Voted to adopt a proposal from the Oregon Athletic Coaches Association (OACA) to extend the cross country season by one week, moving the championships to from Week 17 to Week 18 on the OSAA calendar (pending final confirmation of availability of Lane C.C.), beginning with the 2016 17 school year. Voted to adopt a proposal from the Oregon Athletic Coaches Association (OACA) to expand the 6A Wrestling brackets from 18 to 24 wrestlers per bracket beginning with the 2016 17 school year. Voted to adopt a proposal from the Oregon Athletic Coaches Association (OACA) to expand the maximum number of seeded players in the 6A Tennis Championships from 6 to 8 beginning with the 2016 State Championships. Heard a proposal from the Oregon Athletic Coaches Association (OACA) to change the format of the 6A Tennis State Championships to a First Match Loser Consolation tournament but took no action. Voted to adopt a proposal from the Oregon Athletic Coaches Association (OACA) to eliminate overtime in regular season soccer games beginning with the 2016 17 school year. Voted to adopt a proposal from the Sports Medicine Advisory Committee (SMAC) to change baseball pitching limitations from an innings limit to a pitch count limit. The change will be recommended for the 2016 season and required beginning in the 2017 season. (Attached) Voted to adopt the proposed 2016 Fall Special Districts. Schools can access these districts and begin inputting schedules by accessing the 2016 17 Year link on the lower right of the OSAA website. Reviewed Best Practices information created from the NFHS Concussion Summit held last school year. The OSAA s Sports Medicine Advisory Committee (SMAC) is continuing to consider possible recommendations related to these guidelines. Heard a report regarding the ImPACT Concussion Management Program undertaken by the OSAA Foundation and being utilized by member schools statewide. Heard a report regarding the OSAA s progress in implementing USA Football s Heads Up Football Program, along with a schedule of Player Safety Coach Clinics that are beginning to take place around the state. Received information regarding Notifications of Inherent Risk and discussed the possibility of requiring schools to have these on file for students and parents in the future. Received an update from Lakeridge HS regarding actions taken by their administration and athletic department to put effective protocols in place based on their probationary status.

Voted to appoint the 2016 Budget Committee. (Attached) Received a report on 2015 16 Fall State Championship revenue from Tom Welter. Voted to approve 2016 playoff allocations for 3A and 2A/1A Baseball and Softball. (Attached) Voted to deny a Cooperative Sponsorship request from Myrtle Point and Powers to in Baseball and Softball to remain at the 2A/1A classification. Heard an appeal from the Corvallis School District regarding their cooperative sponsorship in Orchestra but took no action. Received a Recruitment/Retention Committee update from Brad Garrett, OSAA Assistant Executive Director. Received a Rankings Committee update from Peter Weber, OSAA Assistant Executive Director. Received a report on Executive Board vacancies for 2016 17 from Tom Welter. Received an Oregon Athletic Coaches Association (OACA) report from Rob Younger, OACA Executive Director. Heard a first reading of a proposal from the Oregon Athletic Coaches Association (OACA) to increase the Soccer State Championships Team Size in 5A, 4A and 3A/2A/1A from 20 to 22. Heard a first reading of a proposal from the Oregon Athletic Coaches Association (OACA) to amend the Football Participation Limitation for quarters in a week to allow 4A, 3A, 2A and 1A players to participate in six quarters per week provided that there are at least 60 hours between contests. Received an Oregon Athletic Directors Association (OADA) report from Kris Welch, OADA Executive Director. Heard a first reading of a proposal from the Oregon Athletic Directors Association (OADA) to amend the Practice Limitation Rule. Received an Oregon Athletic Officials Association (OAOA) report from Clark Sanders, OAOA Associate Director. Received a Student Activity Advisory Committee (SAAC) report from Cindy Simmons, OSAA Assistant Executive Director. Received an OSAA Foundation/Endowment Game report from Kyle Stanfield, OSAA Assistant Executive Director. Reviewed and assigned penalties where appropriate for rule violations self reported by member schools. 