1. General Administration 1.1 Brisbane South Baseball Association will administer all T-Ball, Rookie Ball and Little League baseball competitions within the Brisbane South Region 1.2 Baseball QLD will administer U14, U16 and U20 competitions 1.3 Each club must have a minimum of two delegates attend the Brisbane South Baseball Association Annual General meeting and monthly meeting, where possible 1.4 Brisbane South Baseball Association may invite clubs from other regions to participate a Brisbane South Baseball Association competition 1.5 Each club has 2 voting rights during a voting process (1 vote per person) 1.6 Clubs within the Brisbane South region must enter at least 1 team in each of the competitions for T-Ball, Rookie Ball and Little League, if a club wishes to run in-house competitions. If no in-house competitions, a club may enter unlimited number of teams in the Brisbane South Competitions. If a Governing body introduces a new recruitment program or similar, this will override 1.6 section. 1.7 The Brisbane South Baseball Association By-Laws are in conjunction with Australian Baseball Federation Rules, Baseball Queensland Rules and the Official Rules of Baseball 1.8 Each club will send a completed Form N to the Brisbane South Baseball Association by 31 July each year 2. Uniforms 2.1 Each club is accountable to ensure all players wear the full club uniform 3. Team Grading 3.1 Each club is accountable to nominate teams for each age group they wish to participate in by 25 September each year to the Brisbane South Baseball Association Registrar 3.2 If a club has nominated two or more teams in the same competition, those teams must be of equal standard 3.3 Brisbane South Baseball Association Regional Director of Coaching has the authority to review team gradings throughout a season. A review can be received from a club or initiated by the Regional Director of Coaching NOTE: The priority for youth players is development of basic skills, not winning. All clubs should ensure attention is focused on a player s skill level, when completing team gradings and clubs need to take responsibility and act within the best interests of baseball in general 4. Players playing out of natural age group 4.1 Players are encouraged to play in their natural age group in a competition that is equivalent to the skill level 4.2 Clubs may seek approval for a player to play out of their natural age group, clubs must complete the approved Baseball QLD form, which clearly states the reason for the request 3

including whether it is on an adhoc basis or permanently. Refer to Baseball Queensland Rules. 4.4 Each club should maintain an accurate record of players playing out of their natural age group forms, the Brisbane South Baseball Association Regional Director of Coaching may from time to time request this information to ensure clubs are compliant 5. Accreditation Certificates 5.1 Each club is responsible to ensure all coaches/managers/scorers hold current appropriate qualifications to fulfil a position, no person is permitted to a position without the appropriate qualifications 5.2 Each club is to ensure all persons dealing with children hold a current Positive Blue Card 5.3 Each club is responsible to take the appropriate action for a person to obtain the appropriate qualifications 5.4 Action may be taken at the discretion of the Brisbane South Baseball Association Committee against any club that fails to comply with section 5.1, 5.2, 5.3 6. General Playing Rules 6.1 Brisbane South Baseball Association will determine the number of competitions/divisions that maybe required for each group 6.2 No new innings will commence with less than 5 minutes remaining from the scheduled finishing time 6.3 If a new innings is started and the innings is not completed within 10 minutes from the scheduled finishing time, the game will be called and result will revert back to the previous completed innings 6.4 No win/losses will be recorded and no standings will apply for T-Ball and Rookie Ball competitions 6.5 Maximum of 6 runs across the plate per innings will apply for all Brisbane South Baseball Association competitions 6.6 Maximum of 2 innings will constitute a game. One and half if the home team is leading 6.7 The plate umpire is the time keeper, unless this is delegated to the scorers 6.8 A team will be given 15 minutes grace period if waiting for the number of players to take the field. The game will finish at the normal scheduled time 6.9 All players must be rotated though various playing positions, no player is permitted to play the same position in 2 consecutive scheduled games 6.10 All offensive players must slide feet first into 2 nd base, 3 rd base and home plate where a play is imminent. If a player is in breach of this rule, the player will be called out. It is recommended that no offensive player slides into 1 st base, all players should be discouraged from this. 6.11 Offensive base runners stealing a base may only advance 1 base at a time. If a player 4

