Ref: 6/0112 16 July 2012 The Secretary Liquor Licensing Authority DX SX11159 WELLINGTON 6011 Dear Sir/Madam MANAWATU DISTRICT LICENSING AGENCY ANNUAL REPORT: 2011/2012 Section 105 of the Sale of Liquor Act 1989 requires the Manawatu District Licensing Agency to submit an annual report. This report is for the 1 July 2011 to 30 June 2012 licensing period. 1. Overview of the Agency s workload: Agency structure/personnel: a. The Secretary Lorraine Vincent, Chief Executive b. The Liquor Licensing Inspectors: Christine Wisnewski Rana Naser Colin Perrin and Rhys Sanson left the Manawatu District Council during the licensing period. c. Liquor Licensing Administrator: Cynthia Mills Karen Menear-Gist d. Chairperson of the Manawatu District Licensing Agency: Margaret Kouvelis from 15 March 2012 to 30 June 2012 Matthew Bell (Acting Mayor) 16 December 2011 to 14 March 2012 Ian McKelvie from 1 July 2011 to 15 December 2011
Agency Hearings No Agency meetings or hearings were held during the reporting period. 2. Agency initiatives An LTCCP target of visiting every licensed premise yearly has been set. Council Inspector s inspected 47 of the 55 licenced premises (85% compliance). 3. Sale of Liquor Policy: The Agency does not have a Sale of Liquor policy. The implementation of a policy is on hold pending the outcome of the current Sale of Liquor Act review. 4. Enforcement and Inspections: 4.1 Summary of Inspections: Council Inspectors inspect all premises when a new or renewal application for on/off/club licences are received. 35 inspections were carried out this year. Council Inspectors interview all new candidates who have applied for a new General/Club Managers Certificate. Forty two (42) interviews were carried out this year. Fifty eight (58) renewals for General/Club Managers were issued, on applications without interviews as no alcohol related issues were raised during the term of their previous certificate. Seventy five (75) Special Licences and nine (9) Temporary Authority applications were assessed. One new licenced premises was opened during the year and a new off licence issued. 4.2 Controlled Purchase Operations No Controlled Purchase Operations were carried out for the last year. This is due to a change of Police Officer who holds the Liquor Licence portfolio. 5. Liaison with Other Agency Groups: There were no liaisons between other agency groups this year. 6.
