SINGAPORE YOUTH OLYMPIC FESTIVAL (SYOF) IN CELEBRATION WITH SINGAPORE NATIONAL GAMES 2018 COMPETITION RULES & REGULATION INDOOR VOLLEYBALL 1. OFFICIAL TITLE OF CHAMPIONSHIP 1.1. The official title of the competition is Singapore Youth Olympic Festival (SYOF) 2018 in celebration with Singapore National Games: Indoor Volleyball 2. ORGANISER 2.1. The competition is jointly organized by Singapore Olympic Foundation and Sport Singapore. 3. DATE & VENUE 3.1. Date: 21st 22nd & 28 th 29th July 2018 3.2. Venue: Hougang Sports Hall 3.3. General Technical Meeting (GTM) will be held at Hougang Sports Hall Meeting Room (Level 2) on 10th July 2018 (Tuesday) at 7.00p.m. 3.3.1. All teams are STRONGLY ENCOURAGED to check with the organizers BEFORE the purchase or printing of any uniforms. The organizers will not be held responsible for any costs should the uniforms be rejected at the General Technical Meeting. 4. CATEGORY & ELIGIBILITY OF PLAYERS 4.1. 15 years & Under Boys & Girls 4.1.1. Those born in/ after the year of 2003 4.2. 19 years & Under Boys & Girls 4.2.1. Those born in/ after the year of 1999 5. REGISTRATION FEES & CLOSING DATE 5.1. Registration Fee: S$90.00 per team 5.2. Registration closing date: 30th June 2018 6. PARTICIPATION 6.1. Participation is open to all teams; Primary Schools, Secondary Schools, Institutes of Higher Learning and Clubs in Singapore 7. REGISTRATION OF PLAYERS 7.1. Only Singapore Citizens or Singapore Permanent Residents can participate in this competition. 7.2. Any one player is allowed to represent only one team during this competition. 7.3. Each team may consist of up to a maximum of 14 players (12 players + 2 Liberos) and a minimum of 9 players, one Head Coach, two Assistant Coaches, two Teacherin-charge and one Team Manager. 7.4. All players are to provide a copy of their student s pass for proof of eligibility. 7.5. Maximum entries of 16 Teams for all Categories will be accepted. Registration for each/both categories will close once the maximum entries had been reached. 7.6. Players List form and photocopied students passes are to be submitted latest by GTM on 10 th July 2018. 8. COACHES AND ASSISTANT COACHES 8.1. A team without the accompaniment of any team official at the commencement of a match will not be allowed to play. 8.2. Coaches accompanying teams must be qualified and recognized by the school. The teacher-in-charge can sit on the bench if he or she is registered on the Team Registration Form but is not allowed to make calls such as time-out and substitution. Should there be a need for the teacher-in-charge to make a call, he or she can signal to the game captain, and the game captain can then inform the referee(s). 8.3. While Head Coaches, Assistant Coaches and Team Managers are allowed to sit on the bench during match play, only Head Coaches are allowed to make calls. In the absence of the Head Coaches, Assistant Coaches will be allowed to make the call. 8.4. Assisting personnel of teams who are not registered on the Teams Registration Form cannot be seated on or be at the bench area during the matches, even during timeouts. 8.5. All teachers-in-charge, team managers, Head coaches and Assistant coaches must be properly attired (strictly no slippers and sandals). 9. TOURNAMENT REGULATIONS 9.1. Besides the existing regulations, this championship will also abide by the rules and regulations of FIVB RULES OF THE GAME Official Volleyball Rules 2017-2020, inclusive of the rule of 2-Liberos and Net Touch Rule. 9.2. Should any controversies or incidents occur beyond the scope of the specified rules and regulations, the Tournament Committee will be responsible for settling the dispute. Any decisions made by the Tournament Committee are final. 9.3. Matches will have a 10-minute general warm up use of the net and court. Match times are as indicated but do note that other than first game of the day, the following fixtures for the remaining matches are indicative only and all matches will follow on from the conclusion of the previous match. 10. 10.2. Final Tournament Format will be dependent upon the total number of participating Teams 10.3. All matches will be played to the best of 3 sets to 25 points, each set to a minimum lead of 2 points. 10.4. Official Competition Ball: Mikasa MVA 200. 10.5. The 3-ball system of ball retrieval will be used for all games in this competition. 10.6.2. For every game played, each team shall provide 1 player to assist in ball retrieval and 1 player to assist in the mopping as deemed fit by the Organizing Committee. 11. RANKING OF TEAMS 11.1. In order to establish the ranking of teams after the Preliminary Round, the following criteria should be implemented for all tournaments: 11.1.1. The ranking of teams is determined by the number of victories (match won, match lost) among teams of the same pool or group. 