About the Authors Jason Nelsen, J.D. Jason is an attorney licensed in both Utah and Nebraska. He graduated from Creighton University School of Law and together with his family he makes his home in Pleasant View, Utah. Jason is an NRA Certified Pistol Instructor, NRA Certified Chief Range Safety Officer and Certified Utah Concealed Firearm Permit Instructor. In his free time, you'll find Jason hiking, hunting and cheering for BYU. Russell Nelsen, J.D. Russell graduated from Creighton University School of Law and lives and works in Omaha, Nebraska. He is a lifelong hunter and outdoorsman. Russell loves his wife, daughter, religion, truck, college football, the Yankees, his guns and root beer. He firmly believes that if anyone has a problem with his love of any of the aforementioned things they are undeniably un-american. Since Russell also loves America, the opinion of someone who is un-american means very little to him. Phillip Nelsen Phil is currently a full time student at the University of Idaho College of Law, and together with his wife Paige, he makes his home in Moscow, Idaho. Phil is an NRA certified instructor who has certified thousands of students for concealed firearm permits throughout the United States. Prior to entering law school Phil worked as a professional hunting guide in Utah and Idaho, where he solo guided over one hundred elk, deer, moose, bear, and buffalo hunts. Kevin Nelsen Kevin is an old and tired man suffering from advanced stages of Post Traumatic Bitterness Syndrome! 2

Introduction The Bureau of Alcohol and Tobacco reports that last year over 1,600,000 handguns were manufactured in the United States, and it is estimated that the amount of concealed firearm permits currently active in the U.S is nearing four million. The state of Utah alone has over 170,000 active permits and issued nearly 10% of those permits (15,389) in the first quarter of 2009. Firearm laws in the United States vary from state to state so drastically, that what you might get a high five from a sheriff for doing in Wyoming, will get you 20 years in a Federal prison for doing in Illinois. With so many people carrying concealed firearms throughout the United States, and with such devastating consequences accompanying firearm violations, you would assume that it would be easy to find some sort of reference guide to help the average law abiding citizen avoid drastic punishments for inadvertent mistakes. You may think that, but you d be wrong, until now. This book was written and designed for the sole purpose of providing a quick reference guide to the average traveler who would like to defend him or herself while traveling through this great nation. We have compiled the most essential of information from all fifty states and the District of Columbia, and have organized them in the most user friendly and effective format as possible. You will find each state has it s own page which contains the following information: Ratings: We have rated the state s friendliness towards concealed carry based on our personal experiences, statutes, cases, prohibited areas, and attorney general opinions. The scale goes from 1-5 bullets, with five being the most friendly. Some states have been rated with a headstone, no explanation necessary. Prohibited areas: Places where you cannot carry your concealed firearm even if your permit is recognized by the state you are in. Reciprocity: If your permit is recognized by the state in question. Self-defense: The state self-defense laws. Special notes: Any special notes that we feel you should be aware of. This book is not intended to offer you legal advice or to be an all-inclusive doctrine for individual state laws. Such an endeavor would be far more complicated and would cost a lot more than what you paid for this guide. This book was written and compiled by experienced attorneys and firearm instructors who have taught thousands of students concealed firearm permit courses throughout the United States, and who possess various formal certifications. Still, we make no guarantees to the perfection of this work and encourage you to do any additional research that you feel might be necessary to ensure that you are in complete compliance with city, county, state, and federal laws. At the end of this book you will find the contact information for all of the Attorney general s offices in the United States, please contact the appropriate entity with any questions or concerns. Finally, we thank you for being a responsible citizen, one who refuses to be a victim who simply bows to the will of the unjust and the evil. It has been said, and we concur, All that is necessary for the triumph of evil, is that good men do nothing. 3
