6. Business Arising from the Previous Minutes 6.1 2017 State Super 4 Qualifying Events Congratulations were expressed to the Victorian Open Team that were the winners of the Open Division. It was noted that the promised payment by PFA to VPCI for running the state Qualifying events seemed very late in being paid. It was suggested in future that PFA should pay the registration component before the Qualifying is conducted. Graeme McIntyre to write a brief report on the 2017 State Super 4 Qualifying to send to PFA. In future we also agree to ensure all players representing Victoria in events such as these have appropriate uniforms. 6.2 State Director of Coaching Jean Francois Veyssiere suggested a coaching scheme that could be offered to clubs on a Regional basis from now on. VPCI will circulate this offer to all clubs. 6.3 Call for Bids for 2018 Calendar List of bids/events agreed/noted at this meeting to go on the 2018 Calendar: (a) PFA/National/International events 17-18 February International Doubles Caulfield (provided it is authorised by PFA) 30 March 1 April Easter Carnival Caulfield (b) VPCI Championship Tournaments 4 March Victorian Triples Camberwell 29 April Victorian Mixed Triples offer to Caulfield 21 October Victorian Doubles Weird Entertainers 2 December Victorian Mixed Doubles Dove (c) State Super 4 Qualifying events (subject to PFA ruling on this for 2018) 1 st Qualifying Round Suggestion to run this as part of an Australia Day weekend celebration on Sunday 28 January clubs may offer to host this. 2 nd Qualifying Round Suggestion to run this (as in 2017) on Anzac Day Sunday 25 April clubs may offer to host this. (d) Victorian Shooting Competition A suggestion was made to run this as part of an Australia Day weekend celebration on Friday 26 January offer to Caulfield as in previous years. It was agreed that the normal 8-Rounds of the St Kilda Winter tournament would be included in the 2018 Calendar on the Sundays of 20 May, 3 & 17 June, 1, 15 & 29 July, and 12 & 27 August. It was agreed that a series of Saturday evening Twilight events could be offered by Dove similar to that done in 2017, and would also be included in the 2018 Calendar. It was agreed that the 1 st Draft of 2018 Calendar should go out to all clubs for comment well before the next VPCI Committee Meeting (scheduled for 9 October) at which time the 2018 Calendar will be ratified. 6.4 PFA-VPCI Meeting PFA has appointed PFA Director Jeff Langdon to liaise directly with VPCI to discuss a way to resolve the differences between the PFA Constitution and the VPCI Rules of Association. It was agreed that Max Chaperon would represent VPCI in these discussions, and PFA be notified. 6.5 VPCI Annual Member Club Fees It was noted that there currently are 21 financial Member Clubs of VPCI. Apollo Bay Petanque Club would be sent a reminder about continuing their membership. It was noted that Stella Clavisque Petanque Club is now affiliated with PFA and Graeme McIntyre agreed to approach that club to become a Member Club of VPCI as expected from PFA regulations. 7. Other Business 7.1 Scams Geoff Turner reported some recent scams that involved attempts to extract funds from VPCI. This was reported to the National Australia Bank as one of the attempts listed an NAB account. 7.2 PFA Junior Find Raising For noting (see attachment). On a related matter VPCI applauds the selection of Zac Nicholson, Camberwell Petanque Club, to represent Australia in the Junior World Petanque Championships in China in November, and agreed to make a modest contribution towards his expenses. 7.3 2017 Victorian Championship Doubles This tournament is scheduled for 29 October at the Weird Entertainers & Petanque Club. That club had advised VPCI the event clashes with the Oceania Tournament and requested an alternate date. It was suggested that we approach Weird to re-schedule this to Sunday 17 December. It was agreed to offer the 29 October date for an additional club-hosted tournament. (Note: After the Meeting, Weird accepted this date change for this Championship Tournament). Page 3

7.4 PFA National Players/Clubs/Leagues Discussion Paper The broad view was that VPCI has no issues with, and broadly supported, the National Players Title event and the National Leagues Title event, but that the National Clubs Titles event (to be developed as a variation of the State Super 4) required some further consideration. It was felt that requiring all members of a Team to be from the one Club may not be well accepted by all players/clubs. Graeme McIntyre agreed to write to PFA to express our concerns over this event for 2018. 7.5 VPCI Website Over the years it was noted that each major change of VPCI Committee has led, on occasions, to a completely revised and expensive exercise in developing a new Petanque Victoria website. It was agreed that we should look at adapting the current VPCI website in order that it be simply editable (by a suitably authorised person, provided with a secure password) in order to avoid this waste of players funds in future. Peter Wells agreed to look at this concept and report back. 7.6 Potential New Clubs VPCI have recently been approached informally about possible new clubs at Bellarine Peninsula, Bendigo and Paradise Beach (Gippsland). Peter Wells agreed to follow-up on these. 7.7 Promotional Event This concerns the Como House Paris to Provence activity on 24-26 November 2017. VPCI agreed to reply to the organisers and decline an offer to attend as this weekend clashes with a Calendar tournament. 7.8 Expenditure Authorisation Motion: That the VPCI Committee authorises Geoff Turner to make the following payment: (a) $100 towards the expenses to be incurred by Zac Nicholson who has recently been selected to play in a representative team for Australia (see Item 7.2 above). It was also agreed to pay this into a fund set up at Camberwell Petanque Club to support Zac, and thus obtain a matching $100 grant from that club. Attachment for Item 7.3 Petanque Federation Australia would like your support YOU CAN HELP GET OUR JUNIORS TO CHINA By making a donation and helping spread the word Bronson Romani, Logan Romani, Zac Diep Nicholson and Khrishika Ramjuttun have all been selected as the Australian team to compete in the Junior World Petanque Championships in Kaihua, Zhejiang Province, China in November. All four players are supplied with a uniform by Petanque Australia but their parents must cover other expenses themselves including passport acquisition, flights, accommodation, food, local transportation. All four of these players have done well in State or National events, they are all training hard and are eager to give their best for Australia. Petanque Federation Australia, through its Junior Development Fund with the Australian Sports Foundation, would like to raise $10,000 to help with flights and accommodation. TREASURER S REPORT for Committee Meeting Mon 11 th September 2017 This report covers the period 20 th June to 10 th September 2017 There have been 30 financial transactions recorded on the Bendigo Bank account and no Bendigo Bank transaction fees have been debited during this period. Using payees registered to the VPCI account the following monies have been paid for the period 20 th June to 10 th September 2017. $100.00 to Longbeach PC, (small grant for tournament trophy) $42.77 to Guy Bahler (reimbursement for coaching equipment) $100.00 to Camberwell PC, (hosting fee for SS4 s - 9 th July) $200.00 to Peter Mangan, (non playing umpire, 23 rd April & 9 th July) $100.00 to Peter Mangan, (non playing umpire, 20 th August) In the same period the VPCI received the following monies: $1050.00 Membership renewal fees (21 clubs @ $50.00 each) (21 transactions) $54.00 Player Levy, Weird Entertainers 6 th August, 27 players. $900.00 Hosting Fee from PFA for Hosting State Super 4 s. $70.50 Player Levy, Camberwell Mixed Doubles 20 th August $140.00 Player Levy, St Kilda Winter Competition. 68 players.