11.1.2. In the case of equal number of victories If two or more teams have the same number of victories, they will be classified in descending order by the points gained by each team per match as follows: Best of 3 sets Points awarded Win 2-0 3 Win 2-1 2 Lost 1-2 1 Lost 0-2 0 Match forfeited 0 11.1.3. Set quotient In the case of equality in the number of matches won by two or several teams, they will be classified in descending order by the quotient resulting from the division of the number of all sets won by the number of all sets lost. 11.1.4. Points quotient If the tie persists as per the set quotient (11.1.3.) the teams will be classified in descending order by the quotient resulting from the division of all points scored by the total of points lost during all sets. 11.1.5. If the tie continues as per the point quotient (11.1.4.) between two teams the priority will be given to the team which won the last match between them. When the tie in point quotient is between three or more teams, a new classification of these teams will be made taking into consideration only the matches involving the teams in question. 12. POSTPONEMENT 12.1. The Organizing Committee or his representative shall, at his/ her discretion, decide to postpone a match if he/she thinks the venue is unfit for play, or for any other valid reasons for which he/ she deems a postponement is in order. Teams must abide by the decision of the Committee or his representative. 13. WALKOVER 13.1. If the team concerned does not report 10 minutes after the match is scheduled to be played, the team is regarded to have withdrawn and thus declared as 'lost completely'. 13.2. The team, which is declared lost completely, will NOT be allowed to participate in the matches that follow. 14. SUSPENSION 14.1. Any players that have been expelled from the court during the match on grounds of misconduct shall be automatically suspended from playing the following match. 14.2. The Disciplinary Committee will decide on what action should be taken. 15. PROTEST 15.1. The team that wishes to protest while the match is in progress must inform the officiating referee verbally. Thereafter, the match will proceed as 'PLAY UNDER PROTEST'. Only the Captain of the team is allowed to make the protest. 15.2. A team that wishes to make a protest at the conclusion of the match should orally inform the officiating referee. While signing the score sheet, the team captain must write: "Wish to protest" and sign so that the protest will be made effective. 15.3. The team that wishes to make the protest is required to write a protest letter to the Chairman of the Tournament Committee within 24 hours after the match. All protests should be forwarded with a deposit of S$100.00 cash. In the event that the protest is rejected, the deposit will be forfeited. 15.4. The decision/s of the Tournament Committee is/are final. 16. DUTY JURY 16.1. A duty jury will be appointed by the Tournament Committee for each day of competition. 16.2. During the game, if there should be any disagreements or disputes, the duty jury will be responsible for settling such incidents. 16.3. 16.4. The duty jury is also responsible for checking the eligibility of players as well as Coaches and assistant coaches and other personnel seated on the bench. 17. AWARDS 17.1. Prizes will be awarded to the top 3 teams in this championship. 17.2. Medals will also be awarded to the top 3 teams. 17.3. All players in the top 3 winning teams of each category must be must be present at the closing ceremony to receive the awards with proper attired (especially no slippers and sandals). Otherwise, the trophies and medals will not be awarded to the teams concerned. 18. ATTIRE 18.1. Playing attire must be uniform, and of the same colour for each team (except for the Libero). 18.2. The Libero player(s) must wear a uniform which has a different dominant colour from the rest of the team. The uniform must clearly contrast with the rest of the team. 18.3. The Libero uniforms must be numbered like the rest of the team. 18.4. Players' jersey must be numbered from 1 to 20 inclusive. The number must be placed in the center of the front and back. 18.5. The number must be of a contrasting prominent 1-colour print to the jersey and a minimum of 15 cm height on the chest and 20cm on the back. The stripe forming the numbers must be a minimum of 2cm in width. 18.6. The team name must be clearly printed at the top back of the jersey. 18.7. In case of any sponsorship for the team, the sponsor s name must not replace the team name at the back of the jersey. 19. NOTES 19.1. The Tournament Committee holds the right to decide on any issues that may arise that are not stated in the General Regulations. 19.2. The Tournament Committee has the right to alter the scheduled time and dates of the tournament if necessary. Participating teams will be informed of the changes as soon as possible. 19.3. It is the responsibility of participating teams to read through the Rules and Regulations thoroughly. 19.4. It is the responsibility of participating teams players, Teachers-in-charge, Team Managers, Head Coaches, Assistant Coaches, to take note of fixtures after the preliminary rounds to avoid unnecessary walkovers. 19.5. Date: 21 st July to 5 th August 2018 3.2. Venue: Hougang Sports Hall 3.3. General Technical Meeting (GTM) will be held at Hougang Sports Hall Meeting Room (Level 2) on 10th July 2018 (Tuesday) at 8.00p.m. 3.3.1. All teams are STRONGLY ENCOURAGED to check with the organizers BEFORE the purchase or printing of any uniforms. The organizers will not be held responsible for any costs should the uniforms be rejected at the General Technical Meeting. 4. CATEGORY & ELIGIBILITY OF PLAYERS 4.1. Men s Open 4.2. Women s Open 4.3. Men s Masters 4.3.1. 35 years and above, those born in/ before the year of 1983 4.4. Women s Masters 4.4.1. 