Brawl by the Bay Memorial Weekend Baseball Tournament Tournament Rules 1. This is not a sanctioned tournament; however, all applicable Ohio High School Association Rules regarding player substitution, lineups, and age guidelines not specified in this document shall apply. All teams must carry their own insurance; medical and liability. 2. There will be no bat restrictions in the 8u--13u divisions. 14u and up is drop- 5 3. Team waiver and official roster with player s name, number and birthdate must be turned in prior to the teams first game. Players may play for only one team in each age group. 4. A coin flip will determine home team throughout pool play. The higher seeded team is home team for quarter-finals, semi and finals. At the end of each game both coaches should contact the tournament director with scores. 5. Profanity or misconduct by a player, coach, manager or fan will not be tolerated and may result in his or her ejection from the game and dismissal from the tournament site. If a player or coach is ejected from a game they must also sit out their teams next game. Coaches are responsible for their fans and can be dismissed along with the fans. 6. The tournament director shall be the sole judge as to the playing condition of the field and is responsible for calling or terminating a game. In addition, the tournament director has the right to modify the tournament format in order to complete the tournament should there be inclement weather. 7. Speed up rule: Teams may elect to use a courtesy runner for the pitcher and/or catcher of the previous inning(after 2 outs). The runner must be a player not in the present lineup or if none are available the player who made the last out. 8. Pitchers will be given 5 warmup pitches between innings. The fifth pitch is thrown down.
9. Pitching Rules! A. 8u-12u will be allowed 2 innings per game. 13u/14u will be allowed 4 innings! per game. 1 pitch constitutes an inning. B. Violation will result in forfeit of game. C. Once a pitcher is removed from a game they can no longer pitch again during that game. D. A pitcher must be removed from the game on a second conference/visit with a coach during the same inning. E. There will be 1 balk warning per pitcher in the 10-12u divisions. No warning for 13/14u division F. 8u mound 43 bases 65 9u,10u mound 46 65 bases.! 11u,12u mound 50 bases 70 13u--55 mound and 80 bases! 14u mound 60 90 bases(high school) 10. A forfeit will count as a 8-0 win. 11. Games will be 6 innings. All pool play, quarter final games semi final games will have a time limit of 1:45 minutes. There is no time limit championship games. No new inning shall start after this time limit has been reached. The last out made in the previous inning shall constitute the start of the next new inning. Thus, if the time limit has not been exceeded when the last out has been made in the previous inning, a new inning may be started. 12. All games are official after 4 innings of play if weather or darkness interrupts. 13. Mercy rule is in effect for all 10u thru 14u games. 15 after 3 innings. 10 after 4 innings 8 after 5 innings. In the event of a tie we will begin the next inning with bases loaded and 2 outs. The runners will be determined by the last three batters of the previous inning. 8u and 9u divisions will have a 7 run per inning limit. Run rule will be when a team can no longer catch up with their 7 run per inning limit. EX: 8 after 5 inning 15 after 4 innings. For tie breaker purposes their will be a max of 10 run differential per game. 14 Tie Breaker criteria: 1. Head to Head 2. Least runs allowed 3. Runs scored 4. Run differential (max 10 per game) 5. Coin flip 14. No metal cleats in 8u-12u division. They are allowed in 13/14u.
