncisco. In n Frncisco nd ntionlly, ech crshre hicle provided tends to eliminte between 7 nd 2 privte hicles, ccording to the 2005 Trnsit ooperti Reserch Progrm Report 108: r-hring Where nd How it ucceeds. These progrms work best where significnt shre of residents cn ccomplish their dily needs without needing ccess to cr, so crshre hicles re concentrted in the more urbn neighborhoods of the city. F tte my need to provide some risk-shring, such s providing minimum renue gurntees to the crshre provider t the outset, t lest until residentil popultion densities increse nd dditionl neighborhood retil services re provided. 0.5 mile 1 mile huttle Routes 87

n Frncisco tte Unirsity mpus ster Pln Potentil loctions for crshre pods include: On-street spces on Hollowy nue ner or djcent to the Administrtion Building or the 19th nue corner to be redesignted in consulttion with the ity nd ounty of n Frncisco; urfce prking spces in ot 2 djcent to the Administrtion Building; or urfce prking spces long tte Dri ner the prking grge. The crshre progrm will reduce prking demnd on cmpus through two mechnisms: commuters will be ble to run errnds nd mke short trips during the dy without hving to bring their cr to cmpus, nd residents will h ccess to hicle for enings, weekend, nd other trips without needing to own nd prk cr on the cmpus or in the neighborhood. inimizing prking spillor nd keeping the prking system finncilly solnt ing nd trnsporttion finnce is chllenging t ll stte-funded unirsities in liforni. tte lw restricts the use of cdemic funds for construction of new prking fcilities ll prking must be finnced through user fees. Ech new spce in prking structure costs upwrd of $20,000, not including the cost of lnd. Underground prking cn cost 50 percent to 100 percent more. Annulizing the cpitl costs nd fctoring in mintennce costs mens tht F tte would need to chrge nerly $20 dy to cor the cost of new structured or underground prking spce. Hower when new prking structure is built, the cost of tht fcility gets rged into the price of ll prking permit fees, so the fee impct of building smll new prking structure my, in relity, be modest. urrently, students py $5 dy for prking nd most fculty nd stff py less thn $1 dy. Adding too much prking too quickly, would increse the price of prking shrply. The result would be big drop in prking demnd, s commuters find other wys of getting to cmpus or simply prk in the surrounding neighborhoods. If prking spces sit empty, the price of prking must be rised higher on the spces tht re full in order to py off the prking construction debt. For the prking system to be finncilly stble, bout 85 90 percent of spces should be full t pek just s the centrl grge currently opertes. Ironiclly, building more prking on cmpus results in fewer prkers on cmpus nd more commuters prking in surrounding neighborhoods. It is importnt, therefore, tht prking losses nd dditions be blnced with one nother in such wy tht resulting price increses keep demnd stedy. Adding prking spces too slowly or too quickly will both crete ccess nd prking spillor problems for the cmpus. The cmpus mster pln therefore proposes phsed replcement of the existing centrl grge with combintion of surfce prking fcilities nd smller perimeter prking structures in order to disperse trffic, ser hubs of ctivity throughout cmpus, nd free the cmpus core for pedestrins. Building these new fcilities will result in stedy increse in prking fees s the cmpus popultion grows, mking it ll the more importnt for these increses to be crefully nd strtegiclly mnged to mintin the proper lel of demnd. 88

n Frncisco tte Unirsity mpus ster Pln Applying conservti, suburbn price elsticity of prking demnd formul, prking demnd remins constnt en s the number of cmpus commuters increses, simply becuse the cost of prking rises relti to the cost of other trnsporttion choices, such s trnsit, crpooling or vnpooling. ny commuters will continue to dri t ny price, but enough re t the mrgin tht significnt mode shift is likely, s hs been seen t mny other cmpuses such s tnford, U Berkeley, U Dvis, U Boulder, etc. For commuters to choose modes other thn driving, those other modes must be improd, prticulrly ddressing trnsit cpcity concerns on 19th nue. The n Frncisco ounty Trnsporttion Authority s (FTA) 19th nue project nd the unicipl Trnsporttion Agency s (TA) Trnsit Efficiency Project my ddress these problems, but in the mentime, F tte is committed to expnding its own shuttle system to meet its commuters needs. rpool, vnpool, bicycle nd pedestrin improments re lso provided. While F tte hs no control or commuter prking on surrounding city streets, it is eger to work with the TA on improd prking mngement in the surrounding neighborhoods. ing replcement As new cmpus buildings re deloped, replcement prking will be provided s illustrted in the ccompnying prking digrm. To ensure flexibility with respect to timing nd finncing of new prking fcilities, serl options re offered. The following is summry of preferred nd lternti prking solutions. onstruction costs re outlined in hpter 11: Implementtion. linicl ciences. In order to keep pce with the current nd future cost to supply prking, rge prking fees will increse to or $16 per dy by 2020. This increse will occur through series of steps reflecting the cost of new prking gins nd the loss of existing prking within ech yer. To ensure tht the Unirsity is ble to service debts when needed, F tte my prefer to rmp up fees in dvnce of the required cost increments.