30 years and above, those born in/ before the year of 1988 4.5. Corporate Category 4.5.1. 100% of the team must consist of full time and/ or contract staff of all private, public and non-profit organisations. 4.5.2. A team must consist of at least two (2) ladies, and one (1) lady must be in match at all times. 4.6. For all categories, teams must consist of minimally 70% Singapore Citizens and/ or Singapore Permanent Resident. 4.7. 13 & 14 4 4.7.1 All foreign players will have to have a permanent residential address in Singapore. It is also mandatory for them to possess a Work Permit / Employment Pass / Dependent Pass or Student Pass or any other appropriate documentation that allows them to reside and work long term in Singapore. Visitor Pass will not be considered. 4.8. Each team may only register a minimum of 9 players and up to a maximum of 14 players (12 players + 2 Liberos). 5. REGISTRATION FEES & CLOSING DATE 5.1. Registration Fee: S$135.00 per team 5.2. Registration closing date: 30th June 2018 6. COACHES AND ASSISTANT COACHES 6.1. All team managers, Head coaches and Assistant coaches must be properly attired (strictly no slippers and sandals). 6.2. In the event if both the coach and assistant coach are absent on the day of the match, only the game captain can make official calls for the team. 6.3. Coaches or assistant coaches who are late will not be allowed to sit on the bench for the ongoing set. He will be allowed to do so for the next set. 6.4. Coaches who are also players are not allowed to make official calls for the team unless they are the game captain. 7. TOURNAMENT REGULATIONS 7.1. If the team concerned does not report 10 minutes after the match is scheduled to be played, the team is regarded to have withdrawn and thus declared as 'lost completely'. 11.2. The team, which is declared lost completely, will NOT be allowed to participate in the matches that follow. 12. SUSPENSION 12.1. Any players that have been expelled from the court during the match on grounds of misconduct shall be automatically suspended from playing the following match. 12.2. The Disciplinary Committee will decide on what action should be taken. 13. PROTEST 13.1. The team that wishes to protest while the match is in progress must inform the officiating referee verbally. Thereafter, the match will proceed as 'PLAY UNDER PROTEST'. Only the Captain of the team is allowed to make the protest. 13.2. A team that wishes to make a protest at the conclusion of the match should orally inform the officiating referee. While signing the score sheet, the team captain must write: "Wish to protest" and sign so that the protest will be made effective. 13.3. The team that wishes to make the protest is required to write a protest letter to the Chairman of the Tournament Committee within 24 hours after the match. All protests should be forwarded with a deposit of S$100.00 cash. In the event that the protest is rejected, the deposit will be forfeited. 13.4. The decision/s of the Tournament Committee is/are final. 14. DUTY JURY 14.1. A duty jury will be appointed by the Tournament Committee for each day of competition. 14.2. During the game, if there should be any disagreements or disputes, the duty jury will be responsible for settling such incidents. 14.3. Teams that are dissatisfied with the decision/s can protest as stated in paragraph 12. 14.4. The duty jury is also responsible for checking the eligibility of players as well as Coaches and assistant coaches and other personnel seated on the bench. 15. 15.1. Prizes will be awarded to the top 3 teams in this championship. 15.2. All prize winners of each category must be must be present at the closing ceremony to receive the awards with proper attired (especially no slippers and sandals). Otherwise, the prizes will not be awarded to the teams concerned. 16. ATTIRE 16.1. Playing attire must be uniform, and of the same colour for each team (except for the Libero). 16.2. The Libero player(s) must wear a uniform which has a different dominant colour from the rest of the team. The uniform must clearly contrast with the rest of the team. 16.3. The Libero uniforms must be numbered like the rest of the team. 16.4. Players' jersey must be numbered from 1 to 20 inclusive. The number must be placed in the center of the front and back. 16.5. The number must be of a contrasting prominent 1-colour print to the jersey and a minimum of 15 cm height on the chest and 20cm on the back. The stripe forming the numbers must be a minimum of 2cm in width. 16.6. The team name must be clearly printed at the top back of the jersey. 16.7. In case of any sponsorship for the team, the sponsor s name must not replace the team name at the back of the jersey. 17. NOTES 17.1. The Tournament Committee holds the right to decide on any issues that may arise that are not stated in the General Regulations. 17.2. The Tournament Committee has the right to alter the scheduled time and dates of the tournament if necessary. Participating teams will be informed of the changes as soon as possible. 17.3. It is the responsibility of participating teams to read through the Rules and Regulations thoroughly. 17.4. It is the responsibility of participating teams players, Team Managers, Head Coaches, Assistant Coaches, to take note of fixtures after the preliminary rounds to avoid unnecessary walkovers. 17.5.
