2015-16 Sampson County Parks and Recreation Basketball Local Guidelines and Rules National Federation of High School rules will be used with the exceptions listed below. 1:00 DIVISIONS: Little Dunkers: Hot-Shots: And 1: Hoop-sters: TOPS: Ages 4-6 years Ages 7-9 years Ages 10-12 years Ages 13-14 years Ages 15-16 years 2:00 AGE REQUIREMENTS: 2:01 Little Dunkers Minimum Age: Four (4) years old players must reach their fourth (4 th ) birthday before the season begins. Maximum Age: Six (6) years old - players cannot reach their Seventh (7th) birthday before January 1 of the current school year. 2:02 Hot-Shots Maximum Age: Nine (9) years old - players cannot reach their tenth (10th) birthday before January 1 of the current school year 2:03 And 1 Maximum Age: Twelve (12) years old - players cannot reach their thirteenth (13th) birthday before January 1 of the current school year. 2:04 Hoop-sters Maximum Age: Fourteen (14) years old - players cannot reach their fifteenth (15th) birthday before January 1 of the current school year. 2:05 TOPS Maximum Age: Sixteen (16) years old - players cannot reach their seventeenth (17th) birthday before January 1 of the current school year. 1

3:00 TEAM SIZE AND GAME LENGTH: Little Dunkers (4-6 years): Instruction Clinics Participants learn basic fundamentals during the program. Goal Height: 6ft-7ft And 1 (10-12 years): Goal Height: Regulation. Team size: 10 maximum Game Length: (4) 8 min. quarters Hot-Shots (7-9 years): Goal Height: 8ft. Team size: 10 maximum Game Length: (8) 4 min. quarters No score or league standings recorded. Hoop-sters (13-14 years): Goal Height: Regulation. Team size: 10 maximum Game Length: (4) 8 min. quarters TOPS (15-16 years): Goal Height: Regulation. Team size: 10 maximum Game Length: (4) 10 min. quarters 3:01 Each team will be allowed four (4) time outs per game. All time outs shall be 1 minute in length. 3:02 There will be a five (5) minute half time. 3:03 The clock will stop for time-outs, free-throws, injuries, and at the official s discretion. 3:04 Overtime will be three (3) minute periods with a regulation clock. One time-out will be awarded to each team during each overtime period. These timeouts do not carry over to next period. (Trapping and pressing is allowed) 4:00 SEASON GAMES A PLAYER WHO IS BLEEDING, HAS AN OPEN WOUND, OR HAS AN EXCESSIVE AMOUNT OF BLOOD ON HIS OR HER UNIFORM, MUST LEAVE THE GAME AND MAY NOT RETURN PRIOR TO THE FIRST OPPORTUNITY FOR SUCH PLAYER TO RE-ENTER. IF THERE IS AN EXCESSIVE AMOUNT OF BLOOD ON THE UNIFORM, IT MUST BE CHANGED BEFORE THE PLAYER CAN RE-ENTER. 4:01 Substitution Hot-Shots (7-9): No player can play two consecutive quarters (5 new players each quarter); unless there are less than 10 players 2

And 1 (10-12): Mandatory substitutions at the 4 min. mark (CLOCK WILL BE STOPPED AT 4 MINUTES) of the 1 st and 2 nd quarter. Every player must sit out a sub-quarter before half-time. After 1 st Technical foul shot. [B] And 1 (10-12) - Restrictions on defense: a team is allowed to play full court man-toman defense the last 2 min of the 4 th quarter only. If at any time a team is ahead by 15 points during the game, the defense is required to play a zone defense inside the 3- point line with a continuous clock. After 1 st Technical foul shot. 3