is in breach of this rule, the player will be returned to the base he advanced from 6.12 If a team is leading by more than 10 runs, no stealing of bases is permitted. Offensive base runners may advance 1 base at a time only on a passed ball from the catcher 6.13 All players must start and play a full game in at least 25% of total games during the season 6.14 Each player must play in at least 50% of each game, the changes must be completed within 5 minutes of the 50% time allocated. Where possible, ensure changes are made in an appropriate manner and not used to delay the game 6.15 A team may start a game or continue a game with 8 players 6.16 A substituted player may re-enter a game in the event of injury or ejection, the player reentering the game is not permitted to pitch or catch 6.17 The home team will supply 1 qualified home plate umpire, the away team will provide 1 qualified base umpire 6.18 Maximum of 8 warm up pitches only permitted in change of innings. This rule is to be enforced by the umpires 7. Pitching and Catching 7.1 No player may pitch and catch in the same day 7.2 No pitcher is to exceed the daily pitch counts. Pitch counts are: - Rookie Ball 35 pitches (2 nd year players only permitted to pitch) Little League 60 pitches or 9 defensive outs (whichever comes first) Note: A pitcher may only exceed the pitch count rule to complete a batter s appearance 7.3 Post the Christmas break, a player is not permitted to pitch in consecutive scheduled games in a BSBA administered competition 7.4 No player is permitted to pitch or catch outside of their normal age group unless prior permission is granted through the Baseball QLD Playing outside of normal age group process with clearances 1, 2 or 3. These must be approved by the administering league. 7.5 A pitcher is only permitted to throw fastballs and change ups, no other pitch is permitted to be thrown 7.6 A catcher is permitted to catch a total of 9 defensive outs for Little League. 6 runs across the plate is deemed as 3 defensive outs 7.7 Post the Christmas break, a catcher is not permitted to catch in consecutive scheduled games in a BSBA administered competition 8. Duration of games T-Ball, Rookie Ball and Little league will be: - - T-Ball 1 hour (8.00am to 9.00am) 5

- Rookie Ball 1 hour and 15 minutes (9.15am to 10.30am) - Little League 1 hours and 30 minutes (8.00am to 9.30am) Note: The above times may change provided both clubs agree or if a Governing body introduces a new recruitment program, which is outside the above times 8. General Playing Equipment 8.1 The home team will provide 2 game balls 8.2 Safety balls will be used in all T-Ball, Rookie Ball and Minor little league competitions. Major Little League will use standard baseball. Minor little league may use standard baseball post the Christmas break 8.3 Protective cups are mandatory for all players (boys and girls) 8.4 All players are encouraged to wear mouth guards 9. Records 9.1 Brisbane South Baseball Association shall keep records of the following: - a. results and participation of all games in the competitions; b. all protests and reports recorded on game cards; c. all cautions and ejections, as recorded on game cards by umpires; d. all win/loss percentages allocated to each team according to the provisions of these by-laws; e. other information as required Note: The win/loss percentage ladder will only apply to Little League competitions. No win/loss percentage ladder will be recorded for T-Ball or Rookie Ball competitions. The win/loss percentage is calculated as number of wins times 100 divide by number of total games. IE. 8 wins times 800 = 800 divide by 25 games =.320 (winning percentage) 9.2 The home team is responsible to send scorecards for Rookie Ball and Little League to the Brisbane South Baseball Association Registrar. Little league scorecards must be received from clubs to the Brisbane South Baseball Association Registrar no later than 4 days of a game 9.3 Little League scorecards must be completed for a game that does not proceed due to forfeit, washout or extreme heat. The scorecard must clearly note the reason for the game not proceeding 9.4 Little League scorecards must be completed with all relevant information including player details, times in and out for player changes, injuries, ejections, pitch counts, protests 6