2.b Proposal to Amend Participation Limitations Baseball (Action Item) QUESTION: Should the Executive Board amend Participation Limitations Baseball to move Oregon from an innings limitation to a pitch count limitation beginning with the 2017 season? RATIONALE: The purpose of this proposed amendment is to eliminate the potential for high pitch count games and the subsequent risk of injury to the elbows and shoulders of young pitchers. The OSAA SMAC will release a more detailed Position Statement on arm injuries in baseball in the coming months that will highlight additional steps coaches can take to minimize injury risk. A unique feature of this rule is that it offers coaches the option of allowing a pitcher to throw a limited number of pitches in a game on the day that would typically be a bullpen session. See examples below. RULE CHANGE SPONSORED BY: OSAA Sports Medicine Advisory Committee and OACA. NEXT STEP IF PASSED: Recommended for schools in 2016; required beginning with the 2017 season. POSSIBLE RULE CHANGES: KEY: Add Delete 1. BASEBALL Participation Limitations Baseball (Revised Winter 2013) A. Team. A school team shall not play more than 26 games at each level of competition, exclusive of varsity district playoffs and state championships. B. Individual. A student shall not participate in more than 26 games, exclusive of varsity district playoffs and state championships. A student may participate in only one jamboree. If a student participates in no more than seven innings on one day at different levels (e.g. four innings junior varsity, three innings varsity), the student is charged with participation in one game. For every additional seven innings played, or portion thereof, the student is charged with an additional game of participation. Participation in two games at the same level in one day counts as two games. A game that goes into extra innings is considered an extension of the 7 th inning and only counts as one inning played. NOTE: The OSAA pitching limitation, which states that participation for any length of time in an inning as a pitcher shall count as one inning, applies during extra innings. C. Jamboree. A school may participate in only one jamboree at each level of competition. A jamboree shall include at least three teams, and shall not be counted as a contest. Jamborees may be held only on the first playing date and for 30 days thereafter. A jamboree is limited to not more than six innings (three or more teams) and limited to not more than three innings against any school and with each pitcher limited to not more than two innings. D. Pitching. 1) A pitcher shall not pitch more than 12 innings on three consecutive days. 2) Example. If he pitches two innings one day and four innings the second day, he is eligible to pitch only six innings the third day. Participation for any length of time in an inning as pitcher shall count as one inning. 3) The penalty if a baseball player pitches in more than 12 innings in a three day period is forfeiture of the contest in which the pitcher exceeds his limit. E. Pitching. (recommended for the 2016 season; required beginning with the 2017 season) 1) A pitcher shall not pitch more than 12 innings on three consecutive days. 110 pitches per day. A pitcher will be allowed to finish pitching to a batter if he reaches the daily maximum (110 pitches) during an at bat, but then must be removed from the mound. 2) Pitch Count Limits and Corresponding Days of Rest. It is strongly recommended that once a pitcher is removed from the mound, consideration be given to the throwing requirements of the fielding position he will assume. It is strongly advised that a player does not play the positions of pitcher and catcher in the same game. All levels 110 pitches/day max (Varsity and Sub Varsity) 1 25 pitches = 0 days rest (Level Zero) 26 45 pitches = 1 day rest (Level One) 46 60 pitches = 2 days rest (Level Two) 61 85 pitches = 3 days rest (Level Three) 86+ pitches = 4 days rest (Level Four) *If a pitcher had thrown 61 85 pitches (Level Three) in the previous game, on his third day of rest he would be eligible to throw a maximum of 45 pitches (Level Two). If he threw less than 25 pitches on that third rest day, he would then be eligible to throw the next day with a 110 pitch maximum. If he threw 26 45 pitches on that third rest day, he would need one full day of rest prior to pitching again. *If a pitcher had thrown 86 110 pitches (Level Four) in the previous game, on his fourth day of rest he would be eligible to throw a maximum of 25 pitches (Level Zero). Following the 25 pitch day, he would then be eligible to throw the next day with a 110 pitch maximum. Schools are required to enter each Varsity player s pitch count on the OSAA website following each game and prior to the next day he pitches or the player may be considered an ineligible participant. The home book is official but it is recommended that opposing teams compare as the game progresses for accuracy.