[C] Hoop-sters (13-14) - Restrictions on defense: a team is allowed to play full court manto-man defense the last 2 min of the 4 th quarter only. If a team is ahead by 15 points then they are required to play a zone defense inside the 3-point line. After 1 st Technical foul shot. [D] TOPS (15-16) - Restrictions on defense: a team is allowed to play full court man-toman defense the last 2 min of the 4 th quarter only. If a team is ahead by 15 points then they are required to play a zone defense inside the 3-point line. After 1 st Technical foul shot. Trapping/Pressing Backcourt [E] And1, Hoopsters and TOPS - If a team is ahead by 20 points, the score will not be displayed on the score board but will be maintained in the official score book. If the scoring gap becomes less than 20 points the scoreboard will be update. And 1 and Hoop-sters!!! Trapping/Pressing backcourt will be allowed the last two (2) minutes of the 4 th quarter, unless a team is ahead by 15 points or more. If a team is ahead by 15 points then they are required to play a zone defense inside the 3-point line. After 1 st Technical foul shot Trapping 2 or more defensive players joining together to stop the movement of 1 offensive player 4:04 ALL PLAYERS THAT ARE PRESENT FOR THE GAME MUST PLAY. Players in good standing will play the minimum time required for their league. FAILURE TO COMPLY WILL RESULT IN A TWO GAME SUSPENSION FOR THE HEAD COACH. A SECOND OFFENSE WILL RESULT IN THE REMOVAL OF THE COACH FOR THE REMAINDER OF THE SEASON AND TOURNAMENT. Coaches are not obligated to play an individual the minimum time under the following conditions. 1. Player late for start of game (if a coach chooses to add a player that arrives late to their line-up sheet, that player must play the minimum amount of time as listed in 4:01. 2. Player with unexcused absence from practice in the week before the game. 3. Player who has been a discipline problem. 4. Injured player who could have played the minimum time if uninjured. 4

A coach who suspends a player according to rule must notify the opposing Coach and gym supervisor, prior to the start of the game (exception - player injured or ejected during the game.) 4:05 Coaches who use the exceptions to the all play rule to gain an advantage over another team will be removed from the coaching staff. 4:06 In the event that a team is unable to place a minimum of 4 players on the court to start the game, a forfeit will be declared. Forfeit time is 10 minutes after the scheduled start time for the first game. All other games will begin or be forfeited at their scheduled time or immediately at the conclusion of the preceding game. *EQUIPMENT: a) The Recreation Department will provide basketballs and game shirts for each team. b) The head coach of each team must sign for any equipment that is issued by the Recreation Department and is responsible for maintaining and returning that equipment. c) The Recreation Department will properly store all equipment in the off-season. d) All equipment will be purchased by the Recreation Department. No coach or parent has the authority to obligate the team or Recreation Department. e) Each player will furnish their own shorts (no jeans allowed), socks and shoes, which must be tennis shoes. f) All equipment worn by players must conform to local or official rules. All shirts must be tucked in and shorts at or above your hips for the entire game. g) Basketballs: Little Dunkers Division: Ages 4-6 years - 26 Junior Size Hot-Shots Division: Ages 7-9 years - 26 Junior Size Boys/Girls And 1 Division: Ages 10-12 years - 28.5 Intermediate Size Boys Hoop-sters Division: Ages 13-14 years - 29 Official Size Girls Hoop-sters Division: Ages 13-14 years - 28.5 Int/Womens Size Boys TOPS Division: Ages 15-16 years - 29 Official Size Girls TOPS Division: Ages 15-16 years - 28.5 Int/Womens Size 5

5:00 PARTICIPATION REQUIREMENTS: 5:01 Hot-Shots (7-9): Each player must play four- (4) minute quarters. And 1 (10-12): Hoop-sters (13-14): TOPS (15-16): Each player must play one (1) full quarter before half time (or full quarter if arriving late, at the coach s discretion see 4:05) Each player must play one (1) full quarter before half time (or full quarter if arriving late, at the coach s discretion see 4:05) Each player must play one (1) full quarter before half time (or full quarter if arriving late, at the coach s discretion see 4:05) 6:00 PRACTICES: 6:01 Coaches are expected to closely observe their players at all times to be certain that the players do not become overly fatigued. 6:02 Coaches shall refrain from using exercises that may be harmful to the player s physical welfare. 6:03 Practices will be limited to 2 hours in length (space and time permitting). 6:04 Practices must be over by 8:30 p.m. 6:05 Teams cannot practice more than three times per week (space and time permitting). 6:06 In the event that the Recreation Department is notified that a coach is in violation of the policy, the coach will be notified and the violation will be investigated by Department personnel. 6:07 Penalty for violation: 1 game suspension of the head coach. 7:00 COMPLAINTS / INELIGIBLE PLAYERS: 7:01 Complaints concerning officials, supervisors and other aspects of the youth program can be made in writing at anytime after a game has been played. No videotape protests will be allowed 7:02 Requests for determining the eligibility of a player (proper age, registered and on the roster) can be made at any point during the season by head coaches. When requesting the inquiry, coaches must give the players known name, jersey number and team for which he/she participated. Teams will forfeit all games in which an ineligible player (improper age, not registered on the roster) participates. 6

