CYO Athletics 2015 Baseball & Softball City Playoffs If there is no sports group in the parish, something is missing. Sport in the community can be an excellent missionary tool, where the Church draws close to each person, helping him or her to improve and to encounter Jesus Christ. Pope Francis 2014 I ask that all may participate, not only the best: everyone, with the advantages and limits that each person has, indeed helping the disadvantaged, like Jesus did. And I encourage you to continue your commitment to children in the outskirts of the city, through sport: with a ball to play with, you may also offer reasons for hope and trust. Pope Francis 2014 City Baseball/Softball Commissioner Glenn Galindo glenntgalindo@gmail.com CITY PLAYOFFS Baseball/Softball City Playoffs will consist of a single elimination tournament. Several Zones will be hosting various divisions throughout their Zone Fields. CURFEW A curfew will be in effect at all fields with all play ending at 11:00pm. NO EXCEPTIONS! Rules for length of game will be enforced as outlined below. Attached is the official schedule for the CYO team championships. LENGTH OF GAME Regulations games - Games are regulation only (regardless of time) if 5 complete innings have been played in the Tiny through Mite. a. Ten-run rule - Will be in effect after 3 complete innings, but not before all players have batted. NOTE: The following special rule will be in effect when two games are to be played on one diamond No inning will be started after one hour and fifty-five minutes of playing the first game. Example: A game starting at 6:30pm would have no new inning beginning after 8:25pm. Games not completed before curfew will continue the following day. Games will commence at the same location and at the same point of the game when game was stopped the night prior. (Players not being able to attend a continued game will be an out in place of their turn to bat.) PLAYER PARTICIPATION Player Participation - Each team must play each player at least two (2) defensive innings every game that the player is in attendance. An injured player playing defense and is taken out must re-enter by the end of the next half inning to get credit for playing a complete game. All players on a team in attendance must bat every game. A continuous batting order must be submitted not subject to change in that game. a. Penalty - Loss of one (1) game for each infraction and forfeiture of game in which violation occurred. Repeated infractions may cause suspension of Coach. In league play, it is the Zone Coordinator s responsibility to check the scorebook at least once a week. NOTE: In a one game playoff all players must play at least two (2) defensive innings.
PLAYER SUBSTITUTION a. No projected substitutions allowed. b. All substitutions must be declared at the time of entry with umpire and scorekeeper. i. Failure to do so will result Player Participation Penalty. CHANTING: No negative chanting at any time during the game. No chanting at pitcher at any time or during the wind up and pitch. This includes cheering or chanting for your own player. Penalty- Warning to coach If it continues, Head Coach is removed from playing field. PITCHERS: Pitch counts reset for City Playoffs, but will be active during City Playoffs. SOFTBALL ONLY: All girls (pitchers) must wear a protective mask while pitching during a game. Failure to do so will result in Pitcher not being able to pitch. PLAYING RULES: BASEBALL AND SOFTBALL NOTE: Tiny, Peewee, Mite and Cub MUST wear full head helmet which covers entire head and ears at bat and on the bases. Major League style batting helmet (with or that fit tight without ear protection) MUST be snapped under the chin at all times! All players must wear their helmet with Chin Straps. Penalty - Player with helmet that requires a chin strap will be called out if player makes it on base. BASEBALL-SOFTBALL ALL DIVISIONS: a. Courtesy Runner is allowed for catcher only if there are two outs. The courtesy runner MUST be the player that made the 2 nd out of the current inning or last out of the previous inning. SOFTBALL ONLY: PEEWEE II -JUNIORS a. Base runners are allowed to steal at the release of the pitch. CONDITIONS OF FIELDS It will be up to the Field Coordinator or CYO Director to determine the condition of the playing field. Once the game begins, the condition of the field is solely up to the judgment of the umpire-in-chief. If the game is called due to weather conditions, game will resume the following day, same start time, and will pick up where the game was left off (current score, same defensive players, pitch count and batter). If 3 complete innings have been played before game was called due to weather conditions or insufficient daylight as ruled by Head official, then game will be considered a complete game. Field Coordinators should notify the CYO Athletic Office at 734-1627 as early as possible if it is necessary to postpone games scheduled at your facility. The CYO Office will be updating the Archdiocese website to reflect any field cancellations or changes http://www.archsa.org/. Weekend game cancellations will be updated on the Archdiocese website as early as possible. In lieu of bad weather, do not assume the game will be cancelled until it is reflected on the Archdiocese website. INFIELD PRACTICE Permissible at all fields, providing it does not delay the start of a scheduled game. Judgment is up to the umpire-in-chief as to how much time a team will be allowed for infield practice.
