Introduction The OBL is an online OOTP baseball league setup for the enjoyment of its players, the General Managers (GMs). This document should be used as reference and will be referred to for all questions regarding the rules of the league. By participating in the league, the GMs agree to abide by the rules set forth. League Management The league is managed by the commissioners. The commissioners will process the sims, manage the websites, and resolve disputes between GMs. The commissioners, at their discretion, will involve GMs or third parties to help improve the league. To avoid unnecessary administrative overhead, the league will be run, as much as possible, using in-game rules and processing. General Manager Expectations GMs are expected to follow the rules in this document. The health of the league will be dictated by the GMs, so participation on Slack and current exports are vital to everyone's enjoyment of the league. The opinions and feedback from the GMs are valuable and encouraged. During the off-season if there are rule changes, GMs are expected to provide feedback and participate in league-wide votes if/when posted. GMs are expected to reply to email and/or Slack DMs from the commissioners in a timely fashion. Exporting It is expected that every GM will export before the next scheduled sim, even if no changes are being made. You can export as many times as you like between sims. If a GM is having an issue downloading the league file or exporting, please contact the commissioners. Please post a notice in the appropriate Slack channel if exports will be missed due to availability. If an extended leave is needed, please communicate with a commissioner so alternate arrangements can be made. Rosters and Lineups It is expected that during every in-season export, the franchises rosters will be in-compliance with all roster rules set in the game. It is also expected that lineups will be set with the appropriate number of healthy pitchers and position players.

Players must be removed from the Disabled List within one sim of returning to full health. Players that are Designated For Assignment should be assigned, traded, or released within one sim after the DFA time limit. Players not assigned will be released and any contractual obligations for the player assumed by the team. Financial Management Every GM should be working towards building a competitive team. In addition, it s expected that GMs will balance the books of their team. That teams with different market sizes and budgets is part of the charm of the game. Any GM purposefully building debt, by releasing multiple big contracts in the same year, will be grounds for dismissal. Personal Conduct OOTP aims to deliver a realistic baseball team management gaming world. There may be times when the game will present something that is clearly unrealistic. If you are unsure about a potential move violating this fair-play rule, please contact a commissioner. While banter, discussion, and debate are encouraged, it is expected that we treat one another with respect. Personal attacks, harassment, or bullying will not be tolerated. There is a zero-tolerance policy on cheating and collusion. Teams will be controlled by one, and only one GM. Evidence of exports of multiple teams is considered cheating. If you suspect another GM of cheating, please report it to a commissioner and provide supporting evidence. Sim Schedule Each sim during the season will cover 7 days in-game, from Monday-to-Sunday which will cover 2 series. Each playoff round will be its own sim. During the off-season, the same sim schedule will be maintained through the end of the year in-game. After the new year, sims will be adjusted to bring up to spring training, usually covering two weeks per sim, as quickly as possible. As a rule, simes will normally occur 4 days a week on Monday, Wednesday, Friday, and Sunday. Any changes to this schedule will be communicated league wide. Player Contracts All player contracts are subject to review by the commissioner. Players will require 3 years of MLB service before an extension can be offered. Options Player options must precede team options if both are offered in the same contract. Team options must include a buyout of 25% of that year s salary. If no buyout is included that year will become fully guaranteed. Vesting options must be suitable and reasonably attainable. For example, a relief pitcher s vesting option cannot be based on number of plate appearances. Here is a decent guide: Starting Pitchers - games started or innings pitched Relief Pitchers - games finished or innings pitched (not to exceed 75) Position Players - plate appearance or games played Player Drafts Amateur Draft The amateur draft will be handled via StatsPlus, participation is mandatory via live picks or a draft list.

Rule V Draft The Rule V Draft will be handled in-game using the default rules for eligible players. Players taken during the Rule V draft need to remain on the active 25-man roster (or the DL) for the entire season, otherwise the player will be returned to their original team. Drafted players can be traded, but the active roster requirement follows the player. When a Rule V draftee is traded, it must be acknowledged in the trade post so all are aware. Trades All player trades are subject to review by the commissioners, if there are any questions to motive the GMs will be contacted. The 10/5 rule is enabled, so players with that designation can veto a trade when processed. Trades involving injured players and Rule V picks must be acknowledged in the trade post by both GMs Trades should be announced/posted in the OBL trade forum using the following format: Indians Trade: SP Bob Feller (MLB) CF Kenny Lofton (AA) Injured Reds Trade: C Johnny Bench (MLB) 2B Joe Morgan (MLB) Rule V pick @Reds to confirm The GM that posts the trade implies their consent. The trading partner needs to confirm by replying to the forum post to submit the trade for processing during the next sim. The forum post will be the transaction of record and will be kept for historical purposes. There is an RSS feed from the forum into the Slack #completed_trades channel for notification to the rest of the league. The trades only need to be posted and confirmed in the forum. If a traded player is injured during the sim after the trade is posted but before the trade is executed, the injury will be removed/cleared from the player. Commish Panel There is a 5 member commish panel whose membership is anonymous. The panel will address trades that any panel member wishes or that 3 or more GMs wish to have reviewed, GMs

should DM commish-pirates, or if the Pirates are a trading team please DM Greg-Nationals. Vetoes are invoked if the trades are detrimental to the league, collusion is strongly suspected, or a new GM is being taken advantage. The panel will also be used for other grievances includes collusion, tanking, or other instances of GMs gaming the system.