7:03 When an opening does not exist in their home district, then the player will be permitted to register in the next closest district with an opening. There will be no team penalties. 8:00 POSTPONED GAMES / INCLEMENT WEATHER 8:01 In case of inclement weather, coaches and parents should call the following number for a decision as to whether or not the games will be played: Sampson County Parks and Recreation 299-0924 If no cancellation is listed, teams must report to the gym and wait for the officials or gym supervisor s decision. 8:02 Prior to the start of the game, the gym supervisor or Recreation Department staff on duty will have sole authority to postpone or play the game. After the game begins, the officiating crew chief will have the sole authority to postpone or play the game. 8:03 Make-up games will be scheduled by the Recreation Department and may be rescheduled on alternate days. 9:00 ROSTERS AND REGISTRATION REQUIREMENTS: 9:01 School districts are used as a guideline for determining where a player will play. Players should sign-up in the community nearest to their home. This information will be announced in the schools, on the radio and in the newspaper. If no opening exists in their home district, then the player will be permitted to play in the next closest district with an opening. 9:02 All players must participate in an approved drafting procedure handled by the Recreation Department. 9:03 Any player who practices with a particular team will not be allowed to play for any other team during that season. Exceptions must be approved by the Recreation Department. 9:04 No player will be allowed to play on more than one (1) team within the program. 9:05 No player will be allowed to participate in a game or practice without a signed registration form and a birth certificate submitted for review by the Recreation Department. 7

10:00 COACHES AND CONDUCT: 10:01 ALL COACHES, TRAINERS/MANAGERS MUST COMPLETE A COACHES/VOLUNTEER APPLICATION AND SUBMIT TO A BACKGROUND CHECK IN ADHERENCE WITH THE DEPARTMENTS VOLUNTEER BACKGROUND CHECK POLICY TO BE ELIGIBLE TO COACH. THIS FORM IS TO BE TURNED IN BEFORE ANY COACH MAY BEGIN TO PRACTICE WITH A TEAM. 10:02 All head and assistant coaches must attend an orientation and rules clinic in order to coach within a Recreation Department sponsored program. Exceptions must be approved by the Recreation Department. 10:03 All coaches must understand and agree to carry out the duties, responsibilities, and policies as established by the Recreation Department. 10:04 Only two (2) coaches/trainer/manager may sit on the bench with the players. Head coach will be responsible for keeping unauthorized persons out of marked bench area. Only one (1) coach standing at a time. 10:05 Each coach should have a set of team rules that he/she expects the players and parents to follow. These rules should cover items such as practice schedule, attendance policy, disciplinary actions, providing refreshments, whom to call in case of rain, etc. Coaches must use discretion and good judgment if they feel it is necessary to suspend a player for violation of team policy. 11:00 SPORTSMANSHIP: 11:01 No alcoholic beverages are allowed on school or recreation property. This includes athletic facilities. This is a STATE LAW. If necessary, proper legal action will be taken to enforce this rule. NO TOBACCO PRODUCTS - SMOKING, CHEWING, DIPPING, ETC...ARE ALLOWED ON THE PRACTICE OR PLAYING FIELD. 11:02 A coach, player, or spectator with the presence of alcohol on their breath will be asked to leave the recreation area. 11:03 Any player who is ejected from a game will be suspended for the remainder of that game and the next scheduled game and is not eligible for All-Stars. The suspension could be longer depending upon the severity of the infraction. Players guilty of a second offense involving fighting/or unsportsmanlike conduct during the same season shall be suspended for the remainder of the season. 8

11:04 Any coach who is ejected from a game will be suspended for the remainder of that game, not eligible to be an All-Stars coach and the suspension will be for six (6) months (from the date of ejection) before eligible to coach again. Coaches guilty of a second offense during the following twelve (12) months shall be suspended for a minimum of three (3) years depending upon the severity of the infraction; the suspension could be longer. 12:00 POST SEASON PLAY: 12:01 League/division regular season champion may be determined by season standings. 12:02 Post-season County Championship Tournaments will be held at the end of the season in designated programs with a minimum of four (4) teams. And 1, Hoop-sters, and TOPS Divisions ONLY!!! 9