LINEUPS Lineups should be in the hands of the official scorekeeper or Field Coordinator at scheduled game time, with the correct number of players present to start the game. Penalty: 1.Failure to submit line up by game time results in a verbal warning with a 5 minute deadline and an out for team when it s their turn to bat. 2. Failure to submit line up after the 5 minute verbal warning has elapsed will result in a Forfeit. Last name and first initial and number of all players and positions on official roster must be submitted. Players absent, sick, or injured must be indicated at the bottom of the score sheet. If player(s) arrive late they will be placed at the bottom of the batting order. All Field Coordinators must have all lineup sheets submitted taped to official book for verification, if needed. HOME TEAM Higher Seeded team will be Home Team. In case of two teams seeded the same, both Head Coaches must meet with Field Coordinator 15 minutes prior to game start time to determine Home Team. Home Team is determined by one coin flip. UMPIRES The umpires will be assigned. There must be two officials for each game. Teams are required to wait 15 minutes in case the officials are late. If officials do not show up, the game will be rescheduled. SCOREKEEPERS Scorekeepers will be provided by host parish and must be knowledgeable in scorekeeping and seated in a central location. Scorekeepers are also responsible for keeping track of player participation. Score sheets used for the City playoffs will be provided by host field. See attached score sheet for sample to follow. All score sheets need to be picked up and turned in to the CYO Office. PROTESTS: Protest Form must be completed, signed, and submitted as indicated within time.there will be no protests on judgement calls or rule violation of CYO Rules. CYO Rule interpretation Protest must be done at time of infraction. Coach must notify umpire and scorekeeper. 1. NFHS Rule Violation: City Playoffs a. Coach must fill out Protest Form, pay fee, and submit it to the CYO Athletic Director b. CYO Athletic Director will then meet with the specific City Sports Commissioner and make a ruling. i. A final ruling will be executed no more than 7 days after receiving Protest Form. 2. Player Participation: Any Protests on player participation must be accomplished immediately after the game, prior to signing of scorecard or scorebook Protest Fees: Must be submitted with Protest Form 1. City Playoffs or Appeals to Executive Board - $50.00 GAME RESULTS The Zone Coordinator must email the score of games in their zone at the end of each day of games to the CYO Athletic Director. We must have your cooperation on this. Any game postponed or canceled due to unfavorable field conditions will be played the following night at the same time and site. NO EXCEPTIONS unless approved by the CYO Athletic Director and Baseball/Softball Commissioner. A game that is tied after the time limit has elapsed will be continue using above rules until a winner is determined.
Managers, coaches, and the players will be expected to observe all the rules and regulations governing conduct when playing on their own facilities as well as at other Parish/Inter-Parochial Athletic Association facilities. Sportsmanship should be displayed to its highest degree during these playoffs (Coaches who show bad sportsmanship by not participating in trophy presentation or closing prayer will be suspended for entire following year). Please refrain from bringing food and soft drinks to the fields. Use the field concessions. Please inform all parents, as violators will be asked to take items out of the facilities. Zone Presidents/Athletic Directors please note: Each host field will be responsible to provide two baseballs, softballs, score sheets, protest forms, and scorekeepers as required. No exceptions! Coaches or players thrown out of a game must leave the entire facility. The Zero Tolerance Act will be enforced. The Field Coordinator must notify the CYO Athletic Director of all incidents that occur on their fields and provide a completed incident report. Only managers and coaches with CYO badges will be allowed in the dugout. Names of these coaches must be listed on the official team roster on file in the CYO Office Ministry and must have their official CYO coaches ID displayed and visible for the entire game. IN THE FINAL CHAMPIONSHIP GAME OF ANY DIVISION, THE WINNING TEAM WILL BE DECLARED CITY CHAMPIONS AND THE LOSING TEAM WILL BE CITY RUNNER-UP. PRAYER BEFORE & AFTER THE GAME Both teams are to gather at the pitcher s mound to participate in a prayer prior to the beginning of the ball game. The prayer has been provided by the Office of Youth Ministry/CYO and the coach or member of the Home Team is responsible for the recitation of the prayer. NO GAME will commence without a prayer being said with both teams participating. (Coaches who show bad sportsmanship by not participating in closing prayer will be suspended for entire following year) Prayer to be said before each CYO game: (Sign of the Cross) Father in heaven, we ask your blessing on the game that we are about to begin playing. Give each one of us the courage to play this game in a manner which by our words and our actions is pleasing to You. Let us enter into this competition in a spirit of sportsmanship and with respect for the members of the opposing team. We ask you, Father to bless each one of us and especially the managers, coaches, officials and players. Keep us under the protection of Your son, Jesus Christ, and help us to be aware of His presence with us in this game. Amen.
