1.0 General 1.1 Cal Ripken/Babe Ruth rules apply except as noted. Montville Travel League (MTL) rules supersede all others. 1.2 The Montville Travel League is open to town all-star/ travel teams. Player eligibility is limited to town residences and/or the towns High School sending district. Each team is allowed 2 players from outside their town high school sending district. Some exceptions are made based on perceived level of team. 1.3 The age cutoff is May 1 st of the calendar year. A player can be on 2 rosters if they are in 2 different ages and is eligible. This rule is to help shorthanded teams fill out their teams and allow for participation. A player cannot be on 2 rosters in the same age group. 1.4 Teams must be able to provide proof of age, a copy of a birth certificate is acceptable, and have these documents available at each game. An opposing Team may challenge a player s age. If there is a violation, that team will forfeit that game and all games that the player has participated in. 1.5 Carded umpires only! a. 1 umpire is required per game on the 46/60 field size. b. 2 umpires are required for 50/70 & 60/90 field size. c. Two umpires can be used by mutual agreement of both teams 46/60 field size. d. In the Regular Season the Home Team will pay for ALL umpire costs. e. In the Playoffs, 2 umpires are required and the Fees will be Shared. 1.6 There will be NO protests based on the umpire s calls. 1.7 Each team is required to supply 2 new game balls per game. These should be given to the umpire prior to the start of the game. If additional game balls are needed, the home team is responsible to provide them. Baseballs should be RCAL1, SST or equivalent. 1.8 All base coaches must be adults (18-over). 1.9 No more than 3 coaches and 1 scorekeeper will be allowed in the dugout. Coaches should remain inside the dugout. 1.10 Teams are expected to be available to play games on Sundays mornings of afternoons, although having the flexibility to play Friday or Saturday nights on occasions in the event of rain outs can be helpful. Home team sets the game time, but please be gentleman and work together to find a time that can work for both teams. In the event of a rainout, a makeup date/time will be re-scheduled with the mutual agreement of the involved coaches. Game times/dates may be rescheduled by mutual agreement of both coaches. The Director of the Montville Travel League will not get involved in scheduling 2/5/2017 2 version 5.1

games between teams. Before contacting the Director, please make sure that you have exhausted all possible scheduling options. 1.11 Cancellation of any game due to inclement weather is at the discretion of the home team coach/umps. Games cancelled for this reason must be postponed at least 2 hours prior to game time to avoid unnecessary travel by the visiting team. 1.12 Regular season games will be played until there is a winner if at all possible. Coaches can not decide to end a game that goes into extra innings because they have run out of reliable pitchers. a. 6 inning games are official after 3 ½ innings are complete if the home team is winning. If the home team is losing the game is official after 4 full innings b. 7 inning games are official after 4 ½ innings are complete if the home team is winning. If the home team is losing the game is official after 5 full innings c. Any game suspended prior to becoming an official game will be REPLAYED in its entirety. d. If game is official and the score is tied at the point of suspension, the game is considered complete and a tie. e. Any game that is suspended prior to the completion of an inning reverts back to the last completed inning. 1.13 Regular season begins on Sunday March 25, 2018 and ends on May 27, 2018. No regular season games can be made up after Tuesday May 29, 2018. Quarter-final playoffs are on June 3rd, semi-finals are June 10 th and finals are Saturday June 16 th. 2.0 GAME PLAY 2.1 Rosters are limited to 15 players. A completed roster must be submitted prior to the start of the first game to the MTL. Rosters can be uploaded to website or mailed to Director. Players cannot appear on more than 1 roster unless on 2 different age groups. All teams must also submit a Certificate of Insurance (C of I) before start of the season. C of I must include MBSA 86 River Rd. Montville, NJ as additional insured. 2.2 Players must play a minimum of 5 regular season games to be eligible for the playoff roster. Injured players may require medical clearance; exceptions must be cleared by the MTL Director. 2.3 A minimum of 8 players is required to start a game. 2.4 Lineups: a. Teams may elect to bat all players. 2/5/2017 3 version 5.1