15. No balks or leadoffs in the 8u or 9u division. For the 9u division the runner must wait until the ball passes the plate to steal. Penalty for leaving early in 9u: 1st offense is a team warning and all runners will return to original base. 2nd offense the runner will be called out. 16. No infield fly or dropped third strike in 8u or 9u. All other divisions will use both 17. There will be no infield practice between games. 18. AH(additional hitter) may be used but is not mandatory. If the AH is used it is free substitution on defense. Coaches may also use the continuous batting order--all players present are in the batting order and free substitution on defense. The continuous batting order must be announced before the beginning of the game and the batting order must stay the same throughout the game. If a player leaves the continuous batting order for any reason that spot in the order will be an out for the remainder of the game or until that player returns to his or her original spot in the order. You can also use normal substitution where a sub enters for a starter. If the starter reenters --they must reenter for the same player who replaced them. The sub is then done for the game and may not renter again. 19. A team may start a game with 8 players, any less is a forfeit. When a ninth player arrives he is inserted in the last spot in the order. A team that starts with 9 may end with 8 provided their are no eligible players left. If a team starts with 8 players NO OUT is recorded for the missing player. All divisions except 8u coach pitch will use 3 outfielders. 8u coach pitch will use 4. 20. Be sure to have birth certificates immediately available upon request. Please have them available in hard copy form at the tournament. 21. Tournament format is a 3 game minimum. Number of teams will determine format for each age group. 22. Rain out policy. It is our intent to provide a high value, fun filled tournament. In doing so, we are investing a lot of money and effort to ensure your team s enjoyment. In the event of bad weather, the director reserves the right to push back starting times or modify the format of the tournament and or time limit of games to complete the tournament. The following refunds will be in effect in case of cancellation.!! 0 games played 75% refund!! 1 game played 50% refund!! 2 or more games played no refund. 8u MODIFY KID PITCH RULES These rules are added to the general rules of the tournament. 1. No stealing, no infield fly, no dropped third strike, no curve balls. 2. 6 inning games with no new inning starting after 1:45. 3. No bat restriction 4. 43 mound 65 bases. 5. During an at bat--- When a player pitches ball 4 to opposing batter the coach of the offensive team will then pitch to the batter. The count on the batter is carried over to the coach. Ex: If batter has 2 strikes they will still have 2 strikes when coach is pitching. The batter takes a swing and miss it is an out at that point. There are no walks. If coach hits a batter it is dead ball and the at bat will continue. If a batted ball hits the coach pitcher, the at bat is dead. All runners return to their original base and the at bat continues with the count of the previous pitch. 6. While the coach is pitching, the player in the pitcher position must stay within 5 feet of the coach. 7. Coach must pitch from the 43 mound. 8. Mercy rule 15 after 3, 10 after 4, 8 after 3 9. Pitching rules: 2 innings per pitcher( 1 pitch= inning). In the 8u division a pitcher may return to the game as a pitcher if they have not exceeded their 2 inning limit. 10. Substitution rule: Same as rest of the divisions 11. Leaving base early penalties: 1st offense is team warning and all runners return to original base and pitch is replayed. All other offenses will result in the runner being called out. All other tournament rules will apply.
8u COACH PITCH RULES 1. No stealing, bunting or leading off. Players leave the base when the ball is hit. If a player leaves early the 1st offense is all runners are sent back to their original base and a team warning is issued. 2nd offense the runner is called out and all other runners return to their original base. 2. Ball will be declared dead by umpire when time is called by a player in fair territory of the field. 3. Coaches will pitch from 43 and player must be within 5 feet of adult pitcher. 4. A batted ball that hits the adult pitcher will be declared dead and all runners return to the original base and pitch is played over. The count is resumed as if the pitch did not happen. 5. Hash marks will be between each base. When the umpire declares the ball dead he will make judgement on awarding baserunner bases. If runner is passed hashmark they are awarded the base they are headed to. If runner has not passed the hash mark they return to previous base. Umpires judgement is final. If a player calls time and umpire declares the play dead at that point no other plays count. Ex. player calls time and time is awarded by the umpire. At this point the player then throws to a base to get a runner out. This will not result in the runner being called out. Any play after time is awarded does not count. 6. A batter will be allowed 7 pitches or 3 strikes(whichever comes first). If the batter does not put the ball in play on the 7th pitch they are declared out. A foul ball on the 7th pitch awards them another pitch. 7. 8u coach pitch will use 4 outfielders. No coaches in the field on defense. 8. Substitution rule will follow tournament rule. 9. 7 run limit per inning