10. Finals 10.1 The Little League teams finishing in positions 1 to 4 after the regular season will participate in the final series, the format will be: - Week 1 Game 1 - Team 1 v Team 2 (winner advances directly to grand final) Game 2 - Team 3 v Team 4 (losing team eliminated) Week 2 Game 3 - Loser game 1 v Winner game 2 (losing team eliminated) Week 3 Game 4 Winner game 1 v Winner game 3 (Grand Final) 10.2 Little League semi-finals will be hosted by the home team 10.3 The venue for the grand finals will be determined by the Brisbane South Baseball Association 10.4 If 2 or more teams are equal on win/loss percentage after the regular season, it will revert back to head to head during the regular season, the team with the better winning record will advance. If this fails to separate the teams, it will revert back to runs scored against each other only during the regular season that the teams played each other, the team with the less runs against them will advance 10.5 Any finals games that the scores are tied at the completion of the regulation time, will play an additional 1 innings. If the scores are still tied after the extra 1 completed innings, it will revert back to head to head during the regular season, the team with the better winning record will be declared the winner. If this fails to separate the teams, it will revert back to runs scored against each other only during the regular season that the teams played each other. The team with the less runs scored against them, will be declared the winner 10.6 A player must play at least 25% of the regular season games to qualify to play in the finals 10.7 Each club will provide umpires as per section 6.17 for all Little League semi finals 10.8 Each club will provide 1 qualified umpire for the grand final games. The grand final umpires will be independent from the clubs playing in the grand final 10.9 A club or individual player who is deemed un-financial with the Brisbane South Baseball Association or other Governing bodies will not be permitted to play in a regular game, final series or region team until all monies have been paid in full 7

11. Inclement Weather Procedure 11.1 In the case of wet weather, it is important that the home team inspects their grounds to identify if the fields are unplayable. If unplayable, the home team must: - a. Notify the opposing club wet weather contact as soon as possible b. Place a notice on the club website c. Complete and send scorecard as per section 9.3 11.2 In the case of extreme heat (38 degrees or higher) being forecasted, the Brisbane South Baseball Association may cancel all games 12. Brisbane South Baseball Association Notice of Breach ATTN: Club Secretary, Baseball Club A breach has been identified that your club is in breach of Brisbane South Baseball Association By-Laws. The By Law is: Description of Breach: Player or Team: Date of Breach: Penalty: Comments: Signature Date of Notice: Registrar This Breach notice has been issued in accordance with the Brisbane South Baseball Association By-Laws and a fine or other penalties may be levied. If your club wishes to dispute the breach, please contact the Brisbane South Baseball Association in writing, on club letterhead, within 14 days from the date of notice. The dispute may be faxed, mailed or emailed. Contact details can be located on the Brisbane South Baseball Association website, www.bsba.baseball.com.au. If the club does not wish to dispute this breach notice, or fails to respond within the 14 days, then the penalty stated above will apply. Note: A breach of the By-Laws by an individual player or team is considered to be a breach by the club. 9

Game Card Requirements for Season Club Submitting Card: Eg Redlands Team Grade: Eg Little League Majors. If your card does not have a field for this, please write it at the top of the form. Team Name: Players Name: Eg Redlands Devilrays LAST NAME, First Name Playing Up/Down: Please remember if you have a player playing out of their natural age group you need to have a copy of the consent form to attach to the score card. Field Position: Only need to enter the FIRST fielding position taken. EG 3. If the player changes position during the game, this is NOT required to be entered on the game card. If the player is your tenth batter/bench player, enter the FIRST official fielding position they take. Eg if they come off the bench and go to first base, just enter 3. NOT B/3 or T10/3. Please remember that there are only NINE fielding positions on a field. Time In/Out: This is ONLY required for your bench players coming off the bench and entering the field and the player they are replacing. Eg if SMITH comes off the bench and replaces JONES at 9:00am, then you need to enter 9:00am against BOTH SMITH and JONES. Runs Scored per inning: Please ensure you have all runs entered in the correct boxes, including the total at the end. Won By: Enter the winning team's name Pitching Stats: All pitchers names (LAST, First), no of innings pitched and pitch counts are to be entered. Remember max pitch count for Little League is 60 pitches and Under 10 s is 35 pitches for SECOND YEAR players only. They are only allowed to pitch 3 consecutive innings. Catchers Stats: All catchers names (LAST, First) and no of innings caught are to be entered on the card. Please remember maximum innings for each catcher is only 3. Please ensure that the Coach, Scorer & Umpires all SIGN the card. 10