b. Free Substitution rules are in effect if all players bat. This means that a player can play any position at any time (Exception-pitching rules). The player must, however, remain in the same spot in the batting order. If a team bats all of their players and a batter is dropped from the order for any reason, injury or otherwise, the result is an automatic out each time the spot in the batting order comes up. It is the opposing coach s discretion if they want to take the out of just skip the spot in the order. If a batter is dropped from the order for any reason, a player who was not already entered in the game may enter the game in that spot in the batting order as a spot with no loss of an out. c. Extra hitters (EH) may be used. A team may field 9 and have 1 EH. The EH can be put into the field at any time. A player that is substituted for can re-enter once. The starter must re-enter in the same spot in the batting order. The substitute must leave the game and cannot re-enter. d. There will be no courtesy runners unless by mutual agreement of both coaches. Any courtesy runner agreed on would be the last batted out. e. Speed up rule for the catcher is in effect for ALL innings, regardless of score, unless both coaches and umpires agree otherwise. 2.5 Pitching: a. Please refer to the chart below for the pitching restrictions at each level. At all levels, 1 pitch=1 inning (once a new pitcher throws a warm up pitch he has started the inning). b. The 2 nd visit to the same pitcher in the same inning will result in the pitcher s removal as a pitcher. c. If a pitcher hits 3 batters in 1 inning, or 4 in a game he must be removed. d. Once a pitcher is removed from the mound he may not return as a pitcher in that game. This rule is in effect for all levels. Division Innings Per Game Maximum number of innings pitched per game. 8U 6 2 innings max 9U 6 3 innings max 10U 6 3 innings max 11U 7 3 innings max 12U 7 4 innings max 13U 7 4 innings max 14U 7 5 innings max 2.6 Fake Bunt/Swing Exception: 13U, 14U & 15U showing bunt prior or during the pitch and swinging away is not allowed. This is a safety rule for the charging fielders. If it 2/5/2017 4 version 5.1

occurs the ball shall be called dead, the batter shall be called out and the coaches given a warning. A second offense will result in the head coach s ejection. Once a batter squares to bunt he may only: a. Pull the bat back and take the pitch or, b. Attempt to bunt the ball. 2.9 9u and Up Only - If a pitcher stops his pitching motion when a batter squares to bunt, first time will be a warning. All future occurrences will be ruled a BALL to the batter. 2.10 A base runner cannot intentionally run into or barrel over a catcher or fielder. The base runner MUST slide or otherwise avoid the contact. This call is solely at the discretion of the umpire. The onus is on the base runner to avoid the contact even if this means giving himself up. 2.11 Sliding Feet first into the base only. Runners may dive back to a base they already had. Exception: 13U and 14U. 2.11.5 Fake to 3 rd throw to first move is a balk. 2.12 Metal spikes are strictly prohibited at 8u-12u. Exception: 13U and 14U can use metal spikes or rubber cleats. 2.13 A 12 run mercy rule is in effect for all levels. In a 6 inning game, the game is over after 3 ½ innings if the home team is winning by 12 runs or more. Home team does not need to bat in bottom of the 4 th inning. However, if the home team is losing by 12 runs or more after 3 ½ innings, they get to bat in the bottom of the 4 th inning to try to continue the game. Same situation applies for the bottom of the 5 th inning. For 7 inning games, the same concept applies, although the mercy takes effect after 4 ½ innings rather than 3 ½ innings. The mercy rule is also applied during the playoffs. 2.14 Bat Clarifications: (Wood or Aluminum) ALL levels must comply with 2018 USA Baseball bat rules. 8U- 12U All bats must have USA Baseball stamp. Big barrel bats are now allowed for 8u-12u as long as they have the USA Baseball stamp. 13U-15U can use either a bat with USA baseball stamp or a BBCOR.50 bat. 2.15 A coach must bring the use of an illegal bat to the attention of the umpire. If an illegal bat is discovered prior to the completion of an at bat, the bat is simply removed from play and the batters at bat continues. 2/5/2017 5 version 5.1

