Online Baseball Union GM Manual Introduction The Online Baseball Union (OBU) is an internet community based on an online OOTP baseball league. The OBU was created with OOTP19 as a modern MLB league, with the only changes made to improve online play. The league does RTS sims every workday, is enhanced with StatsPlus, and uses Slack We take our fake internet baseball seriously, but not our Slack workspace - its fake internet baseball afterall. League Management The league is managed by the commissioner who will admin the websites, manage the league file, and process the sims. Being a Union, the commissioner relies on the feedback of all members in making decisions regarding the league. Commish Panel In addition to the commissioner, there is a Commish Panel of experienced and active GMs to help review league activity, decide discipline, and perform trade reviews. The panel consists of 9 members and a quorum of 7 members can render a decision. Unless there is a tie, the commish does not have a vote.
Sim Schedule The OBU will sim every workday Monday-Friday. Each sim will cover 3 or 4 games, alternating between an in-game Monday-Thursday or Friday-Sunday series against one opponent. All cities are in the same time zone and all game times are the same for RTS. Scouts Each GM gets to customize their scout to their liking by providing 5 data points. The first four are numbers between 60 and 200, that do not exceed 500. The scouting focus is one of 5 values - highly favor tools, favor tools, neutral, favor ability, highly favor ability. Scouting Majors Scouting Minors Scouting Amateurs Scouting Internationals Scouting Focus Draft The draft is handled via StatsPlus using the game generated draft order. For online play, free agent compensation is cleared the day the draft begins to ensure there is no confusion over the draft order. The draft pool is released 65 days prior to the draft and coincides with opening day. To prevent modifying the draft order once started, draft compensation is removed from all free agents on opening day. Once a team s draft timer expires, they are moved to auto-pick. They ll remain on auto-pick until the GM moves them back to manual pick. Here are the draft time limits: 1st round - 12 hours 2nd and 3rd rounds - 6 hours 4th and 5th rounds - 4 hours 6th and 7th rounds - 2 hours 8th and higher rounds - 1 hour Rule V Draft The Rule V draft will be handled in-game using the default rules for eligibility. Drafted players can be traded but must be noted in the trade post to confirm the receiving team is aware of the active roster requirement. If it s not noted, and the receiving team loses the player the Commish Panel will decide the appropriate corrective action.
Trading Trades can occur during anytime of the year and are always processed post-sim. Trades submitted after the trading deadline and prior to the completion of the playoffs, will processed as waiver trades. Trades will be posted (and confirmed) in the forums. There is an RSS feed into Slack for the league s awareness. Trades should be posted in the following format including their position, name, and league level. The trading partner should quote/reply their confirmation of the terms: Team A Trades: SP Greg Swindell (AA) OF Miguel Dilone (AAA) Team B Trades: 3B Brook Jacoby (MLB) GMs new to online play will have their early trades reviewed to ensure the competitiveness of the league. Trades are reviewed by the Commish Panel and non-panel members can initiate a review if 3 GMs challenge a trade. Financials There is a $10M debt limit. Trades that would take a team past $10M, or further into, debt will not be processed. Contracts The OBU contract rules will develop over time with monitoring to detect what the current AI negotiating will allow. Currently all contracts and extensions must comply with the following rules: Team Options require 25% buyout (game enforced) No vesting options (statsplus, years become guaranteed) Game s All the game settings listed are the default values when the game was created.
