Waiver Release Form In consideration for being allowed to participate in the activities relating to the Germantown Holiday Parade ( Special Event ), I hereby expressly assume all risks and hazards incidental to my participation in the Special Event and assume full responsibility for all risks of bodily harm and property damage resulting from or in connection with my participation in the Special Event, including without limitation, transportation to and from the activities relating to the Special Event. I hereby voluntarily release, waive and forever discharge and agree to indemnify and hold harmless, the City of Germantown, its elected officials, officers, employees, agents, representatives and related persons (collectively the City ) from any and all liabilities, claims, damages, injuries and losses, including attorney s fees and courts costs, resulting from, arising out of or connected in any way with my participation in the Special Event and related activities; and further agree to indemnify, defend and hold the City harmless from and against any and all liabilities, claims, damages, injuries and losses, including attorney s fees and courts costs, for personal injury or property damage to any person or entity resulting from or related to my participation in this Special Event. Parade Guidelines To ensure everyone s safety All vehicle owners must provide proof of up-to-date vehicle insurance and all drivers must have a valid driver s license. The speed of motorized vehicles in the parade must be limited to 10 mph or less. Drivers (including clowns on bicycles or unicycles) must refrain from weaving or swerving towards the crowd. Throwing candies, toys, trinkets or other items into the crowd is forbidden. (Parade participants are only permitted to hand out such items while walking along the curb, to prevent children from running onto the parade route.) Animals must be under control at all times: those riding on floats must be tethered to the float; experienced equestrians must handle horses. Fireworks, starter pistols and cannons are not allowed; please moderate the level of amplified sound effects and music, which can startle animals or drivers. Limit the length, height and width of floats to dimensions that accommodate the parade route's street widths, turns, and overhanging branches. For all float decorations, use materials that are fire retardant. Carry a fire extinguisher on your float. Carrying people on your float? Have secured handrails that riders must grasp at all times, and don t extend arms or legs beyond the edges of the float. (Yes, people fall off!) At the staging area, drop off passengers at your designated staging position and then move promptly from the area to let traffic flow smoothly. At the finish area, keep moving along Exeter Road and follow directions from the Police or parade staff about your stopping place. Make sure that your parade vehicle is in good mechanical condition. Make sure that your parade vehicle driver is in good, healthy condition. Monitor weather conditions and make adjustments as needed. NOTICE The City of Germantown reserves the right to remove any individual, group, vehicle, float or participant from the Germantown Holiday Parade at the sole discretion of the Fire, Police or Parks & Recreation Department personnel. It is intended for the Germantown Holiday Parade to be held as a celebration of the holiday season and for the enjoyment of the participants and viewing public. In the interest of public safety, compliance with laws, and the spirit of the holiday season, all participants of the Germantown Holiday Parade are asked to comply with the directions of City of Germantown personnel. Please avoid any unsafe, illegal, or hurtful and unbecoming conduct that will imperil the public safety or diminish the public s enjoyment of the event. 3
Frequently Asked Questions Q: Where is the parade? A: The parade begins at the corner of Kimbrough Road and Farmington Boulevard and proceeds west on Farmington to Exeter Road. Q: Do all entries need a banner? A: Yes. The banner must be seen from the front, so that the emcee can properly identify the entry at the review stand. Q: Can we have a Santa Claus, live or animated, in our entry? A: No. The parade has an official Santa Claus. Q: Can I throw candy? A: No! To ensure the safety of everyone, candy and giveaways must be handed out by parade walkers, but not thrown from a moving vehicle. Q: If I am driving a car or float in the parade do I need to submit a copy of my driver s license and insurance? A: Yes. It must be submitted with the completed entry form. Q: What is the speed of motorized vehicles in the parade? A: The speed limit is 10 mph. Q: What should parade drivers be made aware of? A: A minimum of 15 feet must be maintained between entries. Weaving, swerving towards the crowd, spinning of wheels and engine revving is strictly prohibited. Q: If I am carrying people on my float do I need secured handrails and are safety monitors required? A: Yes. Riders must grasp handrails at all times. No extending arms or legs beyond the edges of the float. Safety monitors are required for all floats and are responsible for coordinating vehicle movements with the driver of the float to ensure no one is struck or run over by the moving float. Only 4 adult supervisors are permitted to walk with the floats. Q: How tall can my float be and do wheels need to be covered? A: Measured from the ground, floats cannot be any higher than 13 feet and should not have protruding, outrigger wheels or other appendages that might snare and injure a bystander. All wheels on trailer must be covered to keep pedestrians away from the wheels. Minor children of any age are not allowed to walk alongside moving parade floats, vehicles, or other motorized units. Q: In the Walking Division, may parents walk along side their children? A: Yes. One adult per five children. Q: Can we request a specific order in the parade line-up? A: No. The line-up is at the discretion of the parade committee. Q: What happens in the event of inclement weather? A: In the event of inclement weather, call 751-5669 for details on event status.