If a coach brings an illegal bat to the attention of the umpire after the batter hits a fair (and the umpire confirms it is an illegal bat), the batter will be ruled out. No advancement on the bases will be allowed, and any outs during the play shall stand. This is an appeal play. The at bat will be considered legal once a pitch is thrown to the next batter. Any illegal bat that is discovered prior to the game, shall be removed immediately and not be allowed for use during the game. 3.0 EXCEPTIONS 3.1 8U (46/60) a. Runners can steal 3 rd base ONLY. Delayed steal from 2 nd base to 3 rd base is allowed. 1. No stealing home. The only way a runner can score from 3 rd is on a batted ball in play or bases loaded walk. 2. No advance home on a passed ball, wild pitch, or over throw back to the pitcher or 3 rd base on the steal from the catcher. A runner who steals from 2 nd base to 3 rd base is NOT able to continue home whether the catcher over throws 3 rd base or if any other defensive player attempts to make a play on him. Any runner who attempts to continue home does so with the risk of being tagged out but with no reward of scoring, since he is only able to advance home safely by batted ball in play or bases loaded walk. 3. If the catcher attempts a pick off (i.e. throwing behind the runner) at 1 st or 3 rd base, the ball is NOT live and the runners may NOT advance. Any dancing off the base by the runner is all risk and no reward. 4. If a runner is on 1 st base while another runner attempts to steal from 2 nd base to 3 rd base, the runner on 1 st base is locked at 1 st base, regardless of what happens to the runner stealing 3 rd. 5. No limit on steals per inning. b. There will be a 5 run cap per inning. After the 5 th run has scored the inning is over. The 5 run cap is not in effect for the 6 th or any subsequent inning. If a ball is hit over the fence and the 5 run cap is exceeded all runners on base still score (example if 4 runners have scored and bases loaded and a batter hits the ball over the fence, then 8 runs are scored that inning. This only applies if the ball is hit over the fence). c. No balks d. No Bunting e. No Infield fly rule 3.2 9U (46/60) a. Runners can steal 2 nd and 3 rd base ONLY. Delayed steal from 1 st base to 2 nd base and from 2nd base to 3 rd base is allowed. 2/5/2017 6 version 5.1

1) A base runner who steals 2 nd may attempt to go to 3 rd on the CATCHERS throw to 2 nd base. 2) No stealing HOME or advancing HOME on a catchers overthrow to 2 nd or 3 rd when attempting to throw out a runner attempting to steal. However, if a noncatcher throws a ball to make a play on the runner, then the runner can advance at his own risk. 3) No advancing home on a passed ball or wild pitch. 4) If the catcher attempts a pick off (i.e. throwing behind the runner) at 1 st or 3 rd base, the ball is live and a runner on 3 rd may try to advance home. CLARIFICATION: 1) Runner tries to advance to 3 rd on the catchers throw to 2 nd. He may not advance home if NO play is made on him. 2) Runners on 1 st & 3 rd. Runner on 1 st steals 2 nd and catcher throws to second, runner on 3 rd is frozen and cannot advance home. 3) Runners on 1 st & 3 rd. Runner on 1 st steals 2 nd and stops half way; CATCHER throws to second. Runner on 3 rd cannot advance home if the runner caught in a run down. 4) Runners on 1 st & 3 rd. Runner on 1 st runs to 2 nd but stops half way; if CATCHER throws to 1 st (behind the runner). Runner on 3 rd is now unlocked and free to advance. b. There will be a 5 run cap per inning. After the 5 th run has scored, the inning is over. The 5 run cap is not in effect for the 6 th or any subsequent inning. If a ball is hit over the fence and the 5 run cap is exceeded all runners on base still score (example if 4 runners have scored and bases loaded and a batter hits the ball over the fence 8 runs are scored that inning). c. No Balks 3.3 10U (46/60) a. Any base can be stolen. Delayed steal of any base is allowed. b. No 5 run cap per inning. 3.4 11U-12U (50/70) a. Any base can be stolen. Delayed steal of any base is allowed. b. League will be playing a 50/70 format. Games will be played under the umbrella of Cal Ripken rules with the following exceptions/notations. c. Leading is permitted, along with pickoff attempts. 1) At the 11U level there is a limit of 2 balk warnings per pitcher. 2) At the 12U level, there is a limit of 1 balk warning per pitcher. Umpires will be asked to show some leniency in this regard, especially early in the season. 2/5/2017 7 version 5.1

d. A dropped third strike is a live ball. This includes called and swinging third strikes. The batter must be putout in order to complete the play. If first base is occupied with less than 2 outs then the batter is declared out. With two outs the batter/base runner must be putout. e. Games will be 7 innings in length. (In the Fall, new 11s will play 6 innings) e. Two adult carded umpires are required. 3.5 13U-14U a. Any base can be stolen. Delayed steal of any base is allowed. b. League will be playing 60/90 foot dimensions. Games will be played under the umbrella of High School rules. c. Metal spikes are permitted. d. Games will be 7 innings in length. e. Two adult carded umpires are required. 1) Head first sliding is allowed into 1b, 2b and 3b at any time. No head first sliding into Home Plate. 4.0 STANDINGS 4.1 Final standings will be based on a point system. 2 pts. - win 1 pts. tie 1 pt. - per game played. (This is to encourage teams to complete their schedule.). A win amounts to 3 pts (1 pt for game played and 2 pts for win). Max total is 30 pts. For the season. ***Forfeits are not acceptable as all team paid for and expect a 10 game season. It is at the MTL director s discretion whether a forfeited game will be counted towards standings and/or whether points will be awarded. 4.2 Tie-breaker system - In the event of a two-way tie (standings points) at the completion of the regular season the following will be used to break the tie: a) Head to head results. b) Most wins. c) Fewest losses. d) Greater number of games played. e) Fewest runs allowed. f) Coin flip. 4.3 In the event of a three team (or more) tie, head-to-head results only apply with all teams have played each other. 2/5/2017 8 version 5.1

4.4 The winning team coach must enter the results to the website within 24 hours of the completion of the game. 5.0 PLAYOFFS 5.1 All playoff games must be completed in full unless game ends due to mercy rule. If a playoff game is ruled SUSPENDED before it is an official game, the game will be picked up from the point of suspension. a. Mercy rule is in effect. 5.2 Teams must complete 80% of their scheduled games in order to qualify for the playoffs. 5.3 Age divisions with 15 or less teams, will play the regular season as one division. The top 8 teams based on total points will advance to the Championship Bracket with 1 vs 8, 2 vs 7, 3 vs 6, 4 vs 5. Single elimination. No re-seeding after each round. The final round of the Championship Bracket for 8u-12u will be played in Montville at the Muni Fields. Concurrently, teams 9 15 will play in a Consolation playoff bracket. Games are played at home of better seed. Consolation bracket finals games are played at field of better seed, not in Montville. Trophies will be supplied by the MBSA for winner and runner-up for both Championship and Consolation Brackets. 5.4 Age divisions with 16 or more teams, will play the regular season as two divisions. Depending on the number of teams, some games may be inter-division. The top 3 teams from each division make Championship bracket, as well as two wild cards, the next two best teams for a total of 8. From there, the same format as described above for Championship and Consolation bracket applies. a. Championship Day- Saturday, June 16 th. (Rain date June 17 th ) 8U thru 12U Championship finals played in Montville 13U and up played at Home Teams field. All Consolation bracket games played at home of better seed 6.0 CONDUCT 6.1 Fights, arguments, coach s ejections, abuse of umpires, etc. WILL NOT BE TOLERATED IN ANY WAY! A player or coach who is ejected will be suspended for the next game, this includes playoff games. A player or coach who is ejected a second time will be removed from the league. The league will review such incidents and the individuals/teams involved may be removed from the league. Coaches/parents/players are encouraged to cheer for their team in a positive manner. a. Coaches need to notify the MTL Director if a coach or player is ejected. b. Any player who fake tags a baserunner will be given a warning by the umpire. A second fake tag will result in ejection of the player and head coach in addition to a 1 game suspension for both player and coach. 2/5/2017 9 version 5.1

6.2 All cheering by players, coaches and parents should be positive in nature towards and towards their own team. Rhythmic chanting that is focused on distracting the opposing pitcher is highly discouraged. Any rhythmic chanting must cease once the pitcher begins his windup. It is at the umpire s discretion to issue a warning and any further penalties if the behavior persists. All cheering should conform with Cal Ripken rules and The Sportsmanship Code of Babe Ruth League. 2/5/2017 10 version 5.1
